WELCOME TO OUR APRIL 13 MEETING OF THE BOARD OF SUPERVISORS TONIGHT. WE'LL BEGIN AS WE ALWAYS DO WITH A PLEDGE OF ALLEGIANCE. IF YOU WOULDN'T MIND PLEASE REMAIN STANDING IF YOU CAN FOR THE INVOCATION OFFERED BY THE CHAPLAIN WITH THE HENRICO COUNTY POLICE DIVISION.

I PRAY YOU GIVE WISDOM TO OUR COUNTY MANAGER AND TO THE BOARD AND HELP THEM WITH THE BUSINESS THAT HAS TO BE TAKEN CARE OF TONIGHT WITH FUTURE PLANNING FOR THE COUNTY AND EVEN WITH NAVIGATING THROUGH THIS PANDEMIC. GOD, I PRAY THAT EVERYTHING WOULD CLEAR UP WITH THAT SOON, THE VACCINES WOULD TAKE EFFECT AND PEOPLE WOULD BE ABLE TO GET BACK TO NORMAL AS QUICKLY AS POSSIBLE AND THAT ACTIVITIES WOULD BE ABLE TO RESUME AND OF COURSE I DO PRAY FOR THIS COUNTY AND FOR THE PEOPLE THAT LIVE IN IT, GOD. WE HAVE OUR SUPERINTENDENT IN ATTENDANCE THIS EVENING WHICH IS SOMEWHAT UNUSUAL, DR. CASHWELL COMES TO MANY BOARD MEETINGS BUT MEMBERS OF THE BOARD, WITH YOUR INDULGENCE, DURING THE PAST FEW WEEKS, OUR COUNTY EXPERIENCED UNJUST LOST WITHIN OUR PUBLIC SCHOOLS COMMUNITY. THE NEWS ABOUT LUCHIA AT 13 AND VINSHON JOHNSON LAST WEEK AT 18 YEARS OLD.

LIVES HAVE BEEN PREMATURITY ENDED BECAUSE OF GUN VIOLENCE.

THESE ARE OUR STUDENTS. AND I'M JOINED THIS EVENING WITH DR. CASHWELL AND THE BORN HAS SEEN OUR COMMUNITY, HAS SEEN OVER THE YEARS AS ONE HENRICO WE CELEBRATE THE GOOD TIMES.

WITH OUR SCHOOL SYSTEM. WE ALSO COME TOGETHER DURING THE DIFFICULT TIMES. TONIGHT IS A MOMENT THAT I BELIEVE DR. CASHWELL CAN SHED INFORMATION ON JUST WHAT WE HAVE DONE AND THE -- WHAT THE RELATIONSHIP IF YOU WILL THAT THE GENERAL GOVERNMENT AND SCHOOLS CONTINUE TO DEMONSTRATE AND HOW THIS BENEFITS OUR COMMUNITY WHEN WE ARE FACED WITH JUST UNBELIEVABLY TRAGIC NEWS SO WITHOUT FURTHER ADO,

MEMBERS OF THE BOARD, THANK YOU FOR THE OPPORTUNITY TO BE WITH YOU THIS EVENING ON A MUCH MORE SOMBER NOTE THAN USUAL.

AS THE MANAGER NOTED, HENRICO COUNTY SCHOOLS HAS BEEN STRUCK WITH TRAGEDY LOSING TWO STUDENTS TO GUN VIOLENCE IN A VERY SHORT TIME. THEIR FAMILIES OF COURSE ARE GRIEVING AND HURTING. THE HENRICO SCHOOLS COMMUNITY IS HURTING. THE HENRICO COUNTY COMMUNITY IS HURTING. SO DURING THIS TIME OF LOSS, GRIEF AND TRAUMA, WE WANT TO MAKE SURE AS A SCHOOL SYSTEM THAT WE ARE PREPARED TO SUPPORT ONE ANOTHER, LEAN ON ONE ANOTHER, YOU KNOW, THE PANDEMIC BROUGHT TRAUMA TO OUR STUDENTS IN WAYS WE COULDN'T HAVE EXPECTED OR IMAGINED.

WE THINK OF ANYTHING FROM FOOD INSECURITY TO CHANGING FAMILY CIRCUMSTANCES, LIVING CIRCUMSTANCES.

CIRCUMSTANCES OF ISOLATION. ANY NUMBER OF THINGS THAT HAVE CAUSED US TO REALLY RETHINK THE WAY WE RESPOND TO A CRISIS AND THEN TO HAVE THESE DEATHS ON TOP OF THAT, YOU KNOW, WE REALLY WORKED CLOSELY WITH OUR CRISIS TEAMS TO RESPOND WHETHER THESE DEATHS HAPPENED ON A WEEKEND, OVER A SPRING BREAK TO MAKE SURE OUR CRISIS TEAMS ARE RIGHT THERE TO OFFER VIRTUAL SUPPORT AND THEN IN PERSON SUPPORT IN OUR SCHOOLS FOR OUR STAFF AND FOR OUR STUDENTS AS WELL. AND THE ONE HENRICO PARTNERSHIP IS REAL. I WANT TO OFFER GRATITUDE AND THANKS TO THE HENRICO COUNTY TEAM.

THERE ARE SO MANY EXAMPLES OF HOW WE COME TOGETHER ON THE GENERAL GOVERNMENT AND SCHOOL SIDE TO MAKE MAGIC AND TO DO GREAT THINGS TO SERVE OUR COMMUNITY.

I CAN THINK OF COUNTLESS EXAMPLES BUT IN THIS TRAGEDY THERE IS THIS SILVER LINING WHERE I GET TO SEE YET ANOTHER EXAMPLE OF THAT, YOU KNOW, VERY QUICKLY, LAURA TODDY AND YOUR MENTAL HEALTH FOLKS JUMPED IN AND SAID WHAT CAN WE DO TO WRAP AROUND. WE KNOW WHILE STUDENTS CAN GET THE CRISIS SUPPORT THEY NEED IN SCHOOL AND STAFF CAN GET IT THAT WAY, THE COMMUNITY IS HURTING. WHAT CAN WE DO TO SERVE FAMILIES IN THE COMMUNITIES GRIEVING? THE COMMUNITIES AT LARGE, THOSE WHO MIGHT NOT BE AFFILIATED WITH SCHOOLS.

JUST A SHINING EXAMPLE OF THAT FULL CIRCLE SUPPORT, YOU KNOW, THESE TIMES ARE TOUGH. THEY'RE TOUGH FOR OUR YOUNG PEOPLE. YOU'VE PROBABLY HEARD ME TALK ABOUT MENTAL HEALTH SUPPORTS FOR STUDENTS PRE-PANDEMIC AND HOW THIS CHANGING LANDSCAPE OF MEETING YOUNG PEOPLE'S NEEDS IS REAL. I THINK WE SEE EXAMPLES OF THAT

IN MANY UNFORTUNATE WAYS IN THE COMMUNITY.

WE CONTINUE TO BE COMMITTED TO PROVIDING THOSE SUPPORTS BUT RECOGNIZE WE COULDN'T DO IT WITHOUT THE PARTNERSHIP.

SO I WANT TO THANK YOU FOR THAT CONTINUED PARTNERSHIP AND MEETING OUR STUDENTS' NEEDS AND HELPING GUIDE US THROUGH THIS VERY TRAGIC TIME. THANK YOU.

>> TYRONE NELSON: I TALKED TO MY SCHOOL BOARD REP TODAY AND WAS ASKING QUESTIONS ABOUT HOW WE WITH EACH SITUATION, HOW WE HANDLE IT. A LOT OF IT, WHAT SHE INFORMED ME IS DEPENDING UPON WHAT THE FAMILIES WANT AND THE LEVEL OF COMMUNITY ENGAGEMENT AND INVOLVEMENT.

SOME OF THAT PLAYS INTO HOW MUCH YOU AS A SCHOOL SYSTEM CAN DO AND HOW MUCH WE AS A GENERAL GOVERNMENT.

SO I APPRECIATE YOU COMING HERE BECAUSE I ACTUALLY HAD QUESTIONS AB ABOUT, YOU KNOW, WHY DID I SEE CERTAIN THINGS HAPPEN IN THIS CASE AND NOT THAT CASE AND SHE EDUCATED ME ON THAT, AND I LEARNED A LOT ABOUT WHY CERTAIN THINGS HAPPEN SO IF A FAMILY EMBRACES WHAT WE DO AND DON'T MIND THE NEWS BEING A PART OF IT, BUT THEN THERE IS SOME FAMILIES THAT WANT THINGS TO BE PRIVATE AND DON'T WANT TO DEAL -- THEY DON'T WANT IT TO BE A PUBLIC ACKNOWLEDGMENT, ET CETERA. SO I WANT TO ACKNOWLEDGE THAT I LEARNED SOMETHING TODAY ABOUT HOW THAT FLOWS.

I MEAN, CERTAINLY EVERY -- WHAT THE SITUATIONS HAVE IN COMMON IS THEY'RE INCREDIBLY TRAGIC AND HEART BREAKING AND WE KNOW WE NEED TO SUPPORT ONE ANOTHER THROUGH THIS GRIEF AND THIS TIME OF GRIEF. CERTAINLY EVERY FAMILY IS DIFFERENT. WE WANT TO RESPECT THEIR WISHES, YOU KNOW, OFTEN TIMES THE AGE OF STHUPT MAY -- THE STUDENT MAY PLAY INTO WHAT IS PUBLIC INFORMATION AND WHAT IS NOT.

WE JUMP QUICKLY TO RESPOND AND GET THE CRISIS TEAMS IN PLACE AND THAT'S COMMON ILEACS ALWAYS. ANY OTHER PUBLIC ACKNOWLEDGMENT, IT MAY OFTEN DIFFER DEPENDING ON THE SITUATION.

THE SCHOOL ADMIN ADMINISTRATORS AND PRINCIPALS AND HAVE WORKED TIRELESSLY TO COLLABORATE WITH THE FAMILIES INVOLVED IN THIS DIRECTLY HERE AND LIFT UP THEIR SCHOOL COMMUNITIES AND THEN THEY LEAN ON US CENTRALLY TO HELP WITH THOSE WRAP AROUNDS.

TNY? >> GOOD EVENING, MR. CHAIRMAN, MEMBERS OF THE BOARD. THIS IS YOUR BIWEEKLY COVID UPDATE. YOU'VE LIKELY SEEN IN THE MEDIA AND REPORTS IPRECENT DAYS THAT THERE HAS BEEN AN UPTUCK IN THE NUMBER OF -- UPTICK OF NEW COVID INFECTIONS ACROSS THE COUNTRY AND COMMONWEALTH. THE FIRST CHART SHOWS WE HAVE SEEN IN HENRICO COUNTY AN UPTICK IN THE NUMBER OF NEW COVID-19 DIAGNOSIS OR POSITIVE TESTS. AND IN FACT, OUR POSITIVITY RATE IN THE COMMONWEALTH INCHED UP IN THE LAST FEW WEEKS STATEWIDE AS OF LAST NIGHT WITH 6.1%.COMMONWN THE LAST FEW WEEKS STATEWIDE AS OF LAST NIGHT WITH 6.1%. STATEWIDE IF YOU LOOK AT HOSPITALIZATIONS, THIS IS NOT JUST A MEASURE OF WHETHER OR NOT PEOPLE ARE BECOMING INFECTED BUT WHETHER THEY HAVE SIGNS AND SYMPTOMS. WE STILL SEE THE UPTICK.

THIS IS STATEWIDE AND NOT JUST REFLECTIVE OF HENRICO COUNTY.

>> TYRONE NELSON: REAL QUICK IF YOU GO BACK TO THE CHART BEFORE -- YEAH. JUST FOR THE SAKE OF THE PUBLIC, THE POSITIVITY RATE IS DETERMINED BY TESTS TAKEN.

SO THE RATE MAY GO UP BUT THE TEST TAKING STILL MAY BE AT A LOWER PLACE THAN IT WAS A COUPLE WEEKS AGO.

>> YES, SIR. THAT'S EXACTLY RIGHT.

PART OF THE DISCUSSION WE'RE HEARING IS THAT JUST BECAUSE OF WHERE WE ARE IN THE PANDEMIC, THERE IS NOT AS MANY PEOPLE GETTING TESTED. AND IN FACT, YOU'RE LIKELY TO SEE -- A FEW MONTHS AGO, PEOPLE WERE GETTING TESTED BECAUSE THEY THOUGHT THEY MIGHT HAVE BEEN EXPOSED.

YOU'RE NOT SEEING AS MUCH OF THAT POSSIBLE EXPOSURE NOW AS A FEW MONTHS GO AND YOU'RE LIKELY TO HAVE PEOPLE GETTING TESTED BECAUSE THEY'RE HAVING SYMPTOMS, SO FEWER TESTS BUT MORE

SYMP SYMPTOMATIC PATIENTS AND THEREFORE SLIGHTLY HIGHER PERCENTAGE SO IT'S -- THAT'S AN IMPORTANT POINT, YES, SIR. ONE VERY POSITIVE PIECE OF NEWS, KNOCK WOOD, IS STATEWIDE IF YOU LOOK AT THE DEATHS THAT ARE OCCURRING FROM COVID, BY DATE THAT THEY OCCUR, WE CONTINUE WITH THE STEEP DECLINE THAT WE HAVE SEEN SINCE THE MIDDLE OF WINTER WHEN WE WERE AT THE HIGHEST SPIKE IN THE NUMBER OF DEATHS AND THIS CHART I THINK PAINTS A PICTURE ABOUT WHERE WE ARE WITH VACCINES AND WHERE WE ARE WITH CONTROL OVER COMMUNITY SPREAD AND VACCINATING THE MOST VULNERABLE POPULATION.

JUST FOR COMPARISON PURPOSES, THE STATE OF VIRGINIA IS RIGHT IN THE MIDDLE COMPARED THE OTHER 49 STATES ON VACCINE PROGRESS WITH 36 -- I'M SORRY, 38.6% OF THE COMMONWEALTH HAVING RECEIVED AT LEAST ONE DOSE AND JUST UNDER 23% FULLY VACCINATED AND STATEWIDE, 61% OF OUR SENIOR CITIZENS HAVING BEEN FULLY VACCINATED. SO REALLY IF YOU LOOK AT -- IF YOU WERE TO WAIVE THESE NUMBERS BASED ON OVERALL POPULATION, YOU'LL NOTICE THAT MANY OF THE STATES THAT ARE IN THE TOP 25 HAVE RELATIVELY LOWER POPULATIONS AND SO AS YOU HAVE LARGER POPULATION STATES, IT'S MORE CHALLENGING TO HIT THESE PERCENTAGES BUT WE REMAIN RIGHT IN THE MIDDLE OF THE PACK SO TO SPEAK. WITHIN THE COMMONWEALTH, HENRICO COUNTY, CONTINUES TO LEAD THE PACK AMONG THE MOST POPULATED.

THESE ARE THE 10 MOST POPULOUS LOCALITIES ACCORDING TO THE COOPER CENTER AND WE'RE 39% OF THE RESIDENTS WITH AT LEAST ONE DOSE AND JUST UNDER 24% FULLY VACCINATED AND THIS IS OF ALL RESIDENTS, NOT JUST ADULTS WHEN YOU LOOK AT JUST ADULTS, THE PERCENTAGES ARE OBVIOUSLY MUCH HIGHER.

I WILL SAY THAT SOME OF THE OTHER LOCALITIES THAT ARE RIGHT BEHIND US ARE NIPPING AT OUR HEELS.

WE'RE DOING EVERYTHING TO GET THE SHOTS IN ARMS. SEVERAL ITEMS HAVE OCCURRED RECENTLY THAT I WANTED TO MAKE SURE THAT WE REVIEWED WITH THE BOARD AS WELL AS WITH THE COMMUNITY TO MAKE -- MAYBE IN THE ROOM OR WATCHING ONLINE.

THE RICHMOND HENRICO HEALTH DISTRICT CHESTERFIELD AND CH CHICKAHOMINY DID GO TO THE PHASE 2 ON APRIL 9.

ALL ADULTS ARE ELIGIBLE WHETHER THEY HAVE A PREEXISTING HEALTH CONDITION AND REGARDLESS OF OCCUPATION.

ANY ADULT CAN REGISTER TO RECEIVE THE VACCINE AND THE REST OF THE COMMONWEALTH IS SCHEDULED TO FOLLOW SUIT ON SUNDAY, THIS COMING APRIL 18. WE DO EXPECT IF EVERYTHING GOES WELL, VIRGINIA DEPARTMENT OF HEALTH IS FINALIZING A NEW OPTION FOR CITIZENS TO GO ONLINE AND NAVIGATE TO THE VACCINE ADMINISTRATION MANAGEMENT SYSTEM THAT THE CDC LAUNCHED AND GO INTO THE PARTAL AND -- PORTAL AND CREATE AN ACCOUNT AND SCHEDULE THEMSELVES FOR A VACCINE AND THE ESTIMATED DATE FROM VDH TO LAUNCH THE CAPABILITY IS MONDAY, APRIL 19.

NOW FOR OUR RESIDETS WHO HAVE ALREADY GONE INTO THE PRE-REGISTRATION SYSTEM, THEY DON'T HAVE TO DO THIS.

THEY'LL REMAIN IN THE PRE-REGISTRATION LIST AND CAN STILL RECEIVE AN E-MAIL AND INVITATION TO GET THE VACCINE BUT FOR PEOPLE WHO HAVE NOT PRE-REGISTERED, THIS IS A NEW OPTION TO SORT OF CREATE THEIR OWN APPOINTMENT.

WE ARE EXPECTING FAIRFIELD TO POTENTIALLY AUTHORIZE THE PFIZER VACCINE FOR PATIENTS BETWEEN THE AGES OF 12 AND 16 -- EXPECTING THE FDA. THAT'S A MATTER OF DAYS OR WEEK UZWAY FROM THE BEST INFORMATION WE HAVE.

I THINK PROBABLY EVERYBODY HEARD THE NEWS THAT TODAY BASED ON GUIDANCE COMING OUT OF THE CDC AND FDA, THE COMMONWEALTH OF VIRGINIA HAS HIT THE STOP BUTTON ON THE ADMINISTRATION OF THE JOHNSON & JOHNSON VACCINE AND THAT WAS BASED ON REPORTS OF SIX CASES THROUGHOUT NORTH AMERICA OF INDIVIDUALS DEVELOPING LIFE THREATENING POTENTIALLY LIFE THREATENING BLOOD CLOTS AND THAT -- THOSE WERE FOUND AMONG 6.8 MILLION DOSES. IT'S LITERALLY LESS THAN 1 IN A MILLION CASES THAT HAVE BEEN SEEN SO FAR BUT THE GOVERNMENT -- FEDERAL GOVERNMENT INTENDS TO INVESTIGATE AND VERIFY WHETHER OR NOT THERE IS ANY CONNECTION TO THE ACTUAL VACCINATION BEFORE THOSE VACCINES CONTINUE.

THIS CREATES A CHALLENGE ALTHOUGH QUITE HONESTLY, BECAUSE OF SOME MANUFACTURING PROBLEMS THAT OCCURRED RECENTLY WITH JOHNSON & JOHNSON, WE WERE ALREADY ANTICIPATING A SIGNIFICANT DECLINE IN AVAILABILITY OVER THE NEXT SEVERAL WEEKS AND WE WERE NOT PLANNING TO DO ANY J&J VACCINES

THIS WEEK OR NEXT IN THIS HEALTH DISTRICT THROUGH OUR MASS VACCINATION SITE BUT STILL THAT'S SOMETHING WE'LL WATCH CLOSEY AND OBVIOUSLY THERE IS A CONCERN AS WE TRY TO EDUCATE COMMUNITY ABOUT VACCINE SAFETY AND ENCOURAGE PEOPLE TO GET VACCINATED. THIS CREATES CONCERN THAT MAYBE PEOPLE WHO HAD TESEITANCY -- HESITANCY TO BEGIN WITH AND WE'LL BE WATCHING CLOSELY TO SEE WHETHER A CAUSAL LINK IS ACTUALLY ESTABLISHED. WE HAVE SEEN IN THE LAST SEVERAL DAYS SOME TECHNICAL PROBLEMS WITH THIS VAMS REGISTRATION SYSTEM. MEMBERS OF THE BOARD MAY HAVE HEARD CONCERNS FROM CONSTITUENTS HAVING A HARD TIME SCHEDULING VACCINE AND NOT BEING ABLE TO FIND THE RICHMOND RACEWAY OR ARTHUR ASHE WITHIN THE SYSTEM. GOING TO THESE COMPETITIONS AND BEING ABLE TO, YOU KNOW, SMACK TALK AND BE PHYSICALLY ACTIVE INCREASED MY CONFIDENCE SO MUCH.

ANOTHER THING THAT REALLY INCREASED MY CONFIDENCE WAS GOING TO OUR NATIONAL TOURNAMENTS WHERE WE'D COMPETE FOR THE TOP SPOT IN THE COUNTRY AND THERE WERE HUNDREDS OF PEOPLE IN BIG CONFERENCE ROOMS WHO USED WHEELCHAIRS, AND I ALWAYS LAUGH THAT YOU KIND OF GOT LOOKED AT FUNNY IF YOU WEREN'T USING A WHEELCHAIR. THE -- ONE OF THE MORE RECENT THINGS THAT SPORTABLE HAS GIVEN ME WAS INDEPENDENCE AND ESPECIALLY FOR A TEEN AND A PERSON WITH A DISABILITY, INDEPENDENCE IS CRUCIAL. I WOULD TRAVEL WITH SPORTABLE TO TRAINING CAMPS IN THE SUMMERS FOR WHEELCHAIR BASKETBALL AND TO ATTEND THEM, I'D HAVE TO FLY INDEPENDENTLY, STAY AT THE COLLEGE, TAKE CARE OF PERSONAL CARE NEEDS AND FLY BACK BY MYSELF AND MOST TEENAGERS REGARDLESS OF ABILITY ARE NOT DOING THAT ANYWAY. SPEAKING OF INDEPENDENCE, IF YOU HAD TOLD ME 10 YEARS AGO THAT THIS FALL I WOULD BE TRAVELING 14 HOURS AWAY TO ATTEND COLLEGE AND PLAY COLLEGIATE WHEELCHAIR BASKETBALL AND MAJOR IN EDUCATION, I WOULD HAVE LAUGHED. MY MOM WOULD HAVE TOO.

BUT THAT'S WHAT I'LL BE DOING THIS FALL.

NOW YOU MAY BE THINKING OH, THIS IS GREAT, HER STORY IS COOL, BUT MY STORY IS ONE OF HUNDREDS OF LIVES THAT WERE TOUCHED. LIKE ONE GIRL I MENTORED, 9-YEAR-OLD SARAH WHOSE CONFIDENCE THIS YEAR HAS IMPROVED SO SUBSTANTIALLY WHEN SHE JOINED SPORTABLE'S PROGRAM FOR SOCCER FOR CHILDREN WITH CEREBRAL PALSY AND SIMILAR DIAG DIAGNOSIS.

WE ARE SO VERY TOUCHED. I KNEW SANDSTRON BEFORE I BECAME PRINCIPAL AND WAS THE COACH BEFORE I WAS HONORED WITH LEADING THE SCHOOL AND COMMUNITY.

SANDSTON, THE KIDS, AND COMMUNITY HAD A SPECIAL PLACE IN MY HEART FROM THE FIRST TIME I WALKED INTO THOSE HALLS SO MANY YEARS AGO. I'M SORRY.

I'M GETTING CHOKED UP. I WAS ABLE TO SEE POTENTIAL OF THIS SCHOOL AND COMMUNITY AND I HAD A STRONG NEED TO PROVE SANDSTON'S GREATNESS. PI REACHED OUT TO THEN ASSISTAN SUPERINTENDENT AND TOLD HIM HOW I KNEW THE SCHOOL WAS DESTINED TO BE STELLAR. AND WAS DESTINED FOR STEL ORTCOMES. IN 2013 HE ASKED ME TO LEAD THE SCHOOL ALONG MARY COX JUST PRIOR TO HIS UNTIMELY DEATH.

WE PULLED TOGETHER A GREAT TEAM AND WORKED HARD.

WE DID IT NOT ONLY FOR THE STUDENTS AND COMMUNITY BUT FOR DR. CROLO IN HIS MEMORY. WHEN I TOOK OVER IN THE FALL OF 2015 WE ALMOST MADE ACCREDITATION BY THAT SPRING MOVING HUGE MOUNTAINS IN OUR WAY.

BY 2017 WE MADE IT. THE NEXT FEW YEARS OUR SCORES WERE OVER THE TOP OF WHAT EVERYONE EVER IMAGINED.

WE DID IT FOR DR. CAROLO BECAUSE HE BELIEVED IN US AND WE DID IT FOR THE STUDENTS AND COMMUNITY OF SANDSTON.

WE ACHIEVED THIS AWARD WITH GREAT EFFORTS OF OUR INCREDIBLE TEACHERS AND LEADERSHIP TEAM. FIRST I'D LIKE TO RECOGNIZE DR. WILLIS. AS THE COUNTY'S TITLE 1 READING SPECIALIST, SHE TAKES THE TIME TO REALLY LISTEN TO THE PRINCIPALS SHE SUPPORTS AND I'M ONE OF THE PRINCIPALS.

DR. WILLIS KNEW THIS AND DID THIS FOR US AMONG SO MANY OTHER THINGS. SHE HAS BEEN A ROCK DURING THIS PANDEMIC WORKING CLOSELY AND TIRELESSLY WITH US ENSURING TEACHERS ARE SUPPORTED AND THEY HAVE SUPPLIES THEY NEED TO BE SUCCESSFUL VIRTUALLY, IN PERSON OR HYBRID WHICH WE DO VERY WELL.

MY NEXT PERSON I'D LIKE TO RECOGNIZE IS MS. MELISSA JEFFREY. OUR TITLE 1 READING SPECIALIST WITH US SINCE THE START. SHE ALSO DEVELOPED A GROWTH MINDSET WITHIN OUR STUDENTS LETTING THEM KNOW THEY CAN, THEY WILL AND THEY SHINE AND I'LL TELL YOU, OUR STUDENTS SHINE. SHE WORKED WITH OUR STUDENTS TO NOT ONLY DEVELOP POSITIVE THINKING BUT MINDFULNESS AS THEY SELF-REGULATE THEMSELVES TO ACHIEVE GREATNESS AND I THANK YOU FOR YOUR SUPPORT. DR. EVERHART, WE CALL HER DR. ME, SHE IS MY FORMER RESOURCE TEACHER AND STILL A VERY IMPORTANT PERSON TO ME. SHE IS CURRENTLY THE ASSOCIATE PRINCIPAL AT VARINA MIDDLE SCHOOL.

BASED ON CURRENT MARKET FACTORS, LOCATION OF THE COMMERCIAL SPACE AND THE COUNTY'S RECENT APPROVAL OF THE YARD ACROSS ROUTE 5 WITH A REDUCED COMMERCIAL PERCENTAGE, THE APPLICANT IS REQUESTING TO REDUCE THE EXISTING 18% COMMERCIAL REQUIREMENT TO 8%. THIS WOULD BE CONSISTENT WITH FULTON YARD AND COULD POTENTIALLY ALLOW BLOCK 24 TO DEVELOP RESIDENTIALLY. AND TO INCREASE THOSE FEES, I KNOW SEEM S RELATIVELY MARGINAL AND CERTAINLY DOESN'T HAVE AN IMPACT ON THE MAJOR DEVELOPERS BUILDING NEW HOMES BUT FOR EXISTING RESIDENCES WHO ARE BECOMING CUSTOMERS FOR LIFE, FOR THOSE FOLKS IT'S AN ENORMOUS BURDEN AND NOT ONLY A HUGE CASH OUTLAY TO CONNECT TO COUNTY SEWER AND WATER, AGAIN, IN A COUNTY WHERE WE ALREADY PAY TAXES BUT THE FINANCING OPTIONS ARE TERRIBLY LIMITED BY ORDINANCE TO 36 MONTHS WHICH IS STILL $300 OR $400 A MONTH AND THAT'S OUT OF REACH FOR A LOT OF FOLKS IN COMMUNITIES THAT MAY NOT HAVE ACCESS TO SEWER AND WATER.

SO WE HAVE THE INFRASTRUCTURE THAT EXISTS BUT GETTING EVERYONE CONNECTED IS SOMETHING THAT SHOULD BE A PRIORITY AND IT'S SOMETHING THAT IS ALSO AN ENVIRONMENTAL ISSUE.

WE WANT TO GET PEOPLE OFF SEPTIC AND WELL.

(INAUDIBLE) IS AN ASIAN CULTIVATION PRACTICE ENCOMPASSING THE PRINCIPLES OF COMPASSION FOR VETERANS TO IMPROVE HEALTH, PURIFY MIND, UPLIFT SPIRIT AND UNDERSTANDING OF LIFE, HUMANITY AND THE UNIVERSE. IT HAS BENEFITED OVER 100 MILLION PEOPLE AROUND THE WORLD INCLUDING CITIZENS OF OUR COMMONWEALTH TO ATTAIN PHYSICALLY -- TO ATTAIN PHYSICAL, MENTAL AND SPIRITUAL WELLNESS.

FOR TWO DECADES, HOWEVER, PRACTITIONERS OF THIS ASIAN SPIRITUAL PRACTICE HAVE BEEN SEVERELY PERSECUTING IN CHINA SIMPLY FOR THEIR BELIEF. THE CHINESE COMMUNIST PARTY HELPED HUNDREDS OF THOUSANDS OF FALLEN PRACTITIONERS IN LABOR CONCENTRATION CAMP AND USED THEM AS A LIVING SUPPLY OF ORGAN ACROSS CHINA TO FUEL THE LUCRATIVE TRANSPLANT INDUSTRY YET FOR MANY YEARS AMERICANS WERE NOT AWARE OF IT.

WITH HIM, A WITNESS OF THIS PERSECUTION ESCAPED LIFE TO IS WITH US TONIGHT. IN HIS PLEA FOR HELP, RICHMOND TIME AND DISPATCH, MR. WONG TOLD THE HORRIFIC TORTURE HE SUFFERED AT THE LABOR CONCENTRATION IN CHINA INCLUDING THE FORCED CHECK-UP TO CHECK ON POTENTIAL ORGAN COMPATIBILITY.

OVER THE YEAR, VARIOUS U.S. GOVERNMENT HAS BEEN SPEAKING OUT ABOUT CHINESE COMMUNIST PARTIES PRACTICE OF FORCED ORGAN HARVESTING. AT THE STATE LEVEL, 49 MEMBERS OF VIRGINIA GENERAL ASSEMBLY SENT A LETTER JULY 29, 2020, TO THE U.S. SECRETARY OF STATE AS WELL AS VIRGINIA'S CONGRESSIONAL DELGRATION REGARDING RELIGIOUS PERSECUTION IN CHINA URGING ACTION AND THE PUBLIC EDUCATION ABOUT STATE ORGAN HARVESTING FROM PRISONERS OF COUNTRIES. AT THE COUNTY LEVEL SINCE JULY 2009 -- 2019 EIGHT COUNTIES IN VIRGINIA HAS PASSED RESOLUTION TO EDUCATE SEASONS AND THE -- CITIZENS AND THE COMMUNITY ABOUT THE PRACTICE. THIS RESOLUTION WILL BE TIMELY AND NECESSARY FOR EDUCATING THE COMMUNITY ABOUT RELIGIOUS PERSECUTION IN CHINA AND THE POTENTIAL RISK OF TRAVELING TO CHINA FOR AN ORGAN TRANSPLANT. AS TIMES OF CHAOS WE LOOK TO ELECTED REPRESENTATIVES WHO HAVE THE POWER AND RESPONSIBILITY TO SAFE GUARD PUBLIC HEALTH FOR OUR COUNTY RESIDENTS.

WHEN THEIR ORGANS WERE HARVESTED THEY WERE STILL BREATHING. AFTER THEIR ORGANS WERE REMOVED, THEIR BODIES WERE THROWN INTO AN INCINERATOR LEAVING NO TRACE.

WHEN AMERICANS GO TO CHINA FOR AN ORGAN TRANSPLANT, WE PROVIDE THEM WITH BUSINESS ENABLING THIS TO CONTINUE. BECAUSE THE CHI CHINESE PEOPLE CULTURALLY DON'T BELIEVE IN DONATING ORGANS CHANCES ARE IF YOU FLY TO CHINA A PRISONER WILL BE KILLED TO PROVIDE THE ORGAN.

YOU CAN IMAGINE THE BURDEN A PERSON WOULD CARRY FOR THE REST OF THEIR LIFE WHEN THEY LATER LEARNED OF THIS.

IN FACT, IN THE DOCUMENTARY "HUMAN HARVEST" A WOMAN BREAKS DOWN SOBBING FOR THIS REASON.

FORCED ORGAN HARVESTING HAS BEEN VERIFIED BY A MULTITUDE OF SOURCES INCLUDING THE CHINA TRIBUNAL WHO CONCLUDED IN 2019 AND ISSUED THE FINAL STATEMENT IN 2020 THAT FORCED ORGAN HARVESTING HAS BEEN COMMITTED THROUGH YEARS IN CHINA IN A SIGNIFICANT SCALE AND THE ATROCITIES OF UNMATCHED WICKEDNESS ON A DAY TO DAY BASIS IN THE LAST CENTURY TAKE IS PLACE AND PRACTITIONERS ARE PROBABLY THE MAIN SOURCE OF SUPPLY. THE BOOMING TRANSPLANT INDUSTRY IS EXPECTED TO BRING IN $1 BILLION A YEAR.

AS A PHYSICIAN, I KNOW THAT LEGITIMATELY OBTAINING AN ORGAN TAKES MONTHS OR YEARS AND IN CHINA DAYS TO WEEKS.

IT IS IMPOSSIBLE TO REPEATEDLY SCHEDULE ORGAN TRANSPLANTS IN ADVANCE OR ON DEMAND WITHOUT A LIVING POOL OF DONORS AND ALSO UNHEARD OF TO HAVE THREE AND FOUR ORGANS PROVIDED FOR HAD SAME PATIENT WITHIN HOURS TO DAYS AFTER OTHER TRANSPLANTS HAVE FAILED EXCEPT IN CHINA. WHILE THERE ARE STORIES OF SIMILAR ATROCITIES ELSE WHERE IN THE WORLD CHINA IS UNIQUE IN THAT FORCED ORGAN HARVESTING IS TAKING PLACE AT THE HANDSF OF THE GOVERNMENT AND THEY'RE ABLE TO COMMIT THE ATROCITIES ON A WIDESPREAD SCALE. THE ORGANIZATION IN TRANSPLANT OF USE IN CHINA IN CONJUNCTION WITH WORLD WITHOUT GENOCIDE STATES THE PRACTICE OF FORCED ORGAN HARVESTING CONSTITUTES A CRIME AGAINST HUMANITY UNDER INTERNATIONAL HUMAN RIGHTS LAW AND CALLS ON GOVERNMENTS TO TAKE ALL NECESSARY STEPS TO PREVENT AND PUNISH THIS GLOBAL CRIME.

NEW SIDEWALK WILL BE CONSTRUCTED ALONG AZALEA AVENUE BEGINNING AT WILKINSON ROAD AND CONTINUING WEST TO PONY FARM DRIVE, AND NEW SIDEWALK WILL BE CONSTRUCTED ALONG WILKINSON ROAD BETWEEN THE DOLLAR GENERAL STORE AND KIRKLAND DRIVE. THE CONSTRUCTION WORK IS ANTICIPATED TO BEGIN ON JUNE 1, 2021, AND IS SCHEDULED TO BE COMPLETED WITHIN 365 CALENDAR DAYS.

THE COUNTY RECEIVED FIVE BIDS ON FEBRUARY 10, 2021, IN RESPONSE TO ITB N AND BLAKEMORE WAS THE LOWEST AND RESPONSIBLE BIDDER. FUNDING TO SUPPORT THE CONTRACT IS AVAILABLE WITHIN THE PROJECT BUDGET AND THE DIRECTOR OF PUBLIC WORKS AND PURCHASING DIRECTOR RECOMMEND APPROVAL OF THE BOARD PAPER AND COUNTY MANAGER CONCURS.
