NUMBER OF COVID-19 INFECTIONS AROUND THE COUNTRY HAS BEEN STEEPLY INCREASING . WE ARE FORTUNATE THAT IN VIRGINIA WE HAVE NOT SEEN A LEVEL OF RATE OF INFECTIONS AS THEY HAVE SEEN IN MANY OTHER STATES AROUND THE COUNTRY. AS YOU CAN SEE ON THE CHART THIS IS DATA THAT WAS CURRENT AS OF YESTERDAY EVENING. ACROSS THE COMMONWEALTH OF VIRGINIA THERE IS A STEEP INCREASE IN THE TOTAL NUMBER OF CASES THROUGHOUT THE STATE AND A SIMILAR TREND IS TRUE IN HENRICO COUNTY WHICH YOU CAN SEE IN THIS CHART.

I THOUGHT IT MIGHT BE HELPFUL TO COMPARE THE PEAK THAT WE ARE SEEING NOW WITH PEAKS THAT WERE SEEN EARLIER IN THE YEAR ACROSS THE STATE AND IN HENRICO COUNTY.

THE FIRST TABLE ON THIS CHART SHOWS THAT IN VIRGINIA WE HAD A PEAK ON MAY 31 AND AGAIN ON AUGUST 8 AND THEN COMPARING THOSE TO THE PEAK THAT WE HAVE SEEN THIS PAST WEEK ACROSS THE COMMONWEALTH OF VIRGINIA WE SEE A 100 PERCENT INCREASE IN THE PEAK WE ARE SEEING IN VIRGINIA THIS WEEK COMPARED TO IN THE SUMMER. THIS INCREASE IN HENRICO COUNTY

IS A 70 PERCENT INCREASE FROM THE PEAK WE SAW IN JUNE AND JULY.

DOCTOR VULA SAID WHAT IS DRIVING THE NUMBER OF CASES UP IS NOT THE OPERATIONS THAT ARE MOST AT RISK, THESE ARE THE HEALTHIER, YOUNGER, 20 TO 30-YEAR-OLDS PEOPLE IN THE COMMUNITY WHO ARE GETTING INFECTED WITH THE DISEASE. OBVIOUSLY THE CONCERN IS THEY COULD BE SICK BUT THE LARGER CONCERN IS THE SPREADING OF THE INFECTION TO INDIVIDUALS WHO HAVE HIGHER RISK FACTORS. OF COURSE WE WILL WATCH THE RATE OF HOSPITALIZATIONS ACROSS ALL OF THE COUNTIES IN THE COMMONWEALTH OF VIRGINIA. YOU CAN SEE THERE HAS BEEN A SLIGHT INCREASE OVER THE LAST MONTH AND 1/2 OF HOSPITALIZATIONS.

THE CONSENSUS RIGHT NOW IS, I'M GOING BACK BUT IF YOU LOOK AT THE INCREASE IN CASES AND THE RATE AT WHICH INFECTIONS ARE INCREASING THERE IS A LAG TIME WHEN PEOPLE ARE INFECTED AND SICK ENOUGH TO REQUIRE HOSPITALIZATIONS. THE CONCERN IS THAT COMING OFF OF THANKSGIVING IF PEOPLE ARE TRAVELING AND CONGREGATING THERE COULD BE MORE PEOPLE THAT ARE GOING TO BE SICK ENOUGH TO REQUIRE HOSPITALIZATION. THIS TREND COULD BE PREDICTED TO INCREASE BETWEEN NOW AND GOING THROUGH THE COLD WEATHER MONTHS AND ALTHOUGH WE ARE OPTIMISTIC ABOUT THE VACCINES COMING OUT GOING TO BE SOMETIME BEFORE THE VACCINES CAN BUFFER THE TREND BY THEMSELVES. JUST COMPARING THE NUMBER OF HOSPITALIZATIONS ACROSS THE STATE TO HENRICO, WE HAVE SEEN VARIATION IN HOSPITALIZATION RATES SINCE THE BEGINNING OF THE PANDEMIC. WE ARE NOT SEEING THE TYPE OF INCREASE THAT WE ARE SEEING FROM ACROSS THE COUNTRY BUT TIME WILL TELL WHEN AND IF THIS HITS US AS HARD AS IT HAD APPEARED HOSPITAL BED CAPACITY IS NOT A PROBLEM IN THE RICHMOND AREA OR IN HENRICO COUNTY. ULTIMATELY THE WORST POSSIBLE OUTCOME OBVIOUSLY IS WHEN WE HAD DEATHS. THE NUMBER OF DEATHS ACROSS THE COMMONWEALTH HAS BEEN FOLLOWING A STANDARD WAVE THAT WE HAVE SEEN SINCE THE BEGINNING OF THE PANDEMIC AND WE ARE HOPEFUL IT WON'T GET WORSE. IN HENRICO COUNTY WE HAVE NOT SEEN SIGNIFICANT CHANGES OF THE RATES OF PEOPLE DYING FROM COVID-19. I WANTED TO CHANGE GEARS A LITTLE AND TALK ABOUT TRANSITION EFFORTS THAT HAVE TAKEN PLACE THAT WENT INTO EFFECT YESTERDAY . SINCE THE BEGINNING OF THE PANDEMIC THE COUNTY HAS BEEN WORKING TO DEVELOP STRATEGIES THAT WILL ALLOW US TO PROVIDE THE SERVICES THAT OUR CITIZENS NEED AND DESIRE WHILE THE SAME TIME KEEPING OUR EMPLOYEES SAFE AND REDUCING THE SPREAD OF DISEASE BY FOLLOWING GUIDELINES BY THE CDC AND VIRGINIA DEPARTMENT OF HEALTH.

ANYTIME WE HAVE MADE A CHANGE TO HOW WE PROVIDE SERVICES OUR DIRECTION HAS BEEN TO APPROACH IT IN A METHODICAL, GRADUAL AND CONSISTENT MANNER ACROSS THE ENTIRE COUNTY SO YOU WON'T SEE ONE FUNCTION OF GOVERNMENT BEHAVING DIFFERENTLY IN TERMS OF SOCIAL DISTANCING AND TYPES OF PRECAUTIONS WE ARE PUTTING IN PLACE. OVER THE COURSE OF THE SUMMER WE WE'RE ABLE TO TRANSITION MORE IN OUR SERVICES BECAUSE OF THE CONCERN OF THE POSSIBILITY OF THE RISE IN INFECTIONS AND PEOPLE BEING EXPOSED. WE HAVE IN THE MOST RECENT LEAKS LOOK AT A METHODICAL AND CONSISTENT MANNER MOVING BACK ON THE REOPENING STRATEGIES.

BY AND LARGE THIS HAS NOT IMPACTED MOST OF THE SERVICES THAT THE CITIZENS ENJOY.

THE ONE CHANGE YOU WILL SEE IS WITHIN THE LIBRARIES WE ARE REINSTATING CURBSIDE CHECK OUT.

WE REINSTATED TELEWORK FOR PEOPLE WHO HAVE COME BACK INTO THE OFFICE WHEN IT IS SAFE FOR THEM TO DO SO. AGENCIES HAVE BEEN MORE FLEXIBLE AND GOING BACK TO MORE FLEXIBLE STAFFING ARRANGEMENTS WHERE YOU WILL HAVE ONE GROUP OF EMPLOYEES WORK THE FIRST HALF OF THE DAY AND ANOTHER GROUP OF EMPLOYEES WORK THE SECOND HALF OF THE DAY IN ORDER TO REDUCE CROWDING IN THE WORKSPACE. AND YOU COULD MEASURE THE CONSISTENCY ACROSS THE BOARD. AT ONE POINT HAD 200 INMATES IN THE JAIL WHO ATTESTED POSITIVE AND WITH THOSE LESS THAN 10 HAD SYMPTOMS. AND PEOPLE WHO ARE POSITIVE AND DON'T HAVE SYMPTOMS TO COME FORWARD AND BE TESTED.

I WE WILL CHECK WITH THE HEALTH DEPARTMENT FOR ANY ANALYSIS. >> BOARD MEMBER: IT'S JUST A CONCERN BECAUSE MANY PEOPLE ARE GETTING TESTED AND WERE SYMPTOM LIST.

HAS IT BEEN PROVEN TO BE OVER TIME? >> SPEAKER: IF YOU TAKE A RAPID ANTIGEN TEST, THE VALID RAPID TEST LIKE THE ONES WE ARE USING, IF YOU TEST POSITIVE ON THAT THEN YOU ARE POSITIVE. IT IS JUST AS ACCURATE AS ANY OTHER TEST.

IF YOU TEST NEGATIVE THE BEST EVIDENCE INDICATES IT'S ABOUT 80 PERCENT RELIABLE.

WE CAN'T RULE IT OUT. IF YOU GET A NEGATIVE IT DOESN'T MEAN YOU DON'T HAVE THE ILLNESS. WE ARE RELUCTANT TO EVER TELL SOMEBODY YOU DON'T HAVE COVID BECAUSE YOU GOT A NEGATIVE TEST. A NEGATIVE TEST TELLS YOU THAT AT THAT DEALER POINT IN TIME THERE IS NOT ENOUGH ILLNESS IN YOUR SYSTEM TO REGISTER ON THE TEST. FIRST RESPONDERS RESPONDED TO THIS WEEKEND DID WE RECEIVED A GPS ENABLED MEDICAL ALERT THE ALARM COMPANY CALLS OUR DISPATCHERS WHO SEND US TO AN ADDRESS AND DURING THAT CALL THE PERSON IN THE CALL WAS YELLING FOR HELP. OUR RESPONSE WAS TO THIS PARTICULAR RESIDENCE THAT THE GPS TOOK US TO AND OUR SOUL PURPOSE AS FIRST RESPONDERS WAS TO RENDER AID TO SOMEONE WHO WAS IN NEED. WE GOT THERE AND THERE WAS NO ANSWER AT THE DOOR.NTRY WAS MADE INTO THE RESIDENCE. WE WENT IN THERE WAS A GENTLEMAN THERE AND HIM AND HIS WIFE ARE AT THE RESIDENCE. THEY WERE AWAKENED TO POLICE OFFICERS AND FIRST RESPONDERS INSIDE THE RESIDENCE. AT NO TIME WERE THERE ANY GUNS DRAWN OR WEAPONS SHOWN OR ANY OF THAT BECAUSE OUR SOLE PURPOSE WAS TO RENDER AID.

THERE WAS NO CRIME, OUR SOUL PURPOSE WAS TO RENDER AID. I KNOW IT GENERATED A LOT OF CONVERSATION ON SOCIAL MEDIA. WE HAD A CONVERSATION WITH THE INDIVIDUAL WHILE WE WERE THERE AND TOLD HIM WHAT OUR PURPOSE WAS, WHO WE WERE LOOKING FOR AND IF THERE WAS ANYONE INJURED THERE AND WAS ACTUALLY NOT EVEN THE PROPER LOCATION. THE INDIVIDUAL WHO WAS AT THE LOCATION WAS NOT THERE. WE WERE TRYING TO FIGURE OUT WHY THIS OCCURRED AND GETTING WITH THE ALARM COMPANIES AND WHY IT WAS SENDING US TO THIS PARTICULAR LOCATIONS WERE TRYING TO MAKE SURE THAT DOESN'T HAPPEN AGAIN. IT WAS A SCARY SITUATION FOR ALL INVOLVED FOR HIS CONCERNS OR THE RESIDENCE CONCERN BUT WE WERE TRYING TO DO THE RIGHT

A LOT OF REDEVELOPMENT. THIS PROJECT IT IS GOING TO BE THE COUNTIES FIRST EGO DISTRICT. AN EGO DISTRICT BASICALLY LOOKS AT THE LOAD THAT IS PUT ON THE ENVIRONMENT WHICH INCLUDES COMPONENTS AS GEOTHERMAL HEAT, SOLAR, HOW WE MEET ARE THINGS LIKE WATER AND SEWER. WHAT WE DO WITH GRAYWATER. THE FINAL AREA OF REVENUE WE ARE AMENDING IS THE STATE EDUCATION AND AS THE MANAGER NOTED THIS EVENING WE CAN SAFELY SAY BASED ON CURRENT TRENDS AT THIS TIME AFTER THESE AMENDMENTS WE WILL STILL HAVE A SURPLUS OF 2 TO 3 TIMES THE AMOUNT OF THE AMENDMENTS EFFECTIVE JUNE 30, 2021. ON THE EXPENSE SIDE THIS AMENDMENT ALLOCATES FUNDING TO AUGMENT A COMPENSATION FOR POLICE OFFICERS, FIREFIGHTERS, SHERIFF DEPUTIES AND EMPLOYEES. AND OTHER GOVERNMENT EMPLOYEES. WE HAVE OVER 4000 TEACHERS IN HENRICO COUNTY THE ADJUSTMENTS COME IN THE FORM OF SALARY COMPRESSION PROVIDING LONGEVITY INCREASES ADJUSTING THE SALARY INCREASES. THE TIMING OF THESE INCREASES COULD COME IN THE THIRD OR FOURTH QUARTER OF THE FISCAL YEAR 21.

OR DURING THE FIRST QUARTER OF FISCAL YEAR 22 OR SOME COMBINATION OF ANY OF THOSE TIMES. THIS ACTION IS INTENDED TO GIVE THE BOARD OF SUPERVISORS FLEXIBILITY TO MAINTAIN AND REIKO'S POSITION AS THE PAID LEADER IN THE REGION.
