NOW OUR CHAIRMAN, MR. SCHMITT, WAS INSTRUMENTAL IN NOMINATING HER FOR HER SKILLS WITH THIS BODY.

IT'S EASY WHEN YOU FOLLOW AN INDIVIDUAL LIKE BARRY LAWRENCE WHO WHO SERVED FOR MANY YEARS AND I THINK KNEW EVERYONE AND EVERYTHING ABOUT HENRICO. SHE HAS BEEN ABLE TO DO SOME INCREDIBLE WORK. HER DETAILED WORK ALLOWS THIS BOARD TO FOCUS ON THE NEEDS OF CONSTITUENTS.

WOULD NOT BE POSSIBLE, HER KNOWLEDGE, TECHNOLOGICAL APTITUDE AND THE ABILITY TO BRING THE RIGHT PEOPLE WERE KEY IN LOWING OUR COUNTY, AND YOU'LL SEE SOME OF THE ACTIONS YOU'RE TAKING TONIGHT, OUR BOARD OF SUPERVISORS TO CONTINUE ENGAGING WITH OUR RESIDENTS SAFELY AFTER STAY AT HOME ORDERS WERE ISSUED BY THE GOVERNOR IN EARLY 2020. THIS IS SOMETHING THAT YOU'LL BE

WHEREAS RICHMOND RACEWAY HAS BEEN A FIXTURE OF AUTO RACING IN HENRICO COUNTY SINCE 1946 AND IS KNOWN AS AMERICA'S PREMIER SHORT TRACK. WHEREAS IN ADDITION TO OPERATING THE NASCAR CUP SERIES AND THE NASCAR XFINITY SERIES, THE RACEWAY HOSTS COMMUNITY EVENTS AND CONTRIBUTES TOWARD MANY CHARITABLE EFFORTS. THEREBY ENHANCING THE LOCAL ECONOMY AND THE QUALITY OF LIFE FOR RESIDENTS OF HENRICO COUNTY AND A GREATER RICHMOND REGION. AND WHEREAS BECAUSE OF THE GLOBAL COVID-19 PANDEMIC, THAT REACHED CRITICAL MASS IN MARCH 2020, GOVERNOR RALPH NORTHAM ISSUED EXECUTIVE ORDER NUMBER 55, THE STAY AT HOME ORDER. WHICH RESTRICTED THE RACEWAY'S TYPICAL OPERATIONS. AND WHEREAS LATE IN 2020, VACCINES BECAME AVAILABLE TO IMMUNIZE RESIDENTS AGAINST THE COVID-19 VIRUS AND THE HENRICO AND RICHMOND HEALTH DISTRICTS, HRHD, WERE SEEKING AN APPROPRIATE SITE TO HOST COMMUNITY COVID-19 VACCINATION EVENTS.

AND WHEREAS DENNIS BICKMEIER, PRESIDENT OF THE RACEWAY WAS INSTRUMENTAL IN OFFERING THE RACEWAY AS A COVID-19 VACCINATION LOCATION BEGINNING JANUARY 20, 2021.

AND WHEREAS CHRIS ALBERTA, IVAN LAWSON, MEGAN HAZARD AND LAUREN IVY HAD CRITICAL ROLES IN THE COORDINATION AND OPERATION OF THE VACCINATION EVENTS AT THE RACEWAY AND WHEREAS THE RACEWAY'S PARTNERSHIP WITH HRHD LED TO 69 MASS VACCINATION EVENTS AT THE RACEWAY FROM JANUARY 20, 2021, THROUGH MAY 27, 2021. AND WHEREAS THE RACEWAY'S MASS VACCINATION EVENTS RESULTED IN MORE THAN 165,000 VACCINATIONS WHICH MADE THE HRHD VACCINATION RATE ONE OF THE HIGHEST IN THE COMMONWEALTH OF VIRGINIA. NOW THEREFORE BE IT RESOLVED THAT THE BOARD OF SUPERVISORS OF HENRICO COUNTY, VIRGINIA, HEREBY COMMENDS DENNIS BICKMEIER AND THE RACEWAY STAFF FOR EXEMPLIFYING THE HENRICO WAY IN THEIR DEDICATED EFFORTS ON BEHALF OF THE RESIDENTS OF HENRICO COUNTY AND THE GREATER RICHMOND REGION AND IT BESTOWS UPON THEM ITS HIGHEST POSSIBLE HONOR. THE APPLICANT IS PREPARING TO LESSEN THE INTENSITY AND CONTINUE TOWNHOMES VERY SIMILAR TO WHAT SURROUNDS IT.

THE COMMERCIAL USES WOULD BE LOCATED WITHIN A STAND-ALONE BUILDING ADJACENT TO CHURCH ROAD.

THREE-STORY TOWNHOMES WOULD WRAP AND FACE THE PERIMETER OF THE SITE AND ALSO FACE SHIER WALK AND TRANSITION IN THE MIDDLE AND INTERIOR OF THE SITE TO FOUR-STORY TOWNHOME.

IN NO WAY AT ANY POINT ARE THEY INCREASING MORE THAN 81 UNITS SO THAT'S CAPPED.

SO STAFF WITH THE PROVISIONAL USE PERMIT INCLUDED 10 RECOMMENDED CONDITIONS IN THE PUP INCLUDING THE APPROVAL OF A PARKING PLAN AND LIMITATIONS ON COMMERCIAL USES, REGULATIONS ON OUTDOOR DINING AND REQUIREMENTS FOR SIDEWALK AND PEDESTRIAN LIGHTING. THE APPLICANT HAS HELD A COMMUNITY MEETING FOR THIS PROPOSAL ON APRIL 21 OF THIS YAR. WHICH APPROXIMATELY FIVE PEOPLE ATTENDED IN PERSON AND SIX ATTENDED VIRTUALLY AND ALL GENERALLY WERE SUPPORTED. THERE IS SOME OPPOSITION TO THIS CASE. FOUR RESIDENTS SPOKE AT THE PLANNING COMMISSION VOICING CONCERNS OF CUT-THROUGH TRAFFIC IN A SUBDIVISION ESPECIALLY IF A TRAFFIC LIGHT IS WARRANTED AT THE INTERSECTION OF JOHN ROLFE AND GLEN EAGLES DRIVE.

OTHER CONCERNS WERE POTENTIAL IMPACTS ON SCHOOLS.

IN TERMS OF TRAFFIC THERE WOULD BE SIGNIFICANTLY LESS TRAFFIC COMPARED TO THE 80,000 SQUARE FOOT SHOPPING CENTER CURRENTLY APPROVED FOR THE SITE TODAY. IT WOULD GENERATE APPROXIMATELY 4,000 TRIPS A DAY AND THIS IS APPROXIMATELY 820 TRIPS WHICH IS ABOUT AN 80% REDUCTION. THE ADJACENT ROADWAYS CAN ACCOMMODATE THE TRAFFIC GENERATED BY THE PROPOSAL.

IN TERMS OF SCHOOLS, THE PROPOSED DEVELOPMENT COULD CONTRIBUTE TO A SLIGHT OVERCROWDING AT GAYTON ELEMENTARY SCHOOL. THE POTENTIAL YIELD IS 11 STUDENTS THERE AND THEY'RE CURRENTLY AT 100.9% CAPACITY.

THE SLIGHT INCREASE IS NOT ABNORMAL WITH DEVELOPMENT AS WE GROW. AND STAFF WORKS WITH SCHOOLS OR SCHOOLS WORKS WITH PLANNING ZONES ON EVERY REZONING CASE AND ALSO PREPARING FOR A COMPREHENSIVE PLAN THINKING AHEAD FOR OUR INFRASTRUCTURE AND SERVICE NEEDS.

THE MIDDLE SCHOOL AND HIGH SCHOOL, POCAHONTAS AND (INAUDIBLE) CAN ANTICIPATE THE STUDENTS ANTICIPATED FROM THE DEVELOPMENT. THE 2026 COMPREHENSIVE PLAN RECOMMENDS COMMERCIAL CONCENTRATION ON THE SITE WHICH REALLY REFLECTS THE CURRENT ZONING WHICH OCCURRED IN 2016.

JUST TO NOTE BEFORE THIS WITH THE CHURCH PUMP STUDY IN 2006 IT WAS RECOMMENDED FOR RESIDENTIAL AND CHANGED IN ANTICIPATION OF COMMERCIAL DEMAND WITH THE IMPROVEMENTS OF JOHN ROLFE AND CHURCH ROAD. OVERALL THE SUBMITTED PROFFERS WOULD INSURE A COMPATIBLE DEVELOPMENT WITH THE STREET SCAPE, AMENITIES AND A MORE WALKABLE COMMUNITY AND BE LESS INTENSIVE AND LESS IMPACTS ON TRAFFIC.

FOR THESE REASONS STAFF SUPPORTS THE REQUESTS SUBJECT TO THE PROFFERS IN THE STAFF REPORT AND PLANNING COMMISSION RECOMMENDS APPROVAL AT THE MAY 13 MEETING. THIS CONCLUDES MY PRESENTATION.

WE ASKED OR SUGGESTED THAT OWNER OCCUPIED RESIDENCES WOULD BE MORE IN KEEPING WITH THE SURROUNDING COMMUNITIES.

THEY CHANGED THEIR PROPOSAL FROM APARTMENTS TO TOWNHOUSES.

WE WORRIED THAT 225 FAMILIES IN THE AREA WOULD PUT A SEVERE HARDSHIP OR STRAIN ON THE SCHOOL SY SYSTEM AND INCREASE TRAFFIC. BY REDUCING THE NUMBER OF UNITS TO 81, BY CHANGING THE CONFIGURATION OF THE UNITS ORIENTED MORE TOWARDS YOUNG PROFESSIONALS AND SENIORS, WE THINK THEY LISTENED AND ACCOMPLISHED BOTH THE REDUCING THE STRAIN ON THE SCHOOL SYSTEM AND REDUCING THE POSSIBLE TRAFFIC THAT THE PROJECT WOULD BRING TO THE LOCALITY.

FINALLY, WE SAID AESTHETICALLY, THE PRIOR PROPOSAL FOR THE FOUR-STORY APARTMENT BUILDING WOULD CREATE AESTHETICALLY A TUNNEL EFFECT DOWN JOHN ROLFE PARKWAY.

AGAIN, REBKEE LISTENED. THEIR NEW PROPOSAL SUGGESTS THREE STORY UNITS IN THE PERIMETER OF THEIR DEVELOPMENT WITH SOME FOUR-STORY UNITS ON THE INTERIOR.

THESE OF COURSE COVERED AT THE ANNUAL RETREAT.

NUMBER OF WORK SESSIONS. I BELIEVE IT'S BEEN AMENDED 300 TIMES? WITH THAT, MR. BLANKENSHIP.

>> THIS IS AN EXTENSION OF THE APPROVAL OF THE COMPREHENSIVE PLAN. ONE OF THE ACTION ITEMS WAS THE ZONING ORDINANCE AND SUBDIVISION ORDINANCES SHOULD BE REVIEWED FOR CONSISTENCY WITH THE NEW PLAN.

WE HAD OUR CONSULTANT PREPARE AN ASSESSMENT AND IDENTIFY STRENGTHS AND WEAKNESSES OF THE CURRENT CODES AND AREAS WHERE THEY COULD BE IMPROVED. THE PROCESS HAS BEEN DRIVEN BY SEVEN KEY THEMES. THE FIRST OF COURSE IS TO IMPLEMENT THE VISION 2026 PLAN. EVERYTHING WE DO IN ZONING AND SUBDIVISION IS AN ATTEMPT TO IMPLEMENT OUR PLAN.

TO ALLOW FOR GREATER FLEXIBILITY IN THE ECONOMIC DEVELOPMENT ARENA. TO MAKE REGULATIONS EASIER TO READ AND UNDERSTAND AND MAKE THE DEVELOPMENT PROCESS EASIER TO NAVIGATE AND UNDERSTAND. TO UPDATE THE DISTRICTS AND USES. THEY ARE ABOUT 60 YEARS OLD AND MORE. TO UPDATE THE DEVELOPMENT STANDARDS. AND ALSO TO PROMOTE SUSTAINABLE DEVELOPMENT WHERE APPROPRIATE. TO BEGIN WITH WHAT'S NOT CHANGING, MOST OF THE ZONING DISTRICTS WILL REMAIN AND THEY'LL REMAIN IN THE SAME PLACES.

THEY'LL HAVE THE SAME NAMES AND DESIGNATIONS THAT THEY HAVE NOW.

MOST OF THE EXISTING OVERLAY DISTRICTS WILL REMAIN IN PLACE.

THEY'LL BE IN THE SAME PLACES. THIS IS NOT A COMPREHENSIVE REZONING OF THE COUNTY. WE'RE NOT MAKING WHOLESALE CHANGES. ONLY TWO SMALL CHANGES TO THE ZONING MAP. MANY OF THE REGULATIONS WILL REMAIN THE SAME. MANY OF THE LISTED USES WILL REMAIN THE SAME. SO THE USES THAT PEOPLE HAVE ARE NOT BEING TAKEN AWAY. THEY'RE NOT BEING DISRUPTED.

NO NEED TO BE CONCERNED ABOUT CREATING A LOT OF NON-CONFORMING USES. WE ARE DOING SOME CHANGES TO BRING THINGS TO CURRENT TRENDS AND TO MEET THE CURRENT MARKET REQUIREMENTS. BACK AROUND 20 YEARS AAGO, THE BOARD MADE THE DECISION NOT TO ALLOW ANY FURTHER REZONINGS TO THE R-3A, R' 4 AND R-4A. THE ECONOMY CHANGED QUITE A BIT IN 20 YEARS. RE BELIEVE IT'S TIME TO BRING THE DISTRICTS BACK INTO PLAY. ALSO THE R-5A DISTRICT WAS AMENDED SOME YEARS AGO TO ONLY ALLOW DETACHED DWELLINGS ON LOT LINES. WE'RE RECOMMENDING THAT WE RETURN TO THE ORIGINAL DESIGN OF THE R-5A DISTRICT.

ALSO AS I MENTIONED, MOST OF THE DISTRICTS ARE NOT CHANGING.

WE ARE DELETING SEVERAL. THE RFP RESIDENTIAL HOME DISTRICT, THE PFP PLANNED INDUSTRIAL DISTRICT AND I-1 INSTITUTIONAL DISTRICT ARE ALL DISTRICTS CREATED BEFORE PROFFERS WERE ALLOWED UNDER VIRGINIA LAW AND THE GOALS AND OBJECTIVES OF THOSE DISTRICTS ARE NOW ACCOMPLISHED THROUGH PROFFERED REZONING AND NO LONGER NECESSARY.

WE'RE ALSO CONSOLIDATING THE OS AND OS-2 DISTRICTS BECAUSE THE TWO WERE JUST SOMEWHAT REDUNDANT NOW.

WE'RE INTRODUCING INNOVATIVE CREATIVE SOLUTIONS AMONG THOSE DISTRICTS USED ACROSS THE COUNTRY AND VIRGINIA FOR SOME

YEARS NOW. OUR URBAN MIXED USE DISTRICT FUNCTIONS SIMILARLY TO A PLANNED DEVELOPMENT DISTRICT.

THIS WOULD CREATE FOUR NEW PLANNED DEVELOPMENT DISTRICTS EACH WITH A DIFFERENT CHARACTER AND FOCUS.

INTENDED FOR DIFFERENT PROJECTS. WE'RE ALSO RECOMMENDING NEW OVERLAY DISTRICTS. THE ROUTE 5 CORRIDOR OVERLAY IS THE CORRIDOR STUDY UNDERWAY FOR SEVERAL YEARS.

THE GLEN ALLEN OVERLAY DISTRICT IS SIMILARLY AN OUTGROWTH OF THE SMALL AREA STUDY, THE COMPREHENSIVE PLAN DRIVING WHAT WE DO IN ZONING AND WE'RE ALSO INTRODUCING ALTERNATIVE OVERLAY DISTRICTS FOR FIVE SPECIFIC YEARS WHERE WE FEEL THERE IS THE OPPORTUNITY AND POTENTIAL FOR GREATER INVESTMENT AND GREATER INTENSITY OF USE THAN WHAT'S THERE NOW.

THE FORM-BASED ALTERNATIVE DOES NOT TAKE ANY OF THE UNDERLYING REZONING AWAY. ANY DEVELOPER WHO WANTS TO CONTINUE WHAT THEY HAVE BEEN DOING CAN DO THAT.

ALLOWS AN ALTERNATIVE MEANS OF DEVELOPING PROPERTY THAT'S MORE INNOVATIVE AND CREATIVE AND ALLOWS FOR MIXING OF USES AND MORE MODERN DESIGNS. AMONG MAJOR CHANGES TO THE USES, THERE ARE A LOT OF SMALL CHANGES.

IN THE AGRICULTURAL DISTRICTS WE ARE ENCOURAGING SMALL SCALE AGR AGRICULTURE AND THE SINGLE FAMILY RESIDENTIAL DISTRICTS. WE'D ALLOW BACKYARD HENS AND BEE KEEPING AND ACCESSORY APARTMENTS BY CONDITIONAL USE PERMITS THROUGH THE BOARD OF ZONING APPEALS REVIEWED ON A CASE-BY-CASE BASIS. WE CREATED REGULATIONS TO ALLOW FOR THAT. THE OFFICE DISTRICTS ARE BECOMING MORE FLEXIBLE ALLOWING RESTAURANTS AND SUPPORTING RETAIL USES. COMMERCIAL INDUSTRIAL DISTRICTS ARE MADE MORE FLEXIBLE AS A WAY OF CONTINUING TO PROMOTE ECONOMIC DEVELOPMENT. MAJOR CHANGES TO THE DEVELOPMENT STANDARDS. OUR PARKING STANDARDS ARE SOMEWHAT OUT OF DATE. OUR CONSULTANT ADVISED US THE STANDARDS ARE HIGHER THAN THEY SHOULD BE WHICH DOESN'T SOUND LIKE A PROBLEM BUT IT'S HARMFUL TO THE ENVIRONMENT TO CONTINUE TO COVER GREEN FIELDS WITH ASPHALT MORE THAN A NECESSARY.

WE NEED PARKING NECESSARY BUT NOT A GREAT DEAL MORE THAN IS NECESSARY. OPEN SPACE REQUIREMENTS WOULD BE CLARIFIED AND STANDARDIZED. SAME FOR EXTERIOR LIGHTING REQUIREMENTS AND WE'RE INTRODUCING NEIGHBORHOOD COMPATIBILITY STANDARDS AS WE SEE MORE DEVELOPMENT COMING IN ADJACENT TO ESTABLISHED RESIDENTIAL NEIGHBORHOODS.

WE WANTED TO PUT REGULATIONS IN PLACE TO PROTECT NEIGHBORHOODS AND MAKE SURE THERE IS A DIALOGUE BETWEEN THE NEW DEVELOPMENT AND EXISTING NEIGHBOR'S.

HAD ALL THAT IS FOCUSED ON THE ZONING ORDINANCE WHICH IS THE VAST MAJORITY OF THE WORK DONE. THIS IS AS YOU SAID ALSO A COMPLETE REVISION OF THE SUBDIVISION ORDINANCE WHICH IS OLDER THAN THE ZONING ORDINANCE WRITTEN IN 1955.

THE MAIN CHANGE THERE, THERE WERE A LOT OF CHANGES THROUGHOUT THE ORDINANCE BRINGING THINGS IN LINE.

THE MAIN CHANGES IS CREATING A PROCESS FOR MINOR SUBDIVISIONS SO THE COUNTY WILL HAVE A MORE STREAMLINED WAY TO REVIEW SMALL CHANGES. BOUNDARY LINE VACATIONS OR ADJUSTMENTS AND ADDITIONAL FLEXIBILITY AND ALSO THE SUBDIVISION ORDINANCE -- MINOR SUBDIVISIONS WOULD APPLY FOR THE FIRST SPLIT OF A PROPERTY SINCE 1987 WHICH IS PREVIOUSLY EXEMPT. THOSE ARE SOME OF THE MAJOR PROCESS CHANGES WE ARE RECOMMENDING IN THE ORDINANCE.

THIS HAS BEEN A THREE-YEAR PROCESS.

IT BEGAN WITH OUR CONSULTANTS HOLDING INTERVIEWS WITH EACH MEMBER OF THE BOARD AND PLANNING COMMISSION AND LANDSCAPE ARCHITECTS AND PEOPLE WHO WORK WITH THE CODES EVERY DAY.

BUILDERS AND DEVELOPERS. WE DID HAVE VOLUNTEER COMMITTEES WHO JUST PULLED THEMSELVES TOGETHER AND HAD MEETINGS AND CAME UP WITH IDEAS THEY WANTED TO SEE AND CALLED US AND ASKED TO MEET WITH US WHICH WAS VERY HELPFUL TO HAVE INPUT COMING TO US ORGANICALLY IN THAT MANNER. WE WERE PLEASED WITH THAT PART OF THE PROCESS. THE BOARD APPOINTED EXPERTS.

MANY OF WHOM HAVE YEARS OF EXPERIENCE WORKING IN HENRICO COUNTY TO KEEP CONSULTANTS GROUNDED AND MAKE SURE EVERYTHING PROPOSED IS SUITABLE FOR US HERE.

PLANNING COMMISSION HELD A SERIES OF EIGHT WORK SESSIONS LAST YEAR. TOTAL OF 12 HOURS OF GOING THROUGH THIS WITH A FINE TOOTH COMB AND MAKING A LOT OF

RECOMMENDSED CHANGES. THE COMITIALIS HELD A PUBLIC HEARING JANUARY 14 ON THE COMPLETE ORDINANCES, RECOMMENDED APPROVAL ON FEBRUARY 25, AND THEN HELD A FURTHER PUBLIC HEARING ON MAY 11 TO ADD A FEW ITEMS THAT HAD BEEN DEVELOPED SINCE THE PREVIOUS PUBLIC HEARING.

FINALLY, AS THE MANAGER MENTIONED, THE BOARD HELD A HALFDAY WORK SESSION TO GO THROUGH THIS IN GREAT DETAIL.

I KNOW YOU'RE ALL FAMILIAR AND TONIGHT IS THE PUBLIC HEARING WHICH WE HOPE WILL BE JUST ABOUT THE LAST STEP.

WE ARE CONCERNED ABOUT STORAGE AND/OR DISTRIBUTION AND THE PARKING FACILITIES THAT SUPPORTED THEM. AS EVIDENCE BY CAREFUL ATTENTION TO UPDATING THE ZONING AND SUBDIVISION ORDINANCES, THESE ARE LIVING DOCUMENTS WHICH MUST RESPOND AND BE MODIFIED TO NEW TRENDS, BUSINESS INDUSTRY AND LIFESTYLE.

THIS HAS PRODUCED A PROLIFERATION OF FACILITIES SUPPORTING THE SALES INCLUDING OVER 1 MILLION SQUARE FOOT DISTRIBUTION FULFILLMENT CENTERS, APPROXIMATELY 200,000 SQUARE FOOT LAST MILE HUBS WHICH BRING PURCHASED GOODS FROM POINTS OF MANUFACTURER OR INPUT TO THE LARGER CENTERS THEN TO THE HUBS FOR DISTRIBUTION TO THE END LINE USERS, THE CONSUMER.

AND THE PARKING FACILITIES THAT SUPPORT THE FULFILLMENT CENTERS AND HUBS. TO DATE, MOST OF THESE FACILITIES HAVE BEEN INCLUDED, BUILT, PERMITTED AND ALLOWED BY LOCALITIES BY ZONING ORDINANCE IN ACCORDANCE WITH THE USE TABLES AND APPLICABLE REGULATIONS FOR TRADITIONAL WAREHOUSING AND STANDARD PARKING DEFINITION.

THE PROBLEM IS THAT THESE NEW FACILITIES ARE NOT STANDARD WAREHOUSES NOR NORMAL PARKING FACILITIES.

THEY ARE OPERATIONALLY DIFFERENT FROM STANDARD WARE HUSBANDING AND HAVE MUCH GREATER OFFSITE IMPACTS IN TERMS OF TRAFFIC LIGHT AND NOISE ON THE SURROUNDING NEIGHBORHOOD.

WE HAD SUGGESTED THAT THE DEFINITIONS IN THE PREVIOUS DRAFT SHOULD BE CLARIFIED AND TO A CERTAIN EXTENT THEY HAVE BEEN WITH NOW A DISTINCTION BETWEEN DISTRIBUTION AND STORAGE WAREHOUSES. WE FEEL THE DEFINITION AND REGULATION OF DISTRIBUTION WAREHOUSES MUST BE DIFFERENT THAN THAT OF STORAGE WAREHOUSES IN THAT THE LARGEST OF THE DISTRIBUTION WAREHOUSES SHOULD BE CLASSIFIED SEPARATELY.

WE SUGGEST THAT DISTRIBUTION WAREHOUSES SHOULD ONLY BE ALLOWED BY WRIGHT IN THE M-3, SHOULD REQUIRE CONDITIONAL USE APPROVAL IN THE M-2 AND NOT BE ALLOWED IN THE M-1.

FURTHER WE'D SUGGEST THE LARGER DISTRIBUTION CENTERS REQUIRE CONDITIONAL USE IN ONLY BE PERMITTED IN THE M-3.

WE WOULD SUGGEST ALSO THAT THE REQUIREMENTS FOR THE CONDITIONAL USES BE MADE MORE ROBUST TO TRY TO ENSURE THAT THEY FIT WELL WITH THEIR SURROUNDS.
