[3. APPROVAL OF MINUTES - April 13, 2021, Regular and Special Minutes ]

>> I HAVE THREE COMMENTS THIS EVENING.

THE FIRST INVOLVES ONE OF OUR ROCK STAR EMPLOYEES.

I THINK MANY OF YOU KNOW RICK. I'LL ASK HIM TO COME FORWARD

[4. MANAGER’S COMMENTS ]

WITH JOHN TRACY AND STEVE YAAB. SO RICK, SUPERINTENDENT AND PUBLIC UTILITIES OVERSEES THE SPRINGFIELD ROAD AND CHARLES CITY ROAD AREAS AND THE TRANSFER STATION.

HE IS THE 2021 RECIPIENT OF THE AMERICA PUBLIC WORKS ASSOCIATION ROBERT S. HOPS AND LEADERSHIP SERVICE AWARD.

THIS AWARD RECOGNIZES A PUBLIC WORKS OFFICIAL AT THE SUPERVISOR LEVEL FOR OUTSTANDING SERVICE AND MARTORIOUS ACHIEVEMENT IN LOCAL GOVERNMENT SERVICE. RICK WAS NOMINATED FOR THIS AWARD BY STAFF IN OUR PUBLIC WORKS DEPARTMENT.

IN FACT, RICK STARTED AT THE COUNTY IN 2008 WITH PUBLIC WORKS. AND HE WAS IN TRAFFIC ENGINEERING AND MOVED TO PUBLIC UTILITIES SOLID WASTE AND WAS

[00:10:04]

PROMOTED TO SUPERINTENDENT 2 IN AUGUST 2019.

RICK IS OFTEN THE FRIENDLY FACE GREETING AND TAKING SELFIES.

I KNOW MANY OF YOU HAVE SEEN THE SELFIES WITH CUSTOMERS AT THE PUBLIC USE AREAS AND HE WAS RECENTLY FEATURED FOR HIS HOPE GARDEN AT THE SITE TO BRING JOY AND BRIGHTEN THE MOOD OF STAFF.

HE PLANS TO HAVE TOMATOES, CUCUMBERS, PEPPERS AND FLOWERS FOR THE GARDEN THIS YEAR. I'D ASK THAT YOU ADD BASIL.

SO RICK, WITHOUT FURTHER ADO, THE BOARD OF SUPERVISORS.

>> THANK YOU. I DO APPRECIATE.

HOW IS EVERYONE TONIGHT? >> DANIEL SCHMITT: EXCELLENT,

SIR. >> I THANK YOU FOR RECOGNIZING ME. I COULDN'T HAVE DONE IT WITH -- WITHOUT A LOT OF SUPPORT, A LOT OF HELP.

OUR STAFF, THESE GUYS HAVE BEEN PHENOMENAL.

I LOVE THIS COUNTY. I LIKE WORKING AND DOING AND MEETING PEOPLE. I'M VERY HUMBLED BY THIS EXPERIENCE AND IF YOU ALL DON'T LIVE IN THE COUNTY, COME TO THE COUNTY AND I CAN SHOW YOU HOW. COME SEE ME SOMETIME AT SPRINGFIELD OR CHARLES CITY ROAD LOCATION.

WE'LL TAKE CARE OF YOU. I THANK YOU FOR RECOGNIZING MY -- I REALLY DO. IF YOU SEE ME SOMETIMES, LET ME KNOW WHO YOU ARE AND I WON'T FORGET YOU.

>> DANIEL SCHMITT: I'LL DO THAT. RICK, THANK YOU.

YOU SAID YOU LOVE THE COUNTY AND THE COUNTY LOVES YOU RIGHT BACK.

>> I APPRECIATE IT.

[APPLAUSE] >> GOOD TO SEE YOU.

MR. CHAIRMAN, SECOND UPDATE IS FROM BEN SHEPHERD.

WE HAD A TOPIC REGARDING A PUBLIC INFORMATION SURVEY AT THE RETREAT. SO BEN IS HERE TO OFFER YOU AN UPDATE ON THAT TOPIC. BEN?

>> THANK YOU, SIR. GOOD EVENING, MR. CHAIR AND MEMBERS OF THE BOARD. APPRECIATE THE TIME TO SHARE WITH YOU AND ALSO WITH THE RESIDENTS OF HENRICO THAT WE HAVE LAUNCHED THE SURVEY WE SPOKE ABOUT IN MARCH.

TE EFFORT TO BUILD AN E-MAIL DATABASE AND CELL PHONE TEXT DATABASE FOR RESIDENTS TO CONTACT THEM DIRECTLY HAS BEGUN SO WE PLAN TO SPEND A MONTH OF MARCH MARKETING THE SURVEY SO YOU'LL SEE THIS GRAPHIC ALONG WITH SOME OTHER THINGS ON WTVR AND THE HENRICO CITIZEN AS WELL AS ALL OF THE SOCIAL MEDIA.

THE ONE THING I'D LIKE TO SHARE WITH YOU ALL REGARDING THE SURVEY IS SHORT, IT'S EASY TO FILL OUT ON THE PHONE.

WE'RE LOOKING FOR E-MAIL, PHONE INFORMATION, AND WE ASK FOLKS ABOUT THEIR DISTRICTS SO WE'LL BE ABLE TO SEND THEM DISTRICT-SPECIFIC INFORMATION, TOWN HALL MEETINGS AND SUCH AND I'M HAPPY TO TALK MORE ABOUT IT OR ANSWER ANY QUESTIONS IF YOU HAVE. I KNOW WE SPOKE IN MARCH AND THIS THING IS UP AND RUNNING AND WE'LL BE LAUNCHING IT FULL SPEED

AHEAD IN MAY. >> DANIEL SCHMITT: SPECTACULAR.

ANY QUESTIONS FOR BEN? I KNOW YOU WERE WORKING ON THIS AND WE SPOKE HUNDREDS OF TIMES. THANK YOU.

ANYTHING WE CAN DO TO SUPPORT THE EFFORT AND GIVING US TOOLS AND OUR COUNTY MORE TOOLS TO COMMUNICATE WITH THE FOLKS WHO LIVE HERE, SPECIFICALLY TARGETED COMMUNICATION WITH REGARD TO THE NEIGHBORHOODS. IT'S SPECTACULAR.

THANKS, BEN. >> PATRICIA O'BANNON: DO YOU HAVE BULL HORNS? INCLUDE THAT AND CARS DRIVING

THROUGH THE NEIGHBORHOOD. >> I ASSURE YOU PEOPLE WILL HEAR

ABOUT IT. >> MR. CHAIRMAN, LAST COMMENT IS THE BIWEEKLY COVID UPDATE. I'LL ASK TONY TO COME FORWARD

AND OFFER THAT. >> GOOD EVENING, MR. CHAIRMAN AND MEMBERS OF THE BOARD. WE START OFF THE COVID UPDATE WITH A LOOK AT WHERE WE ARE WITH INFECTIONS ACROSS THE HENRICO COUNTY. MEME.

BERS OF THE BOARD.

STILL DOWN FROM THE SPIKE IN THE WINTER.

WE'RE SOMEWHAT PLATEAUED ON THE PERCENT POSITIVITY, THE AVERAGE 7-DAY PERCENT POSITIVITY HOVERING AROUND 6%.

THE SAME GENERAL AREA AS THE REST OF THE COMMONWEALTH OF VIRGINIA AS NOTED, AGAIN, A FEW WEEKS AGO, WE'RE HAVING FEWER PEOPLE TESTING SO PEOPLE ARE TESTING MORE WHEN THEY'RE SYMPTOMATIC AND LESS SO OUT OF PRECAUTION.

SO IT MAKES SENSE THAT YOU'RE GOING TO SEE THE PERCENT POSITIVITY NUMBER PLATEAU AT THIS LEVEL LIKELY FOR SOME TIME.

STATEWIDE, WHEN YOU LOOK AT THE NUMBER OF PEOPLE HOSPITALIZED WITH A COVID DIAGNOSIS OR THE PENDING DIAGNOSIS OF COVID-19, AGAIN, WE'RE MORE OR LESS PLATEAUED ACROSS THE COMMONWEALTH AND THE SAME CAN BE SAID OF COVID-RELATED DEATHS

[00:15:02]

ACROSS THE COMMONWEALTH.COMMONWE SAID OF COVID-RELATED DEATHS ACROSS THE COMMONWEALTH. WE'RE TRENDING SLIGHTLY HIGHER THAN THE REST OF THE COUNTRY ON THE PERCENTAGE OF THE POPULATION. WHEN IT SAYS POPULATION, THAT MEANS THE ENTIRE POPULATION EVEN THOUGH CHILDREN THREW THE AGE OF 12 -- SORRY, THROUGH THE AGE OF 16 ARE NOT YET ELIGIBLE FOR THE VACCINE BUT THE OVERALL POPULATION PERCENTAGE POPULATION THAT HAVE BEEN VACCINATED IS TRENDING HIGHER IN HENRICO COUNTY THAN IT -- IN THE STATE OF VIRGINIA, EXCUSE ME THAN IT HAS FOR THE REST OF THE NATION. SPECIFICALLY WITHIN HENRICO --

>> TYRONE NELSON: TONY, QUESTION FOR YOU.

>> YES, SIR? >> TYRONE NELSON: THIS WAS AS OF

WHEN? >> YESTERDAY.

>> TYRONE NELSON: HOPEFULLY THE MEDIA, IF Y'ALL DON'T MIND TAKING THE SLIDE HERE AND POSTING IT ON TWITTER.

PLEASE. THANKS.

>> ABSOLUTELY. SPECIFICALLY WITHIN HENRICO COUNTY, 45% OF ALL OF OUR RESIDENTS SO THAT INCLUDES AGAIN THE KIDS WHO ARE NOT ELIGIBLE, 45% OF ALL OF OUR RESIDENTS HAVE RECEIVED A FIRST DOSE AND 30% ARE FULLY VACCINATED.

AN IMPRESSIVE NUMBER, 87% OF OUR SENIORS AND THAT IS PEOPLE WHO ARE 65 OR OLDER HAVE RECEIVED THEIR FIRST DOSE AND 68% ARE FULLY VACCINATED. WE ARE NOW IN PHASE 2 AND HAVE BEEN FOR THE LAST WEEK WHICH MEANS THAT ANYONE AGED 16 OR OLDER IS ELIGIBLE TO RECEIVE THE VACCINE AND INDIVIDUALS NO LONGER HAVE TO PRE-REGISTER IN ORDER TO GO INTO THE SYSTEM AND REQUEST A VACCINE, SO CITIZENS 16 AND OLDER CAN SIMPLY GO ONLINE AND SIGN UP TO RECEIVE A VACCINE.

IN FACT THERE ARE THREE DIFFERENT WAYS TO SIGN UP.

NONE OF THEM REQUIRE PRE-REGISTRATION.

THE FIRST IS TO SCHEDULE AN APPOINTMENT AT THE RACEWAY OR HEALTH DEPARTMENT EVENT BY GOING ONLINE TO THE WEBSITE LISTED ON THE SCREEN. VAX.RCHD.COM OR CALL (804) 205-3501 OPEN MONDAY THROUGH FRIDAY AND SCHEDULE AN APPOINTMENT OVER THE PHONE AND FINALLY RESIDENTS CAN GO TO VACCINEFINDER.ORG IN ORDER TO FIND A VACCINE.

THERE IS A NUMBER OF QUESTIONS. I'M SURE MEMBERS OF THE BOARD HEARD FROM CONSTITUENTS CONCERNED ABOUT NOT GETTING AN E-MAIL REGARDING A SPECOND DOSE. IF THAT'S THE CASE, CALL THE CALL CENTER. 205-3501.

AS FAR AS AN UPDATE, SOMETHING OF NOTE IS SUNDAY WAS THE FIRST TIME WE HAVE OFFERED A WALKUP CLINIC.

THAT IS YOU DON'T NEED ANY REGISTRATION.

YOU DON'T NEED ANY APPOINTMENT AT ALL.

THIS WAS MARKETED AND TARGETED TOWARD RECENT IMMIGRANTS AND REFUGEES AND PEOPLE FROM UNDERSERVED COMMUNITIES.

WE HAVE 223 PEOPLE WHO SHOWED UP FOR THE RACEWAY ON A SUNDAY TO RECEIVE THEIR VACCINE. THE EVENT BY ALL MEASURES WENT WELL WHICH WAS A RELIEF BECAUSE WE HAVE NOT DONE A WALKUP CLINIC BEFORE AND WE WEREN'T SURE WHAT TO EXPECT SO SUCCESS NOT ONLY FOR THE INDIVIDUALS WHO ARE VACCINATED BUT OUR TEAL TO GET A BETTER -- TEAM TO GET A BETTER UNDERSTANDING OF HOW THE WALKUP CLINICS CAN OPERATE SUCCESSFULLY.

THE HEALTH DISTRICT IS OPERATING TWO COMMUNITY-BASED HUBS IN HENRICO COUNTY THAT OFFER VACCINES ON A WEEKLY BASIS AT ST. JAMES CHURCH IN VARINA AND ISLAMIC CENTER OF HENRICO AND THIS WEEK THE MASID CLINIC AS WELL.

THERE WAS MOBILE VACCINATIONS TO INDIVIDUALS WHO ARE HOME BOUND.

THESE ARE PEOPLE THAT CANNOT LEAVE THEIR HOME OR COME TO THE DOCTOR POUFS OR VACCINE CLINIC WITH REASONABLE -- UNDER REASONABLE CONDITIONS TO GET THE VACCINES SO WE PAIRED UP FOUR DIFFERENT MOBILE VACCINATION TEAMS TO GO TO THEIR HOMES, GET THEM REGISTERED AND GET THE VACCINE.

THIS WAS THE FIRST DOSE OF MODERNA.

WE'LL COME BACK AND GIVE THEM THE SECOND DOSE AS WELL.

JUST A QUICK SNAPSHOT OF THIS WEEK AS I MENTIONED, WE HAD THE MOBILE VACCINATIONS TODAY. TOMORROW IS A BIG DAY AT THE RACEWAY. ALMOST 7,000 DOSES AVAILABLE.

MOST OF THESE WILL BE FOLLOW-UP SECOND SHOTS OF THE PFIZER VACCINE AND BACK AGAIN THURSDAY WITH A CAPACITY OF 3500 MORE SHOTS AND THEN FINALLY FRIDAY WITH 3500 CAPACITY.

SATURDAY NOT CURRENTLY PLANNING TO RUN A VACCINATION CLINIC BUT WE ALWAYS ARE AVAILABLE IF WE WERE TO RECEIVE A SUDDEN INFLUX

[00:20:01]

OF ADDITIONAL DOSES OR IF DEMAND BECAME PRESENT.

THAT'S A QUICK OVERVIEW OF WHERE WE STAND.

MR. CHAIR, MEMBERS OF THE BOARD, HAPPY TO TAKE ANY QUESTIONS YOU

MAY HAVE. >> DANIEL SCHMITT: THANKS, TONY.

ANY QUESTIONS? TONY, I WANT TO SAY THANK YOU AGAIN. TODAY ON A QUOTE UNQUOTE OFF DAY FOR MASS VAX, THE FOLKS IN EMERGENCY MANAGEMENT WENT OUT IN THE COMMUNITY AND LITERALLY HAND DELIVERED THESE THINGS.

IT'S BETTER THAN DOOR DASH IN MY OPINION.

THE NUMBER, I WANT TO MAKE SURE FOLKS DIALED IN AND LISTENING UNDERSTAND THE PERCENTAGES WE'RE TALKING ABOUT INCLUDE EVERY SINGLE PERSON IN THE COUNTY. TONY MENTIONED IT.

EVERY SINGLE PERSON IN THE STATE.

THE WAY THE STATE REPORTS NUMBERS AND COUNTY IS REPORTING NUMBERS IS DIVISIBLE BY THE TOTAL POPULATION.

SO THESE NUMBERS ARE GREAT AS THEY ARE.

THEY'RE SPECTACULAR WHEN YOU TAKE OUT THE FACT WE'RE NOT EVEN DOSING 16 AND UNDER. SOME STATES ARE REPORTING 17 AND UP ONLY. SO THE NUMBERS JUST APPLES TO APPLES. IF YOU'RE LISTENING AND COMPARING, MAKE SURE THE STATE IS COMPARING EQUAL NUMBERS.

>> YES, SIR. THANK YOU VERY MUCH.

>> DANIEL SCHMITT: THANK YOU, TONY.

APPRECIATE IT. >> MR. CHAIRMAN, I HAVE NO OTHER

COMS THIS EVENING. >> DANIEL SCHMITT: THANK YOU.

ANY COMMENTS FROM MY COLLEAGUES TONIGHT? SEEING NONE, MOVING ON, I KNOW WE DON'T HAVE ANY NEWS MEDIA IN THE ROOM TONIGHT. FOR THOSE DIALED IN VIRTUALLY, APPRECIATE YOU JOINING US TONIGHT.

[5. BOARD OF SUPERVISORS’ COMMENTS ]

[6. RECOGNITION OF NEWS MEDIA ]

MR. MANAGER? >> WE MOVE INTO PUBLIC HEARING ITEMS. YOU HAVE TWO ITEMS FOR YOUR CONSIDERATION. MR. LEVA WILL COVER 115-21 WHICH IS A RESOLUTION FOR APPROVAL OF ISSUANCE OF BONDS BY THE SUFFOLK

[7. PUBLIC HEARING ITEMS ]

REDEVELOPMENT AND HOUSING AUTHORITY FOR PLACE ONE

[7a. 115-21 Resolution - Approval of Issuance of Bonds by Suffolk Redevelopment and Housing Authority for Place One Apartments - Brookland District. ]

APARTMENTS IN THE BROOKLAND DISTRICT.

>> THANK YOU, MR. MANAGER. GOOD EVENING, MR. CHAIR AND MEMBERS OF THE BOARD. PLACE ONE APARTMENTS IS THE PROPOSED PURCHASER OF THE PLACE ONE APARTMENT COMMUNITY.

A 114-UNIONT -- UNIT IN THE BROOKLAND DISTRICT.

THE PURCHASER PLANS TO SPEND $55,000 PER UNIT TO IMPROVE SAFETY AT THE APARTMENTS AND LIVING CONDITIONS FOR THE TENANTS THAT RESIDE THERE. BECAUSE THE COUNTY DOESN'T HAVE A REDEVELOPMENT HOUSING AUTHORITY, SUFFOLK REDEVELOPMENT HOUSING AUTHORITY AT THE PURCHASING REQUEST AGREED TO PROVIDE BONDS FOR $18 MILLION TO FINANCE THE REHAB AND ACQUISITION OF THE APARTMENTS BUT BEFORE THIS PLAN OF FINANCE CAN BE IMPLEMENTED, THE BOARD MUST HOLD A PUBLIC HEARING ON THE EXERCISE OF THE -- HEARING ON THE COMPEERSIS OF THE SUFFOLK HOUSING AUTHORITY MAKING CERTAIN FINDINGS REQUIRED UNDER HOUSING AUTHORITY LAW IN VIRGINIA. AND REMAINS IN EFT FOR ONE YEAR AND IS NOT ANY DEBT. SUFFOLK REDEVELOPMENT HOUSING AUTHORITY ADOPTED THEIR RESOLUTION AGREEING THE ISSUE BONDS ON NOVEMBER 24 OF 2020 AND THEN THE SUFFOLK CITY COUNCIL ADOPTED A RESOLUTION APPROVING THE ISSUANCE OF THE BONDS ON JANUARY 20 OF THIS YEAR. WITH THAT, THAT CONCLUDES MY PRESENTATION. I'M HAPPY TO ANSWER ANY

QUESTIONS YOU HAVE. >> DANIEL SCHMITT: THANK YOU.

THANK YOU FOR THE IN-DEPTH DESCRIPTION OF THIS DURING THE WORK SESSION EARLIER. ANY QUESTIONS FOR ERIC?

>> THOMAS BRANIN: YES, SIR, IF I MAY.

THESE HAVE COME UP BEFORE. THERE IS ALWAYS QUESTIONS TO US AND YOU STATED IT BUT I'D LIKE YOU TO STATE IT ONE MORE TIME.

WHAT IS THE BURDEN ON HENRICO COUNTY?

>> ABSOLUTELY NO BURDEN ON THE COUNTY WHATSOEVER.

>> THOMAS BRANIN: WHAT EFFECT DOES IT HAVE ON HENRICO

TAXPAYERS? >> NO IMPACT OTHER THAN THE CITIZENS THAT LIVE AT THE COMMUNITY WILL BENEFIT FROM THOSE RENOVATIONS. THE COMMUNITY AROUND IT WILL BENEFIT AND TENANTS WILL SEE A HIGHER QUALITY OF LIFE IN OUR

OPINION. >> THOMAS BRANIN: STRICTLY A LEGAL FORMALITY THAT WE AGREE THAT SUFFOLK CAN ISSUE BONDS.

>> YES. >> THOMAS BRANIN: OKAY.

I WANT TO MAKE THAT ABSOLUTELY CLEAR BECAUSE THERE IS ALWAYS, ANY TIME YOU TALK ABOUT STARTING TO ISSUE BONDS, THERE IS

QUESTIONS ON WHAT HAPPENS TO US. >> ABSOLUTELY.

>> DANIEL SCHMITT: THANK YOU, SIR.

ANY OTHER QUESTIONS? THIS IS A PUBLIC HEARING.

WE WANT TO REMIND EVERYBODY IF YOU'RE TUNED IN AND WISH TO SPEAK TONIGHT, PLEASE GO TO HENRICO.US/SUPERVISORS GUIDANCE FOR BOARD OF SUPERVISORS MEETING.

SPEAK WITH THE MODERATOR AND GET IN LINE.

IS THERE ANYBODY IN THE ROOM THAT WISHES TO SPEAK TO THIS ITEM? ANYBODY ON WEBEX?

>> THERE IS NO ONE ON WEBEX. >> DANIEL SCHMITT: SEEING NONE.

>> PATRICIA O'BANNON: MOVE THE RESOLUTION.

>> THOMAS BRANIN: SECOND. >> DANIEL SCHMITT: THOSE IN FAVOR SAY AYE. OPPOSED?

[00:25:02]

RESOLUTION CARRIES. MR. MANAGER?

>> MR. CHAIRMAN, 116-21 IS THE RESOLUTION.

THIS IS FOR SIGNATORY AUTHORITY FOR A QUIT CLAIM OF A PORTION OF

[7b. 116-21 Resolution - Signatory Authority - Quitclaim of Portions of Water Utility Easements - T-Mobile Call Center - Varina District. ]

A WATER UTILITY EASEMENT FOR THE T-MOBILE CALL CENTER IN THE VARINA DISTRICT. MR. YOB?

>> GOOD EVENING, MR. CHAIRMAN AND MEMBERS OF THE BOARD, LADIES AND GENTLEMEN. THIS BOARD PAPER WOULD AUTHORIZE THE CHAIRMAN TO EXECUTE A QUIT CLAIM DEED RELEASING THE COUNTY'S INTEREST IN UNNEEDED PORTIONS OF A WATER UTILITY EASEMENT ACROSS THE PROPERTY OF THE T-MOBILE CALL CENTER AT THE WHITE OAK VILLAGE. THE OWNER OF THE PROPERTY AC RICHMOND LLC REQUESTED THIS ACTION.

THERE ARE NO COUNTY FACILITIES WITHIN THE EASEMENT AREA.

AND THE COUNTY DOES NOT NEED THIS EASEMENT FOR FUTURE WATER NEEDS. THEREFORE, IT CAN BE QUIT CLAIMED, REPLACEMENT EASEMS HAVE ALREADY BEEN DEDICATED TO THE COUNTY. THIS ACTION HAS BEEN REVIEWED BY THE DEPARTMENTS OF PUBLIC UTILITIES, PLANNING AND REAL PROPER AND ALL RECOMMENDED THIS BOARD PAPER.

THE COUNTY MANAGER CONCURS AND I'M HAPPY TO ANSWER QUESTIONS

YOU HAVE. >> DANIEL SCHMITT: ANY QUESTIONS FOR STEVE? SEEING NONE, ANYONE IN THE ROOM THAT WISHES TO SPEAK TO THE CASE?

ANYONE ON WEBEX? >> DANIEL SCHMITT: NO ONE ON

WEBEX. >> DANIEL SCHMITT: SEEING NONE.

MR. NELSON? >> TYRONE NELSON: SO MOVE.

RESOLUTION 116-21. >> THOMAS BRANIN: SECOND.

>> DANIEL SCHMITT: THOSE IN FAVOR SAY AYE.

OPPOSED? RESOLUTION CARRIES.

THANK YOU. MR. MANAGER?

>> NEXT WE MOVE INTO PUBLIC COMMENT.

I DO NOT HAVE ANYONE THAT IS SIGNED UP TO ADDRESS THE BOARD OF SUPERVISORS THIS EVENING. IS THERE ANYONE ON WEBEX THAT

[8. PUBLIC COMMENTS ]

WISHES TO DO SO? >> NO, SIR.

I HAVE NO ONE SIGNED UP TONIGHT. >> ANYONE PRESENT IN THIS ROOM THAT WISHES TO ADDRESS THE BOARD OF SUPERVISORS? MR. CHAIRMAN, SEEING NO ONE, WITH YOUR PERMISSION, WE WOULD MOVE INTO THE GENERAL AGENDA. WE HAVE A NUMBER OF ITEMS FOR THE BOARD THIS EVENING. 117-21 IS A RESOLUTION THAT WOULD ADOPT THE 2021 HENRICO COUNTY EMERGENCY OPERATIONS PLAN

[9. GENERAL AGENDA ]

[9a. 117-21 Resolution - Adopting the 2021 Henrico County Emergency Operations Plan. ]

THAT WAS A LETTER SENT TO YOU LAST WEEK ON THIS.

AND MR. ROLLY IS GOING TO COVER THIS TOPIC FOR YOU THIS EVENING.

ROB? >> THANK YOU.

MR. CHAIR AND MEMBERS OF THE BOARD, THIS RESOLUTION WOULD ADOPT THE 2021 ADDITION OF THE HENRICO COUNTY EMERGENCY OPERATIONS PLAN AS THE BASIC PLAN FOR COUNTY EMERGENCY OPERATIONS. STATE LAW REQUIRES THAT THE PLAN BE REVIEWED EVERY FOUR YEARS. REVISED AS NECESSARY TO KEEP IT CURRENT AND THEN ADOPTED BY THE GOVERNING BODY.

AGAIN, I'LL BE GLAD TO ANSWER ANY QUESTIONS AT THIS TIME.

>> DANIEL SCHMITT: THANK YOU. ANY QUESTIONS FOR ROB?

>> PATRICIA O'BANNON: DID ANYTHING CHANGE FROM THE LAST

TIME? >> YES, MA'AM.

SOME OF THE HIGHLIGHTS WOULD BE SOME CHANGES FOR MORE FLEXIBILITY IN HOW THEY CAN ORGANIZE COUNTY RESPONSES AND THEN WE ALSO FELT IT WAS IMPORTANT TO PUT VERBIAGE IN THERE TO SUPPORT STUFF WE ALREADY DO IN CONSIDERING VULNERABLE POPULATIONS DURING EMERGENCY RESPONSES.

>> PATRICIA O'BANNON: THANK YOU. >> YES, MA'AM.

>> DANIEL SCHMITT: ANY OTHER QUESTIONS? ROB, I HAD A CHANCE TO READ THROUGH IT.

I'M GLAD YOU FOUND ALL THE TIME TO DO THAT BETWEEN GIVING SHOTS AND ALL THE OTHER THINGS OUT THERE.

I'LL ACCEPT A MOTION TO APPROVE THE RESOLUTION.

>> PATRICIA O'BANNON: MOVE THE RESOLUTION.

>> THOMAS BRANIN: SECOND. >> DANIEL SCHMITT: THOSE IN FAVOR SAY AYE. OPPOSED? RESOLUTION CARRIES. THANK YOU, ROB.

>> MR. CHAIRMAN, NEXT IS AGENDA ITEM 118-21.

THIS IS A RESOLUTION FOR APPROVAL OF BON SECOURS MERCY HEALTH, IN OTHER WORDS, CRITICAL CARE TRANSPORT TO OPERATE A MEDICAL TRANSPORT SERVICE IN OUR COUNTY.

[9b. 118-21 Resolution - Approval of Bon Secours Mercy Health, Inc. d/b/a Bon Secours Critical Care Transport to Operate a Medical Transport Service in Henrico County. ]

CHIEF? >> THANK YOU, MR. CHAIRMAN AND MEMBERS OF THE BOARD. BON SECOURS DOING BUSINESS AS BON SECOURS CRITICAL CARE TRANSPORT IS A PRIVATE AMBULANCE COMPANY WITH AN OFFICE IN HENRICO IN THE BROOKLAND DISTRICT AT 5801BREMO ROAD. IT SEEMS TO OBTAIN AN EMS AGENCY LICENSE FROM THE VIRGINIA DEPARTMENT OF HEALTH.

STATE REGULATIONS REQUIRE EMS AGENCIES INCLUDING PRIVATE AMBULANCE COMPANIES TO OBTAIN APPROVAL FROM THE LOCAL GOVERNING BODY IN ORDER TO OBTAIN EMS AGENCY LICENSE.

THE BOARD PAPER CONFERS WITH THAT APPROVAL.

BON SECOURS ASSURED THE DIVISION OF FIRE THAT IT WILL NOT RESPOND TO 911 EMERGENCY CALLS UNLESS REQUESTS TO DO SO BY THE KOUVEN.

AND THE COUNTY MANAGER CONCURS.- >> DANIEL SCHMITT: THANKS, CHIEF. ANY QUESTIONS FOR CHIEF?

>> THOMAS BRANIN: HOW MANY AMBULANCES WILL THEY OPERATE?

>> IT'S MY -- THIS IS FOR THEIR AGENCY LICENSE TO START WITH ONE

[00:30:03]

AND GROW AS THEY SEE FIT. >> THOMAS BRANIN: WHAT ARE THEY

LOOKING TO HAVE? >>I HAVE THE APPLICANT HERE IF

YOU'D LIKE TO SPEAK WITH THEM. >> THOMAS BRANIN: NOT NECESSARY.

>> DANIEL SCHMITT: ANY OTHER QUESTIONS FOR THE CHIEF?

SEEING NO MORE. >> THOMAS BRANIN: MOVE THE

RESOLUTION. >> PATRICIA O'BANNON: SECOND.

>> DANIEL SCHMITT: THOSE IN FAVOR? OPPOSED? RESOLUTION CARRIES.

MR. MANAGER? >> NEXT IS 119 NARP -- 119-21 REQUESTING A DETERMINATION REQUIREED FOR THE VIRGINIA

[9c. 119-21 Resolution - Determination Required for Virginia Housing Financing of Woodman Road Apartments - Brookland District. ]

HOUSING FINANCING OF THE WOODMAN ROAD APARTMENTS LOCATED IN THE BROOKLAND DISTRICT. ERIC?

>> THANK YOU, MR. MANAGER. GOOD EVENING, AGAIN, MEMBERS OF THE BOARD. THIS BOARD PAPER WOULD MAKE TWO DETERMINATIONS REQUIRED BY STATE LAW FOR VIRGINIA HOUSING KNOWN AS VHDA TO PROVIDE FINANCING OF A PROPOSED APARTMENT COMPLEX OF UP TO 350 UNITESE AT THE FORMER LAUREL PARK SHOPPER CENTER AND THE PROPOSED DEVELOPMENT WOULD INCREASE THE AVAILABILITY OF AFFORDABLE HOUSING BECAUSE THE VIRGINIA HOUSING FINANCING WOULD REQUIRE THE APPLICANT TO LEASE AT LEAST 20% OF THE UNITS WITH PEOPLE EARNING NO MORE THAN 80% OF THE COUNTY'S MEDIAN INCOME.

FOR VIRGINIA HOUSING FINANCING TO BE AVAILABLE, THE BOARD OF SUPERVISORS MUST MAKE CERTAIN DETERMINATIONS BY RESOLUTION.

THIS BOARD PAPER WOULD DETERMINE THAT ECONOMIC DEVELOPMENT OF THE AREA WILL BENEFIT THE COUNTY BUT THE AREA NEEDS ADDITIONAL HOUSING TO INDUCE THESE. THE HOUSING WOULD BE PROVIDED ON THIS PARTICULAR SITE. WITH THAT, THE DIRECTOR OF COMMUNITY REVITALIZATION RECOMMENDS APPROVAL AND COUNTY MANAGER CONCURS. I'M HAPPY TO ANSWER QUESTIONS

YOU MAY HAVE. >> DANIEL SCHMITT: ANY QUESTIONS FOR ERIC? THIS IS A CONTINUATION OF THE WORK WE'RE TRYING TO GET DONE THERE, RIGHT?

THIS IS PART OF THE PLAN. >> ABSOLUTELY.

>> DANIEL SCHMITT: IT CERTAINLY IS NEEDED.

I CONCUR WITH THAT. I'LL ACCEPT A MOTION.

>> PATRICIA O'BANNON: MOVE. >> THOMAS BRANIN: SECOND.

>> DANIEL SCHMITT: THOSE IN FAVOR SAY AYE.

OPPOSED? RESOLUTION CARRIES.

THANK YOU, SIR. MR. MANAGER?

>> NEXT IS AGENDA ITEM 120-21. THIS IS A RESOLUTION FOR APPROVAL OF CHARTER AMENDMENTS. MR. EMERSON WILL COVER THIS AND IT COMES ON BEHALF OF THE RICHMOND REGIONAL PLANNING DISTRICT COMMISSION. JOE?

[9d. 120-21 Resolution - Approval of Charter Amendments - Richmond Regional Planning District Commission. ]

>> THANK YOU, MR. MANAGER AND MR. CHAIRMAN AND MEMBERS OF THE BOARD. THIS BOARD PAPER WOULD APPROVE AND RATIFY DRAFT AMENDMENTS TO THE CHARTER OF THE RICHMOND REGIONAL PLANNING DISTRICT COMMISSION PREPARED BY THE STAFF OF PLAN RVA AT THE REQUEST OF SEVERAL MEMBER JURISDICTIONS INCLUDING HENRICO COUNTY. THE DRAFT AMENDMENTS WOULD ALLOW MEMBER JURISDICTIONS TO PERMIT APPOINTED GOVERNING BODY MEMBERS TO REPRESENT MORE THAN ONE GOVERNING BODY SEAT, ALLOW EACH A MEMBER JURISDICTION TO APPOINT ONE MEMBER OF THE GOVERNING BODY TO SERVE AS THE ALTERNATE TO ONE OTHER MEMBER OF THE GOVERNING BODY AND PROVIDE THE TERM OF RRPDC MEMBERS SHALL BE DETERMINED BY EACH GOVERNING BODY.

THE DIRECTOR OF PLANNING RECOMMENDS APPROVAL OF THE BOARD PAPER AND COUNTY MANAGER CO CONCURS.

IF YOU HAVE QUESTIONS I'M HAPPY TO TRY AND ANSWER THEM.

>> DANIEL SCHMITT: ANY QUESTIONS FOR MR. EMERSON? APPRECIATE THE EFFORT ON THIS. I KNOW IT'S BEEN A PROCESS.

THIS IS GOOD STUFF, I THINK. FOR ALL OF US.

THANK YOU. ANYTHING ELSE?

>> PATRICIA O'BANNON: I THINK THE WORD PROCESS IS NOT STRONG

ENOUGH, BUT THAT IS WHAT IT IS. >> FRANK THORNTON: MOVE.

>> PATRICIA O'BANNON: SECOND. >> DANIEL SCHMITT: RESOLUTION CARRIES. THANKS, JOE.

>> NEXT IS 121-21. THIS IS A RESOLUTION FOR AWARD OF CONTRACT FOR THE DOREY PARK BASEBALL FIELD IMPROVEMENT PROJECT WHICH IS LOCATED IN THE VARINA MAGISTERIAL DISTRICT.

MR. LUTHER? >> THANK YOU.

[9e. 121-21 Resolution - Award of Contract - Dorey Park Baseball Field Improvements - Varina District. ]

AS THE MANAGER INDICATED THIS IS AN AWARD OF CONTRACT, RESOLUTION FOR CONSIDERATION OF AWARD OF CONTRACT TO ALLOW US TO CONTINUE OUR EFFORTS TO COMPLETE CAPITAL PROJECTS FROM THE 2016 BOND REFERENDUM. THE COMPLETE RENOVATION IN DOREY PARK TO TRANSFORM THE FIELD INTO A STADIUM FIELD.

WE HAD STRONG BID PARTICIPATION OVER 6500 CONTACTS INCLUDING OVER 1100 CERTIFIED SWAM VENDORS.

THE LOW BID IS ALSO AN SWAM CERTIFIED VENDOR.

THE LOW BID FROM THIS INVITATION BID IS KENBRIDGE IN THE AMOUNT OF 3109,000 DOLLARS. THIS IS ACTUALLY WELL BELOW OUR PRE-BID ESTIMATE, ENGINEER'S ESTIMATE OF $3.65 MILLION.

[00:35:03]

THIS PROJECT WILL AGAIN TAKE FIELD 5 AND COMPLETELY REDO THE FIELD. NEW IRRIGATION.

ALL NEW LED ATHLETIC LIGHTING. STADIUM SEATING.

DUGOUTS. FULL COLOR SCORE BOARD AND MESSAGE DISPLAY. AGAIN, TURNING EXISTING DORY 5 INTO REALLY A STATE OF THE ART COMPETITION AND TOURNAMENT DESTNITION AND WILL OBVIOUSLY CONTINUE TO BE THE HOME OF

VARINA YOUTH SPORTS. >> TYRONE NELSON: NO QUESTIONS PERTAINING TO THE AWARD OF CONTRACT.

JUST WANT TO MAKE SURE THAT, YOU KNOW, IT'S ACCESSED PUBLICLY BECAUSE WE HAVE BEEN GETTING PUSH BACK ABOUT OUR DESIRE TO LOOK AT THE OTHER BASEBALL FIELDS AND COMPLEXES IN THE AREA THAT WE ARE PUTTING TOGETHER A PLAN TO LOOK AT THE JB FINLEY

AND OTHER LITTLE LEAGUES. >> WE'RE WORKING UP A MENU OF IMPROVEMENT OPTIONS OF BOTH OF THOSE ASSOCIATIONS HOME

LOCATIONS. >> TYRONE NELSON: AND THAT THESE ARE THE -- THESE OTHER ASSOCIATIONS, IF SO DESIRED,

ALSO HAVE ACCESS TO DOREY PARK. >> ABSOLUTELY.

ALL OF OUR FIELDS ARE AVAILABLE TO REALLY ANY GROUP THAT WANTS TO TAKE ADVANTAGE OF GETTING ON THE SCHEDULE TO USE THEM.

>> TYRONE NELSON: ALL RIGHT. FINAL QUESTION.

SCHOOL FIELDS. FAIRFUL MIDDLE SCHOOL IN PARTICULAR. WHOSE RESPONSIBILITY IS THE UPKEEP OF FIELDS AT SCHOOLS? IS THAT A SCHOOL RESPONSIBILITY?

OR WHAT? >> IT IS A SCHOOL RESPONSIBILITY. UNLESS WE HAVE AN AGREEMENT THAT IF WE SCHEDULE A FIELD DURING THAT TIME WHEN THE FIELD IS SCHEDULED WE'LL PROVIDE MAINTENANCE.

IT VARIES. EVERY LOCATION, WE DON'T DO ANYTHING AT FAIRFIELD MIDDLE. WE DON'T USE THAT AS ANY ORGANIZED SPORTS LOCATION FOR US.

THE OTHER EXTREME IS THE HIGH SCHOOL ATHLETIC TURF FIELDS COMPLETED WITHIN THE OVAL, WE TAKE FULL RESPONSIBILITY FOR SCHEDULING AND MAINTENANCE ON THOSE FIELDS.

>> TYRONE NELSON: ALL RIGHT. SO CAN YOU JUST PASS A NOTE ALONG BECAUSE I'VE BEEN -- I'VE GOTTEN TWO DIFFERENT INQUIRIES ABOUT WHETHER OR NOT WE CAN DO SOMETHING WITH FAIRFIELD MIDDLE

SCHOOL FIELD. >> YES, SIR.

>> TYRONE NELSON: I KNOW IN THE PAST I HAVE GOTTEN QUESTIONS ABOUT LIGHTING THERE. NOW IT'S JUST THE OVERALL LOOK OF THE FIELD. SO.

ALL RIGHT. >> DANIEL SCHMITT: IT'S LIKE YOU WERE ON CUE TODAY AND OUR VICE CHAIR MEETING WITH THE SCHOOL BOARD, THAT CONVERSATION CAME UP.

I'M HAVING THE SAME CONVERSATIONS WITH CONDITIONS OF THE FIELD AND ASKED THE MANAGER AND DR. CASHWELL.

>> TYRONE NELSON: WE DIDN'T PLAN IT.

>> DANIEL SCHMITT: WE DIDN'T. JUST THREE HOURS AND 31 MINUTES AGO I ASKED THE MANAGER AND DR. CASHWELL TO COME UP WITH A FINANCE ANALYSIS OF HOW WE'RE DOING BUSINESS AND MAYBE IF THERE ARE EFFICIENCIES THAT CAN BE DONE.

WE HAVE EXPERTS THAT WORK FOR MR. LUTHER AND WE'LL WORK ON

THAT. >> TYRONE NELSON: THAT'S

AMAZING. >> DANIEL SCHMITT: MORE TO COME.

>> THOMAS BRANIN: CAN I CHIME IN ON THIS? I AS A MATTER OF FACT SPOKE TO THE NEW AD OF FREEMAN HIGH SCHOOL AND HAD THE SAME CONVERSATION ABOUT GENERAL GOVERNMENT PAYING FOR RENOVATION OF THE SCHOOL FIELDS.

AND THEM DOING NOTHING TO MAINTAIN THEM.

HE SAID I'LL MAKE SURE WE DON'T LET THEM HAPPEN.

SAME TOPIC. >> DANIEL SCHMITT: MORE TO COME.

>> TYRONE NELSON: I CAN MAKE A MOTION.

>> DANIEL SCHMITT: NO QUESTION BUT CERTAINLY WELL PLACED IMPROVEMENT TO THIS FIELD. FANTASTIC FOR THE REGION.

>> TYRONE NELSON: IT IS -- YEAH. PEOPLE ARE REALLY EXCITED ABOUT THIS NEW COMPLEX AND BEING ABLE TO TOUT THE BASKETBALL -- I MEAN, BASEBALL IN EAST HENRICO AND HAVE A COMPLEX OF THEIR OWN.

VERY EXCITED. MAKE A MOTION TO ACCEPT

RESOLUTION 121-21. >> THOMAS BRANIN: SECOND.

>> DANIEL SCHMITT: THOSE IN FAVOR SAY AYE.

OPPOSED? RESOLUTION CARRIES.

MR. MANAGER? >> MR. CHAIRMAN AND MEMBERS OF

THE BOARD -- >> THOMAS BRANIN: IF I MAY, MR. LUTHER, I WANT TO THANK YOU PUBLICLY IF I MAY.

MR. LUTHER WORKED WITH ME TO PUT -- AND YOU GUYS ARE GOING TO THINK THIS IS CRAZY, NEW BADMINTON FIELDS IN TWIN HICKORY

[00:40:02]

PARK SUNDAY. THERE WERE PEOPLE WAITING TO PLAY. SO THANK YOU.

>> TYRONE NELSON: SINCE WE'RE SHOUTING OUT MR. LUTHER -- HE IS PROFESSIONAL AND WORKS HARD AND DOESN'T GET RATTLED EVEN WHEN WE'RE RATTLED ABOUT THE THINGS THAT PEOPLE COMPLAIN ABOUT OR FRUSTRATED ABOUT OR HAVE QUESTIONS SO I WANT TO SAY THANK YOU. I KNOW I'VE BEEN CALLING YOU A LOT ABOUT THIS PIECE AND YOU NEVER MADE ME FEEL I WAS

BOTHERING YOU. >> APPRECIATE IT.

>> THE NEXT THREE ITEMS INVOLVE THE RICHMOND HENRICO TURNPIKE PROJECT. THIS WAS A VOTER-APPROVED BOND PROJECT IF YOU RECALL. ALL THREE ARE FOR ACQUISITION OF EASEMENTS AND RIGHT-OF-WAY. THEY'RE AGENDA ITEMS 122-21,

123-21, AND 124-21. >> THANK YOU, MR. MANAGER AND
