AND THE GROUP FROM MOTOROLA. SO THIS IS FOR THE BOARD.
IT'S FOR THE FOLKS THAT ARE IN ATTENDANCE AND IT'S FOR THE CITIZENS THAT ARE WATCHING THIS EVENING.
T T TODD, WORKING ALONGSIDE OUR RADIO PROJECT TEAM AND REPRESENTATIVES FROM MOTOROLA SOLUTIONS RECENTLY DEVISED A CREATIVE AND PRACTICAL METHOD TO ACCELERATE THE CRITICAL TESTING PHASE OF THE NEW RADIO SYSTEM. A SIGNIFICANT COST TO OUR COUNTY. I WANTED TO TAKE A MOMENT TO SHARE THE SUCCESS STORY WITH YOU AND IT GOES LIKE THIS.
IN 2007, OUR COUNTY LED AN EFFORT ON BEHALF OF THE REGION TO CREATE A NEW HIGH TECH REGION-WIDE WIRELESS NETWORK TO LINK VARIOUS EOCS OF EACH JURISDICTION IN THE REGION.
AS PART OF THAT PROJECT, WE RECEIVED A $3 MILLION FEDERAL GRANT TO BUILD WHAT WAS CALLED THE RICHMOND AREA MICROWAVE INOPERABILITY SYSTEM OR AN ACRONYM, RAMUS.
SINCE THE COMPLETION IN 2012, THIS NETWORK HAS BEEN USED FOR ECO COMMUNICATIONS, POLICE AVIATION, VIDEO TRANSPORT, NETWORK CONNECTIVITY TO JL EAST AND THE HENRICO POLICE FIRING RANGE AND SEVERAL OTHER PROJECTS THROUGHOUT THE REGION.
SO WORKING ALONGSIDE MOTOROLA ENGINEERS, TODD DEVISED A METHOD TO USE RAMU CYMRIC TO BEGIN TESTING THE NEW RADIO CORE COMPUTERS. THEY'RE CALLED RAMUS -- AM I PRONOUNCING IT RIGHT? 2007 WITH THIS NEW SYSTEM, AND USING THIS FIRST EVER INNOVATIVE APPROACH, THE TESTING OF THE NEW RADIO SYSTEM HARDWARE STARTED THIS MONTH.
KEEP IN MIND THE LONGER THIS PROJECT GOES THE MORE IT COSTS.
SO LAST WEEK, THE FIRST RADIO TRANSMISSION ON THE NEW SYSTEM WAS MADE. THIS MARKS AN IMPORTANT MILESTONE IN THE BUILDOUT OF THE NEW SYSTEM AND IT MEANS WE WERE ABLE TO BEGIN THE TESTING COMPONENT OF THE REGION-WIDE SYSTEM EARLIER THAN EXPECTED. THANK YOU ALL.
MR. CHAIRMAN AND MEMBERS OF THE BOARD, I KNOW YOU HEARD PERIODIC UPDATES ON THE SYSTEM. WE ACTUALLY HAD PERIODIC UPDATES AT REGIONAL MEETINGS AND IN PARTICULAR, SOME OF THE CHALLENGES THAT WE HAVE HAD BUT IT'S FOR THIS REASON I WANT TO SAY THANK YOU TO TODD, HIS TEAM AND OUR PARTNERS FOR -- FROM MOTOROLA FOR THIS INNOVATIVE AND SUCCESSFUL STEP FORWARD.

AS PART OF OUR COUNTY COMMITMENT TO THE COMMUNITY, MAGE AGENCIES ARE IN THIRD PARTY ASSESSMENTS AND THIS IS ONE OF THE MOST IMPORTANT WE HAVE. THE DIVISION OF FIRE PARTICIPATES IN TWO THIRD PARTY ASSESSMENT PROCESS.
PROCESSES. THE FIRST IS THROUGH THE COMMISSION ON FIRE ACCREDITATION.
AND THIS IS THE -- PUBLIC PROTECTION CLASSIFICATION THROUGH THE INSURANCE SERVICE OFFICE.
THE ISO RATING THAT YOU SEE ON THE SIDE OF OUR TRUCKS.
SO THE ACCREDITATION OR CLASSIFICATION FROM THESE PROCESSES LASTS FROM THREE TO FIVE YEARS AFTER WHICH WE MUST BE RE-EVALUATED. SO THE DIVISION OF FIRE'S LAST ACCREDITATION SITE VISIT WAS 2018 WITH A RE-ACCREDITATION PROCESS PLANNED FOR 2023. THE LAST ISO ASSESSMENT WHICH REPRESENTED THE FIRST TIME THE COUNTY RECEIVED A CLASS ONE RATING TOOK PLACE IN 2015. CHIEF IS OBVIOUSLY THE HIGHEST RATING WE CAN HAVE AS A LOCALITY IN THE NATION.
WHAT IT MEANS FOR OUR BUSINESSES AND OUR RESIDENTS IS SIGNIFICANT SAVINGS ON HOMEOWNERS INSURANCE AND OTHER INSURANCES.
I'M GOING TO STOP THERE, CHIEF, BECAUSE I KNOW YOU'VE GOT A COUPLE OTHER PARTNERS THAT MADE THIS POSSIBLE.
SO IF YOU WOULD, BRING THE FOLKS IN AND TELL THE BOARD AND

A FAVORABLE COMMUNITY ISO RATING CAN REALLY TRANSLATE INTO, AS YOU MENTIONED, MR. MANAGER, SIGNIFICANT INSURANCE SAVINGS FOR HOME OWNERS AND BUSINESSES. AS IT REALLY REPRESENTS AN OVERALL COMMUNITY INVESTMENT IN THE FIRE PROTECTION SYSTEM AS A WHOLE. THAT INCLUDES TRAINING PREVENTION, DISPATCH, RESPONSE AND WATER FLOW CAPACITY.
A FAVORABLE CLASSIFICATION IS COMMONLY ATTRIBUTED TO THE LOCAL FIRE DEPARTMENT. THE FIRE DEPARTMENT SCORE REPRESENTS ONLY ABOUT HALF OF THE POINTS REQUIRED TO GET AN ISO CLASS 1. THE DEPARTMENT OF PUBLIC UTILITIES AND BENTLY'S CREW, THE WATER DISTRIBUTION SYSTEM ACCOUNTS FOR 40% OF THAT SCORE AND HENRICO POLICE'S EMERGENCY COMMUNICATION CENTER ACCOUNTS FOR THE REMAINING 10%.
SO IT'S TRULY AN EVALUATION OF HOW THE COMMUNITY STAFF AND INFRASTRUCTURE WORK TOGETHER TO PROTECT HENRICO COUNTY AND ALL THREE AGENCIES, DPU, HPD AND THE DIVISION OF FIRE PLAY KEY ROLES.
SO WITH THAT SAID, MEMBERS OF THE BOARD, IT'S MY PLEASURE TO REPORT THE COMBINED SCORE FOR THE THREE CENTERS MET ISO'S RIGOROUS STANDARD AND RENEWED HENRICO COUNTY'S PUBLIC PROTECTION CLASSIFICATION OF ISO CLASS ONE.
THIS INDEPENDENT EVALUATION REVALIDATES HENRICO'S POSITION AS ONE OF ONLY 388 COMMUNITIES IN THE NATION.

WHAT A DAY AND, YOU KNOW, THE HISTORY OF BELMONT HAS WRITTEN ITSELF.I BELIEVE THAT THE PAGE THAT WAS TURNED MARKS THE SPOT FOR THE NEXT PIECE OF PROPERTY TO BE TOLD AS IT OPENS THE GAME OF GOLF TO FOLKS IN THE COMMUNITY AND VISITORS IN THE REGION. LIEUTENANT COLONEL FOSTER AS I'LL CALL HIM LEFT BEHIND WIFE -- SAYS HE WAS A HUSBAND, FATHER, GRANDFATHER AND FATHER-IN-LAW. I REMEMBER HIM OFTEN SAYING THE THREE MOST IMPORTANT THINGS IN LIFE ARE FRIENDS, FAMILY AND FAITH. AND THAT SHOWS THROUGH ON HIS -- IN HIS OBITUARY. HE HAD SONS AND A DAUGHTER AND HE LEFT BEHIND HIS WIFE, JACLYN, LIEUTENANT COLONEL FOSTER SERVED IN THE VIRGINIA NATIONAL GUARD. HE ATTENDED VCU AND GRADUATED WITH 110TH CLASS OF THE FBI NATIONAL ACADEMY IN 1977 AND HE RETIRED IN 1998 FROM THE HENRICO COUNTY DIVISION OF POLICE.
AFTER 32 YEARS OF SERVICE WITH THE RANK OF LIEUTENANT COLONEL AND WORKED FOR 12 YEARS AS THE CHIEF OPERATING OFFICER AND VICE PRESIDENT AT (INAUDIBLE) INCORPORATED.
THERE ARE A LOT OF ACCOLADES I COULD READ.
WHAT I WANTED TO REMEMBER HIM FOR WAS IN 2007, HENRICO COUNTY WAS THE HOST OF THE NATIONAL ASSOCIATION OF COUNTIES MEETING AND HE WAS ON A COMMITTEE WITH THREE PEOPLE AND I WAS ONE OF THOSE PEOPLE. THE OTHER WAS MICKEY KNIGHT.
WE WERE EXPECTED TO RAISE MONEY FOR THE NATIONAL ASSOCIATION OF COUNTIES FOR THE COST OF THE TRIP.
OR COST OF THE EVENT. PART OF THE COST OF THE EVENT.
HE ASSISTED -- CERTAINLY ASSISTED ME AND WE RAISED MORE THAN $25,000 WHICH MADE US LOOK REALLY GOOD.
EVEN IN RETIREMENT, HE CAME OUT OF RETIREMENT AND WORKED FOR THE COUNTY AND IMPROVED OUR IMAGE AND FOR THAT, I REALLY APPRECIATED HIS HELP. HE WAS ALSO THE EXECUTIVE DIRECTOR OF THE VIRGINIA POLICE CHIEF FOUNDATION AND A DEACON AND YOUTH TEACHER AND DID MANY OTHER THINGS.
I WANTED TO BE SURE WE REMEMBER HIM SPECIFICALLY FOR HIS 32 YEARS OF BEING IN THE DIVISION OF POLICE.
I THINK IT WOULD HAVE BEEN AN HONOR FOR ME TO HAVE HELD HIS HAND AND SAID GOOD-BYE. I FEEL SAD IN HIS PASSING.

DRUG COURT MONTH, MAY 2021. WHEREAS THIS YEAR MARKS THE 32ND ANNIVERSARY OF TREATMENT COURTS AND WHEREAS THERE ARE NEARLY 4,000 TREATMENT COURTS NATIONWIDE WHICH SERVED MORE THAN 1.5 MILLION INDIVIDUALS AND ARE THE CORNERSTONE OF JUSTICE

REFORM SWEEPING THE NATION AND ARE NOW ACKNOWLEDGED AS THE MOST SUCCESSFUL JUSTICE SYSTEM INTERVENTION IN THE NATION'S HISTORY. AND WHEREAS TREATMENT COURTS SAVE UP TO $27 FOR EVERY $1 INVESTED AND UP TO $6,000 FOR EVERY INDIVIDUAL THEY SERVE. WHEREAS THEY SIGNIFICANTLY INCREASE OUTCOMES AND REDUCE ADDICTION AND RELATED CRIME AND LESS EXPENSE THAN ANY OTHER CRIMINAL JUSTICE STRATEGY WHILE IMPROVING EDUCATION, EMPLOYMENT, HOUSING AND FINANCIAL STABILITY.PROMOTING FAMILY REUNIFICATION. REDUCING FOSTER CARE REPLACEMENT. AND INCREASING THE RATE OF ADDICTED MOTHERS DELIVERING BABIES WHO ARE FULLY DRUG FREE.
AND WHEREAS TREATMENT COURTS FACILITATE COMMUNITY-WIDE PARTNERSHIPS BY BRINGING TOGETHER PUBLIC SAFETY AND PUBLIC HEALTH PROFESSIONALS. AND WHEREAS TREATMENT COURTS DEMONSTRATE THAT WHEN ONE PERSON RISES OUT OF SUBSTANCE AB ABUSE -- OF SUBSTANCE USE AND CRIME, WE ALL RISE.
AND WHEREAS THEY ARE NOW RECOGNIZED AS THE MOST SUCCESSFUL JUSTICE SYSTEM INTERVENTION IN OUR NATION'S HISTORY. AND WHEREAS DURING MAY OF 2021, THE HEP COUNTY DRUG COURT WILL CELEBRATE THE PROGRAM'S 18TH ANNIVERSARY AND 252ND GRADUATE. AND WHEREAS THE HENRICO COUNTY DRUG COURT IS A COLLABORATIVE EFFORT OF THE 14TH JUDICIAL CIRCUIT, THE COMMONWEALTH ATTORNEY OFFICE, THE SHERIFF'S OFFICE, HENRICO AREA MENTAL HEALTH AND DEVELOPMENTAL SERVICES, THE POLICE DIVISION, THE COMMUNITY CORRECTIONS PROGRAM AND PROBATION AND PAROLE DISTRICT 32 OFFICE OF THE VIRGINIA DEPARTMENT OF CORRECTIONS.

WE HAVE OUR SHERIFF'S INVESTIGATOR MARGO THAT ALSO WORKS WITH US AND TWO COMMONWEALTH ATTORNEYS, RUSSELL HENDERSON AND KELLY STERNMAN AND THEN WE ALSO HAVE TWO DEFENSE ATTORNEYS, BOBBY GRAVES AND KEVIN PERNEL. I WANT TO ACKNOWLEDGE EVERYBODY THAT WORKS TOGETHER AND MAKES UP THE TEAM.

I THINK THAT IS GOING TO BE UNIQUE STATEWIDE, AND I SAID IT AT THE BUDGET PRESENTATION BUT I WANT THE PUBLIC TO KNOW THAT WITHOUT THE COUNTY HAVING THE FORESIGHT AND MAYBE SOME PRIDE TO FUND AN INDEPENDENT DRUG TESTING COMPANY THAT ACTUALLY BASED IN HENRICO OR STARTED IN HENRICO TO DO OUR DRUG TESTING, WE PROBABLY WOULDN'T HAVE HAD FOUR GRADUATIONS. ARCHED THE STATE WITH THE SHUT DOWNS BECAUSE OF COVID-19 AND DIDN'T DO DRUG SCREENS.MY FELLOW CIRCUIT COURT JUDGES WITH DRUG COURTS HAD NO DRUG SCREENS. SO YOU CAN IMAGINE IF SOMEONE IS IN DRUG COURT WITH AN ADDICTION PROBLEM AND KNOW THEY DON'T HAVE TO CALL IN EVERY DAY FOR A DRUG SCREEN, THERE WILL BE ISSUES AND PROBLEMS. FORTUNATELY WE DIDN'T HAVE THAT BECAUSE OUR COUNTY EMPLOYEES WERE NO LONGER DOING THE DRUG TESTING THANKS TO THE COUNTY FUNDING TO DO THE DRUG SCREEN.
SO THEY WERE AN INDEPENDENT COMPANY SO OUR DRUG SCREENS WENT ON EVERY DAY FOR SEVEN DAYS A WEEK THROUGHOUT COVID.
WE STILL HAD DRUG COURT EVERY FRIDAY.
SO WITHOUT THAT DRUG SCREENING, I DON'T THINK WE WOULD HAVE HAD THE SUPERVISION WE NEEDED OR THE SUCCESS.
IT WAS DUE TO THE COUNTY GOING THE EXTRA MILE AND HIRING -- LETTING US USE AN INDEPENDENT OUTSIDE COMPANY TO DO DRUG TESTS. WE DID HAVE FOUR GRADUATIONS DURING COVID. I THINK THAT WAS UNIQUE AND A BIG ACCOMPLISHMENT BUT IT'S ALSO INDICATIVE OF THE COUNTY BEING WILLING TO SERVE THE FOLKS IN NEED AND THAT WERE TRYING TO HELP. SO Y'ALL SHOULD BE COMMENDED FOR

THIS IS A RESOLUTION FOR AWARD OF CONTRACT.THIS IS FOR THE MAYFIELD AND CHICK PUNAHOMINY PROJECTS TRAVERSING THE BROOKLAND AND FAIRFIELD DISTRICTS.
>> THANK YOU. THIS BOARD PAPER AWARDS A CONTRACT TO CROWDER CONSTRUCTION COMPANY FOR THE MAYFIELD AND CHICKAHOMINY UPGRADES FOR $2,441,700.
THE PURPOSE OF THE PROJECT IS TO MAINTAIN THE RELIABILITY OF THE COUNTY SEWER SYSTEM. THE PROJECT WILL REPLACE THE EXISTING EQUIPMENT AT THE PUMP STATIONS INCLUDING WET WELL MIXERS, GRINDERS AND CONTROLS THAT DETERIORATED.
THE WORK WILL BEGIN JULY 2021 AND WILL BE COMPLETED BY OCTOBER 2023. FUNDING PROVIDED BY THE WATER AND SEWER REVENUE FUND. FIVE BIDS WERE RECEIVED MARCH 30, 2021. BASED UPON A REVIEW OF THE BIDS, CROWDER CONSTRUCTION COMPANY IS THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER. THIS BOARD PAPER AWARDS THE CONTRACT TO CROWDER CONSTRUCTION COMPANY AND GRANTS SIGNATORY AUTHORITY TO THE COUNTY MANAGER TO EXECUTE THE CONTRACT IN THE FORM APPROVED BY THE COUNTY ATTORNEY.
THE COUNTY MANAGER OR THE PURCHASING DIRECTOR AS DESIGNEE IS AUTHORIZED TO EXECUTE CHANGE ORDERS IN SCOPE OF THE PROJECT BUDGET NOT TO EXCEED 15% OF THE ORIGINAL CONTRACT AMOUNT.

IT DOES COLLECT ALL THE SEWAGE THAT -- WELL, COLLECTS ALL THE SEWAGE FROM A BASIN AND THEN MOVES IT TO THE EASTERN PART OF THE COUNTY WHERE IT CAN BE TREATED AT THE WASTE WATER TREATMENT.
