SAY AYE. >> OPPOSED. >> THE MOTION CARRIES. MR. MANAGER. >> I HAVE ONE COMMENT THIS EVENING AND THAT IS THE BI WEEKLY UPDATE ON COVID-19 [4. MANAGER’S COMMENTS ] AND THE EFFORTS AND I WOULD ASK TONY DOWELL TO PRESENT THIS. BUT -- HE IS REMOTE. TONY? , AS THE PRESENTATION IS UP I WOULD LIKE TO START OFF BY LETTING YOU KNOW WE WILL TALK ABOUT THE VACCINATION EFFORTS. >> SINCE THE DOCTOR WAS TAPPED TO LEAD THE STATE'S EFFORTS AND AMY HAS BEEN LEADING THE HEALTH DISTRICTS EFFORTS TO PUT TOGETHER THE PROGRAMMENT WHO SHE IS A WEALTH OF INFORMATION TO BE INTRODUCED AND ANSWER ANY QUESTIONS THAT MAY COME UP AND ADD ANY COMMENTS AS WE GO THROUGH THE PRESENTATION. I'LL GIVE YOU A HELLO AND INTRODUCTION TO THE BOARD. >> GOOD EVENING, THANK YOU FOR HAVING ME. MY REGULAR ROLE IS NURSE MANAGER OF THE HENRICO HEALTH DISTRICT. I'M LEADING THE VACCINATION EFFORTS. THANK YOU FOR COMING. >> WE CAN GO TO THE NEXT SLIDE, PLEASE. >> I WOULD LIKE TO INTERRUPT MR. MC DOWELL AND AMY AND THE EFFORTS OF OTHERS AT THE HEALTH DEPARTMENT AND I CAN TELL YOU THESE FOLKS HAVE BEEN WORKING ENDLESSLY WITH [00:05:08] OUR IMAGINE MANAGERS I WANT TO THANK YOU YOU AMY AND YOUR TEAM FOR ALL THAT YOU DO ON BEHALF OF THE COUNTY AND THE REGION. I KNOW THERE IS A LOT OF CRITICISM RIGHT NOW BUT THE EFFORTS ARE APPRECIATED. >> THANK YOU. >> MEMBERS OF THE BOARD WE REPORTED THAT HENRICO HAS BEEN A LEADER IN TERMS OF THE NUMBER OF COVID-19 TESTS BEFORED -- PERFORMED IN THE COMMUNITY. THAT'S THE CASE. AS OF TODAY, WE'RE ON THIRD IN THE STATE IN TERMS OF THE NUMBER OF COVID TESTS ADMINISTERED EVEN THOUGH WE'RE NOT THIRD IN THE STATE IN POPULATION. AS YOU CAN SEE ON THE NEXT SLIDE. >> IF WE CAN ADVANCE TO THE NEXT FRAME, PLEASE. I'M PLEASED TO ANNOUNCE THAT WE ARE ONE OF THE LEADERS IN THE STATE WHO RECEIVED A VACCINE. 21344 RESIDENTS AS OF YESTERDAY. TRAILING BEHIND FAIRFAX COUNTY. SO YOU CAN SEE WHERE THE DISTRIBUTION LIES WITH SOME OF THE OTHER JURISDICTIONS IN THE COMMONWEALTH. NEXT SLIDE. AND THE IMPORTANCE OF THE VACCINATION PROCESS CANNOT BE OVERSTATED WHEN YOU THINK ABOUT THE TRENDS THAT WE'RE SEEING ACROSS THE COMMONWEALTH. THIS IS THE RATE OF HOSPITALIZATION PATIENTS WITH COVID-19 THE REPRESENTS THE INCREASE NEW HOSPITALIZATIONS SINCE THE START OF THE PANDEMIC BUT THE RISE WE HAVE SEEN SINCE NOVEMBER THOSE REPRESENT THE NUMBER OF PATIENTS AND HOSPITALS IN THE ICU AND ON VENTILATORS. WE HAVE EVEN AN INCREASE AND HOSPITALIZATIONS BUT WE SEE THE SAME TYPE OF TRENDS HERE IN THE HENRICO COUNTY. CAN YOU SEE SOME OF THE METRICS WE REPORT TO YOU FOR HENRICO COMPARED TO THE COMMONWEALTH OVER THE LAST 7 DAYS WE HAVE MAINTAINED A PERCENT POSITIVITY OF 11.1% COMPARED TO 12.5% FOR THE COMMONWEALTH. WE AVERAGED 181 NEW CASES EACH DAY FOR THE PAST WEEK AND TWO DEATHS PER DAY FOR THE PAST WEEK. WHEN WE LOOK AT DEATHS AS A WHOLE, THE AGGREGAT IN HENRICO, 333 COVID-RELATED DEATHS ARE CONFIRMED AND SUSPECTED SINCE THE START OF THE PANDEMIC. IT IS IMPORTANT TO NOTE WHERE THOSE ARE OCCURRING. WE'LL GET TO THIS WHEN WE TALK ABOUT WHY IT IS IMPORTANT TO VACCINATE PEOPLE IN LONG-TERM CARE FACILITIES. 167 DEATHS FOR RESIDENTS WHO LIVE IN LONG-TERM CARE FACILITIES, NURSING HOMES, REALLY AND THEN ANOTHER 100 OCCURRING WITHIN PEOPLE WHO LIVE IN GROUP HOMES FOR ASSISTED LIVING FACILITIES THAT ARE NOT AROUND THE NURSING FACILITIES. 66 DEATHS SINCE THE BEGINNING OF THE PANDEMIC AND THE REST OF THE COMMUNITY. SO, WITH 267 OUT OF 333 DEATHS OCCURRING IN THE CARE FACILITIES, IT UNDERSCORES THE IMPORTANCE OF GETTING THE VACCINE INTO THE FACILITIES AND GETTING THOSE PATIENTS TREATED. NEXT SLIDE. THE GOVERNOR SENT A E-MAIL AND OFFICE TO THE ASSOCIATION OF COUNTIES. I THINK THAT IT DOES A GOOD JOB OF PROVIDING SOME KEY POINTS OF WHERE WE ARE WITH THE VACCINATION EFFORT. I WOULD LIKE TO REVIEW THOSE BUT BEFORE WE DO THAT A LITTLE BIT OF CONTEXT. THE PFIZER VACCINE WAS APPROVED BY THE FDA ON DECEMBER 11TH. THE MODERNA VACCINE CAME ALONG ON DECEMBER 18TH. SO WE'RE IN THE FIVE TO SIX-YEEK RANGE SINCE THOSE DECISIONS WERE MADE. AND IN FIVE OR SIX WEEKS DOSES HAVE FLOWED FROM THE FEDERAL GOVERNMENT TO THE STATES AND THERE HAS BEEN AN EFFORT TO GET THOSE VACCINES OUT INTO THE PUBLIC. THERE HAVE BEEN CHALLENGES THAT CAME WITH THAT. IT IS EASY TO LOSE SIGHT OF THE FACT WE'RE BARELY A MONTH INTO THAT. HAVING SAID THAT THE NUMBER OF DOSES WE RECEIVED THIS WEEK IS A LESS THAN WE RECEIVED LAST WEEK. 105,000 NEW DOSES. [00:10:02] YEAR OWE ON PACE TO MAINTAIN THAT SAME TYPE OF DISTRIBUTION INTO THE FUTURE UNLESS CHANGES ARE MADE AT THE FEDERAL LEVEL ABOUT THE NUMBER OF DOSES RELEASED TO THE STATES. WITHIN THE COMMONWEALTH AND LOCAL HEALTH DISTRICTS, TERMED THE MOST EQUITABLE USE OF THE DOSES. AMY AND THE TEAM AND THE DOCTOR AND OTHERS IN THE HEALTH DEPARTMENT, WE HAVE BEEN WORKING CLOSE WITH THEM TO MAKE SURE THE DISTRIBUTION EFFORTS ARE EQUITABLE IN GETTING THOSE DOSES OUT TO THE POPULATION. WHAT MAKES THIS MORE CHALLENGING AS OF YESTERDAY EVERY HEALTH DISTRICT IN THE STATE HAS MOVED TO PHASE 1-B. IF YOU LOOK AT EVERYBODY THAT'S IN PHASE 1-B. EVERYONE WHO IS ELIGIBLE TO BE CONSIDERED IN PHASE 1-B IT IS 50% OF THE TOTAL POPULATION OF THE COMMONWEALTH OF VIRGINIA. ARE YOU LOOKING AT ESSENTIAL WORKERS, ANYONE WHO IS 65 AND OLDER. PEOPLE WITH VARIOUS CONDITIONS AND LIVING IN THE CONGREGATE FACILITIES THAT'S 4 MILLION PEOPLE. WE DON'T HAVE NEAR THE DOSES TO TREAT ALL OF THE PEOPLE ELIGIBLE WITHIN. THIS IS A SOURCE OF CONCERN AND CONFUSION AMONG PEOPLE WHO HAVE FALLEN BUT THAT IS THE RATE AND MEET THE COMMAND FOR DOSES WITHIN THE PHASE UNTIL MARCH OR APRIL. SO FOR PEOPLE WHO ARE FILLED OUT FORMS OR REGISTERED ASKING QUESTIONS OF THE BOARD, OF US. WHY HAVEN'T I HEARD ANYTHING. WHEN WILL I GET MY VACCINE. AND IT COULD BE IN THE GOVERNOR'S OFFICES WORDS, WEEKS OR LONGER BEFORE THOSE APPOINTMENTS COULD BE AVAILABLE AND REGISTERED AND SUBMITTED FORMS. NEXT SLIDE, PLEASE. THIS PROVIDES WHERE THEY HAVE GONE IN VIRGINIA. SO THE NUMBER INTO THE COMMON WELT ARE ALLOCATED THEY ARE NOT NECESSARILY HAVE THEM ALL ON HAND BUT THE NUMBER OF DOSES PROVIDED BY THE FEDERAL GOVERNMENT TO VIRGINIA IS 1.1 MILLION OF THAT, AS OF THE CLOSE OF BUSINESS YESTERDAY, JUST UNDER 523,000 HAVE BEEN ADMINISTERED. AND THE BAR CHART SHOWS YOU WHERE THEY HAVE OCCURRED. THE LARGEST GROUP HAS BEEN HOSPITALS. THAT MAKES SENSE. HEALTH CARE PROVIDERS AND HOSPITALS IN THE FIRST PHASE 1-A THEY RECEIVED A LARGE ALLOCATION OF DOSES TO GET THE STAFF VACCINATED, FOLLOWED BY THE SECOND LARGEST SOURCE OF VACCINATIONS HAS BEEN THROUGH THE LOCAL HEALTH DISTRICTS AND THEN WITH THE LONG-TERM CARE FACILITIES, MEDICAL PRACTICES. OTHER PROVIDERS AND THE BOTTOM OF THE CHART IS PHARMACIES OF 14,000 DELIVERED. CLEARLY THE GAP BETWEEN THE DOSES THAT HAVE BEEN DISTRIBUTED AND THE DOSES ADMINISTERED, THAT IS THE ISSUE THAT WE'RE ALL FOCUSING ON AND HOW CAN WE GET THE VACCINES OFF THE SHELVES, OUT OF FREEZERS AND INTO THE PATIENT'S ARMS. NEXT SLIDE, PLEASE. AND THE FINAL CHART I HAVE FOR YOU, THERE IS A CONCERTED EFFORT TO MAKE SURE THE DISTRIBUTION OF VACCINE IS EQUITABLE AND THIS SHOWS THE VACCINATION BY AGE GROUP, BY RACE AND ETHNICITY T IS IMPORTANT TO REMEMBER THIS CLUES THE LARGE FIRST ALLOCATION OF VACCINE TO THE HOSPITALS AND TO HEALTH CARE PROVIDERS AND THIS ALLOCATION DOES NOT LOOK LIKE THE GENERAL POPULATION OR THE AGE GROUP IN TERMS OF HIGHER RISK FOR PEOPLE OVER 65, IT IS BECAUSE MANY HAVE BEEN GIVEN SO FAR WERE TARGETED TO THOSE WORKERS. SO THAT IS KIND OF A SNAPSHOT WHERE WE ARE WITH THE VACCINATION EFFORTS. AND MR. CHAIRMAN, IF YOU INDULGE I WILL TURN IT OVER TO AMY. IF SHE HASANYTHING TO ADD. >> THANK YOU. ANY QUESTIONS FOR TONY BEFORE HE TURNS IT OVER? >> YES. I HAVE ONE. >> AND REFERRING TO THE SHOT UP HERE AND THIS WAS IN THE PAPER RECENTLY ABOUT AS I LOOK THEY PERCENTAGE OF VACCINE GIVEN TO PEOPLE OF COLOR AND OTHER ETHNIC GROUPS WHICH IS CONCERNING. I JUST WANT TO ASK YOU ARE WE DOING THE BEST WE CAN SO THAT THIS DISCREPANCY WILL NOT OCCUR THAT MUCH IN THE FUTURE? >> MR. THORNTON, WHAT I CAN TELL YOU OUR EFFORTS AT THE RICHMOND RACE WAY, WE'RE FOCUSED ON GROUPS, TEACHERS, LAW ENFORCEMENT AND AS WE GET THOSE PEOPLE VACCINATED, [00:15:05] THE NEXT GROUP FOR SUS GOING TO INCLUDE THE GENERAL PUBLIC, THAT'S WHERE WE HAVE THE OPPORTUNITY TO REACH OUT TO ALL OF THE MEMBERS OF OUR COMMUNITY AND THE PEOPLE IN THE HIGHEST RISK GROUPS AND GIVE THEM THE OPPORTUNITY TO GET VACCINATED. THE ISSUE IS NEAR AND DEAR TO AMY AND THE TEAM. AMY CAN EXPAND ON THEIR EFFORTS TO REACH THOSE POPULATIONS AS WELL. >> THANK YOU, TONY. >> THANK YOU, MR. CHAIR. TONY, AT THE RATE WE'RE AT, WE'RE IN 1-B, CORRECT? , YES, SIR, THAT'S CORRECT. >> THE RATE WE'RE AT WITH DISTRIBUTION AND WHAT WE'RE GETTING, WHAT KIND OF TIME LINE DO YOU SEE COMPLETING 1-B? >> AT THE CURRENT RATE THE STATES RECEIVED THE VACCINE AND DISTRIBUTING IT TO THE LOCAL HEALTH DISTRICT TO THE HEALTH DISTRICTS WE'RE LOOKING AT MARCH OR APRIL BEFORE WE CAN FINISH 1-B. >> I WANT TO FIRST COMMEND YOU IT IS FIRE LESS LONG NIGHTS AND WEEKENDS. NOW DURING THIS IT IS GOING TO BE THE SAME I KNOW THE BOARD IS WAITING AND WE'LL CONTINUE WAITING TO MAKE SURE OUR CITIZENS ARE GETTING THEIR SHOTS AND -- AND WHEN THAT IS DONE, I IT WILL BE OUR TURN. SO KEEP DOING WHAT YOU'RE DOING IF YOU CAN GET IT DONE FASTER TO THE CITIZENS, PLEASE DO. THIS BOARD WILL PATIENTLY WAIT FOR OUR TURN AS WELL. >> THANK YOU MR. BRANIN. >> I WANT TO DITTO WHAT MR. BRANIN SAID. I KNOW THAT I -- OUR STAFF IS WORKING, I KNOW THE DOCTOR IS DOING TRIPLE DUTY NOW, DOUBLE BETWEEN HEALTH DISTRICTS HENRICO AND IN THE FACE OF THE VACCINE ACROSS THE STATE. SO WE JUST WANT TO CONTINUE TO ENCOURAGE THE STAFF IN THEIR WORK BUT I WANT TO SHOUT OUT OUR TEAM FOR DOING WHATEVER THEY CAN TO CONTINUE TO AT LOCATE AND AND LETTING THE GOVERNOR KNOW THAT IN ANY SITUATION THAT HENRICO HEALTH DISTRICT AND THOSE PARTNERS AT THE RACEWAY, EVERYONE IS PAYING ATTENTION. GIVE US THE VACCINE. GIVE US AS MUCH AS POSSIBLE AND WE'LL SHOW YOU THAT WE CAN -- WE CAN GETS A MANY SHOTS IN ARMS AS POSSIBLE. I KNOW WE'RE CHOMPING AT THE BIT WAITING FOR -- WAITING FOR THE VACCINES TO SHOW UP IN MASS QUANTITY AND ONCE IT DOES, HENRICO WILL DO WHAT THEY CAN TO GETS A MANY PEOPLE VACCINATED. IF ANYONE FROM THE STATE WAS PAYING ATTENTION. >> THANK YOU, MR. NELSON. MR. BANIN? MISS O'BANNON? >> I WAS WONDERING IN THE FUTURE WILL MORE PHYSICIANS BE ABLE TO GIVE THE SHOTS, FAMILY PRACTICE DOCTORS, FOR INSTANCE AND WILL MORE BE AVAILABLE AT THE LOCAL DRUG DRUGSTORES. I KNOW THE PEOPLE GOING TO THE DRUGSTORES TO GET THEIR SHOTS, WILL THAT BE INCREASING AS TIME GOES ON? >> THAT'S MORE OF A QUESTION FOR AMY. CAN YOU TAKE THAT ONE? >> I WOULD BE HAPPY TO, THANK YOU. YES, CURRENTLY, BECAUSE OF THE LOW VOLUME OF VACCINE OUR MAIN STRATEGY FOR GETTING VACCINES IN ARMS IS A LARGE EVENT BUT WE ALREADY HAVE A GROUP THAT WAS 15 PRACTICES, URGENT CARE, SPECIALTY CARE AND PRIMARY THAT ARE ALREADY TO, QUOTE, CHOMPING AT THE BIT AND READY TO GO. WE'LL CONTINUE WHILE WE WAIT TO GROW THAT GROUP MAKING SURE THEY ARE TRAINED AND READY TO GO WHEN THEY ARE READY AND WHEN THE VACCINE IS READY. >> SOME PHYSICIANS PURCHASED THE EQUIPMENT TO KEEP THE VACCINES COLD, VERY COLD. THANK YOU. >> KID DID YOU HAVE ANYTHING TO ADD BEFORE WE MOVE ON? >> JUST A FEW THINGS I WANTED TO REITERATE THE INTEREST FORM THAT'S ON OUR HENRICO HEALTH DISTRICT WEB SITE IS THE BEST WAY THAT WE HAVE STARTED USING THAT FORM [00:20:05] TO CALL AND MAKE APPOINTMENTS. TECHNICALLY I WANTED TO HENRICO HEALTH DISTRICT. WE'RE WORKING OFF 1-B WHICH ARE POLICE, FIRE, SCHOOL K-12, CHILD CARE. AND THOSE WHO ARE IN FACILITIES AND HOMELESS SHELTERS AND THOSE 65 AND OLDER. I WANTED TO CLARIFY THAT'S THE GROUP OF 1-B. WE HAVE NOT OPENED IT UP TO THE REST OF 1-B BECAUSE OF THE LOW VACCINES. >> AMY THAT'S A GOOD POINT. THERE ARE PEOPLE WHO COMPLETED THAT INTEREST FORM. IF I HEARD IT IS THE NUMBER IN THE 60, 70,000 NUMBER? >> THAT'S CORRECT. >> THEY WILL BE BEGIN TO BE PROCESSED SOON. THEY SUBMITTED IT BUT THEY WOULD NOT EXPECT TO HEAR BACK UNTIL THE APPOINTMENT TIME IS READY THEN THEY GET AN E-MAIL COMMUNICATION ON WHAT TO DO? >> THAT IS CORRECT, YES, TO CLARIFY FOR THE BOARD. THE WAY WE'RE LOOKING AT THE FORMS IS WHERE YOU CAN GET DOING IT BY RISK LEVEL SO WE'RE NOT JUST ONLY DOING FIRST COME, FIRST SERVE BUT TAKING AN EQUITABLE APPROACH AND GETTING TO THAT. >> THAT'S THE NEXT QUESTION. PEOPLE THAT HAVE COMPLETED THE 1-B INTEREST FORM. THEY HAVE STARTED TO BE CONTACTED? >> YES. >> WE DO HAVE A LOT TO GO THROUGH. WE NEED PEOPLE TO BE PATIENT. , ANY OTHER QUESTIONS OR AMY. >> THANK YOU VERY MUCH, GUYS. >> YOU HAVE BEEN WORKING THE TEAM HAS. WE WATCHED THEM DO IT. IT RINGS TRUE. WE'RE PREPARED AND TONY THE STAT BEING SECOND IN THE COMMONWEALTH IN THE VACCINATIONS ON BEHALF OF THE PUBLIC AND THE PEOPLE WE SERVE. WE WOULD LIKE TO BE ONE. WE'RE READY AND PREPARED TO DO SO AND TO MR. NELSON'S POINT. WE CAN PROVE THAT WE CAN GET A TON OF PEOPLE VACCINATED. THANK YOU PORE THE WORK THAT YOU ARE DOING MR. MANAGER ANY MORE COMMENTS? , ANY FROM MY COLLEAGUES ON THE BOARD? >> I HAVE A COMMENT. I WILL TAKE OFF MY MASK. [5. CHIEF, IF YOU DON'T MIND. I HAVE A QUESTION ABOUT REALLY JUST SOMETHING THAT IF YOU CAN INFORM THE GENERAL PUBLIC. YOU ARE PUTTING TOGETHER INFORMATION THAT YOU SHARE FOR THE WORK SESSION AND OUR [00:25:06] CITIZENS WILL APPRECIATE. AND WE GET THIS FRONTALLY REPORT AND THE DEFENSES AND I HAD TWO QUESTIONS. IT LOOKS LIKE AN EVERY DISTRICT IN DECEMBER THE CRIME WAS DOWN BEFORE IT WAS UP A LITTLE BIT. HAS CRIME -- HAVE YOU SEEN A TREND OF LESS CRIME GOING COVID? THEN THE SECOND QUESTION IS, LARCENY. CAN YOU SHARE BECAUSE LARCENY IS THE MOST -- IS THE HIGHEST COMMITTED OFFENSE IN HENRICO COUNTY ACROSS THE BOARD EVERY DISTRICT ALMOST. WHAT TIPS COULD YOU SHARE. ONE IS LOOKING YOUR CAR. WHAT OTHER TIPS. AND WHETHER IT WAS A TREND OR NOT. I WILL SAY THE START OF COVID THAT YOU KNOW AND THERE WAS A STEP IN TERMS OF THE ACTION WITH THEPUBLIC. THAT WAS A IN TERMS OF THAT AND MAKING THOSE STOPS BEING AS INTERACTIVE AS WE ARE ACCUSTOMED TO BEING. WE SAW THERE NOT AS MANY AS WE RECORD BECAUSE OF OUR, I WILL NOT SAY LACK OF ACTIVITY WE HAD SOME -- A PERIOD OF TIME WE WERE NOT AS STIN GENT AS NORMAL. WE HAVE SEEN THE LARCENY CATEGORY WAS LARGE. YOU RECOGNIZED THE LARCENY THAT WAS COVID. THAT PLAYED A ROLE INTO IT AS WELL. IT IS INCREASING. LARCENY IS -- OKAY. IT IS A SEPARATE CATEGORY 6789. >> IT IS. >> UNLOOKING THE CAR IS NOT UNDER NARESNY. >> AND IT IS UNDER LARCENY. WE GO OUT OF VEHICLES AND THEY TAKE AN ITEM OUT ALL OF THOSE THEY ARE STEALING A BIKE. ALL OF THOSE THINGS GO INTO THE LARCENY CATEGORY. WHAT DO YOU TELL IT MAY BE SOMEONE HERE NOT PAYING ATTENTION. I HAVE BEEN I WAS CARELESS AND LEFT MY KEYS IN THE CAR ONE NIGHT. THEY WERE SCARED. THAT'S MY FAULT IT HAPPENED TO ME. WHAT ARE THE THINGS THAT A CITIZEN CAN GO TO PREVENT THESE FROM HAPPENING. >> YOU GO BACK TO THE LARCENY. ONE OF THE THINGS WE SEE IS THAT PEOPLE LEAVE STUFF IN PLAIN VIEW. ON THE FRONT SEAT. THAT'S AN ENTICING ITEM. WE ARE SEEING PREPARES -- WEAPONS BEING TAKEN AND FIREARMS IN THE VEHICLE. -- VEHICLE T IS UNDER THE SEAT. THAT DOES NOT WORK. WE HAVE SEEN A LOT OF THOSE TAKING PLACE. I WILL SAY THE VULNERABLE STUFF. TAKE THOSE INSIDE. AND GOING IN AND THEY DON'T SEE ANYTHING OF VALUE. AND WE ARE SEEING PEOPLE THAT THEY MAY HAVE THE NEXT THING YOU KNOW AN ITEM IS MISSING OUT OF THE LOCATION. KNOWING THE PEOPLE COMING IN MAKING SURE THEY ARE ABOVE BOARD SO THINK DON'T WALK OFF WITH THE ITEMS. >> SIR. >> ANY OTHER COMMENTS? >> I HAVE JUST ONE COMMENTED. YET WAS A WONDERFUL DAY FOR OUR FORMER CHAIR. MR. WE'RE BOTH TEACHERS FOR HENRICO COUNTY. GOOD EVENING. MR. CHAIRMAN, BOARD MEMBERS. YOU MAY RECALL THAT I ADDRESSED THE BOARD IN MARCH OF 2020. I LOFT YOU WITH 30 YEARS OF TEACHERS SALARY DATA THAT NIGHT. THANK YOU FOR LETTING ME SPEAK AGAIN. I'M HERE TO SPEAK ON BEHALF OF THE TEACHERS OF HENRICO COUNTY BUT THE VETERANS WITH 25 YEARS OF SERVICE. THE VETERANS ARE THE GREATEST GENERATION OF TEACHERS. WE ARE THE TEACHERS THAT HAVE STUCK IT OUT THROUGH MORE CHANGES IN EDUCATIONAL, TECHNOLOGY INTERNET, SOCIAL MEDIA ISSUES AND CURRENT POLITICAL UNREST. WE TAUGHT OUR STUDENTS TO SIT DOWN AGAINST ARMED INTRUDERS. WE ADD VIRTUAL TEACHING THROUGH A PANDEMIC TO THE LIST. WE DO IT ALL WHILE KEEPING HENRICO SCHOOL'S COMMITMENT TO EXCELLENCE. AND ANY VETERAN TEACHER ENTER THE PROFESSION BECAUSE WE THOUGHT THE SALARY WOULD MAKE US INDEPENDENTLY WEALTHY I'M SURE THAT NONE OF US THOUGHT WE WOULD HAVE QUESTION THE FACT THAT OVER TIME WE WOULD NOT SEE OUR SALARY GROW TO ALLOW SOME SORT OF DECENT FINANCIAL STABILITY AND A DECENT RETIREMENT WAGE. LAST YEAR WHEN THE BOARD ADVERTISED FOR A NEW SECRETARY, THE STARTING SALARY WAS $61,394 FOR A NON-COLLEGE DEGREE POSITION. EVERY TEACHER IN HENRICO COUNTY WAS IN SHOCK. AT 31 YEARS I DO NOT MAKE $61,000. I WILL TAKE ME YEARS TO GET TO THE SECRETARY'S MINIMUM STARTING SALARY. I WILL STOP MY SPEECH AND GET RID OF THE DATA THAT I HAVE IN MY MIND ABOUT SALARY. I WOULD LOVE TO TELL YOU A STORY. BUT THE STORY INVOLVES MY FATHER WHO PASSED AWAY 19 YEARS AGO THIS FEBRUARY. MY FATHER WORKED AS A SENIOR ELECTRICAL ENGINEERING FOR REYNOLDS METALS AND RETIRED IN 1993 AFTER 42 YEARS OF SERVICE. I WILL BACK UP TO 1980 WHEN I WAS A FRESHMAN IN HIGH SCHOOL. ONE NIGHT I WAS SUPPOSED TO BE GOING TO BED, I OVERHEARD MY PARENTS TALK ABOUT A JOB OPPORTUNITY FOR MY FATHER THAT JOB WOULD REQUIRE MY DAD TO MOVE HIS FAMILY TO TEXAS. I WAS SCARED ABOUT THAT POSSIBILITY OF MOVING, I HEARD MY FATHER SAY TO MY MOM, HE COULD NOT MOVE HIS FAMILY FROM HENRICO COUNTY. EVEN FOR THE JOB OPPORTUNITY. YOU SEE, AT HIS JOB MY FATHER TRAVELED ALL OVER THE COUNTRY, BIG CITY, SMALL [01:05:01] TOWNS. MY FATHER DID NOT WANT TO MOVE FROM HENRICO COUNTY. FOR HIM IT WAS ABOUT THE SCHOOLS FOR HIS SIX CHILDREN AND THE COUNTY GOVERNMENT THAT HAD GREAT LEADERSHIP. I MOVED FROM HENRICO SOMETHING HE COULD NOT SACRIFICE. FAST FORWARD, AUGUST 19990 THE DAY I WAS HIRED TO TEACH AT TUCKAHOE MIDDLE SCHOOL. THE FIRST PERSON I TOLD ABOUT MY NEW JOB WAS MY FATHER. HE WAS SO PROUD. IN SEPTEMBER OF 1991 WHEN THE MIDDLE SCHOOL OPENED WE HAD A COMMUNITY OPEN HOUSE. I WAS IN MY BEAUTIFUL NEW CLASSROOM. GREETING STUDENTS AND PARENTS AND WHO WALKED IN THE DOOR BUT MY FATHER. DRESSED IN HIS BEST BUSINESS SUIT. HE INTRODUCED HIMSELF TO OTHER PARENTS AND SAID MY DAUGHTER IS IN THIS CLASS, TOO. HE WOULD POINT TO ME. SO PROUD THAT I WAS A HENRICO COUNTY TEACHER. MY FATHER KNEW HE TOLD ME OVER AND OVER, YEAR AFTER YEAR, THAT I SHOULD TRY TO STAY LIVING AND WORKING IN HENRICO COUNTY. BECAUSE HE KNEW THAT IS WOULD ALWAYS BE TAKEN CARE OF EVEN WHEN HE COULD NO LONGER BE HERE. MR. CHAIRMAN ON JANUARY 12TH DURING THE FIRST MEETING OF THE YEAR YOU MADE STATEMENTS ABOUT THE COLLECTIVE FUTURE OF HENRICO COUNTY I WAS LISTENING I'M ASKING YOU AND THE BOARD FOR MYSELF, FOR THE TEACHERS, EP ESPECIALLY THE VETERANS AND FOR MY FATHER, HOW WILL YOU INCLUDE YOUR TEACHERS IN HENRICO'S COLLECTIVE FUTURE. THANK YOU. >> THANK YOU. >> MISS MORRISEY. >> MISS MORRISEY. >> YOU TALKING AND RUNNING. , WE HEARD YOU. WHAT YOU HEARD US SPEAK ON THE 12TH THIS BOARD AND I WAS BLESSED TO BE ABLE TO WORK AS THE CHAIR LAST YEAR IN OUR FUTURE TEACHERS, FIRST RESPONDERS, ALL COUNTY EMPLOYEES IT IS BEING WORKED ON. IT IS COMING. HOLD TIGHT. THANK YOU FOR COMING BACK. THANK YOU FOR THE WISDOM YOU BRING US. >> HAVE YOU GOT YOUR SHOT? >> IT WAS SUPPOSED TO BE TONIGHT. IT WAS POSTPONED. >> WE MADE A PLEA TO GET YOU THE SHOTS SO WE CAN GET BACK TO SCHOOL SO WE CAN DO WHAT WE DO BEST. I WANT TO SAY ON BEHALF OF MYSELF WE HEAR YOU. >> I'M LISTENING. >> SECOND. >> I WANT TO THANK THE LADIES WHO HAVE BEEN TIRELESS ADVOCATES. THEY HAVE ALL THE TEACHERS OWE YOU A DEBT OF GRATITUDE BECAUSE OF YOUR PERSEVERANCE AND KEEPING YOUR ADVOCACY BEFORE US. THANK YOU. YOU GUYS HAVE CONTINUED TO PUSH NOT JUST US BUT THE SCHOOL BOARD AND YOU KNOW I FEEL LIKE IT IS YOUR VOICES THAT IMPACTED THE CONVERSATION FOR US. CLEARLY, WE CANNOT SAY MUCH RIGHT NOW BUT YOU WILL REMEMBER THIS NIGHT AND YOU HAVE HEARD AND I JUST WANT TO SAY THANK YOU FOR WHAT YOU DO. ALL THE VETERANS WHO WORK FOR HENRICO COUNTY ACROSS THE SPECTRUM. WE APPRECIATE EVERYTHING THAT YOU DO OUR TEACHERS BUT NOT JUST OUR TEACHERS. AND THOSE WHO HAVE PUSHED THE PLOW FOR DECADES, I WANT TO LET YOU KNOW OUR BOARD, THIS BOARD IN 2021 SEES AND APPRECIATES WHAT YOU HAVE DONE. REST EASY. NO THAT HELP IS ON THE WAY. >> THANK YOU. >> YOU MENTIONED YOUR DAD AND THE SERVICE WITH HIS COMPANY HE WORKED FOR. I TOOK THAT POINT OUT OF YOUR DISCUSSION. [01:10:01] IT IS ABOUT THE PEOPLE IN THE COUNTY ACROSS THE UNIFIED -- THE BOARD THAT HAVE DONE IT FOR SO LONG. I'LL ECHO THAT. THANK YOU FOR BEING HERE. I'LL SAY WHAT MR. BRANIN SAID. I HOPE TO SEE YOU AGAIN THIS YEAR. >> I'LL BE BACK IF NECESSARY. >> THANK YOU. >> MR. MANAGER DO WE HAVE THE SPEAKER NUMBER 2 BACK ON THE LINE? >> MR. WANEWRIGHT? >> I'M ON THE PHONE. >> CAN YOU HEAR ME? >> YES. >> THANK YOU FOR GIVING ME THE OPPORTUNITY TO SPEAK I WILL NOT TAKE UP MUCH OF YOUR TIME. I FOUND OUT LAST NIGHT I WAS GOING TO BE GIVEN A CHANCE TO SPEAK TONIGHT SO THIS IS REALLY A LAST-MINUTE SITUATION. MY WIFE AND I OWN A HOME IN THE HEATHER FIELD SECTION OF TUCKAHOE PARK. AND THAT'S WHERE THE REINDEER STREETS. RUE DUFFLE, COMET. THERE ARE 200 OR SO HOMES IN THE NEIGHBORHOOD. BACK IN OCTOBER, SEPTEMBER, OCTOBER THE COUNTY STARTED INSTALLING NEW GAS LINES WE LED THE RUDOLPH, I CALLED THE CITY OF RICHMOND INQUIRING ABOUT GETTING ACCESS. THE CITY PROVIDES GAS FOR HENRICO. WE WERE TOLD IF WE PURCHASED A FURNACE THAT WAS A GAS FURNACE THAT WE WOULD BE GIVEN ACCESS TO THE GAS LINE AND IF THAT WAS OUR PRIMARY HEAT SOURCE, WHICH IT IS, THERE WOULD BE NO COST TO US TO GET ACCESS TO THAT LINE. WE SPOKE WITH, MYSELF AND A NEIGHBOR ACROSS THE STREET. SPOKE WITH THE PEOPLE THAT WERE WORKING ON THE LINE AND THEY TOLD US THAT THE LINE WAS GOING TO BE EXTENDED ALL THE WAY TO THE END OF RUDOLPH LINE. IT IS THREE HOUSES AWAY FROM US A 3001 RUDOLPH. I GOT AN E-MAIL FROM THE CITY SAYING THAT IF WE PURCHASED A GAS FURNACE WE WOULD HAVE ACCESS TO THE GAS LINE AT NO COST. SO, WE WENT OUT AND PURCHASED A GAS FURNACE BASED ON THE INFORMATION AND THE PEOPLE DOING THE WORK. THE WORK HAS STOPPED. THE GAS LINE HAS NOT BEEN EXTENDED YET. WE HAVE ABOUT 15 HOMES HERE IN THE SUBDIVISION THAT DO NOT HAVE ACCESS TO THE GAS LINE AND THE VAST MAJORITY OF US ARE INTERESTED IN BEING ABLE TO ACCESS THE LINE. AND THEY ARE INTERESTED AND CONVERTING THE HEATING SYSTEM TO GAS AND CONVERTING LIKE WE DID. YOU DISCUSSED SOMEWHERE IN THE NEIGHBORHOOD OF $4 MILLION OF IMPROVEMENTS AND INFRASTRUCTURE THROUGHOUT THE COUNTY. YOU KNOW I'M REPRESENTING THE 15 HOMEOWNERS IN THE NEIGHBORHOOD THAT WOULD LIKE THE SAME OPPORTUNITY AS THE OTHER 99% OF OUR NEIGHBORHOOD HAS WHICH IS ACCESS TO THE GAS LINE. WHEN WE WERE CONTACTED BY A GENTLEMAN, WHO I GUESS IS IN SALES FOR THE CITY GAS DEPARTMENT, YOU KNOW, WE TOLD HIM OF OUR INTEREST AND I -- I TOLD HIM THAT WE WERE TOLD BY THE CITY THAT AS LONG AS WE HAD A GAS FURNACE THERE WOULD BE NO COST IN ORDER TO BE ABLE TO GET ACCESS TO THAT LINE AND HE HAS SINCE COME BACK AND SAID IT WILL COST $120,000 TO EXTEND THE LINE A COUPLE OF HUNDRED FEED DOWN RUDOLPH ROAD. WE'RE IN A PANDEMIC, I HAVE BEEN OUT OF WORK FOR A LONG TIME, MY WIFE IS A TEACHER SO SHE DOESN'T MAKE A HUGE SALARY. WE CANNOT AFFORD TO PAY FOR THE COST FOR THE COUNTY TO RUN AN EXTENSION OF A GAS [01:15:04] LINE A COUPLE HUNDRED FEET. I'M ASKING FOR THE COUNTY TO CONSIDER OUR SITUATION THE SITUATION OF THE HOMEOWNERS WHO DO NOT HAVE ACCESS AND WE HAVE A GAS FURNACE NOW THAT WE CANNOT HOOKUP BECAUSE THE LINE WAS NOT EXTENDED THE WAY WE WERE TOLD IT WOULD BE TO BE EXTENDED. >> MR. WANEWRIGHT. THANK YOU FOR CALLING IN. ARE YOU FORTUNATE OUR DIRECTOR OF PUBLIC UTILITY IS HERE. IF WE CAN GET YOUR INFORMATION. HE SENT YOU OUT AN E-MAIL AND REACHED OUT TO YOU TO COMMUNITY. WE'LL MAKE SURE WE HAVE STAFF FOLLOW UP WITH YOU, SIR. >> THANK YOU VERY MUCH. , IS THE FIRST CALLER HERE, WE HAVE TWO OTHER SPEAKERS. YOU WANT TO INTRODUCE THEM FOR US. CARLOS MUNOZ. >>> GOOD EVENING, CAN YOU HEAR ME? >> WE GOT YOU. >> THANK YOU. >> I AM A RESIDENT OF THE TUCKAHOE DISTRICT AND LONG-TIME RESIDENT WAY BEFORE IT WAS COOL AND WE HAD A GENERAL STORE AND IT WAS A TWO LANE ROAD. I APPRECIATE THE OPPORTUNITY TO ADDRESS THE COVID VACCINE ROLLOUT. I HEARD THE UPDATE TONIGHT AND I'M GRATEFUL TO THEM AND THE FOLKS IN THE COUNTY WHO HAVE MADE IT POSSIBLE FOR HENRICO TO BE NUMBER TWO IN THE COMMONWEALTH IN DELIVERY OF THE VACCINE. I WANT TO PREVIOUS YEAS PROFOUNDLY THE REMARKS ARE NOT ADDRESSED TO THEM AND NO-NO WAY REFOREIGN SECRETARY THEIR HARD EFFORTS ON BEHALF OF THE CITIZENS OF THE COUNTY. I'M CONCERNED ABOUT THE WAY THE ROLLOUT HAS BEEN IMPLEMENTED. I READ AN ARTICLE THE COMMONWEALTH OF VIRGINIA IS 49TH IN TERMS OF VACCINATIONS. ONLY KANSAS WAS IN A WORSE POSITION AS US IN TERMS OF THE ACTUAL ADMINISTRATION OF THE VACCINES VERSUS DOSES DISTRIBUTED TO THE COMMONWEALTH. ASIDE FROM THAT NUMBER, I'M I HAVE BEEN TRYING TO GET MY MOTHER VACCINATED FOR 2 OR 3 WEEKS. IT IS IMPOSSIBLE TO KNOW WHAT IS GOING ON. THERE IS NO TIME LINE OR SCHEDULE, THERE IS NO INFORMATION HOW MANY DOSES ARE SCHEDULED TO BE PURCHASED AND DELIVERED. YOU KNOW I THINK WE CAN BE PATIENT AND THE PEOPLE OF THE COMMONWEALTH AND THE COUNTY OF HENRICO ARE PATIENT AND GOOD WILLED PEOPLE AND NOT EVERYONE IS GOING TO GET A VACCINE OVERNIGHT. BUT THERE IS NOT ENOUGH TRANSPARENCY, NOT ENOUGH INFORMATION AND BASED ON THE RANKING ALMOST DEAD LAST THERE IS A FAILURE AT THE STATE LEVEL IN TERMS OF THE ROLLOUT. I KNOW THE COUNTY SUPERVISORS ARE NOT RESPONSIBLE FOR THAT. I'M NOT DIRECTING THAT FRUSTRATION AT YOU ALL. BUT I DO HAVE A PETITION AND REQUEST TO MAKE OF YOU AND THAT IS TO RAISE THE CONCERN WITH THE STATE GOVERNMENT AND A MORE PUBLIC WAY. I SAW TODAY THE COUNTY OF CHESTERFIELD SENT A LETTER TO THE GOVERNOR. YOU KNOW EXPRESSING SOME CONCERNS ABOUT THE WAY THE ROLLOUT HAD BEEN HANDLED. I THINK IT WOULD NOT BE -- IT WOULD BE A GOOD ACTION FOR THE BOARD TO CONSIDER SENDING A SIMILAR COMMUNICATION TO THE GOVERNOR AND THE DEPARTMENT OF HEALTH ABOUT WHAT IS HAPPENING. YOU KNOW I KNOW A LITTLE BIT OF COMPPLACENCY BASED ON THE COMMENTS OF THE SUPERVISORS AND THE BOARD MEMBERS EARLIER ABOUT YOU KNOW WE'RE GOING TO WAIT AND I DON'T THINK THAT THAT IS THE POSITION WE SHOULD TAKE AND FOR THE COUNTY. IT IS GOOD TO BE PATIENT BUT WE NEED TO EXPERT PRESS PRESSURE AND THE STATE AND HOW IT WILL LOOK IN THE FUTURE. I KNOW THAT WE'RE NOT GOING TO GET THE ANSWERS YOU ALL NEED TO EXERT PRESSURE ON THE LEADERS LOOK FOR THE NEXT 2, 3, 4, FIVE MONTHS. [01:20:03] IF WE TALK ABOUT A ROLLOUT. AND UNDERSTANDING HOW THIS HAS ALREADY TAKEN PLACE. THAT'S NOT PROBABLY A REALISTIC TIMEFRAME. AND SO MY REQUEST IS FOR THE BOARD TO CONSIDER A RESOLUTION OR COMMUNICATION TO STATE LEADERS, YOU KNOW REQUESTING MORE INFORMATION. MORE TRANSPARENCY AND ACCOUNT ABILITY MOVING FORWARD BECAUSE LIVES DEPEND ON IT. WE'RE TALKING ABOUT PEOPLE, YOU KNOW ELDERLY PEOPLE WHO ARE NOT GETTING ACCESS TO THE VACCINE. DESPITE THE FACT THAT THERE ARE DOSES SITTING ON SHELVES ELSEWHERE IN THE COMMON COMMONWEALTH AND THERE IS NO INFORMATION. I MEAN I SIGNED MY MOTHER UP FOR THE LIST HERE IN HENRICO DIDN'T GET A CONFIRMATION. I DON'T KNOW WHETHER OR NOT SHE IS ON THE LIST YET. I DON'T KNOW WHAT THE CRITERIA WILL BE FOR ADMINISTRATION OF THOSE I'M NOT DIRECTING THAT AT YOU ALL I WOULD REQUEST THAT YOU ON BEHALF OF THE CITIZENS OF THE COUNTY DEMAND MORE AND THE DEPARTMENT EFFICIENT HEALTH. THANK YOU. >> AND THANK YOU. >>> MR. NELSON. >> THANK YOU FOR YOUR CALL. AND WE AS BOARD MEMBERS WERE GOING TO WAIT AND SEE OFFICIALS WHO ARE NOT PLANNED 1-A OR 1-B SCHOOL BOARD MEMBERS WHO ARE NOT PLAN 1-A OR 1-B OTHER THAN BEING HE WAS NOT SAYING THAT WE'LL SIT BACK AND WE'RE NOT GOING TO BE SELFISH. >> I APPRECIATE THAT. >> THE SECOND THING I APPRECIATE THE FRUSTRATION. THERE IS A LEVEL OF FRUSTRATION THAT WE SEE ACROSS THE COMMON WEALTH. AND THAT WE'RE NOT DOING NOTHING IS NOT ACCURATE. WE ARE WORKING. THERE ARE DIFFERENT WAYS THAT YOU CAN APROPER THIS CHESTERFIELD'S APPROACH IS CHESTERFIELD'S APPROACH. YOU NEED TO WRITE A LETTER AND THERE SOMETIMES WE HAVE TAKEN WHICH IS WORKING THE PHONES AND THE LEGISLATORS ALL WEEKEND AND GETTING RESULTS. WE'RE NOT BEATING OUR CHEST AND THUMPING OUR CHEST BUT WE ARE TODAY AND THOUSANDS OF SHOTS GOING THROUGH THE RACEWAY BECAUSE WE WE ENCOURAGED OUR LEGISLATORS TO GO TO BAT FOR HENRICO COUNTY. AND SO WE DIDN'T TAKE THE LETTER WRITING APPROACH AND WE HAD BEEN ON THE TELEPHONES, EVEN YOU KNOW THIS IS NO PERSONAL THING BUT THIS IS JUST TO LET YOU KNOW AS THIS WEEKEND MY MOTHER WAS ADMITTED ON SUNDAY. AND ADMITTED IN 8 A.M. ON SUNDAY PUSHING A LEGISLATOR FOUR MORE SHOTS WITH THE LEGISLATOR CAME THROUGH. SO NOTED THAT WE ARE OUT THERE ADVOCATING. IF OUR POINT IS YOU GIVE US MORE SHOTS LET US PUT THEM ON YOU SEE THAT YOU CAN DEPEND ON US. AND SO JUST KNOW THAT BECAUSE WE'RE NOT TRYING TO GARNER ATTENTION AND IT DOES NOT MEAN THAT WE'RE NOT OUT HERE FIGHTING FOR VACCINATIONS. AND SAY OUR APPROACH IS PROBABLY GOING TO GET US MORE SHOTS THAN THE CHESTERFIELD APPROACH. >> I'M GLAD MR. NELSON AND CUT OFFENSIVE PART OF WHAT I SAID. I SAID THAT WE WILL BE SITTING HERE PATIENTLY WHILE OUR CITIZENS GET VACCINATED. [01:25:07] AND HE DID CLARIFY THE REASON I WAS SAYING THAT. BECAUSE WE ARE DOING THE RIGHT THING BY OUR CITIZENS AND THE RIGHT THING AND WITH THAT BEING SAID. WITH THE DISTRIBUTION CENTER WE HAVE SET UP AT THE TRACK. >> 20,000 A PEEK. 4000 A DAY. , WE WERE LUCKY TO HAVE THE GOVERNOR COME INTO THE RACEWAY AND THE APPROACH TAKES IT SO WE LET THE GOVERNOR KNOW THAT WE CAN.
