THOSE IN FAVOR SAY AYE. MOTION CARRIES.

BEFORE WE MOVE INTO MANAGER COMMENTS, A QUICK POINT OF APPROVAL FOR THE BOARD. LAST WEEK WE CELEBRATED THE CAPTAIN'S LIFE AND SERVICE IN A SERVICE ATTENDED BY MANY OF YOU IN PERSON OR VIRTUALLY. WE THANK YOU FOR YOUR SUPPORT OF BECKY AND CONTINUE THAT SUPPORT MOVING FORWARD.

LET'S SHARE A FEW WORDS ABOUT DON WITH THE GROUP.

AT AGE 55, THE CAPTAIN WAS UNEXPECTEDLY TAKEN FROM THE WORLD TO PLAY FIDDLE WITH HIS MAKER.

DON IS SURVIVED BY HIS WIFE BECKY, HIS TWO SONS, JOSHUA AND CALEB H. HIS TWO BONUS DAUGHTERS, EMMA AND PAGE. THE MOST IMPORTANT THING TO DON WERE BEING WITH HIS FAMILY AND FRIENDS AND THESE NEXT THREE HE DID TOGETHER, HE ENJOYED MUSIC, BOURBON AND SMOKING MEET ON HIS GREEN EGG. HE COMBINED THOSE EVERY CHANCE HE COULD. HE ENJOYED TAKING TRIPS TO NASHVILLE AND TAKING ADVANTAGE OF ALL LIFE HAD TO OFFER.

HE ATTENDED JAMES MADISON UNIVERSITY AND WAS A LONG TERM MEMBER, A SUNDAY SCHOOL MEMBER AND WAS ON THE SAFETY TEAM AT BAPTIST CHURCH, RECENTLY ORDAINED AS A DEACON.

HE WAS A POLICE OFFICER, EARNED NUMEROUS PROMOTIONS AND AWARDS THROUGHOUT HIS CAREER. MOST RECENTLY DON SERVED AS THE CAPTAIN OF THE POLICE DIVISION SPECIAL OPS GROUP WITH PUBLIC SAFETY, ONE OF HIS PASSIONS. EVERYONE KNEW UNDER HIS TOUGH EXTERIOR HE HAD A HEART OF GOLD AND INCREDIBLE FAITH.

HE HAD AN INCREDIBLE VOCABULARY AS WELL, INCLUDING USING WORDS LIKE GO, ROGER, CHECK AND 10-FOUR.

DON TOUCHED SO MANY LIVES IN A SPECIAL WAY, I WOULD ASK THAT YOU JOIN US AND TAKE A MOMENT OF SILENCE TO REMEMBER HIM.

[00:05:07]

THANK YOU. MR. MANAGER?

[4. MANAGER’S COMMENTS ]

WE HAVE ONE COMMENT THIS EVENING FOR THE BOARD, WE HAVE OUR CHIEF OF STAFF FOR THE BOARD AND THE RESIDENTS.

>> [APPLAUSE]

>> THANK YOU. I APPRECIATE DEEPLY BEING INVITED TO BE HERE FOR A BOARD OF SUPERVISORS MEETING AND TO HAVE THIS RECOGNITION. IT MEANS A LOT.

I CELEBRATED MY FIVE-YEAR ANNIVERSARY WITH HENRICO COUNTY AT THE END OF FEBRUARY. I'M EXCITED ABOUT WHAT IS NEXT TO COME AND ALL THE DIFFERENT THINGS WE CAN DO GOING FORWARD.

THE LAST YEAR HAS BEEN DIFFICULT WITH THE PANDEMIC AND CLOSURES.

I THINK WE STILL MAINTAINED A LOT OF EXCELLENT SERVICE TO THE COMMUNITY. I STILL TRY TO PROVIDE AS MUCH AS I COULD THROUGH THE RADIO STATION, I TRY TO TELL PARENTS THESE ARE THE RESOURCES WE HAVE. IF YOU WANT TO WORK ON ENGLISH, WE HAVE THAT ROSETTA STONE, I DID THAT EVERY MONTH TO MAKE SURE PEOPLE KNOW ABOUT THE RESOURCES WE OFFER EVEN THOUGH OUR DOORS WERE NOT OPEN. I'M EXCITED GOING FORWARD THAT

WE CAN DO MORE IN THE COUNTY. >> CHRISTINA, THANK YOU.

HERE IS TO FIVE YEARS AND MANY MORE.

>> THANK YOU.

[00:10:08]

[APPLAUSE] >> SHE IS SAYING THANK YOU IN GR GREEK.

>> I'LL ASK CARRIE TO COME FORWARD AND GIVE YOU THE BIWEEKLY COVID UPDATE AND A LOT OF NEW INFORMATION WILL BE

SHARED WITH YOU. >> THANK YOU, MR. MANAGER.

GOOD EVENING, MR. CHAIRMAN AND HONORABLE MEMBERS OF THE BOARD.

I'M PLEASED TO GIVE YOU YOUR BIWEEKLY UPDATE.

WE'LL FOCUS ON VACCINE ADMINISTRATION.

AS YOU CAN SEE, WE ARE STILL LEADING IN TERMS OF PERCENT OF DOSES ADMINISTERED. WE ARE NOW USING ALL THREE MANUFACTURERS. JOHNSON & JOHNSON WAS THE FIRST EVENT ON MONDAY. WE HAVE PFIZER, MODERNA AND JOHNSON & JOHNSON. AS YOU CAN SEE, WE HAVE OVER 100% OF THOSE THAT WE RECEIVE AND ADMINISTERED.

THAT IS DUE TO THE FACT THAT WE RECEIVE FROM THE STATE, THERE ARE OTHER PARTNERS WE RECEIVE DOSES FROM.

WE RECEIVE ANYWHERE FROM 8,000 TO 12,000.

WE DO NOT WASTE. AT THE END OF THE DAY IF THERE ARE EXTRA SHOTS, THEY GET INTO ARMS. THAT IS AN EFFORT OF MANY OF THOSE IN THE ROOM INCLUDING OUR DEPUTY MANAGERS. IN TERMS OF OUTCOME, 17% OF OUR POPULATION HAS RECEIVED AT LEAST ONE SHOT.

THAT IS AN INCREDIBLE METRIC. THAT IS A TEAM EFFORT OF THE RACEWAY AND OTHER EVENTS. RICHMOND RACEWAY IS OUR THROUGHWAY BUT THERE ARE SMALLER CLINICS WHERE THEY GO TO FAITH BASED ESTABLISHMENTS, AND PHARMACIES AND PRIVATE PROVIDERS CAN WORK WITH DOSES ALLOCATED. MOVING FORWARD, FULL INOCULATION IS THE TRUE WEAPON AGAINST COVID.

30,000, MORE THAN 30,000 OF OUR RESIDENTS ARE FULLY VACCINATED.

THAT NUMBER IS ONLY GOING TO CONTINUE TO GROW.

THIS WEEK THE HEALTH DEPARTMENT CAME OUT WITH AN ANNOUNCEMENT SAYING WE ARE NOW EXPANDING ALL OF THE ELIGIBILITY TO ALL OF SUBCONTRACTORS WITHIN PHASE 1B, THAT IS ALL OF THOSE ENTITIES LISTED. A LOT OF FRONT LINE ESSENTIAL EMPLOYEES AND WE HAVE AN ADDITIONAL CATEGORY THAT OUR HEALTH DEPARTMENT THOUGHT WAS NECESSARY AND THAT WAS RESTAURANT STAFF. PEOPLE 16 TO 64 WITH PREEXISTING CONDITIONS. I CANNOT SAY THIS ENOUGH, IF YOU FEEL YOU ARE ELIGIBLE, REGISTER, GO TO VACCINATION.VIRGINIA.GOV.

IF YOU HAVE QUESTIONS, CALL THE STATE CALL CENTER.

THE E-MAIL IS ON THE SCREEN BUT I WILL SAY IT FOR THOSE WHO CAN'T SEE THE SCREEN -- WE HAVE A CALL CENTER WHERE YOU CAN CALL AND ASK QUESTIONS AND THAT NUMBER IS 804-205-3501.

WITH THIS EXPANSION, YOU ARE LOOKING AT LESS THAN 300,000 CITIZENS BETWEEN HENRICO AND RICHMOND ELIGIBLE TO GET A VACCINE. A CRITICAL COMPONENT OF VACCINATION EFFORTS IS OUTREACH AND TO OUR MINORITY POPULATIONS.

THIS EFFORT IS LED BY OUR DEPUTY COUNTY MANAGER MARTHA CALLAHAN SMITH WHO IS IN THE ROOM. YES.

SHE WORKS TIRELESSLY WITH FAITH BA BASED LEADERS IN THE COMMUNITY INCLUDING MR. NELSON ON OUR PILOT THAT GOT NATIONAL NEWS ON ABC.

WITH THAT EFFORT WHERE WE WERE ■ WORKING DIRECTLY WITH COMMUNITIES THAT ARE AT A HIGHER RISK AND USING TRUSTED LEADERS WITHIN FAITH BASED ESTABLISHMENTS TO GET PEOPLE REGISTERED AND SHOTS THROUGH OUR RICHMOND RACEWAY EVENTS.

YOU ARE LOOKING AT 2,000 OR MORE WHO BENEFITTED FROM THAT PROGRAM. WE ARE WORKING TO MAKE SURE EVEN THOUGH WE EXPANDED ELIGIBILITY TO OTHER CITIZENS THAT WE ARE TOUCHING BASE WITH THE OLDER POPULATION THAT MAYBE DIDN'T PICK UP THE PHONE THE FIRST TIME OR DIDN'T PROPERLY REGISTER.

WE ARE STILL CONTINUING THAT EFFORT THROUGH FAITH BASED.

WE ARE MAKING SURE WE TOUCH OTHER MINORITY AND UNDERREPRESENTED GROUPS. IN PARTICULAR THIS WEEK WAS THE

[00:15:02]

ASIAN COMMUNITY. WITHIN THREE DAYS WE WERE ABLE TO GET 600 PEOPLE THROUGH OUR EVENTS.

THAT TRULY TAKES A TEAM EFFORT. THIS OUTREACH IS NOT ONLY TO GET PEOPLE REGISTERED BUT TO PROVIDE INFORMATION ABOUT THE VACCINE AND TO EXPLAIN THE SAFETY PARAMETERS AND HOW IT WAS APPROVED THROUGH THE FDA. THAT IS A BRIEF COVID UPDATE.

I WILL TAKE ANY QUESTIONS YOU ALL HAVE.

>> THANK YOU. ANY QUESTIONS?

>> I HAVE ONE QUESTION. >> YES, MA'AM.

>> THIS IS FOR AGES 16 AND A ABOVE.

WILL THERE BE A TIME WHEN IT IS UNDERAGE 16 WHEN THE SHOTS ARE GIVEN WHEN THE VACCINES ARE AVAILABLE?

>> AT THIS POINT OF TIME WE DON'T HAVE A TIME FRAME TO UNDERSTAND THAT. I CAN ASK THE HEALTH DEPARTMENT TO GET ADDITIONAL INFORMATION ABOUT THOSE YOUNGER THAN 16.

AT THIS POINT IN TIME, THERE IS NOT A SET DATE WHERE IT WOULD

BECOME AVAILABLE. >> THANK YOU.

>> ANY OTHER QUESTIONS? >> I HAVE A QUESTION.

I WANT TO TAKE A SECOND, MR. CHAIR, IF YOU DON'T MIND.

>> ABSOLUTELY. I WANT TO SAY THIS PUBLICLY HOW PROUD I AM OF THE TEAM HERE IN HENRICO COUNTY.

EXCEPTIONAL WORK IS BEING DONE AT THE RACEWAY.

AND OTHER EVENTS THROUGHOUT THE COMMUNITY.

IT REALLY DOES -- IT HAS DONE MY HEART WELL THE FEW TIMES I HAVE BEEN OUT. I KNOW THE CHAIR IS OUT THERE EVERY DAY. MR. THORNTON WAS OUT.

JUST TO SEE THE EFFORT OF OUR PEOPLE, JACKSON AND TONY FROM THE BEGINNING, JUST SEEING TIRELESS EFFORT OF THOUSANDS AND THOUSANDS OF PEOPLE GOING TO THE RACEWAY ALMOST DAILY NOW.

IT IS HUMBLING. THIS IS HOPEFULLY A ONCE IN A LIFETIME EVENT. HE HENRICO COUNTY HAS BEEN A CLASS ACT.

JACKSON IS NOT HERE BUT WHEREVER HE IS, THANK YOU, JACKSON.

TONY, WHERE IS TONY? IS TONY HERE?

>> HE IS WATCHING. >> STEVE, TONY, BRANDON, I PERSONALLY WANT TO THANK MONICA JUST BECAUSE I HAD TO WORK WITH HER AND I KNOW WITH THE FAITH BASED OUTREACH, TRYING TO REACH THE MINORITY COMMUNITIES AND HOW HONESTLY MONICA PUT HERSELF OUT THERE WITH HER TELEPHONE NUMBER, PEOPLE REACHING OUT ALL TIMES OF NIGHT. I SHARED THIS LAST WEEKEND.

I ALMOST FEEL BAD NOW BECAUSE PEOPLE ARE PEOPLE ARE ALMOST BEING ABUSIVE OF THE ACTION SHE HAS GIVEN THEM.

AGAIN, IT HAS BEEN INCREDIBLE. THE CALL CENTER, YOU KNOW, MOST PEOPLE DON'T UNDERSTAND THE VOLUNTEERS THAT ARE MANNING THE CALLS ON AN EVERYDAY BASIS. HOW THEY ARE MAKING PHONE CALLS.

I WAS IN THE CALL CENTER FOR FOUR HOURS AND LISTENING TO THE CARE THAT IS BEING SHARED BY OUR VOLUNTEERS.

IT HAS BEEN AMAZING. IT HAS BEEN HUMBLING.

EVERY COUPLE OF MONTHS I'LL SAY, THIS HAS BEEN ONE OF MY GREATEST PRIVILEGES. I SAY THIS ABOUT THIS VACCINE EFFORT, SO MANY PEOPLE HAVE BEEN APPRE APPRECIATIVE, SATURDAY BEFORE LAST, EVERY SINGLE PERSON I CAME IN CONTACT WITH WAS SAYING -- NOT THAT IT WAS A GOOD JOB BUT IT WAS A GREAT JOB FROM THE PHONE CALL TO THE PARKING TO THE INSIDE BACK TO THE CAR, FIRE DEPARTMENT, POLICE.

I CAN'T SAY IT ENOUGH. I KNOW YOU ARE TIRED.

KEEP ON PRESSING. IT MEANS A LOT.

OUR CITIZENS APPRECIATE IT. THANK YOU.

>> THANK YOU. THANKS TO EACH OF YOU FOR YOUR SUPPORT. AS YOU SAID, IT IS TIRING.

I WILL TELL YOU, THE REWARD COMES WHEN WE SEE ETHE SENIOR COMING OUT OF THE DOMINION BUILDING RAISING THEIR HAND, CELEBRATING, SOME IN TEARS, BECAUSE THEY GET TO SEE THEIR

[00:20:03]

FAMILY, THEY HAVE HOPE AT THE END OF THIS PERPETUAL TUNNEL THAT THEY CAN BE REUNITED FOR THOSE THEY LOVE.

FOR THAT, WE'LL KEEP PRESSING. I'LL SPEAK FOR ALL THE STAFF

THAT THIS IS WHY WE PUSH. >> THANK YOU.

>> THANK YOU, MR. NELSON. >> MR. NELSON, I HAVE SEEN E-MAILS FROM MONICA, FROM BRANDON, FROM DEPARTMENT DIRECTORS, FROM I.T. FOLKS, E-MAILS AT 11:50 AS THEY TRY TO SORT OUT WHAT THE NEXT DAY WILL LOOK LIKE, IT IS IMPRESSIVE TO

SAY THE LEAST. >> ANY OTHER QUESTIONS ON THE COVID UPDATE FROM ANYBODY? THANK YOU.

MOVING TO BOARD COMMENTS? ANY FROM THE LEFT?

[5. BOARD OF SUPERVISORS’ COMMENTS ]

ANY FROM THE RIGHT? GOOD? WE HAVE A MEMBER OF THE NEWS MEDIA HERE FROM WTVR CHANNEL 6,

[6. RECOGNITION OF NEWS MEDIA ]

TODD HOSS. WE APPRECIATE YOUR COVERAGE TONIGHT. I THINK WE'LL GIVE YOU SOME QUALITY INFORMATION AND MAKE IT WORTH YOUR WHILE.

THANK YOU FOR BEING HERE. MR. MANAGER?

>> MR. CHAIRMAN, WE MOVE INTO THE AGENDA, THE FIRST ITEM IS A

[7. RESIGNATION ]

[7a. 77-21 Resolution - Resignation of Member - Community Criminal Justice Board. ]

RESIGNATION. IT IS 77-21, RESIGNATION FROM THE COMMUNITY CRIMINAL JUSTICE BOARD.

THIS PAPER WOULD RECEIVE THE RESIGNATION FROM THE DISTRICT REPRESENTATIVE. A MOTION WOULD BE IN ORDER.

>> MOVE THE RESOLUTION. >> MOTION MADE BY MR. O'BANNON AND SECCED BY BRANIN. THE RESOLUTION CARRIES.

[8. PUBLIC HEARINGS – REZONING CASES ]

>> WE MOVE INTO ZONING CASES. THERE ARE THREE ITEMS ON THIS AGENDA. THE FIRST IS AGENDA IITEM 55-21,

[8a. 55-21 REZ2020-00040 Three Chopt Louis Salomonsky: Request to rezone from A-1 Agricultural District to R-5AC General Residence District (Conditional) Parcels 744-755-7296 and 744-755-5798 containing 2.83 acres located on the south line of Church Road, approximately 170’ west of its intersection with Guyana Drive. The applicant proposes a residential development of detached dwellings for sale with zero lot lines. The R-5A District allows an overall maximum density of 6 units per acre. The use will be controlled by zoning ordinance regulations and proffered conditions. The 2026 Comprehensive Plan recommends Suburban Residential 2, density should not exceed 3.4 units per acre. The Planning Commission voted to recommend the Board of Supervisors deny the request. (Deferred from February 9, 2021, meeting.) ]

WITH REZ 2020-00040 COMING OUT OF THE THREE CHOPT DISTRICT.

A REQUEST TO REZONE FROM A-1 AGRICULTURE DISTRICT TO R-5AC SEVERAL PARCELS CONTAINING OVER 2.8 ACRES.

THE PARCELS ARE ON THE SOUTH LINE OF CHURCH ROAD, APPROXIMATELY 170 WEST OF INTERSECTION WITH GUYANA DRIVE.

THE APPLICANT PROPOSES A RESIDENTIAL DEVELOPMENT OF DETACHED DWELLINGS WITH ZERO LOT LINES.

IT NEEDS TO BE NOTED THIS ITEM WAS DEFERREDED FROM THE FEBRUARY 9 MEETING. I'LL HAVE MR. EMERSON COME

FORWARD. >> MR. EMERSON, AS YOU ARE GETTING SETTLED, I WOULD LIKE TO REMIND ANYONE TUNED IN, WE ARE ENTERING THE PUBLIC PORTION OF OUR AGENDA.

GO TO HENRICO COUNTY, SCROLL DOWN ON WEBEX EVENT AND OUR MODERATOR H WILL WELCOME YOU INTO THE ROOM AND LET YOU KNOW WHEN IT IS YOUR TURN TO SPEAK. MR. EMERSON?

>> THANK YOU, MR. MANAGER, MEMBERS OF THE BOARD.

REZ 2020-00040 IS A REQUEST TO REZONE THREE ACRES TO GENERAL RESIDENT DISTRICT FOR THE DEVELOPMENT OF SINGLE FAMILY HOMES. THE SUBJECT PROPERTY IS LOCATED ON CHURCH ROAD BETWEEN GUYANA AND CROW GRANT ROAD.

THE SURROUNDING AREA INCLUDES A-1 TO THE WEST, R-3C TO THE EAST. I HAVE PUT ONE IN EACH ONE OF YOUR SEATS WITH CHANGES FOR LOT, MINIMUM FINISHED FLOOR AREA OF 2,000 SQUARE FEET, LANDSCAPE BUFFER BETWEEN CUL-DE-SAC AND ADJACENT PROPERTIES, A DEDICATION OF LAND ALONG THE PROPERTY FRONTAGE FOR SIDEWALK ALONG WITH FINANCIAL ASSURETY FOR FUTURE CONSTRUCTION. OTHER PROFFERS HAVE DRIVEWAY MATERIALS, CONSTRUCTION HOURS, DENSITY, UNIT TIGHT, ELEVATIONS AND A MINIMUM LOT OF 65 FEET. AGAIN, THESE ELEVATIONS HAVE BEEN PROFFERED. YOU ALSO RECEIVED A CONCEPT PLAN WHICH REFLECTS THE DEVELOPMENT ALONG A NORTH SOUTH STREET TERMINATING IN A CUL-DE-SAC, ON THE SOUTHEAST CORNER, THE AFOREMENTIONED SIDEWALK AND 150 FOOT TAPERED TURN LANE AT THE

[00:25:02]

ENTRY POINT FROM CHURCH ROAD. THE PROPOSED USE AND DENSITY ARE CONSISTENT WITH 2026 COMPREHENSIVE PLAN, RECOMMENDATION OF SUBURBAN RESIDENTIAL 2 FOR THIS PROPERTY, PROPOSED USE AND DENSITY ARE GENERALLY CONSISTENT WITH THIS DESIGNATION. STAFF PREVIOUS CONCERNS HAVE BEEN ADDRESSED BY THE RECENTLY REVISED CONCEPT PLAN AND REVISED PROFFERS DATED MARCH 5, 2021. THE COMMISSION RECOMMENDED DANIEL CITING ACCESS TO CHURCH ROAD.

IF YOU HAVE QUESTIONS, I'LL TRY TO ANSWER THEM.

>> THANK YOU. ANY QUESTIONS FOR MR. EMERSON?

>> ALL RIGHT. THIS IS A PUBLIC HEARING.

IS THERE ANYONE IN THE ROOM TODAY OR IN THE LOBBY TO SPEAK IN OPPOSITION TO THIS CASE? ANYONE ON WEBEX.

>> YES, SIR, I HAVE ONE INDIVIDUAL ON WEBEX.

>> ALL RIGHT. >> MR. RICHARD LOWE.

>> THANK YOU VERY MUCH. APPRECIATE THE TIME.

I'M A 32-YEAR RESIDENT OF HENRICO LIVING OFF IN A SUBDIVISION OFF CROWD BRANCH ROAD IN CLOSE PROXIMITY OF THIS DEVELOPMENT. SPAKING FOR TWO SUBDIVISIONS.

THIS WAS -- WE ARE OPPOSED TO THIS REQUEST AS PRESENTED.

THE TRAFFIC ISSUES ARE OUR PRIMARY CONCERN.

THIS WOULD MAKE THREE ENTRY POINTS ON TO GUYANA WITHIN A QUARTER MILE. IT IS A DANGEROUS INTERSECTION AS IT EXISTS. I THINK IN THE INTRODUCTION THIS ENTRY IS 500 FEET FROM CROWD GRANT ROAD.

WE ARE DISMAID WE ARE UNABLE TO SEE THESE REVISED PLANS PRIOR TO TONIGHT'S MEETING. THE APPLICANT HAS DECIDED TO BRING THOSE TO YOU WITHOUT PUBLIC VIEW.

THIS MORNING, I POSTED AN INFORMAL POLL ON NEXT DOOR, ON THE WEB, WE HAVE 29 PEOPLE RESPOND.

THREE ARE IN FAVOR OF THIS PROPOSAL.

19 ARE AGAINST IT. SEVEN WOULD ASK THAT YOU DEFER SO THAT THE AREA RESIDENTS CAN ACTUALLY LOOK AND REVIEW.

NOT TO TAKE MUCH TIME BUT IF YOU TRAVEL THIS SECTION OF ROAD, IT IS JUST UNSAFE, BECAUSE OF THE AMOUNT OF TRAFFIC THAT IS CURRENTLY TURNING TO GUYANA FROM CHURCH OR FROM CHURCH ON TO GUYANA AND ESPECIALLY LARGE VEHICLES.

UNTIL THE COUNTY IS ABLE TO REALLY LOOK AT THAT INTERSECTION, WIDEN IT OR CORRECT IT WITH THE CURVES THAT ARE NEARBY, I SUGGEST YOU FOLLOW THE COMMISSION'S ORIGINAL SUGGESTION AND DENY THIS. APPRECIATE THE TIME.

THANK YOU VERY MUCH. >> THANK YOU, SIR.

MS. DAVIS, ANYBODY ELSE LOGGED IN OR ARE WE GOOD?

>> THAT'S ALL FOR TONIGHT, SIR. >> CAN I ASK A COUPLE OF

QUESTIONS? >> YES, SIR.

>> MICROPHONE? >> HOW MANY HOUSES WERE ORIGINAL

PROPOSED ON THIS? >> THE DENSITY ALLOWANCE IN THE PROFFERS IS NINE, THERE ARE TWO EXISTING HOMES.

YOU HAVE SEVEN ADDITIONAL HOMES TO BE ADDED.

ACTUALLY, I'M SORRY, SIR. THERE WERE MORE, I DON'T KNOW THE NUMBER OFF THE TOP. IT IS SEVEN NEW HOMES PROPOSED.

>> OKAY. AND I KNOW WE HAD -- THE MAIN REASON THE COMMISSION HAD DENIED THIS AS WELL AS I WAS PREPARED, WE WERE HAVING A HARD TIME GETTING ANY COMMUNICATION WITH

THE APPLICANT. >> YES, SIR.

>> I JUST WANTED TO GET SOME CLARIFICATION ON THAT.

COULD I SEE SOMEONE FROM PUBLIC WORKS? HOW ARE YOU DOING? I'VE GOT 15 OR 20 E-MAILS IN REGARDS TO THIS CASE. A BUNCH OF THEM WERE RESPONSES

[00:30:06]

BACK FROM YOU SO I PUBLICLY WANTED TO REVIEW THIS.

CHURCH ROAD WAS, WE REDUCED IT DOWN?

>> IN JUNE 2019 WE REDUCED IT DOWN TO 35 MILES AN HOUR.

>> AND THE MAIN -- THEY WERE WORKING WITH MAIN BEFORE YOU CAME ON BOARD, WITH SIDEWALKS? IT IS FROM ONE OF YOUR FELLOW G GUYS, THAT IS A BRIDGE GUY.

>> WE WORKED EXCESSIVE IN GETTING WALKABILITY AND SO FORTH. THIS CASE HAS A TURN IN AREA.

IS THAT ACCEPTABLE? >> THAT IS CORRECT.

THEY ARE PROVIDING US EVERYTHING THEY CAN.

THEY ARE DEDICATING SOME RIGHT OF WAY BUILDINGS FOR A STRETCH.

THAT WILL TIE IN WITH THE ULTIMATE PLANS WE HAVE.

MAY I ADD, YOU MENTIONED SPEED EARLIER.

WE LOOKED AT OUR SAFETY DATA. WE DID A SAFETY EVALUATION, EVALUATED CHARACTERISTICS OF THE CORRIDOR.

IN 2018 PRIORITY SPEED REDUCTION ALONG THAT STRETCH, WE HAD 14 CRASHES. IN 2019, I MENTIONED JUNE, YOU LOWERED THE SPEED, EWE EXPERIENCED FIVE.

IN 2020, THERE WERE NO CRASHES ALONG THAT STRETCH.

IT LOOKS LIKE A LOT OF THOSE CRASHES WERE RELATED TO SPEED.

THE TWO KIND OF TIE IN TOGETHER. SPECIFICALLY AT THE INTERSECTION OF GUYANA, THERE WERE FIVE CRASHES, IN 2019, THERE WERE ONE. THERE WERE A LOT OF THINGS TIED TO THE SPEED, MAYBE NOT NECESSARILY MATCHING THE CHARACTERISTICS OF THE ROADWAY THAT WE FEEL ARE MORE IN LINE

WITH THE SPEED REDUCTION. >> AND THAT'S CRITICAL BECAUSE I THINK, AS YOU AND I HAVE DISCUSSED SEVERAL TIMES.

AS WE WORK AS REDUCING SPEEDS IN THE COUNTY, THAT'S USUALLY IS PURPOSE FOR MOST ACCIDENTS IS SPEED.

IS THERE ANY -- DO YOU HAVE ANY ISSUES WITH THIS REDUCED IN SIZE SINGLE CUL-DE-SAC TURN LANE IN, DO YOU HAVE PUBLIC WORKS TRAFFIC, HAVE ANY ISSUES WHATSOEVER WITH THE IMPACT THIS

WOULD HAVE? >> NO, SIR.

LIKE I SAID, WE ARE HAPPY WITH SOME OF THE PEDESTRIAN COMBINATIONS THAT THIS WOULD AFFORD US WITH SOME OF OUR

FUTURE PROJECTS. >> MR. BRANIN, I DO HAVE A QUESTION CH THE REPORT FROM STAFF SAYS THAT THERE ISN'T A BIG ENOUGH TURN-AROUND IN THE CUL-DE-SAC FOR FIRE TRUCKS.

SINCE THEY HAVE REDUCED THE NUMBER OF HOUSES, DID THEY INCREASE THE RADIUS OR TURNING AREA FOR FIRE TRUCKS?

I KNOW THAT PROBABLY COMES UP -- >> THIS IS THE EASIEST WAY TO EXPLAIN IT, THIS IS WHAT THAT COMMENT WAS REFERRING TO.

THIS IS THE NEW PLAN THAT WAS GIVEN TO US ABOUT A WEEK AGO.

OF COURSE, WE DIDN'T GET PROFFERS UNTIL THE 5TH TO GO ALONG WITH THIS. IT WAS CHANGED INTO A CUL-DE-SAC THAT MET THE DESIRES OF PUBLIC WORKS.

IT WAS GOING AWAY FROM THIS HAMMER HEAD TO THIS DESIGN, WITH

WIDER LOTS. >> THANK YOU.

>> ANY OTHER QUESTIONS? >> MR. CHAIR, THIS HAS BEEN -- FOR BEING SUCH A SMALL CASE, THIS HAS BEEN QUITE A LIFT DUE TO LOOK OF COMMUNICATION AND WITH THAT BEING SAID, I HOPE THE APPLICANT FOR FUTURE NOTE, PLEASE COMMUNICATE PROPERLY WITH THIS COUNTY. THAT BEING SAID, I'M COMFORTABLE SAYING THAT I'D MOVE THAT THE REZ 2020-00040 LOUIS SALOMONSKY

[00:35:01]

BE APPROVED. >> SECOND.

>> MOTION MADE BY MR. BRANIN SECOND BY MS. O'BANNON.

THE MOTION CARRIES. >> AGENDA ITEM 78-21 COMES FROM

The applicant proposes single family dwellings. The R-2A District allows a minimum lot area of 13,500 square feet and a maximum gross density of 3.22 units per acre. The 2026 Comprehensive Plan recommends Suburban Residential 1, density should not exceed 2.4 units per acre. The Planning Commission voted to recommend the Board of Supervisors grant the request. ]

THE BROOKLYN DISTRICT. BEFORE YOU IS GREG SPICER WITH A REQUEST TO CONDITIONALLY REZONE FROM A-1 AGRICULTURE DISTRICT TO R-2AC, ONE FAMILY PARCELS, THE PARCELS ARE ON THE SOUTH LINE OF MOUNTAIN ROAD AT ITS INTERSECTION WITH TILLER ROAD AND SINGLE FAMILY DWELLINGS ARE PROPOSED.

THE COMMISSION HAD VOTED TO APPROVE.

>> AS THE MANAGER NOTED, REZ 2021-00011 IS TO RESTONE PARCELS TO RESIDENT DISTRICT TO ALLOW FOR THE DEVELOPMENT OF THREE SINGLE FAMILY RESIDENCES. THE SITE IS UNDEVELOPED AND SURROUNDED BY OTHER A-1 PROPERTIES.

THE ELIZABETH ADAM HEALTH AND REHAB CENTER LOCATED TO THE EAST IS ZONED R 6C. THE APPLICANT PROVIDED FOR DENSITY OF NO MORE THAN THREE HOMES, EXTERIOR BUILDING MATERIALS OF BRICK STONE, HARDY PLANK OR FINAL.

CROWD SPACE FOUNDATION, LIMITED HOURS OF CONSTRUCTION AND LIMITING ACCESS TO MOUNTAIN ROAD TO AVOID POTENTIAL CONCERNS.

THESE THREE LOTS WILL ACCESS THROUGH TILLER.

THE REQUESTED ZONING WOULD BE COMPATIBLE WITH THE ADJACENT DEVELOPMENT AND CONSISTENT WITH THE 2026 FUTURE LAND USE MAP DESTINATION OF SUBURBAN RESIDENTIAL ONE.

THE CASE STRENGTHENENED BY THE PROFFERS.

STAFF SUPPORTS THIS REQUEST AND THE PLANNING COMMISSION AT THEIR MEETING RECOMMENDED PROFFERING AS WELL.

>> ARE THERE ANY QUESTIONS? I SEE NONE.

ANYONE IN THE ROOM OR LOBBY WISH TO SPEAK?

>> THERE IS NO ONE ON WEBEX. >> THANK YOU FOR YOUR SUMMARY.

THE BEST PART OF THIS WAS THE ADJUSTMENT TO THE ACCESS OFF TILLER AND NO ACCESS ON MOUNTAIN.

AS YOU KNOW THERE IS A FIRE STATION WITH ACCESS RIGHT ACROSS THE STREET. COMING OFF OF A BUSY INTERSECTION SO THANK YOU FOR THE GOOD WORK ON THAT.

I'VE GOT NO FURTHER QUESTIONS. IM WILLING TO ACCEPT THE

REZ 2021-0010 IS A REQUEST TO REZONE ACRES TO ALLOW THE DEVELOPMENT OF TWO SINGLE FAMILY HOMES.

THE SITE IS LOCATED AT THE INTERSECTION OF OLD WILLIAMSBURG ROAD AND OLD MEMORIAL DRIVE. THE PROPOSED TWO SINGLE FAMILY HOMES WOULD FRONT OLD MEMORIAL DRIVE.

THE APPLICANT HAS BROUGHT SUBMITTED PROFFERS INCLUDED BUT NOT LIMITED TO THE BUILDING ELEVATIONS, WITH THE MINIMUM OF 100 FEET, LANDSCAPE BUFFER ALONG OLD WILLIAMSBURG ROAD AND LIMITS ON HOURS OF CONSTRUCTION. THE PROPOSED USE OF DENSITY OF 2.27 UNITS PER ACRE WOULD BE CONSISTENT WITH THE 2026 COMPREHENSIVE PLAN DESIGNATION AND THE DEVELOPMENT OF THIS SITE WOULD BE CONSISTENT WITH OTHER EXISTING RESIDENTIAL IN THE VICINITY. AND REORDAIN SECTION 24-54 TITLED PRINCIPAL USES PERMITTED IN SECTION OF THE CODE OF THE COUNTY TO ALLOW OUTDOOR DINING AREAS IN THE B-1 BUSINESS DISTRICT BY PROVISIONAL USE PERMIT. MR. EMERSON?

>> YES, SIR, MANY MANAGER. I FORGOT I WAS NEXT ONE UP ON

THE AGENDA. >> THANK YOU AGAIN.

>> I DIDN'T GET TOO FAR, NO, SIR.

AS THE MANAGER SAID, THIS ORDINANCE IS TO AMEND AND REORDAIN, 24-54.1, TITLED PRINCIPAL USES PERMITTED AND SECTION 24-55 TITLED PROVISIONAL USES PERMITTED OF THE CODE OF THE COUNTY OF HENRICO TO ALLOW OUT-DIANING AREAS.

THIS IS AN AMENDMENT TO YOUR ZONING CODE TO ALLOW OUTDOOR DINING IN THE B-1 DISTRICT AS YOU DO IN THE B-2 DISTRICT WITH A PROVISIONAL USE PERMIT. AS YOU KNOW THROUGH THIS PANDEMIC, OUR RESTAURANTS HAVE STRU STRUGGLED. THIS WAS AN EFFORT TO CONTINUE TO ASSIST THE RESTAURANT INDUSTRY.

WE HAVE MADE MANY EFFORTS DURING THIS TIME FRAME TO WORK WITH THE RESTAURANT INDUSTRY. WE HAVE PUT IN PLACE AN EXPEDITED PROCESS TO ENCOURAGE OUTDOOR DINING AND TRY TO KEEP THESE ESSENTIAL PIECES OF OUR COMMUNITY AFLOAT.

THIS IS ANOTHER EFFORT TOWARDS THOSE ENDS.

ANY REQUEST FOR OUTDOOR DINING WOULD COME THROUGH THE PLANNING COMMISSION AND TO YOU THROUGH THE PROVISIONAL USE PROCESS SO YOU COULD MAKE THE DECISION OF WHETHER OR NOT THE LOCATION WAS APPROPRIATE FOR OUTDOOR DINING AND ADD CONDITIONS AS APPROPRIATE OR DENY OR APPROVE AS APPROPRIATE AS WELL.

IF YOU HAVE QUESTIONS, I'LL BE HAPPY TO TRY TO ANSWER THEM.

>> ANY QUESTIONS FOR JOE? >> WE STILL WILL HAVE -- WE HAVE THE UTMOST FLEXIBILITY ON REQUESTS AND TIMELINES AND SETBACKS IN THE AREA JUST LIKE NORMALLY.

>> YES, SIR, YOU WILL. IT IS DOING WHAT WE NEED TO DO

AND HELPING OUR BUSINESSES. >> CURRENTLY IN B-1, MINUS THE EMERGENCY AND FLEXIBILITY WE PUT IN PLACE DURING THE PANDEMIC, WE DID ALLOW WITH INDIVIDUAL DISCUSSIONS WITH EACH OF YOU, OUTDOOR DINING TO OCCUR IN THE B-1 AREAS IF IT WERE REQUESTED AND YOU FOUND IT APPROPRIATE. HOWEVER, YOUR ZONING CODE DOES NOT ALLOW FOR OUTDOOR DINING IN THE B-1 DISTRICT.

IT ALLOWS FOR WHAT WE CALL CONVENIENCE SEATING BUT NOT FULL SERVICE. WHAT THIS WILL DO IS ALLOW YOU TO CONSIDER FULL SERVICE OUTDOOR DINING IN YOUR ZONES CODE.

THIS WAS ALREADY ADDED TO THE ZONES CODE YOU HAVE UNDER CONSIDERATION. WHEN CONSIDERING THE CURRENT SITUATION TO TRY TO WORK WITH THE RESTAURANT COMMUNITY AND IN SPEAKING WITH THE CHAIRMAN, HE FELT IT WAS IMPORTANT TO BRING THIS FORWARD. I DON'T DISAGREE WITH HIM.

I THINK IT IS SOMETHING WE CAN WORK WITH.

>> IT WOULD BE ABSOLUTELY HORRENDOUS TO ALLOW RESTAURANTS DURING THE COVID TIME AND THEN COME BACK AND SAY, WELL, NOW YOU

CAN'T DO IT. >> THIS WAS RECOMMENDED TO YOU

BY THE PLANNING COMMISSION. >> I JUST HAVE A COMMENT THAT I HAVE BEEN GETTING A LOT OF CALLS AND QUESTIONS ABOUT SIDEWALKS LATELY. I HAVE ANSWERED THOSE QUESTIONS BECAUSE THROUGH THE YEARS I HAVE SURVEYED MY CONSTITUENTS AND ASKED THEM IF THEY WANT SIDEWALKS AND THAT SORT OF THING. ABOUT 25 YEARS AGO, I'LL NEVER FORGET IT, IT WAS RUNNING 160-2 AGAINST SIDEWALKS.

AS TIME HAS GONE ON AND PEOPLE HAVE MOVED IN AND THEY WANT SIDEWALKS. I BROUGHT THIS UP TO THE B-2 ISSUE, HAVING OUTDOOR DINING AND ENCOURAGED IT.

PEOPLE HAVE CHANGED THEIR DINING HABITS.

[00:45:04]

IT USED TO BE NOBODY -- WHEN WAS THE CODE WRITTEN?

>> 1959. >> RIGHT.

IN 1959 NOBODY WANTED TO EAT OUTSIDE.

AS TIME HAS GONE ON, PEOPLE WANT TO EAT -- THEY ENJOY EATING IN THE FRESH AIR, AL FRESCO. I THINK IT IS THE TIME TO DO THIS TYPE OF THING. TIMES HAVE CHANGED.

PEOPLE WANT TO DO THIS. IF IT CAN BE USED, PROVISIONAL USE ALLOWS THE COUNTY A LOT OF CONTROL.

YOU CAN PUT PROVISIONS ON IT SO YOU CAN MAKE SURE IT IS SAFE OR WHATEVER IT NEEDS TO BE TO ACCOMMODATE THESE.

I REALLY APPRECIATE THIS. >> YOU CAN MAKE IT A CUSTOM FIT.

THE B-1 IS THE ZONING FOR BUSINESS, IT IS THE LIGHTEST CATEGORY, THE ONE MOST OFTEN IN PROXIMITY TO NEIGHBORHOODS.

WHEN YOU HAVE A RESTAURANT THAT IS IN PROXIMITY TO THE NEIGHBORHOOD, THE NOTE ABOUT THE SIDEWALKS, PEOPLE LIKE TO WALK TO WHERE THEY ARE HAVING DINNER. I THINK THERE IS A LOT OF GOOD

CINERGY HERE. >> ANY OTHER QUESTIONS FOR MR. EMERSON? THIS IS A PUBLIC HEARING.

IS THERE ANYONE IN THE ROOM OR LOBBY TO WISH TO SPEAK TO THIS CASE? MS. DAVIS ANYONE ONLINE?

>> THERE IS NO ONE ON WEBEX. >> THANK YOU FOR THE QUICK WORK BY YOU AND YOUR STAFF. WE APPRECIATE YOU ACCELERATING THIS. THIS IS AN ITEM OF HOT TOPIC FOR OUR BUSINESSES, PEOPLE HAVE BECOME ACCUSTOMED TO THE OUTDOOR DINING. BUSINESSES WILL ALLOW FOR ADDITIONAL SPACING EVEN AS WE COME OUT OF THE COVID PERIOD.

THANK YOU FOR YOUR WORK. I WOULD LIKE TO THANK MY COLLEAGUES FOR THEIR QUICK CONSIDERATION OF THIS ITEM.

>> MOTION MADE BY MISS O'BANNON AND SECOND BY MR. BRANIN, THE

I'LL ASK MR. HENTON TO COME FORWARD.

[11a. 83-21 Resolution - Receipt of Operating and Capital Budget Estimates for FY 2021-22 and Notice of Public Hearings on the Budgets and Proposed Tax Rates. ]

THIS IS THE PRESENTATION OF THE OPERATING AND CAPITAL BUDGETS FOR THE NEXT YEAR. MR. HENTON.

>> THANK YOU, MR. MANAGER. GOOD EVENING, MR. MANAGER AND MEMBERS OF THE BOARD. I KNOW YOU SEE IN FRONT OF YOU A LARGE DOCUMENT. THAT DOCUMENT IS, OF COURSE, THE PROPOSED FISCAL YEAR 2021-22 MANAGERS PROPOSED BUDGET.

WITHIN THAT 750-PAGE DOCUMENT IS THE COUNTY'S ENTIRE PROPOSED OPERATING BUDGET BY DEPARTMENT AS WELL AS THE PROPOSED CAPITOL BUDGET. TO CITIZENS THAT MIGHT APPROXIMATE WATCHING THE ENTIRE BUDGET DOCUMENT THAT WE ARE LOOKING AT HERE IS AVAILABLE ON OUR WEBSITE RIGHT NOW.

IT IS THERE THANKS TO OUR IT TEAM.

ALSO FOR THOSE LISTENING, NEXT WEEK, BEGINNING ON MONDAY, MARCH 15 AND 18, THIS BOARD WILL BE GOING THROUGH THE RIGOROUS LINE BY LINE REVIEW OF THIS BUDGET. MR. CHAIRMAN AND MEMBERS OF THE BOARD, WE STILL DON'T KNOW THE LOCALITY THAT GOES THROUGH, IT LOOKS LINE BY LINE TO THE LEVEL YOU DO NEXT WEEK.

YOU'LL FIND THE OPERATING BUDGET OF 1.4 BILLION DOLLARS ENCOMPASSING ALL FUNDS. IT TOTALS JUST UNDER 984 MILLION DOLLARS. YOU'LL SEE AS IS CUSTOMARY IN HENRICO COUNTY, PROPOSED EXPENSES ARE BALANCED WITHIN CONSERVATIVE. CONSERVATIVE REVENUE ESTIMATES AND REAL ESTATE TAX RATE THAT REMAINS UNCHANGED YET AGAIN AT 87 CENTS PER $100 OF ASSESSED VALUATION.

THIS IS THE CONSECUTIVE YEAR OF ZERO TAX INCREASE.

IT HAS BEEN REDUCED FIVE TIMES THROUGH THAT PERIOD.

A POSITIVE RECORD THERE. MR. CHAIRMAN, CITIZENS LISTENING IN, YOU MAY BE SAYING HOW CAN YOU SAY THE BUDGET IS BALANCED? THE REALITY IS THE PLAN BEFORE YOU ONLY REQUIRES REVENUE GROWTH, I REPEAT THIS, ONLY REQUIRED REVENUE GROWTH OF 2.4% OVER THE CURRENT FISCAL YEAR PROJECTIONS TO MAKE ENDS MEET.

I SAY CONSERVATIVE REVENUE ESTIMATES AND I MEAN IT.

AS YOU'LL RECALL, ONE YEAR AGO FROM TODAY WE ARE STANDING BEFORE YOU WITH A PLAN THAT SEVERAL WEEKS LATER, WE CUT BY 99 -- NEARLY $100 MILLION. WE ATTEMPTED TO FIND THE FLOOR, BECAUSE WE HAD NO IDEA WHAT WAS COMING OUR WAY WITH THIS PANDEMIC. NOBODY IN THIS REGION CUT TO THE LEVEL THAT WE CUT OUT OF AN ABUNDANCE OF CAUTION.

WE ASKED STAFF TO DO MORE INDIVIDUALLY AND COLLECTIVELY WHILE OPERATING WITH MORE THAN 450 VACANT POSITIONS.

A STRATEGY THIS BOARD IMPLEMENTED THAT SERVED US WELL THIS FISCAL YEAR AND ONE WE'LL BE RECOMMENDING NEXT FISCAL YEAR. LONG STORY SHORT, STAFF GOT BUSY. OUR EMPLOYEES MOVED MOUNTAINS.

FORTUNATELY, OUR WORST CASE SCENARIO DID NOT OCCUR WHICH HAS PROVIDED THE FOUNDATION FOR THE PLAN BEFORE YOU AND SPEAKS TO THE LEVEL OF RESILIENCY OF OUR ECONOMY.

REWARDING THE EFFORTS OF STAFF AS PROMISED LAST MONTH, THE PROPOSED BUDGET INCLUDES $58 MILLION TO PROVIDE HENRICO EMPLOYEES WITH THE LARGEST PAY INCREASE IN A GENERATION, WITH A GOAL TO MAKE HENRICO EMPLOYEES THE HIGHEST PAID IN THE REGION.

MR. CHAIRMAN, MEMBERS OF THE BOARD, WHAT YOU SEE IS THE BIG PICTURE COMPENSATION PLAN AS DISCUSSED.

IT IS IMPORTANT TO REMIND EVERYONE, INCLUDING STAFF THAT THE MINIMUM RAISE BEING PROVIDED IS 4.4%, THE MINIMUM TEACHER RAISE IS 6.9%. I SAY MINIMUM.

THE MINIMUM PUBLIC SAFETY RECEIVING A NEARLY 10% SALARY

[00:55:01]

INCREASE. WITH LONGEVITY INCREASES, REWARDING THOSE EMPLOYEES THAT SPENT THEIR ENTIRE CAREER WITH THIS COUNTY, SPEND DECADES WITH THIS COMMUNITY, SOME TEACHERS AND PUBLIC SAFETY STAFF ARE RECEIVING MUCH MORE.

THIS COMPENSATION PACKAGE FOCUSES ON THOSE POSITIONS THAT ARE SUBMINIMUM WAGE WITH A GOAL OF GETTING ALL COUNTY EMPLOYEES TO A $15 PER HOUR MINIMUM SALARY IN TWO YEARS.

THE PROPOSAL OPERATING BUDGET FOR HENRICO SCHOOLS REPRESENTS AN INCREASE OF 65 MILLION DOLLARS OR 10% OVER THE CURRENT FISCAL YEAR, IT INCLUDES THE OPENING OF TWO HIGH SCHOOLS AS WELL AS THE ADDITIONAL POSITIONS FOR THE ELEMENTARY SCHOOL ALSO OPENING IN THE FALL. THE PROPOSED BUDGET INCLUDES SUFFICIENT FUNDING TO EXPAND THE ACHIEVABLE DREAM ACADEMY TO SIXTH GRADE. THIS FISCAL PLAN CONTINUES TO MAKE HENRICO COUNTY PUBLIC SCHOOLS AMONGST YOUR HIGHEST PRIORITIES AT 60% OF THE BUDGET GROWTH WILL BE ALLOCATED TO HENRICO. THIS IS THE NUMBER WE QUOTED EVERY YEAR, IT CONTINUES TO GROW.

THEY ACCOUNT FOR 57.0% OF THE ENTIRE GENERAL FUND EXPENSES, THIS BUDGET CONTINUES TO MOVE OUR SCHOOL SYSTEM FORWARD TOWARDS THE GOAL OF BEING THE BEST IN VIRGINIA, INCLUDING YET ANOTHER CAPITOL BUDGET, THE CAPITOL BUDGET INCLUDES MORE THAN $94 MILLION FOR SCHOOL PROJECTS, INCLUDING $54 MILLION FOR EXPANSIONS OF OUR CAREER AND TECHNICAL EDUCATION CENTERS AT HERMITAGE AND HOLLAND SPRINGS HIGH SCHOOLS.

IT FOCUSES ON MAINTAINING CURRENT SCHOOL FACILITIES WITH $19 MILLION TO RENOVATE ADAMS SCHOOL WHICH CLOSES THE BOND REFER DUMB AND 13.5 MILLION DOLLARS IN MEAL TAXES TO CONTINUE UPDATING AND REPLACING AGING ROOF INFRASTRUCTURE, LIGHTING, BATHROOMS AND ALL NEEDS -- A NUMBER OF OTHER NEEDS AT COUNTY SCHOOLS. IT INCLUDES THE BOND REFERENDUM PROJECT. THIS IS THE LAST OF THE APPROPRIATION OF PROJECTS APPROVED IF THE REFERENDUM.

IT INCLUDES FUNDING FOR TAYLOR PARK, CHEZWICK, TUCKAHOE CREEK PARK, THE NEW FIREHOUSE 23 ON MOUNTAIN ROAD AND THE FINAL FINDING FOR THE STATE MILL FIRE STATION.

QUITE A BIT GOING ON IN THIS CAPITAL BUDGET.

IT INCLUDES TRANSPORTATION INFRASTRUCTURE, IT INCLUDES $9 MILLION FOR AN ADDICTION RECOVERY CENTER WHICH WE HAVE TALKED ABOUT QUITE A BIT AND CONTAINS 4.1 MILLION DOLLARS FOR STORM PROJECTS. CLEARLY, THIS IS A HEALTHY CAPITAL PLAN WITH LOTS OF IB FROM A STRUCTURE BEING CONSIDERED. WE LOOK FORWARD TO DISCUSSING THIS IN MORE DETAIL NEXT WEEK. LOOKING AT THE BUDGET CALENDAR, THE NEXT FEW WEEKS ARE INCREDIBLY BUSY FOR THE BUDGET AND FOR BOARD AND STAFF. NEXT WEEK, WE'LL PROVIDE OUR DEEP DIVE INTO EVERY ASPECT OF THIS BUDGET.

ONE ITEM THAT IS UNIQUE THAT I WANT TO POINT OUT IS THE DATE OF THE PUBLIC HEARING FOR THE BUDGET, HISTORICALLY, HENRICO HELD A HARING, THE FIRST MEETING IN APRIL.

WE ARE REQUESTING WITHIN THIS PLAN TO BUMP THAT UP TWO WEEKS.

TO HAVE THAT PUBLIC HEARING ON MARCH 23, WHICH WE WILL ADVERTISE APPROPRIATELY IN SEVERAL PUBLICATIONS AS REQUIRED BY LAW. AND ALSO REQUIRED BY LAW, ADOPTION OF THE BUDGET WOULD BE APRIL 13, ON THE SAME NIGHT AS PUBLIC HEARINGS ON THE TAX RATES, FOLLOWED BY THE FIRST QUARTERLY APPROPRIATION OF NEXT FISCAL YEAR ON JUNE 22.

MR. CHAIRMAN, MEMBERS OF THE BOARD, THANK YOU FOR ALLOWING ME THE OPPORTUNITY TO PROVIDE A QUICK OVERVIEW OF THE 2022 BUDGET. WE ARE ALL VERY MUCH LOOKING FORWARD TO DISCUSSING THIS IN MORE DEPTH.

ONE MORE TIME FOR THE PRESS AND PUBLIC, THIS DOCUMENT IS AVAILABLE ON OUR WEBSITE ON THE MAIN PAGE OF HENRICO'S WEBSITE.

IT IS THERE AT THE MOMENT. I WOULDN'T BE REMISS IF I DIDN'T THANK THE BUDGET OFFICE FOR THE WORK IN THIS 750-PAGE DOCUMENT.

THEY PUT QUITE A BIT OF EFFORT INTO COMPILING THIS AND THE

[01:00:05]

MANY, MANY STAFF PUTTING THIS DATA TOGETHER, PUTTING THIS PLAN TOGETHER. I KNOW EACH OF THEM ARE EXCITED TO TALK TO YOU NEXT WEEK AND SHOW YOU THE WONDERFUL THINGS THEY ARE DOING NOW AND PLANNING TO DO WITH THE BUDGET BEFORE YOU. MR. CHAIRMAN, MEMBERS OF THE BOARD, I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.

>> ANY QUESTIONS FOR MR. HINTON? >> [INAUDIBLE]

>> I BELIEVE IT IS THURSDAY. >> IT IS THURSDAY.

>> THE DPSA BONDS, ARE THEY SECURED ALREADY OR WHAT?

HOW DOES THAT WORK? >> NOT SECURED YET.

WE HAVE A PLAN TO DO SO. I'LL APPROVE THE BUDGET, MAKE SURE WE ARE GOOD TO GO. I WILL SAY, ANY PLAN THAT YOU HAVE SEEN THAT WE HAVE SHARED WITH YOU IN TALKS OF FUTURE REFRNDA HAVE INCLUDED THIS $54 MILLION IN OUR ANALYSIS.

IT DOESN'T CHANGE THE ANALYSIS THAT WE HAVE SEEN.

>> SMALL ITEM, YOU SAID SOMETHING ABOUT THE ACHIEVABLE DREAMS. JUST A COUPLE OF WEEKS AGO, IT WAS STILL -- I WAS STILL KIND OF UNSURE WHETHER OR NOT WE HAD FULLY COMMITTED TO THE PROGRAM. HAVE YOU HEARD ABOUT WHETHER OR

NOT ANYTHING HAS BEEN SIGNED? >> I HAVE NOT.

>> NOT SIGNED. I HAVE HEARD FROM THE SUPERINTENDENT THE PROGRAM IS -- THE SIXTH GRADE IS IN THE BUDGET. THE QUESTION IS HIGHLAND SPRINGS HIGH SCHOOL, DO THE SIXTH GRADERS GO THERE OR DO THEY GO TO AN ALTERNATIVE FACILITY? I KNOW THEY ARE LOOKING AT A

MIDDLE SCHOOL AS WELL. >> THE MONEY THAT WE HAVE PUT IN WILL SUPPORT WHENEVER THEY END UP GOING?

>> YES. >> YOUR BUDGET IS 6.1 MILLION DOLLARS, IT INCLUDES 18 STAFF TO START SECONDARY EDUCATION.

>> I WAS LOOKING FOR NEO, HE WASN'T HERE.

HE IS WATCHING ONLINE PROBABLY? >> I ASSUME MR. LUTHER IS ON.

NEIL, ARE YOU ONLINE? >> YEAH.

YEAH, IS HE ONLINE? >> I DO NOT SEE MR. O'NEAL

ONLINE. >> SOMEBODY RELAY THE MESSAGE, THIS DOCUMENT SAYS 19 MILLION. IS THAT RIGHT?

>> THAT IS THE APPROPRIATION. >> YES, SIR.

>> NO ONE CORRECTED ME. THAT IS $300 MILLION.

NOBODY SAID YOU ARE OFF BY THREE MILLION.

>> I WAS HOPING YOU WOULDN'T PICK IT UP BECAUSE WE WERE GOING

TO MOVE IT OVER. >> SOMEBODY PLEASE NEIL KNOW IT IS 19 MILLION AND NOT 16 MILLION.

>> THANK YOU FOR THAT. ANY OTHER QUESTIONS?

>> I WANT TO HIGHLIGHT POINTS FOR THOSE PEOPLE LISTENING THAT THIS BUDGET WE HEARD MISS COATS SAY WE PUT PEOPLE OVER PROJECTS.

THANK YOU FOR THE STAFF PUTTING THAT TOGETHER.

SCHOOLS FULLY FUNDED AGAIN AND THEN SOME WITH THE ADJUSTMENT.

82% OF GROWTH GOES TO EDUCATION AND PUBLIC SAFETY.

>> I KNOW I HEARD YOU SAY IT TODAY, I'M SORRY IF I MISSED YOU SAY IT, HOW MANY DOLLARS IS IN THIS BUDGET?

>> THERE ARE ZERO DOLLARS OF STIMULUS MONEY IN THIS BUDGET.

>> THAT IS AN IMPORTANT PIECE. ANY OTHER QUESTIONS FOR MR. HINTON? ALL RIGHT.

>> I DO WANT TO MENTION, THIS IS THE RECEIPT OF THE OPERATING AND CAPITOL BUDGET ESTIMATES AND THE PAPERWORK.

THIS RESOLUTION IS NOT UNDER PUBLIC HEARINGS.

THERE WILL BE A PUBLIC HEARING. >> THE PUBLIC HEARING WILL BE MARCH 23, YES, MA'AM. THERE WILL BE A PUBLIC HEARING.

>> I WAS ASKED THAT QUESTION. >> THAT IS A GOOD POINT.

>> THE PUBLIC HEARING STARTED AT 6:00.

WE STARTED AN HOUR EARLIER TO ACCOMMODATE WHOEVER SHOWS UP.

>> THE NEXT BOARD MEETING WHICH IS IN TWO WEEKS.

>> THAT'S CORRECT. >> MOVE THE RESOLUTION.

>> MOTION MADE BY MS. O'BANNON, SECONDED BY MR. THORNTON.

[11b. 84-21 Resolution - SIA2021-00002 - Tuckahoe Park Expansion Site - Substantially in Accord with 2026 Comprehensive Plan - Tuckahoe District. ]

>> NEXT ITEM IS 84-21, THIS IS A RESOLUTION FOR AN ACCORD WITH THE 2026 COMPREHENSIVE PLAN FOR THE TUCKAHOE PARK EXPANSION SITE. MR. EMERSON?

>> THANK YOU, MR. MANAGER. MR. CHAIRMAN, MEMBERS OF THE BOARD. AT THE REQUEST OF THE DIVISION OF RECREATION PARKS, THE PLANNING DEPARTMENT PLANNED A STUDY TO DETERMINE WHETHER PROPOSED ADDITION TO THE PARK IS IN CONFORMANCE. THE USE INCLUDES RESIDENTIAL SUBDIVISIONS, TUCKER PARK. THE SITE IS OWNED OTC OFFICE DISTRICT, OTHER NEARBY PROPERTIES ARE ZONED R 4C, R-5C AND 25C. THE DIVISION OF RECREATION AND PARKS COMPLETED A PLAN IN 2008. THAT'S NOT WHAT IS IN FRONT OF YOU NOW. IT IDENTIFIED A NEW ENTRANCE TO THE PROPERTY WHICH WAS PURCHASED BY THE COUNTY IN 2019.

THE 2020 REVISED MASTER PLAN IS WHAT IS IN FRONT OF YOU NOW.

IT DEPICTS THE CURRENT PLANS FOR THE PROPERTY.

A REVISED PLAN WAS COMPLETED. THE PROPERTY WILL BE USED FOR ADDITIONAL PARKING AS WELL AS A MAIN ENTRANCE TO THE PARK RIGHT IN THIS AREA. YOU CAN SEE IF WE GO BACK TO THE AERIAL. THIS IS THE AREA WE ARE TALKING ABOUT. AFTER REVIEWING THE PROPERTY IN THE CONTEXT OF EXISTING AND RECOMMENDED LAND USES, THE TRANSPORTATION NETWORK AND OTHER SITE CONSIDERATIONS, STAFF INCLUDED THE PROPOSED USE OF THE SITE FOR PARK EXPANSION PRESENTS NO CONFLICT WITH THE PLAN AND DEEMED IT TO BE IN ACCORDANCE WITH THE GOALS OF THE COUNTY 2026 COMPREHENSIVE PLAN.

THE PLANNING COMMISSION RECOMMENDED APPROVAL AT ITS MEETING. IF YOU HAVE ANY QUESTIONS, I'LL

BE HAPPY TO TRY TO ANSWER THEM. >> THANK YOU, SIR.

ANY QUESTIONS FOR JOE? >> WE JUST TALKED ABOUT CAPITOL PROJECTS THAT ARE COMING UP. THIS WAS PART OF THE BOND

REFERENDUM IN 2016. >> YES, MA'AM.

>> HOW MUCH IS IT? IS IT 22, 24 MILLION?

>> THE NUMBER 16 IS COMING TO -- >> 16?

>> OH, DARN. >> LET US JUST -- GIVE US 10

SECONDS. >> I KNOW IT IS IN THERE

SOMEWHERE. >> 16 MILLION, YES, MA'AM.

>> SORRY. I MAY BE ADDING TUCKAHOE CREEK PARK IN THERE. THIS PARTICULAR PLAN HAS BEEN AWAITED FOR FOR MANY YEARS. 10 YEARS AGO, AT LEAST 10 YEARS AGO IT WAS ANTICIPATED THAT THIS ENTRANCE TO THE SQUARE SHOPPING CE CENTER, THE BOULEVARD ENTRANCE WOULD BE USED. YOU CAN EVEN SEE IT, IT CURVES TO THE RIGHT AT THE END, RATHER THAN ALL GOING INTO THE SHOPPING CENTER. IT SHOWS YOU THIS IS GOING TO BE EVENTUALLY THE ENTRANCE TO THE LITTLE LEAGUE PARK.

IT IS REALLY NECESSARY AND IMPORTANT.

THERE IS ONLY ONE ENTRANCE NOW, IT IS LITTLE LEAGUE DRIVE THAT IS THERE BETWEEN GROUPS OF HOUSES.

A LOT OF PEOPLE OBVIOUSLY ARE AWAITING THIS AND THE CHANGES.

IT HAS BEEN FOUND IN ACCORD BECAUSE THIS WAS ANTICIPATED 30 YEARS AGO. PEOPLE, AS I SAID, ARE WAITING TO SEE THE CHANGES THAT ARE MADE.

THERE ARE BIG CHANGES THAT WILL BE COMING.

IT MEETS THE POLICIES AND IS IN ACCORD OF THE RECOMMENDATION OF THE PLANNING COMMISSION. WE APPROVE THE COMMISSION

2021-0002. >> THE RESOLUTION CARRIES.

>> WE ARE REPLACING EQUIPMENT AS WE ARE SEEING IT REACH THE END OF ITS LIFE. AND AS WE FIND OUT ISSUES WITH

IT. >> OKAY.

WHAT IS THE BACKWASHING DO? I'M JUST CURIOUS.

>> AS WATER GOES THROUGH A FILTER, THE MATERIAL GETS CAUGHT IN THE, I GUESS, THE FILTER MEDIA.

SOMETIMES WHAT HAPPENS, TO CLEAN THAT OUT, WE PUSH WATER BACK THE OTHER WAY. THE FREQUENCY DRIVES REGULATES THE PUMP BECAUSE YOU DON'T ALWAYS NEED THE FULL FORCE OF THE WATER TO GO THROUGH TO CLEAR OUT THE FILTER.

IT WILL BE AN EXCITING 60 TO 90 DAYS TO SEE IT START TO DEVELOP.

WE ARE TWO WEEKS BEHIND SCHEDULE BECAUSE OF THE WET WEATHER WE EXPERIENCED. WE ANTICIPATED THAT.

THAT'S BUILT IN, WE'LL TRY TO MAKE UP TIME.

HAD A GREAT CONVERSATION WITH CHUCK, OUR PROJECTS MANAGER.

HE SAID IT IS GOING ALONG VERY SMOOTHLY.

>> WHAT IS THE EXPECTED DELIVERY DATE?

>> FIRST QUARTER -- >> OF 2022.

>> ANY CLOSING COMMENTS BEFORE WE CLOSE UP? SEEING NONE. THANK YOU, EVERYBODY.
