EARLIER TODAY THE HENRICO BOARD OF SUPERVISORS AND THE COUNTY MANAGER STOOD WITH THEIR BROTHERS AND SISTERS IN THE ASIAN AMERICAN COMMUNITY. ON BEHALF OF THE HENRICO COUNTY FAMILY, WE WOULD LIKE TO EXPRESS OUR DEEPEST SYMPATHIES TO THOSE GRIEVING FROM THE TRAGIC AND SENSELESS TAKING OF INNOCENT LIFE THAT OCCURRED LAST WEEK NEAR ATLANTA, GEORGIA.
THE SHOCK WAVE OF RAW PAIN AND FEAR FROM THOSE MOMENTS WAS FELT AROUND THE WORLD AND WE HERE IN HENRICO COUNTY CANNOT REMAIN SILENT. LET IT BE KNOWN THAT HENRICO COUNTY STANDS WITH THE ASIAN COMMUNITY.
WE OFFER OUR PLEDGE TO DO WHAT IS RIGHT BY YOU.

EVERY NOW AND AGAIN WE HAVE AN EMPLOYEE THAT IS RECOGNIZED IN SOME WAY THAT I THINK THE BOARD AND THE COMMUNITY NEEDS TO BE AWARE OF.IN THIS CASE I'M REFERRING TO DEPUTY COUNTY ATTORNEY MARISSA MITCHELL. MARISSA, COME ON FORWARD AND I WILL KEEP MY MASK ON BECAUSE I KNOW THE BOARD WILL WANT TO RECOGNIZE YOU BUT SHE HAS BEEN A MEMBER OF THE COUNTY ATTORNEY'S OFFICE SINCE 2003. SHE IS A PAST MEMBER OF THE HENRICO COUNTY BAR ASSOCIATION AND SHE IS A CURRENT MEMBER OF THE VIRGINIA STATE BAR COUNSEL. SO WHY IS MS. MITCHELL BEING RECOGNIZED? BECAUSE SHE HAS RECENTLY BEEN INVITED TO JOIN THE BOYD GRAVE CONFERENCE.
THIS IS A PRESTIGIOUS GROUP OF 100 LAWYERS, PROFESSORS AND LEGISLATORS THROUGHOUT THE COMMONWEALTH IN THE MISSION TO IMPROVE THE QUALITY OF CIVIL JUSTICE IN THE COMMONWEALTH BY STUDY, DISCUSSION AND CONSENSUS. BEGAN OVER 35 YEARS AGO WAS A SMALL INFORMAL GROUP OF ATTORNEYS INTERESTED IN LAW REFORM. THE BOYD GRAVES CONFERENCE HAS GROWN IN STRUCTURE AND MEMBERSHIP AND IT IS BY INVITATION ONLY. THE CONFERENCE IS GOVERNED BY A STEERING COMMITTEE AND CHAIR AND MEETS ANNUALLY TO DEVELOP RECOMMENDATIONS TO THE SUPREME COURT OR GENERAL ASSEMBLY FOR IMPROVEMENTS TO VIRGINIA'S LAWS ON CIVIL PROCEDURE.

OUR LOCAL GOVERNMENT. EVERY NOW AND AGAIN THERE IS SOMETHING THAT SOME SORT OF EXTERNAL RECOGNITION THAT COMES FORWARD THAT REALLY WE NEED TO CAUSE, WE NEED TO PAUSE AND CELEBRATE. BECAUSE IT IS INDICATIVE OF SOMETHING AND I'M NOT GOING TO RUIN THE SURPRISE, BUT I'M GOING TO ASK OUR HR DIRECTOR, MS. YVETTE GEORGE TO COME FORWARD AND SHARE EXCITING NEWS WITH THE BOARD OF SUPERVISORS.

JUST WANT TO READ A STATEMENT. CREATING A CULTURE WHERE EMPLOYEES FEEL ENGAGED, APPRECIATED, AND FULFILLED IS SOMETHING THAT IS REALLY HARD TO DO.
BUT HENRICO COUNTY HAS DONE THAT.
HENRICO COUNTY HAS BEEN NAMED RICHMOND TIMES DISPATCH 2021 TOP WORKPLACES WINNER. I DO NOT CONTRIBUTE THAT TO MYSELF OR MY TEAM. I CONTRIBUTE THAT TO THE EMPLOYEES. THIS IS THE FIRST ENGAGE WANT SURVEY COMPLETED WITHIN HENRICO COUNTY AND RECEIVED THIS AWARD ON ITS FIRST SUBMISSION. THIS DISTINCTION IS DETERMINED BY THOSE WHO KNOW OUR ORGANIZATION THE BEST AS I'VE STATED. OUR EMPLOYEES.
IT STARTS WITH A SURVEY THAT WENT OUT TO ALL GENERAL GOVERNMENT EMPLOYEES. ONE OF MANY QUESTIONS ASKED IS WHAT ARE THREE WORDS THAT THEY WOULD USE TO DESCRIBE THE CULTURE OF HENRICO COUNTY? THE MAIN WORD WAS INCLUSIVE.
THEY ALSO USED FORWARD THINKING, CARING, CUSTOMER-ORIENTED, FLEXIBLE, AND INTEGRITY AND THOSE ARE JUST A FEW.
HENRICO COUNTY IS A TOP WORKPLACE BECAUSE OUR EMPLOYEES TOLD US THAT WE DESERVE THIS AWARD.
AMID OUR CURRENT HEALTH CRISIS, CIVIL UNREST AND OTHER ECONOMIC FACTORS, THIS AWARD LETS HENRICO COUNTY LEADERS KNOW WE'RE DOING SOMETHING RIGHT. IT LETS US KNOW WE HAVE A STRONG CONNECTION WITH OUR EMPLOYEES AND A CULTURE OF SUCCESS.

SO AGAIN, I CONGRATULATE HENRICO COUNTY AS A WHOLE FOR FIRST TIME BEING NOMINATED AND RECEIVING THE RICHMOND TIMES DISPATCH 2021

SURPRISE. >> THAT IS A FIRST EVER FOR OUR COUNTY AND A LOT OF CHANGES IN THE RANKS OF THE AGENCY HEADS, BUT WHAT THIS GROUP IS DOING IS ALL ABOUT PUBLIC SERVICE AND CUSTOMER SERVICE AND THE VALUES PROPOSITION THAT CAME FORWARD.
SOME OF THE -- WHAT THE CONSULTANT SHARED WAS SOME OF THE SCORES THAT HAVE COME OUT OF THE COUNTY ARE SOME OF THE HIGHEST EVER SEEN BY ANY ORGANIZATION AND I THINK THAT'S DUE TO THE LEADERSHIP OF THE ELECTED BODY IN THE EXPECTATIONS YOU PUT FORWARD FOR THE WORKFORCE.
SO THANK YOU FOR EVERYTHING THAT YOU DO TO CREATE THIS CULTURE.
MY FINAL COMMENT IS THE -- BIWEEKLY UPDATE ON COVID.
AND TO PRESENT THAT INFORMATION TO THE BOARD AND COMMUNITY IS DEPUTY COUNTY MANAGER TONY MCDOWAL.
>> MR. CHAIRMAN AND MEMBERS OF THE BOARD, I'LL JUMP RIGHT INTO IT. THE FIRST SLIDE HERE SHOWS YOU THE CONTINUED POSITIVE DECREASE OR POSITIVE TREND, A DECREASE IN THE NUMBER OF COVID-19 INFECTIONS THAT ARE REPORTED WITHIN HENRICO COUNTY. THIS MIRRORS WHAT WE'RE SEEING AROUND THE REST OF THE COMMONWEALTH AND IN MOST PARTS OF THE UNITED STATES. AND IN FACT, OUR SEVEN-DAY AVERAGE OF PERCENT POSITIVITY IS 5.1% WHICH IS HALF A PERCENT BELOW THE COMMONWEALTH AS A WHOLE AND WE CONTINUE TO BE ONE OF THE TOP HEALTH DISTRICTS FOR THE NUMBER OF TESTS BEING PERFORMED ON A REGULAR BASIS. IF YOU LOOK AT THE NUMBER OF HOSPITALIZATIONS THAT ARE OCCURRING, THE DATA IS A LITTLE DIFFICULT TO FOLLOW FOR HOSPITALIZATIONS AND DEATHS BECAUSE THE DATA IS GETTING LOADED IN LATE.
IN OTHER WORDS WE HAVE BEEN GETTING DATA FROM NOVEMBER OR DECEMBER, JANUARY, GETTING LOADED IN SO I DON'T HAVE SPECIFIC DATA FOR HENRICO. IF YOU LOOK AT THE STATE AS A WHOLE, THIS IS A CHART THAT SHOWS HOSPITALIZATIONS ON THE DAY THE HOSPITALIZATION OCCURRED AND YOU SEE AGAIN, A STEEP DECLINE IN THE NUMBER OF HOSPITALIZATIONS ACROSS THE COMMONWEALTH AS WELL AS A DECLINE IN THE NUMBER OF ICU BEDS BEING USED FOR COVID-19 AND VENTILATORS IN USE VERSUS GENERAL HOSPITAL ADMISSIONS. SO WE'RE GOING IN THE RIGHT DIRECTION. THEN IF YOU LOOK AT THE NUMBER OF DEATHS REPORTED BY THE DATA REPORT, REALLY A VERY STEEP DECLINE THERE ON THE FAR SIDE OF THE CHART SHOWING THAT REALLY SOME FINALLY SOME POSITIVE NEWS IN TERMS OF THE NUMBER OF DEATHS AFTER A DIFFICULT FEW MONTHS GOING INTO THE FIRST PART OF THE WINTER. THIS CHART IS DATA COMPILED FROM THE CENTERS FOR DISEASE CONTROL. IT RANKS ALL OF THE STATES IN THE COUNTRY ON WHERE THEY ARE ON THE PERCENTAGE OF POPULATION FULLY VACCINATED AS WELL AS WITH AT LEAST ONE DOSE.
YOU SEE THAT VIRGINIA RANKS NUMBER 23 AND OUR AVERAGE OF AT LEAST ONE DOSE IS 25.5%. ALMOST EXACTLY AT THE NATIONAL AVERAGE. YOU CAN SEE THAT WE'RE CLOSE IN BOTH COLUMNS TO OUR -- TO STATES THAT CAME IN 22 AND 24 AND SO FORTH AND YOU SEE THE DISTRIBUTION OF DIFFERENT STATES ACROSS THE COUNTRY. HERE IN THE COMMONWEALTH IF YOU LOOK AT THE TEN MOST POPULOUS LOCALITIES, EITHER CITIES OR COUNTIES, OF THOSE TEN TOP MOST POPULOUS LOCALITIES, HENRICO COUNTY IS STILL LEADING THE PACK IN TERMS OF THE RATE PER 100,000 OF RESIDENTS WITH AT LEAST ONE DOSE.
THIS ALSO EQUATES TO YOUR PERCENTAGE SO THIS WOULD BE 25%.
CHESTERFIELD WOULD BE 23.5% AND SO FORTH.
WHERE WE ARE WITH THE PHASING IS THAT THE RICHMOND HENRICO HEALTH DISTRICT IS STILL OPERATING IN PHASE 1-B.
YOU MAY HAVE HEARD ON THE NEWS THAT SOME HEALTH DISTRICTS AROUND THE COMMONWEALTH HAVE MOVED INTO OR ARE GETTING READY TO MOVE INTO PHASE 1-C. THAT IS TRUE.
WE ARE NOT IN 1-C YET. WE DON'T HAVE AN EXACT DATE.
BUT MEMBERS OF THE BOARD HAVE PROBABLY HEARD FROM THE PRESIDENT THAT THERE IS A PUSH FOR THE WHOLE COUNTRY TO BE IN PHASE 2 BY MAY 1. SO PHASE 2 IS WHERE ALL ADULTS

IT'S IMPORTANT TO POINT OUT THAT THE COMMONWEALTH ABOUT A WEEK AGO ANNOUNCED THAT IT WAS STANDING UP -- A WEEK OR 10 DAYS AGO WHAT THEY'RE CALLING COMMUNITY VACCINATIONS OR CVCS. THESE ARE MASS VACCINATION SITES RUN BY CONTRACTORS WORKING FOR THE STATE SERVING COMMUNITIES WHERE -- THAT HAD THE MOST DIFFICULTY REACHING PEOPLE THAT ARE VULNERABLE. THOSE COMMUNITIES INCLUDE THE SITE LOCATION IN DANVILLE AND PRINCE WILLIAM AND THEY'RE BEING PRIORITIZED FOR RELIABLE DELIVERY OF UP TO 18,000 DOSES AT EACH SITE. IF YOU PRIORITIZE THE DOSES TO THE CDCS THAT'S A QUESTION ABOUT A LARGE STATE LIKE HENRICO.HENRICO COUNTY WOULD LIKE TO MAKE IT KNOWN THAT WE FEEL WE'RE UNIQUELY POSITIONED TO BE A REGIONAL VACCINATION SITE BEYOND JUST RICHMOND HENRICO HEALTH DISTRICT BECAUSE WE HAVE THE PROVEN CAPABILITY AND WE HAVE SHOWN THIS OVER AND OVER AGAIN TO PROVIDE AS MANY AS 700 VACCINATIONS PER HOUR.

SHE IS SURVIVED BY HER HUSBAND OF 53 YEARS, CARL BRIN, AND A DAUGHTER, GRANDSONS, COUSINS AND MANY FAMILY MEMBERS.
SHE WAS BORN IN FLORENCE, SOUTH CAROLINA, AND SHE ATTENDED MIDDLE TENNESSEE STATE UNIVERSITY WHERE SHE RECEIVED A BACHELOR IN MATHEMATICS AND MET CARL, HER FUTURE HUSBAND.
THEY RELOCATED TO BLACKSBURG AND EVENTUALLY MOVED TO HENRICO IN 1982. SHE WAS AN ACTIVE MEMBER OF RIVER ROAD UNITED METHODIST CHURCH AND SHE AND HER HUSBAND CARL WERE TWO OF A SMALL GROUP OF PEOPLE WHO WORKED VERY HARD TO ESTABLISH THE WOMEN AND CHILDREN'S HOMELESS SHELTER IN HENRICO. AS I HAVE LOOKED AT THAT RECENTLY, THE TERMS OF OUR EXISTING DEAL IS NOT ALL THAT FAVORABLE IN TERMS OF THE RATE AND THE LOGISTICS RELATED TO HOW WE DRAW DOWN THE FUNDS. SO THE WAY THAT WE CAME UP WITH -- TO GET OUT OF THE UNFAVORABLE TERMS BUT ALSO TO SAVE A PRETTY SUBSTANTIAL AMOUNT OF MONEY OVER THE NEXT FIVE YEARS IS TO PARTICIPATE IN A POOLED BOND SALE THROUGH THE VIRGINIA RESOURCES AUTHORITY. IT'S A STATE AGENCY THAT ALLOWS LOTS OF LOCALITIES TO COME TOGETHER AND GET BONDS TOGETHER COLLECTIVELY TO SHARE THE COST OF ISSUANCE.
IN THIS INSTANCE I THINK THERE IS EIGHT OR NINE LOCALITIES IN THE POOL WITH US MEANING THE LEGAL COSTS ASSOCIATED WITH THE DEBT GETS SPLIT NINE WAYS WHICH ALWAYS WORKS OUT IN OUR FAVOR.
WHAT WE HAVE SEEN THAT THE RATE WE'RE ANTICIPATING IS .58 PER CENT AND WHAT THAT EQUATES TO ON AN ANNUAL BASIS IS A SAVINGS OF ABOUT $600,000. NEXT YEAR.

THE FIRST PROGRAM IS OAR OF RICHMOND.
IT WAS PREVIOUSLY FUNDED WITH CARES ACT FUNDS.
THIS FUNDING WOULD EXTEND THE DURATION OF THE PROGRAM AND SERVE ADDITIONAL INDIVIDUALS. WE RECOMMEND ■THEYBEUNDED FOR $40,000. THE NEXT WILL PROVIDE UP TO FOUR EMPLOYMENT NAVIGATORS TO HELP PEOPLE IN HENRICO GET WHACKEDED CAN EMPLOYMENT AND THEY'RE ANTICIPATING SERVING 1200 INDIVIDUALS WITH THE PROGRAM. WE'RE RECOMMENDING FUNDING IN THE AMOUNT OF $340,000. THE NEXT PROGRAM WE'RE RECOMMENDING IS THE CENTRAL VIRGINIA LEGAL AID SOCIETY IN THE AMOUNT OF $64,000. THEY WILL PROVIDE LEGAL AS ASSISTANCE TO PEOPLE RELATED TO TENANT/LAND LORD ISSUES, UNEMPLOYMENT AND DOMESTIC VIOLENCE AND OTHER RELATED ISSUES IN THE COUNTY. THEY PLAN TO SERVE 1500 PEOPLE.
LAST AS IT RELATES TO THE ROUND THREE CDBG FUNDING, WE'RE RECOMMENDING FUNDING AT THE WITH MODRICATIONS THEY'D NEED TO MAKE TO HELP KEEP THE FAMILIES THEY SERVE ON A DAILY BASIS SERVE. THEY NORMALLY SERVE 100 SENIORS A DAY. A LITTLE LESS NOW THAT COVID HIT. THAT'S THE AVERAGE POPULATION THAT THEY'RE SERVING. THE FIFTH -- WELL, BEFORE I MOVE ON, WE'RE ALSO RECOMMENDING THAT WE HOLD $275,098 FOR FUTURE ALLOCATION. THAT WILL COME BACK WHEN WE HAVE USES FOR THAT FUNDING. THE FIFTH PROGRAM IS A PROGRAM THAT YOU ALL AWARDED FUNDS TO PREVIOUSLY.
THEY'RE LOOKING TO EXPAND AND TOOLOGIST RENOVATE -- ALSO RENOVATE THEIR CURRENT SPACE. YOU FUNDED THEM FOR $100,000.
WE'RE RECOMMENDING THEY BE FUNDED FOR AN ADDITIONAL $100,000 TO FILL A GAP RELATED TO INCREASED COST FOR THAT RENOVATION. THIS SLIDE, I WON'T READ EVERYTHING ON THE TABLE HERE. WE WANTED YOU ALL TO GET A SENSE OF THE PROGRAMS THAT ARE IN POPULS THAT HAVE BEEN SERVED OR WILL BE SERVED WITH THE CARES ACT FUNDING SHOULD YOU APPROVE THE RECOMMENDATIONS TONIGHT. WE'RE SERVING HOMELESS INDIVIDUALS, HOMELESS FAMILIES WITH KIDS IN THE SCHOOL SYSTEM, FOOD ASSISTANCE, REPRESENTERS FACING -- RENTERS FACING EVICTION OR POSSIBLE EVICTION IF THEY CAN'T PAY RENT, COVID VACCINE AND OUTREACH FOR THOSE THAT TEST POSITIVE, EMPLOYMENT AND THE HUMAN KIND PROGRAM AND CENTRAL VIRGINIA LEGAL AID SOCIETY AND OTHER PROGRAMS IN DESPERATE NEED DURING THE PANDEMIC.
THESE ARE SOME OF THE ACCOMPLISHMENTS WE ACHIEVED WITH SOME OF THE FUNDING. SOME OF OUR ACCOMPLISHMENTS DATA AN IS LITTLE BEHIND BECAUSE OF BILLING.
WE DON'T CONSIDER IT AN ACCOMPLISHMENT UNTIL WE HAVE BEEN BILLED FOR THE PARTICULAR ACTIVITY.

I TRIED TO GET THE HAIR OUT OF MY -- HIS MOUTH AND HE BIT ME WHICH PUT IN PLACE THE ANIMAL BITE FLOW CHART IN FRONT OF YOU.
AS WE SAT IN THE EMERGENCY VET OFFICE WITH AN UNFAMILIAR FACE, WE BEGAN DISCUSSING HIS REMAINS AND AT THIS TIME I WANTED TO BRING HIM HOME SO HE COULD BE BURIED WITH MY OTHER CHILDHOOD PETS. IT WAS DURING THIS TIME THAT THE VET EXPLAINED THAT I COULD TAKE HIM HOME BUT I'D HAVE TO COME HOME IN A FEW DAYS BECAUSE OF THE BITE, HE'D HAVE TO BE DECAPITATED AND A POST-MORTEM HEAD SUBMISSION WOULD NEED TO BE DONE. HE WAS AN INDOOR CAT WITH REGULAR VACCINATIONS FOR RABIES AND NEVER WENT OUTSIDE.
AS YOU CAN SEE FROM THE DATA IN FRONT OF YOU ON PAGE 2, CATS AND DOGS ARE THE HIGHEST TESTED ANIMALS FOR RABIES.
CATS HAVE A 3% POSITIVITY RATE AND DOGS HAVE LESS THAN 1%.
WE HAVE NO DATA ON IF THESE CATS WOVEN THAT 3% WERE OWNED AND REGULARLY VACCINATED OR STRAY CATS.
MY PROPOSITION IS SIMPLE. IF YOUR OWN DOMESTICATED PET DIES AFTER A BITE OR DURING THE TEN-DAY CONFINEMENT UNRELATED TO RABIES, YOU SHOULD BE ABLE TO PROVIDE DOCUMENTATION OF RABIES VACCINE ELIMINATING THE NEED FOR STATE TESTING.

NEXT SLIDE, PLEASE. STORM WATER ISSUES HANGING OVER OUR COMMUNITY. I GUESS I SAW RECENTLY IN THE NEWS THAT THERE WAS SOME PROJECTS TO TRY TO ADDRESS STORM WATER ISSUES IN THE COUNTY. THERE WAS SOME FUNDING BUT, YOU KNOW, ONE OF THE CONCERNS IS WHERE MANY OF MY (INAUDIBLE) LIVE NEAR THE INTERSECTION OF HORSEPEN AND BROAD AND WEST WOOD TERRACE IN THE BROOKLAND DISTRICT.
AS YOU CAN SEE FROM THE MAP, THIS IS THE HENRICO COUNTY FLOOD ZONE MAP, WE'RE DEAD IN THE FLOOD ZONE BECAUSE THERE IS A BIG DRAINAGE DITCH WHICH IS ACTUALLY HORSEPEN BRANCH CONCRETED IN AND TRAVELS BEHIND THE HOUSE AND CONCRETE DITCH.
THERE IS A LOT OF STORM WATER DIRECTED THIS WAY.
THE SHOPPING CENTER BUILT ON TOP OF THE HORSEPEN BRANCH.
BUT, YOU KNOW, ALSO JUST BUILDING IN THE AREA SUCH AS FROM ST. RICKS HOSPITAL AND THE PARKING LOTS AND SUCH, THAT TRAVELS DOWN THROUGH OUR AREA, I BELIEVE.
NEXT SLIDE, PLEASE. SO I'D BE CURIOUS -- THE DITCH CARRIES A LOT OF WATER DURING THE STORMS. THERE IS HOUSES ON BOTH SIDES OF THE DITCH ON BOTH MILLHISER AND MORNINGSIDE. NEXT SLIDE, PLEASE. SO I PROPOSED THAT HENRICO COUNTY SEEK TO PURCHASE ALL THE HOUSES ON THE 6300 BLOCK OF MILLHISER AVENUE AND MORNINGSIDE DRIVE ABUTTING THE DITCH FOR A FAIR MARKET VALUE DETERMINED BY TWO REAL ESTATE APPRAISALS.
THE HOUSES IN THE AREA ARE USUALLY BETWEEN $200,000 AND $300,000 AND THERE IS ABOUT 14 HOUSES ON THE TWO STREETS.
ON THE SIDE ABUTTING THE DITCH. GIVE THE RESIDENTS A YEAR TO RELOCATE AND DEMOLISH ALL THE HOUSES ABUTTING THE DITCH.
THEN HENRICO COUNTY CAN CREATE HORSEPEN BRANCH PARK FROM THE PROPERTIES RECLAIMED. NEXT SLIDE, PLEASE.
SO IN THE NEIGHBORHOOD, KIDS PLAY IN THE STREET WITH THEIR BASKETBALL HOOPS. SO ONE SUGGESTION IS TO BUILD TWO PAVED BASKETBALL COURTS WITH ATTRACTIVE FENCING TO GET THEM OUT OF THE STREET. MY HOUSE, I FREQUENTLY SEE PEOPLE WALKING THEIR DOGS THROUGH THE NEIGHBORHOOD.
ANOTHER CONCEPT IS TO BUILD A FENCED DOG ROOM WITH THE LATEST TECHNOLOGY FOR WASTE MANAGEMENT FOR RESIDENTS TO ENJOY THEIR POOCHES. ONE IN (INAUDIBLE) IS QUITE NICE AND MAYBE A SMALL AMOUNT OF PARKING AND TWO HANDICAPPED SPACES AND MAYBE TEN TOTAL SPACES.

THIS BOARD PAPER AWARDS A CONTRACT FOR $1.2 MILLION TO HOWARD BROTHERS CONTRACTORS INC FOR CONSTRUCTION OF THE PUMP ROAD SIDEWALK PROJECT. THERE IS CONSTRUCTION OF 44 MILES OF FIVE-FOOT SIDEWALK, A TWO-FOOT WIDE UTILITY STRIP, ROAD WIDENING, CURB AND GUTTER AND STORM SEWER ON THE EAST SIDE OF KINGSBERRY COURT AND HAZEL TREE DRIVE ANYONE.
WORK IS ANTICIPATED TO BEGIN MAY 2021.
THE COUNTY RECEIVED SEVEN BIDS. BASED ON THE REVIEW OF THE BIDS, HOWARD BROTHERS CONTRACTOR INC IS THE LOWEST RESPONSIVE AND
