BOB WAS ONE OF THE PILLARS OF OUR PLANNING OFFICE SERVING THE COMMUNITY FROM LATE 1958 TO EARLY 1990. HE WAS ASSIGNED AS THE CHIEF PLANNER FOR THE FIRST OFFICIAL PLANNING OFFICE IN 1962. AND BECAUSE OF HIS ARTISTIC TALENT, HIS TECHNICAL SKILLS AND LEADERSHIP BY EXAMPLE, HE ROSE THROUGH THE RANKS TO THE POSITION OF PLANNING DEPARTMENT DIRECTOR WHICH HE HELD FROM 1978 TO 1990. NOW BOB WAS INTEGRAL TO MANY GUIDING FORCES STILL PREVALENT [00:05:06] WITHIN OUR PLANNING OFFICE TODAY. HE OVERSAW THE CREATION OF THE COUNTY ZONING ORDINANCE. THE ONE WE'RE TALKING ABOUT NOW. THINK ABOUT THE 250 CHANGES THAT HAVE BEEN MADE TO THAT DOCUMENT. THE COUNTY'S FIST MODERN COMPREHENSIVE PLAN. AND THE 1985 OPEN SPACE PLAN THAT LED TO THE ACQUISITION SITES FOR DORY PARK, FOR DEEPRUN PARK AND THE BELMONT GOLF COURSE. HE WAS ALSO INVOLVED IN OVERSEEING THE PROCESS OF PLANS FOR MANY SIGNIFICANT PRIVATE DEVELOPMENTS SUCH AS THE INSBROOK OFFICE PARK AND THE WINDM SUBDIVISION. AS PLANNING IS A CONTINUOUS PROCESS, BOB'S CAREER AFFECTED NEAR EVERY INCH OF THE COUNTY AND WILL CONTINUE TO DO SO. IN AN ADDITION TO HIS NUMEROUS CONTRIBUTIONS TO OUR COUNTY, AND OUR ORGANIZATION, HE VOLUNTEERED AS AN EMT WITH LAKESIDE RESCUE SQUAD AND WAS THROWN FOR THE PHILANTHROPIC WAYS HE CARED FOR OTHERS. MR. CHAIRMAN, MEMBERS OF THE BOARD, I HAVE SENT MR. THAT'S ABOUT 35,000 INDIVIDUALS BETWEEN RICHMOND AND HENRICO WHO HAVE BEEN VACCINATED. AND THEN REALLY JUST THE EFFORTS OF JACKSON AND AMY, OUR NURSE MANAGER AND MELISSA, WE'VE GOT FOUR EVENTS SCHEDULED NEXT WEEK. 4,000-PERSON EVENTS THAT WILL TAKE PLACE FOR BOTH RICHMOND AND HENRICO RESIDENTS AND ON TOP OF THAT, WE HAVE REALLY MOVED THE REGION TO START DOING LARGE-SCALE VACCINATIONS. PLEASE DO NOT LOWER OUR PROPERTY VALUES BY DROPPING IN POORLY DESIGNED UNDERLANDSCAPED AND CONSIDER MIRRORING THE DESIGN OF THE DOLLAR GENERAL ON NEW MARKET WITH A SIMILAR ROOFLINE AND EXTERIOR MATERIALS AS THE GAS STATION ACROSS THE STREET ON TURNER ROAD. I KNOW THE COUNTY RECENTLY REDUCED THE SPEED LIMIT OF THE ROAD IN ORDER TO MAKE EFFORTS TO TRY AND IMPROVE SAFETY AND SLOW TRAFFIC DOWN. AND EVEN IF WE CHANGE THE LOCATION FROM TURNER ROAD TO DARBYTOWN ROAD ENTERING AND LEAVING THE FACILITY, IT'S STILL A VERY DANGEROUS LOCATION THAT I THINK WE WOULD BE PUTTING MEMBERS OF THE VARINA AREA AT RISK THAT TRAVEL THE ROAD FREQUENTLY. ESPECIALLY THOSE WITH KIDS AND SCHOOL BUSES ON THAT HAVE TO PICK UP AND DISCHARGE ON THE ROAD. I CAN SAY THAT THIS PARTICULAR SAFETY CONCERN COMING FROM BOTH DIRECTIONS DOWN DARBYTOWN IS BASICALLY A BLIND CORNER. AS IS, I DON'T LIKE CROSSING THE ROAD. IT MAKES ME LOOK ABOUT FIVE OR SIX TIMES EACH DIRECTION BEFORE I GO. CARS COME ACROSS ABOVE THE SPEED LIMIT AS WAS ALREADY MENTIONED. IT'S BEEN LOWERED. PEOPLE DON'T ALWAYS TRAVEL THE SPEED OF THE LOWER SPEED LIMIT. A PARTICULAR SAFETY CONCERN CROSSING OVER THERE. OBVIOUSLY IF THINGS ARE PUT IN PLACE, SOME OF THE CONCERNS OF THE LOCATION OF VARINA BEING A FOOD DESERT, WE'D LIKE YOU TO CONSIDER PUTTING PRESSURE ON THEM TO HAVE FRESH FRUITS AND VEGETABLES, HEALTHY FOODS AVAILABLE TO BE PURCHASED AND I DON'T KNOW WHAT CAN BE DONE, BUT IN PARTICULAR, LIVING WAGE CONCERNS.
