OFFER THE SUPERVISORS THE BIWEEKLY UPDATE ON COVID-19. TONY?

>> SPEAKER: MR. CHAIRMAN MEMBERS OF THE BOARD AS I AM SURE YOU HAVE SEEN RECENT NEWS THE

[4. MANAGER’S COMMENTS ]

NUMBER OF COVID-19 INFECTIONS AROUND THE COUNTRY HAS BEEN STEEPLY INCREASING . WE ARE FORTUNATE THAT IN VIRGINIA WE HAVE NOT SEEN A LEVEL OF RATE OF INFECTIONS AS THEY HAVE SEEN IN MANY OTHER STATES AROUND THE COUNTRY. AS YOU CAN SEE ON THE CHART THIS IS DATA THAT WAS CURRENT AS OF YESTERDAY EVENING. ACROSS THE COMMONWEALTH OF VIRGINIA THERE IS A STEEP INCREASE IN THE TOTAL NUMBER OF CASES THROUGHOUT THE STATE AND A SIMILAR TREND IS TRUE IN HENRICO COUNTY WHICH YOU CAN SEE IN THIS CHART.

I THOUGHT IT MIGHT BE HELPFUL TO COMPARE THE PEAK THAT WE ARE SEEING NOW WITH PEAKS THAT WERE SEEN EARLIER IN THE YEAR ACROSS THE STATE AND IN HENRICO COUNTY.

THE FIRST TABLE ON THIS CHART SHOWS THAT IN VIRGINIA WE HAD A PEAK ON MAY 31 AND AGAIN ON AUGUST 8 AND THEN COMPARING THOSE TO THE PEAK THAT WE HAVE SEEN THIS PAST WEEK ACROSS THE COMMONWEALTH OF VIRGINIA WE SEE A 100 PERCENT INCREASE IN THE PEAK WE ARE SEEING IN VIRGINIA THIS WEEK COMPARED TO IN THE SUMMER. THIS INCREASE IN HENRICO COUNTY

[00:05:06]

IS A 70 PERCENT INCREASE FROM THE PEAK WE SAW IN JUNE AND JULY.

DOCTOR VULA SAID WHAT IS DRIVING THE NUMBER OF CASES UP IS NOT THE OPERATIONS THAT ARE MOST AT RISK, THESE ARE THE HEALTHIER, YOUNGER, 20 TO 30-YEAR-OLDS PEOPLE IN THE COMMUNITY WHO ARE GETTING INFECTED WITH THE DISEASE. OBVIOUSLY THE CONCERN IS THEY COULD BE SICK BUT THE LARGER CONCERN IS THE SPREADING OF THE INFECTION TO INDIVIDUALS WHO HAVE HIGHER RISK FACTORS. OF COURSE WE WILL WATCH THE RATE OF HOSPITALIZATIONS ACROSS ALL OF THE COUNTIES IN THE COMMONWEALTH OF VIRGINIA. YOU CAN SEE THERE HAS BEEN A SLIGHT INCREASE OVER THE LAST MONTH AND 1/2 OF HOSPITALIZATIONS.

THE CONSENSUS RIGHT NOW IS, I'M GOING BACK BUT IF YOU LOOK AT THE INCREASE IN CASES AND THE RATE AT WHICH INFECTIONS ARE INCREASING THERE IS A LAG TIME WHEN PEOPLE ARE INFECTED AND SICK ENOUGH TO REQUIRE HOSPITALIZATIONS. THE CONCERN IS THAT COMING OFF OF THANKSGIVING IF PEOPLE ARE TRAVELING AND CONGREGATING THERE COULD BE MORE PEOPLE THAT ARE GOING TO BE SICK ENOUGH TO REQUIRE HOSPITALIZATION. THIS TREND COULD BE PREDICTED TO INCREASE BETWEEN NOW AND GOING THROUGH THE COLD WEATHER MONTHS AND ALTHOUGH WE ARE OPTIMISTIC ABOUT THE VACCINES COMING OUT GOING TO BE SOMETIME BEFORE THE VACCINES CAN BUFFER THE TREND BY THEMSELVES. JUST COMPARING THE NUMBER OF HOSPITALIZATIONS ACROSS THE STATE TO HENRICO, WE HAVE SEEN VARIATION IN HOSPITALIZATION RATES SINCE THE BEGINNING OF THE PANDEMIC. WE ARE NOT SEEING THE TYPE OF INCREASE THAT WE ARE SEEING FROM ACROSS THE COUNTRY BUT TIME WILL TELL WHEN AND IF THIS HITS US AS HARD AS IT HAD APPEARED HOSPITAL BED CAPACITY IS NOT A PROBLEM IN THE RICHMOND AREA OR IN HENRICO COUNTY. ULTIMATELY THE WORST POSSIBLE OUTCOME OBVIOUSLY IS WHEN WE HAD DEATHS. THE NUMBER OF DEATHS ACROSS THE COMMONWEALTH HAS BEEN FOLLOWING A STANDARD WAVE THAT WE HAVE SEEN SINCE THE BEGINNING OF THE PANDEMIC AND WE ARE HOPEFUL IT WON'T GET WORSE. IN HENRICO COUNTY WE HAVE NOT SEEN SIGNIFICANT CHANGES OF THE RATES OF PEOPLE DYING FROM COVID-19. I WANTED TO CHANGE GEARS A LITTLE AND TALK ABOUT TRANSITION EFFORTS THAT HAVE TAKEN PLACE THAT WENT INTO EFFECT YESTERDAY . SINCE THE BEGINNING OF THE PANDEMIC THE COUNTY HAS BEEN WORKING TO DEVELOP STRATEGIES THAT WILL ALLOW US TO PROVIDE THE SERVICES THAT OUR CITIZENS NEED AND DESIRE WHILE THE SAME TIME KEEPING OUR EMPLOYEES SAFE AND REDUCING THE SPREAD OF DISEASE BY FOLLOWING GUIDELINES BY THE CDC AND VIRGINIA DEPARTMENT OF HEALTH.

ANYTIME WE HAVE MADE A CHANGE TO HOW WE PROVIDE SERVICES OUR DIRECTION HAS BEEN TO APPROACH IT IN A METHODICAL, GRADUAL AND CONSISTENT MANNER ACROSS THE ENTIRE COUNTY SO YOU WON'T SEE ONE FUNCTION OF GOVERNMENT BEHAVING DIFFERENTLY IN TERMS OF SOCIAL DISTANCING AND TYPES OF PRECAUTIONS WE ARE PUTTING IN PLACE. OVER THE COURSE OF THE SUMMER WE WE'RE ABLE TO TRANSITION MORE IN OUR SERVICES BECAUSE OF THE CONCERN OF THE POSSIBILITY OF THE RISE IN INFECTIONS AND PEOPLE BEING EXPOSED. WE HAVE IN THE MOST RECENT LEAKS LOOK AT A METHODICAL AND CONSISTENT MANNER MOVING BACK ON THE REOPENING STRATEGIES.

BY AND LARGE THIS HAS NOT IMPACTED MOST OF THE SERVICES THAT THE CITIZENS ENJOY.

THE ONE CHANGE YOU WILL SEE IS WITHIN THE LIBRARIES WE ARE REINSTATING CURBSIDE CHECK OUT.

EVIL CAN STILL GO ONLINE, CHECK OUT A BOOK AND RECEIVE THE SERVICES CURBSIDE.

THE SERVICES THEMSELVES ARE NOT OPEN TO THE PUBLIC. THAT WAS A CHANGE THAT WENT INTO EFFECT THIS WEEK. AS THE CHAIRMAN NOTED WE HAVE REDUCED THE CAPACITY IN THIS ROOM FROM 40 PERSONS TO 25. BEYOND THAT THE MOTIONS THAT WE HAVE SEEN FROM THE AGENCIES HAVE BEEN IN THE FORM OF WORK PLACE CHANGES FOR EMPLOYEES. WE STOPPED DOING IN PERSON FITNESS CLASSES AT THE GYM. IT IS STILL OPEN BUT WE ARE NOT CONGREGATING IN CLASSES.

WE REINSTATED TELEWORK FOR PEOPLE WHO HAVE COME BACK INTO THE OFFICE WHEN IT IS SAFE FOR THEM TO DO SO. AGENCIES HAVE BEEN MORE FLEXIBLE AND GOING BACK TO MORE FLEXIBLE STAFFING ARRANGEMENTS WHERE YOU WILL HAVE ONE GROUP OF EMPLOYEES WORK THE FIRST HALF OF THE DAY AND ANOTHER GROUP OF EMPLOYEES WORK THE SECOND HALF OF THE DAY IN ORDER TO REDUCE CROWDING IN THE WORKSPACE. ALL OF THESE ARE CONSISTENT WITH CHANGES WE WENT THROUGH WITH THE SPRING AND SUMMER AND WE WE'RE ABLE TO MOVE BACK AND

[00:10:03]

FORTH ON A SCALE AND DO IT ON A CONSISTENT AND GRADUAL MANNER. WE WILL REEVALUATE THESE TRANSITIONS NEXT WEEK AND THROUGHOUT THE COURSE OF NOVEMBER AND MAKE ADDITIONAL CHANGES AS NECESSARY. WITH THAT AS A QUICK OVERVIEW THIS IS YOUR BIWEEKLY COVID-19

UPDATE AND I WOULD BE HAPPY TO ANSWER ANY QUESTIONS. >> BOARD MEMBER: MR. CHAIRMAN? WE HAVE THE COPY OF YOUR REPORT. COULD YOU SEND IT BY EMAIL?

AS AN ATTACHMENT? >> SPEAKER: YES MA'AM, ABSOLUTELY.

>> BOARD MEMBER: I ONLY ASK THAT BECAUSE I HAVE A LOT OF PEOPLE WHO HAVE BEEN ASKING ME QUESTIONS AND THE WRITTEN MATERIAL THAT YOU HAVE, I JUST HAVE A COUPLE OF EMAILS AND I

WOULD APPRECIATE THAT. >> SPEAKER: I WOULD BE HAPPY TO SEND THAT TO THE BOARD.

>> BOARD MEMBER: IT IS STATISTICS AND CHARTS THAT WOULD HELP ANSWER QUESTIONS

FROM SOME PEOPLE. THANK YOU. >> BOARD MEMBER: I MIGHT HAVE MISSED IT. WHAT DID YOU SAY ãCAN YOU HEAR ME? OKAY. WHAT DID YOU SAY THE SEVEN DAY AVERAGE WAS? WHAT IS THE PERCENT OF 100 OR WHATEVER WE HAVE BEEN LOOKING AT?

>> SPEAKER: THE PERCENT POSITIVE? >> BOARD MEMBER: THE POSITIVITY

RATE YES. >> SPEAKER: I DIDN'T INCLUDE IT IN THIS RPORT AND I WOULD BE HAPPY TO INCLUDE IT IN WHAT WE SEND OUT TOMORROW. I DON'T KNOW WHAT THE NUMBER IS AS OF TODAY BUT WE'VE BEEN HOVERING AROUND THE SEVEN PERCENT RANGE.

>> BOARD MEMBER: I WILL USE THAT IN COMPARISON TO THE COMMONWEALTH.

>> CHAIRMAN: ANYONE ELSE? >> BOARD MEMBER: TONY, HE MIGHT HAVE THIS INFORMATION BUT HAVE YOU NOTICED ANY DIFFERENCE IN PEOPLE WHO TEST POSITIVE WHETHER THEY DEVELOP SYMPTOMS OR DON'T THE FLU? HAVE WE SEEN ANY CHANGE IN ASYMPTOMATIC CASES BURST

SYMPTOMATIC CASES, ONE WAY OR ANOTHER? >> SPEAKER: THE PERCENTAGE OF PEOPLE WILL THAT REQUIRE HOSPITALIZATION IN THE DATA WE HAVE TODAY IS LOWER THAN THAT OF THE PANDEMIC. IN FAIRNESS WE HAVE BEEN CHALLENGED WITH DATA BECAUSE OF THE BEGINNING OF THE PANDEMIC YOU COULD ONLY QUALIFY FOR A TEST IF YOU HAVE SYMPTOMS TO BEGIN WITH. IF YOU HAD SYMPTOMS AND YOU ARE HIGH RISK THEN YOU ARE COUNTED AS A POSITIVE WHERE AS YOU HAVE SYMPTOMS AND NOT BE ELIGIBLE FOR A TEST.

AND YOU COULD MEASURE THE CONSISTENCY ACROSS THE BOARD. AT ONE POINT HAD 200 INMATES IN THE JAIL WHO ATTESTED POSITIVE AND WITH THOSE LESS THAN 10 HAD SYMPTOMS. AND PEOPLE WHO ARE POSITIVE AND DON'T HAVE SYMPTOMS TO COME FORWARD AND BE TESTED.

I WE WILL CHECK WITH THE HEALTH DEPARTMENT FOR ANY ANALYSIS. >> BOARD MEMBER: IT'S JUST A CONCERN BECAUSE MANY PEOPLE ARE GETTING TESTED AND WERE SYMPTOM LIST.

THE LAST QUESTION I HAVE THAT WE WERE USING IT SOMEWHERE IN A RAPID TEST AND THEN A 24 HOUR TEST. HAVE YOU IDENTIFIED THE ACCURACY OF THE RAPID TEST?

HAS IT BEEN PROVEN TO BE OVER TIME? >> SPEAKER: IF YOU TAKE A RAPID ANTIGEN TEST, THE VALID RAPID TEST LIKE THE ONES WE ARE USING, IF YOU TEST POSITIVE ON THAT THEN YOU ARE POSITIVE. IT IS JUST AS ACCURATE AS ANY OTHER TEST.

IF YOU TEST NEGATIVE THE BEST EVIDENCE INDICATES IT'S ABOUT 80 PERCENT RELIABLE.

WE CAN'T RULE IT OUT. IF YOU GET A NEGATIVE IT DOESN'T MEAN YOU DON'T HAVE THE ILLNESS. WE ARE RELUCTANT TO EVER TELL SOMEBODY YOU DON'T HAVE COVID BECAUSE YOU GOT A NEGATIVE TEST. A NEGATIVE TEST TELLS YOU THAT AT THAT DEALER POINT IN TIME THERE IS NOT ENOUGH ILLNESS IN YOUR SYSTEM TO REGISTER ON THE TEST. FOR THE OUTBREAK WE HAVE IN THE REGISTRAR'S OFFICE WAS CRITICAL FOR US TO EMPLOY THE RAPID ANTIGEN TEST LIKE WE DID. EVERYONE IN THE OFFICE OTHER TEST RESULTS IN A COUPLE OF HOURS. ANYONE WHO HAS SYMPTOMS AND HAD A NEGATIVE TEST WE FOLLOWED UP WITH THE PCR TEST WHICH IS THE GOLD STANDARD AND NONE OF THOSE RESULTED IN POSITIVES OR MISSED THE FIRST TIME AROUND. IT IS A USEFUL TOOL.

>> CHAIRMAN: TONY, DO YOU KNOW HOW LONG IT TAKES SAY YOU WERE EXPOSED TODAY HOW LONG NORMALLY

DOES IT TAKE FOR SYMPTOMS TO SHOW UP? >> SPEAKER: THE INCUBATION TIME

[00:15:05]

IS TWO WEEKS. >> CHAIRMAN: TWO WEEKS. WE JUST FINISHED THANKSGIVING.

WE HAD PEOPLE FLYING AND DRIVING IN AND MOVING ABOUT. THINGS COULD CHANGE RAPIDLY IN

TWO WEEKS. >> SPEAKER: YES SIR. STATISTICALLY MOST PEOPLE WHO HAVE BEEN INFECTED AND WILL DEVELOP SYMPTOMS WILL DEVELOP THEM WITHIN FOR 5 DAYS.

WE ARE ON THE VERGE OF THAT FROM THANKSGIVING. WE VERY WELL COULD SEE A RISE

IN CASES THIS WEEK. AND AGAIN NEXT WEEK. >> CHAIRMAN: WE ARE PREPARED?

>> SPEAKER: YES SIR. WE HAVE BEEN WORKING THIS PROBLEM SINCE MARCH.

ALTHOUGH I DON'T WANT ãANYBODY CAN TELL YOU THEY HAVE THIS THING COMPLETELY UNDER CONTROL

BUT WE HAVE A NUMBER OF SYSTEMS IN PLACE TO RESPOND TO IT. >> CHAIRMAN: OKAY.

DOES ANYONE HAVE ANY OTHER QUESTIONS FOR TONY?HANK YOU SIR.

>> SPEAKER: MR. CHAIRMAN WITH YOUR INDULGENCE I WILL ASK CARRIE TO TINA TO COME FORWARD.

SHE HAS THE ANSWER TO MR. NELSON'S QUESTION. >> SPEAKER: TODAY THE COMMONWEALTH STANDS ON THE WEBSITE. FIVE PERCENT IN THE PRIORITY IS EIGHT PERCENT POSITIVITY RATE AND WE ARE AT 5.8. IN TERMS OF TESTING AND COUNTERS WE ARE NOW THIRD IN THE STATE. WE FOLLOW FAIRFAX AND IN OTHER

NORTHERN VIRGINIA AND WE ARE ABOVE VIRGINIA BEACH RIGHT NOW. >> CHAIRMAN: THANK YOU.

>> BOARD MEMBER: SECOND COMMENT THIS EVENING MEMBERS OF THE BOARD, I AM GOING TO ASK CHIEF ENGLISH TO COME FORWARD. THERE WAS SOME INFORMATION THAT WAS PUT OUT ON TWITTER THIS WEEKEND. I HAD SEVERAL BOARD MEMBERS THAT CALLED US AT HOME REGARDING A PUBLIC SAFETY RESPONSE. PART OF WHAT WE WERE TRYING TO DO HERE IS BASICALLY SET THE RECORD STRAIGHT AND NOT EVERYTHING THAT IS PUT OUT ON

TWITTER IS ACTUALLY FACT. CHIEF? >> SPEAKER: GOOD EVENING MEMBERS OF THE BOARD. I WANT TO ADDRESS A SITUATION THAT WE RESPONDED TO.

FIRST RESPONDERS RESPONDED TO THIS WEEKEND DID WE RECEIVED A GPS ENABLED MEDICAL ALERT THE ALARM COMPANY CALLS OUR DISPATCHERS WHO SEND US TO AN ADDRESS AND DURING THAT CALL THE PERSON IN THE CALL WAS YELLING FOR HELP. OUR RESPONSE WAS TO THIS PARTICULAR RESIDENCE THAT THE GPS TOOK US TO AND OUR SOUL PURPOSE AS FIRST RESPONDERS WAS TO RENDER AID TO SOMEONE WHO WAS IN NEED. WE GOT THERE AND THERE WAS NO ANSWER AT THE DOOR.NTRY WAS MADE INTO THE RESIDENCE. WE WENT IN THERE WAS A GENTLEMAN THERE AND HIM AND HIS WIFE ARE AT THE RESIDENCE. THEY WERE AWAKENED TO POLICE OFFICERS AND FIRST RESPONDERS INSIDE THE RESIDENCE. AT NO TIME WERE THERE ANY GUNS DRAWN OR WEAPONS SHOWN OR ANY OF THAT BECAUSE OUR SOLE PURPOSE WAS TO RENDER AID.

THERE WAS NO CRIME, OUR SOUL PURPOSE WAS TO RENDER AID. I KNOW IT GENERATED A LOT OF CONVERSATION ON SOCIAL MEDIA. WE HAD A CONVERSATION WITH THE INDIVIDUAL WHILE WE WERE THERE AND TOLD HIM WHAT OUR PURPOSE WAS, WHO WE WERE LOOKING FOR AND IF THERE WAS ANYONE INJURED THERE AND WAS ACTUALLY NOT EVEN THE PROPER LOCATION. THE INDIVIDUAL WHO WAS AT THE LOCATION WAS NOT THERE. WE WERE TRYING TO FIGURE OUT WHY THIS OCCURRED AND GETTING WITH THE ALARM COMPANIES AND WHY IT WAS SENDING US TO THIS PARTICULAR LOCATIONS WERE TRYING TO MAKE SURE THAT DOESN'T HAPPEN AGAIN. IT WAS A SCARY SITUATION FOR ALL INVOLVED FOR HIS CONCERNS OR THE RESIDENCE CONCERN BUT WE WERE TRYING TO DO THE RIGHT

THING AND HELPING SOMEBODY WHO WAS IN NEED. >> CHAIRMAN: THANK YOU, ANY

QUESTIONS FOR THE CHIEF? >> BOARD MEMBER: YOU DON'T KNOW WHY THE GPS SENT YOU TO THAT ADDRESS? THE COMPANY, IS THAT WHO PAYS FOR IT?

>> SPEAKER: THAT IS PART OF THE INVESTIGATION THAT WE ARE TRYING TO FIGURE OUT NOW.

WE ARE TRYING TO GET IN CONTACT WITH THE ALARM COMPANY. OUR MAIN OBJECTIVE IS TO ONE, WE DON'T HAVE TO GO TO THIS INDIVIDUAL'S ADDRESS AGAIN TO DEAL WITH THIS BUT ALSO FROM A COUNTY PERSPECTIVE WE DON'T WANT THIS TO HAPPEN TO ANYBODY IN THE COUNTY.

IT IS A SCARY SITUATION FOR ALL INVOLVED WE HAVE TO RECTIFY AND FIND OUT WHY THIS DID OCCUR.

>> BOARD MEMBER: I HAVE A QUESTION. SO, BODY CAM FOOTAGE SHOWS WHAT

[00:20:12]

HAPPENED AND TECHNICALLY WHAT YOU ARE SAYING IS WHAT WAS TWEETED DID NOT MATCH THE

PHYSICAL EVIDENCE ON THE BODY CAM? >> SPEAKER: YES.

WHEN I GOT THE CALL THE FIRST THING I DID WHEN I GOT THE CALL THIS MORNING WAS I WANTED TO SEE IF THEY HAD A CAMERA. I REVIEWED IT, LOOK AT IT AND WHAT WAS TWEETED WAS NOT ACCURATE IN TERMS OF WHAT OUR RESPONSE WAS. WE WENT IN AND HAD A CORDIAL CONVERSATION WITH THE INDIVIDUAL AND AT NO TIME DID MY OFFICERS PULL OUT ANY

WEAPONS. >> BOARD MEMBER: NO POLICE OFFICER STANDING OVER THE TOP OF THE BED WITH FLASHLIGHT? NO GUNS DRAWN OR HANDS ON PISTOLS?

NONE OF THAT TYPE OF THING? >> SPEAKER: NO SIR. FROM WHAT I THOUGHT WE DIDN'T EVEN HAVE OFFICERS IN THE BEDROOM. WE WERE STILL IN THE HALLWAY OF THE STAIRWELL. THAT WAS NOT ACCURATE IN TERMS OF WHAT WAS TWEETED.

>> BOARD MEMBER: OKAY, THANK YOU. >> CHAIRMAN: ANY OTHER

QUESTIONS FOR THE CHIEF? GEEZ, THANK YOU. >> SPEAKER: THANK YOU.

>> SPEAKER: MR. CHAIRMAN I HAVE NO OTHER COMMENTS THIS EVENING. >> CHAIRMAN: RIGHT TO ANY OTHER BOARD MEMBERS HAVE ANY OTHER COMMENTS THIS EVENING? NONE? MR. THORNTON? YOU HAVE TO FLAG ME DOWN QUICK!

>> BOARD MEMBER: MR. CHAIRMAN I JUST WANTED TO SHARE WITH THE AUDIENCE AND WITH THE BOARD THAT WE LOST A MEMBER OF THE FAMILY WHO WAS GENERALIZED LAST SATURDAY.

THAT PERSON WAS MRS. CHARLOTTE ADDIE WEST MILTON. SHE WAS 90 YEARS OLD.

[5. BOARD OF SUPERVISORS’ COMMENTS ]

SHE GREW UP IN THE COUNTY AND EVENTUALLY SHE WAS AN EDUCATOR. SHE WAS ONE OF THE ELEMENTARY SCHOOL AND I WAS THINKING PERHAPS SHE WAS THE FIRST AFRICAN-AMERICAN IN THERE.

SHE ALSO INTO THE WAY. SHE WAS A MEMBER OF H PACK FOR MANY YEARS REPRESENTING THE DISTRICT AS MANY PEOPLE MAY RECALL, TOO, IN THE YEAR 2000 SHE WAS A CHRISTMAS MOTHER.

ONE OF THE THINGS THAT MRS. MELTON PERSONIFIED WAS, I THINK, THE LOVE OF HUMANITY, CHILDREN AND SHE HAD MANY PASSIONS. WHAT I LIKED ABOUT HER, TOO IS THAT SHE CARED ABOUT PEOPLE. MR. CHAIRMAN IF YOU WOULD INDULGE ME HER FAMILY ASKED ME TO GIVE A FEW REFLECTIONS AND I WANTED TO SHARE SOME WORDS THAT I SAID AT THE REFLECTION TIME DURING HER FUNERAL. AND I TOOK A FEW LINES FROM THE POET OF SAMUEL WALTER FOST AND ONE OF HIS CELEBRATED POEMS IS THE HOUSE BY THE SIDE OF THE ROAD AND THIS IS WHAT I STATED.

"I SEE FROM THE HOUSE ON THE SIDE OF THE ROAD BY THE HIGHWAY OF LIFE.

THE MEN WHO ARE OPPRESSED WITH THE ORDER OF HOPE, THE MEN WHO ARE FACED WITH THE STRIFE.

I TURN NOT AWAY FROM THEIR SMILES OR TEARS. BOTH PARTS OF AN INFINITE PLAN.

LET ME LIVE IN A HOUSE BY THE SIDE OF THE ROAD AND BE A FRIEND TO MAN ".

I DID THAT BECAUSE I THOUGHT MRS. MELTON PERSONIFIED THAT AS WELL AS I THINK ALSO, YOU TALK ABOUT THIS IS A BOARD, THIS IS A COUNTY WITH A HEART AND I ALSO THINK THAT POEM REFLECTS THAT TO THE MEMBERS OF THE BOARD AND THE OTHER MEMBERS THERE.

THANK YOU MR. CHAIRMAN. >> CHAIRMAN: MR. THORNTON ANY TIME WE LOSE A PILLAR OF THE COMMUNITY WE ALL TAKE PAUSE. ARE THERE ANY OTHER FURTHER COMMENTS FROM BOARD MEMBERS? MR. MANAGER COULD YOU COME UP HERE? WE HAD A SMALL ANNOUNCEMENT

[00:25:04]

TODAY.T IS NOT ON OUR AGENDA ANYWHERE. WOULD YOU GIVE A QUICK SYNOPSIS AND RECAP OF WHAT IS COMING TO OUR COUNTY AND TO MR. THORTON'S DISTRICTS SO THAT WE CAN, SOMEONE MAY NOT HAVE SEEN OR HEARD AND IS WATCHING THIS STREAM SO, IF YOU WOULD CAN YOU

TAKE A MINUTE TO EXPLAIN WHAT IS COMING TO HENRICO COUNTY? >> SPEAKER: YES.

MEMBERS OF THE BOARD LET ME START BY SAYING TODAY'S ANNOUNCEMENT WAS THE CULMINATION OF WORK PUT FORWARD BY A GROUP OF EIGHT COUNTY EMPLOYEES.

AND IT REALLY, THE PROJECT REALLY SPEAKS TO WHAT IS HAPPENING IN CENTRAL HENRICO SPECIFICALLY THE FAIRFIELD MAGISTERIAL DISTRICT BID WE HAVE SEEN CASE AFTER CASE DEVELOPMENT AFTER DEVELOPMENT AND I NOTICED THAT SEVERAL FOLKS SAY FAIRFIELD IS ON FIRE WITH WHAT YOU ARE SEEING AT THE REDEVELOPMENT OF RIVER MILL, THE TRANSPORTATION IMPROVEMENTS AND DEVELOPMENT FURTHER TOWARDS THE CITY BOTH RESIDENTIAL AND COMMERCIAL.

A LOT OF REDEVELOPMENT. THIS PROJECT IT IS GOING TO BE THE COUNTIES FIRST EGO DISTRICT. AN EGO DISTRICT BASICALLY LOOKS AT THE LOAD THAT IS PUT ON THE ENVIRONMENT WHICH INCLUDES COMPONENTS AS GEOTHERMAL HEAT, SOLAR, HOW WE MEET ARE THINGS LIKE WATER AND SEWER. WHAT WE DO WITH GRAYWATER. THERE IS A 45 ACRE PARCEL THAT RUNS THROUGH THE MIDDLE OF IT AND WHEN THE DEVELOPERS FIRST APPROACHED THE COUNTY THE QUESTION WAS ABOUT AN ARENA. THE ANSWER WAS IF THE NUMBERS WORK THE NUMBERS WORK.

THERE WASN'T A WHOLE LOT OF EXCITEMENT ABOUT THE ARENA. THE EXCITEMENT CAME WHEN THE DEVELOPERS CAME BACK AND BROUGHT THE REST OF THE PROPOSAL, 200 ACRES THAT COULD BASICALLY BE IN ADDITION TO AN ARENA. AND SO, WHAT THIS BOARD IS DOING IS SOME THAT COULD POTENTIALLY BE TRANSFORMATIONAL IN THE COUNTY AND TRANSFORMATIONAL TO WHAT IS POSSIBLE WHEN A DEVELOPER COMES FORWARD AND SAYS I CAN DO THIS.

ALSO, YOU HAVE SO MANY DIFFERENT COMPONENTS SET ASIDE FOR A MINORITY OWNED BUSINESS AND WHEN YOU HAVE A LIVING BUILDING IN THE BEST BUILDING FOR WHAT THERE ARE A HANDFUL IN THE WORLD AND YOU ARE GOING TO HAVE ON HERE AND OWE BY THE WAY THERE IS AN ARENA.

THE ARENA WILL TAKE AND COMPLEMENT THE SPORTS TOURISM EFFORTS FROM A MATHEMATICAL STANDPOINT. THERE IS NO OBLIGATION ON BEHALF OF THE COUNTY, NO DEBT THAT WILL BE ISSUED IT IS ALL DEVELOPER RISK. WHAT THESE EIGHT INDIVIDUALS WITHIN THE COUNTY AND 5 BOARD MEMBERS WERE ULTIMATELY ABLE TO DO WAS PUT TOGETHER A BUSINESS PROPOSITION THAT WORKS FOR THE TAXPAYERS OF THE COUNTY AND YOU ARE GOING TO SEE POTENTIALLY A 12+ YEAR DEVELOPMENT PROCESS AND OF COURSE THERE IS ECONOMIC ACTIVITY AND CONSTRUCTIONS AND JOBS THAT COMES FROM ALL OF THAT. OVERALL A GOOD MOMENT.

AT 7:29 THIS EVENING MY MIND ISN'T ON THIS MORNING AND WHAT HAPPENS.

IT REALLY IS ON WHAT COMES NEXT. AND SO, THAT IS WHAT WE ARE

TRANSITIONING TOWARDS. >> THANK YOU FOR THAT RECAP. THE ONLY THING I WILL ASK YOU TO SAY ONE MORE TIME IS THE ONE QUESTION THAT ALL OF US HAVE BEEN ASKED IS WHAT COST TO THE COUNTY? WHAT TAXES ARE GOING TO GO TO THIS DEVELOPMENT? I WANT YOU TO SAY IT OUT LOUD BECAUSE EVERY TIME I SAY IT THEY SAY HOW IS THAT EVEN POSSIBLE THAT IT IS ALL PRIVATE MONEY. COULD YOU?

>> SPEAKER: ZERO IN GREEK ME THEN, I DON'T KNOW MR. THORNTON IF YOU CAN HELPED ME WITH MULTIPLE LANGUAGES AS FAR AS ZERO. BUT NO.

NADA. NO LIABILITY. >> CHAIRMAN: THANK YOU FOR SHARING THAT. ALL RIGHT, IT IS TIME FOR RECOGNITION OF MEDIA.

I DON'T BELIEVE THERE IS ANY MEDIA IN THE ROOM. HOPEFULLY THERE COULD BE MEDIA OUT WATCHING THIS EVENING AND YOU WILL BE ABLE TO GET MANY GOOD ARTICLES OUT OF THIS

[00:30:02]

MEETING INCLUDING THE CHIEFS UPDATE TO HELP SQUASH INCORRECT SOCIAL MEDIA.

WITH THAT BEING SAID MR. MANAGER? >> SPEAKER: MR. MANAGER, WE

[6. RECOGNITION OF NEWS MEDIA ]

MOVE INTO THE PUBLIC HEARING REZONING PHASE. WE HAVE ONE CASE THAT WILL BE PRESENTED. THIS IS A CASE OUT OF TUCKAHOE 293-20 REZ2020-00037 TO REZONE FROM R-3 TO 01C. THE MAIN ACCESS TO THE SITE WILL BE FROM JESSE SENIOR DRIVE TO A CROSS ACCESS FROM 1409 EAST RIDGE ROAD.

YOU CAN SEE HOW THAT WOULD FUNCTION. THE APPLICANT CREATED A WEBSITE FOR THIS PROJECT AND A VIRTUAL COMMUNITY MEETING WAS HELD ON NOVEMBER 2? 46 NOTICES WERE MAILED AND ATTENDED. THE REQUEST FOR OFFICES CONSISTENT WITH THE 2026 CONFERENCE OF PLANT RECOMMENDATION AND THE PERMITTED PROPERS WOULD BE COMPATIBLE WITH THE ADJACENT PROPERTIES.

I HAVE MR. CRAWFORD TO PRESENT THIS ITEM. IS HE HERE? YES THERE HE IS. OKAY. THIS WAS COVERED A LITTLE BIT

[10. GENERAL AGENDA ]

MORE AT SESSION. AGAIN YOU ARE SEEING AN AMENDMENT THAT BASICALLY

[10a. 296-20 Introduction of Resolution - Receipt of Requests for Amendments to the FY 2020-21 Annual Fiscal Plan. ]

PORTRAYS THE COUNTIES PHYSICAL POSITION. WE ARE HAVING A VERY GOOD YEAR AS FAR AS ESTIMATED REVENUE. MR. CRAWFORD THE SUGGESTION HERE IS THAT YOU TAKE THIS AMENDMENT AND ALLOW YOURSELF SOME FLEXIBILITY GOING INTO THE LATTER PART OF THIS YEAR THE EARLY PART UP NEXT YEAR TO ENSURE THAT THE COUNTY REMAINS THE PAID LEADER FOR POLICE, FIRE, SHERIFF, GENERAL GOVERNMENT POSITIONS, TEACHERS AND WHAT WE ARE DOING WITH H

CPS. MR. CRAWFORD? >> SPEAKER: THANK YOU MR. MANAGER. THANK YOU MR. CHAIRMAN, MEMBERS POF THE BOARD.

>> CHAIRMAN: GOOD EVENING MR. CRAWFORD. >> SPEAKER: THIS IS AN INTRODUCER RECOMMENDATION FOR THE 2021 BUDGET. IF APPROVED THE RECOMMENDATION AUTHORIZES THE PUBLIC HEARING FOR THIS AMENDMENT IN THE RICHMOND THOMPSON BATCH ON NOVEMBER 8 AND THE PUBLIC HEARING WOULD BE HELD TUESDAY DECEMBER 15 PER THE TOTAL OF THE AMENDMENTS IS 25 MILLION. AND IN A DIFFERENT COURSE OF ORDER I WOULD COVER THE

[00:40:05]

AMENDMENTS AS FAR AS THE REVENUE SIDE AS THE MANAGER NOTED.

THIS AMENDMENT ADJUSTS A NUMBER OF BUDGETED REVENUE ESTIMATES WHICH INCLUDE REAL ESTATE TAXES BY $5.5 MILLION. LOCAL SALES AND USE TAX BY $5.5 MILLION.

FRANCHISE TAX WOULD BE ABOUT $7.5 MILLION. WE ANTICIPATE THAT WE ARE INCLUDING $750,000 IN REVENUE FROM COMPENSATION BOARD THE STATE COMPENSATION BOARD.

THERE IS A INCREASE FOR STATE AID FOR LOCAL POLICE DEPARTMENTS MORE COMMONLY REFERRED TO AS HOUSE BILL 599. THE FINAL AREA OF REVENUE WE ARE AMENDING IS THE STATE EDUCATION AND AS THE MANAGER NOTED THIS EVENING WE CAN SAFELY SAY BASED ON CURRENT TRENDS AT THIS TIME AFTER THESE AMENDMENTS WE WILL STILL HAVE A SURPLUS OF 2 TO 3 TIMES THE AMOUNT OF THE AMENDMENTS EFFECTIVE JUNE 30, 2021. ON THE EXPENSE SIDE THIS AMENDMENT ALLOCATES FUNDING TO AUGMENT A COMPENSATION FOR POLICE OFFICERS, FIREFIGHTERS, SHERIFF DEPUTIES AND EMPLOYEES. AND OTHER GOVERNMENT EMPLOYEES.
