WE'VE BEGINNING WHERE YOU ARE BEGINNING THIS AT 6:00, BECAUSE THIS IS THE BEGINNING OF A PUBLIC HEARING FOR THE PROPOSED BUDGET FOR THE 22 2023 FISCAL YEAR.

THE REGULAR MEETING WILL BEGIN AT 7:00.

AND COMMENTS FOR THIS PUBLIC HEARING WILL BE GIVEN FROM IF YOU HAVE THEM AND YOU WISH TO SPEAK FROM THE LECTERN AT THE REAR OF THE AUDITORIUM.

THE ITEM IS 122.

THIS IS A RESOLUTION FOR APPROVAL OF OPERATING AND CAPITAL ANNUAL FISCAL PLANS FOR FISCAL YEAR 22 AND 23 AND ALLOCATION OF CAR TAX RELIEF.

THIS IS AN ITEM THAT NEEDS TO BE DEFERRED TO THE NEXT MEETING PER STATE CODE.

BUT WE DO HAVE OUR DIRECTOR OF FINANCE THAT WILL KICK OFF THE PUBLIC HEARING WITH INFORMATION FOR THOSE THAT ARE IN ATTENDANCE AND THOSE THAT ARE WATCHING

[3a. 100-22 Resolution - Approval of Operating and Capital Annual Fiscal Plans for Fiscal Year 2022-23 and Allocation of Car Tax Relief for Tax Year 2022. BEGINNING AT 7:00 P.M. ]

AND SHEILA, I WANT TO THANK YOU, MR. CRAWFORD. ALL OF THE BUDGET ANALYSTS, ALL OF THE DEPUTY COUNTY MANAGERS, ESPECIALLY MR. HINTON, WHO HAS SPENT QUITE A BIT OF TIME ON BOTH THE OPERATING AND CAPITAL BUDGET.

I KNOW JOHN WACK IS HERE FROM THE SCHOOL SYSTEM.

I WANT TO THANK OUR SUPERINTENDENT OF SCHOOLS FOR ALL OF THE WORK THAT SHE AND HER STAFF PUT INTO THIS.

SO WITHOUT FURTHER ADO, MS..

AND MEMBERS OF THE BOARD WANT TO WELCOME YOU, THE MEMBERS OF THE PUBLIC AND THE MEMBERS OF THE PRESS TO THIS PUBLIC HEARING ON THE PROPOSED FISCAL 23 BUDGET.

AS YOU KNOW, THE BOARD SPENT NEARLY A WEEK IN EXTENSIVE MEETINGS REVIEWING THIS BUDGET.

AND TONIGHT'S INFORMATION IS MORE RECAP OF THOSE PRESENTATIONS AND AN OPPORTUNITY TO PROVIDE THE PUBLIC SOME INFORMATION ABOUT THIS FISCAL 23 PROPOSED BUDGET.

THERE WE GO. THANK YOU.

AT THIS, A VERY SENSITIVE MOUSE.

OKAY. AS YOU KNOW, THIS YEAR'S BUDGET FOCUSES ON SEVERAL CORE THEMES.

REAL ESTATE TAX RELIEF, A 5% INCREASE IN BASE PAY FOR A FULL TIME EMPLOYEES, FULLY FUNDING OUR PUBLIC SCHOOL SYSTEM AND EDUCATION FOR OUR STUDENTS. EXPANDING PUBLIC SAFETY AND YOUTH SERVICES.

PROMOTING ECONOMIC DEVELOPMENT AND ENVIRONMENTAL SUSTAINABILITY, AND IMPROVING AND MAINTAINING OUR COUNTY INFRASTRUCTURE.

AMONG MANY OTHER INITIATIVES INCLUDED IN THE FISCAL 23 BUDGET ON OUR GENERAL FUND, WE WANTED TO ILLUSTRATE THAT THE SOURCES OF REVENUE ARE VERY DIVERSIFIED, OUR LARGEST OF WHICH IS THE REAL ESTATE TAX, WHICH ACCOUNTS FOR JUST OVER ONE THIRD OF OUR GENERAL FUND REVENUE SOURCES.

STATE AND FEDERAL REVENUES COMBINED ACCOUNT FOR NEARLY JUST OVER A THIRD AS WELL AND OTHER REVENUE.

OTHER LOCAL SOURCES ARE 31.3% OF THAT BUDGET.

YOU CAN SEE THAT THOSE PROPORTIONS HAVE NOT SUBSTANTIALLY CHANGED OVER THE YEARS, ALTHOUGH OUR STATE AND FEDERAL REVENUES AS A PERCENT OF THE BUDGET HAVE SHRUNK, AS OUR REAL ESTATE TAXES AS A PERCENT OF BUDGET HAVE INCREASED IN THE LAST DECADE.

EDUCATION AND PUBLIC SAFETY REMAIN OUR PRIORITIES IN THIS BUDGET, WITH EDUCATION COMPRISING 50%, 7% OF THE GENERAL FUND AND PUBLIC SAFETY AT 21% FOR A COMBINED 78% OF OUR GENERAL FUND DOLLARS.

HEADING TO THOSE TWO PRIORITIES, THE REMAINING $0.22 PROVIDE A WEALTH OF IMPACTFUL AND IMPORTANT SERVICES, RANGING FROM LIBRARIES TO PARKS TO JUDICIAL SERVICES, ALONG WITH THE ADMINISTRATIVE SERVICES NECESSARY TO ENABLE EVERYTHING THAT THIS COUNTY DOES.

AS I MENTIONED, TAX RELIEF IS A STRONG PLATFORM OF THE FISCAL 23 BUDGET.

AND I WANT TO TALK ABOUT THE HIGHLIGHTS OF OUR TAX RELIEF PLAN.

THIS BUDGET INCLUDES THE SECOND TWO OF THE TWO PLUS TWO INITIATIVE, WHICH IS A TWO CENT REDUCTION IN OUR REAL ESTATE TAX RATE TO $0.85.

IT ALSO INCLUDES TAX RELIEF FOR OUR ELDERLY AND DISABLED CITIZENS THROUGH OUR REAL ESTATE ADVANTAGE PROGRAM OR REBATE PROGRAM.

LATER TONIGHT, YOU'LL CONSIDER A RESOLUTION THAT WILL AMEND THE MAXIMUM NET WORTH THRESHOLD FOR THAT PROGRAM TO PROVIDE FULL RELIEF FOR ALL RECIPIENTS WITH NET WORTH UNDER 500,000 OR AN INCOME UNDER 75,000 PER YEAR.

TAX RELIEF EXTENDS TO OUR BUSINESS COMMUNITY AS WELL.

AND IT'S IMPORTANT TO REMEMBER THE CONTEXT OF OUR REAL ESTATE TAX RATES AND THAT WE'VE HAD NO INCREASES FOR OVER 40 YEARS.

AND THIS WOULD REPRESENT THE SEVENTH DROP IN OUR REAL ESTATE TAX RATE, OUR SIXTH SINCE 1996.

THIS FISCAL 23 BUDGET ALSO INCLUDES A RATE REDUCTION FOR BIOTECHNOLOGY, RESEARCH AND DEVELOPMENT TO $0.90 AND SUPPORTS A TECHNOLOGY ZONE IN THE INNSBRUCK BUSINESS AREA.

TALKING ABOUT OUR EXPENDITURE SIDE OF THE BUDGET.

HENRICO COUNTY PUBLIC SCHOOLS REMAINS A PRIORITY AND OUR INVESTMENT IN EDUCATION EXTENDS TO THE 762 NEARLY SIX $762.9 MILLION COMBINED FUNDING FOR HENRICO SCHOOLS IN THE FISCAL 23 BUDGET.

THOSE FIGURES INCLUDE EXPANSION OF THE ACHIEVABLE DREAM ACADEMY TO THE SEVENTH GRADE, PROVIDING FUNDING FOR TWO NEW SPECIALTY CENTERS AT HERMITAGE AND VARINA HIGH SCHOOLS, AND UPGRADING THE NUMBER OF INSTRUCTIONAL ASSISTANTS AND 84 NEW TEACHING POSITIONS FOR THE SCHOOL DIVISION.

IT ALSO INCLUDES COMPREHENSIVE CAREER LADDERS FOR OUR NEW AND EXISTING EMPLOYEES.

SCHOOL INFRASTRUCTURE IS ALSO A PRIORITY IN THAT WE ARE PROGRAMING OVER 34 MILLION IN NEW RESOURCES FOR HENRICO PUBLIC SCHOOL FACILITIES.

THESE INCLUDE 9 MILLION IN ONGOING REVENUE FOR THE MAINTENANCE OF CAPITAL PROJECTS FUNDED THROUGH OUR MEALS TAX.

OUR MEALS TAX IS ALSO FUNDING 5 MILLION IN RESERVES FOR THE RENOVATION AND PARTIAL REBUILD OF THE ACADEMY AT VIRGINIA RANDOLPH.

WE INCLUDED PLANNING DOLLARS FOR THE UPCOMING BOND REFERENDUM, WHICH SUPPORTS $340 MILLION IN SCHOOL FACILITY IMPROVEMENTS.

AND THIS FISCAL 23 BUDGET MAINTAINS OUR COMMITMENT TO SCHOOL BUS REPLACEMENT ON A TEN YEAR REPLACEMENT SCHEDULE AND $2 MILLION IN TECHNOLOGY INFRASTRUCTURE FOR OUR SCHOOLS.

AND INITIATIVE IN THIS BUDGET.

AGAIN, SORRY FOR MY MOUSE HAS BEEN A FOCUS ON PUBLIC SAFETY.

21% OF OUR GENERAL FUND BUDGET IS IS DEDICATED TO PUBLIC SAFETY, INCLUDING TEN NEW POLICE OFFICERS TO BE ADDED TO THE TEN OFFICER POSITIONS THAT THIS BOARD APPROVED FOR THE CURRENT FISCAL YEAR.

IN AN EFFORT TO INCREASE THAT COMPONENT BY 50 POSITIONS OVER THE NEXT FOUR YEARS, TWO OFFICERS ARE INCLUDED AS PART OF OUR CRISIS INTERVENTION TEAM TO ADDRESS THE ONGOING ISSUES WITH MENTAL HEALTH CRISIS SITUATIONS.

IN THE DIVISION OF FIRE, WE HAVE 11 FIREFIGHTER POSITIONS ARE RECOMMENDED TO BRING BEGIN TO STAFFING OF FIREHOUSE 23.

AND WE'RE ALSO INCLUDING ENHANCEMENTS TO OUR BASIC LIFE SUPPORT AND COMMUNITY ASSISTANT RESOURCES AND EDUCATION TEAMS IN THE FIRE DEPARTMENT THAT PROVIDE DIRECT SERVICES TO OUR CITIZENS.

PUBLIC SAFETY CAPITAL PROJECTS INCLUDE DESIGN ON THE WORK DESIGN WORK ON FIREHOUSE SIX, POLICE STATION JAIL SECURITY PROJECTS, THE 911 CENTER'S PHONE SYSTEM REPLACEMENT, AND AN INCREASED VEHICLE AND APPARATUS REPLACEMENT SCHEDULE.

A PRIORITY OF THIS BUDGET THAT IS NEW THIS YEAR AND A NEW INITIATIVE IS OUR OUR PROACTIVE APPROACH TO YOUTH CRIME.

NEARLY 560,000 IS ALLOCATED IN THIS BUDGET IN A MULTI DEPARTMENTAL APPROACH DESIGNED TO MAXIMIZE OUR IMPACT ON THIS ONGOING ISSUE. THE THAT THE FUNDING IS DISTRIBUTED BETWEEN OUR MENTAL HEALTH AND DEVELOPMENTAL SERVICES DEPARTMENT, WHO IS RECEIVING APPROXIMATELY HALF FOR THREE NEW POSITIONS FOR MOBILE CRISIS SERVICES? THE VIRGINIA JUVENILE COMMUNITY CRIME CONTROL ACT IS RECEIVING $50,000 TO BE ALLOCATED FOR EXPANSION OF PROGRAMING.

AND WE ARE PARTNERING PARTNERING WITH NINE DIFFERENT NONPROFIT ORGANIZATIONS TO MAXIMIZE OUR IMPACT BY WORKING WITH OUR COMMUNITY PARTNERS TO ADDRESS THIS ISSUE IN A PROACTIVE MANNER.

ON THE ECONOMIC DEVELOPMENT FRONT, WE ARE INCLUDING THE REDUCTION IN TAX RATES.

AS MENTIONED FOR THE BIOTECHNOLOGY COMPANIES, 2.7 MILLION WILL BE ALLOCATED TO OUR REVITALIZATION EFFORTS IN OUR NEIGHBORHOODS, 2 MILLION OF THAT TOWARD QUALITY, AFFORDABLE HOUSING AND IMPROVING OUR OLDER NEIGHBORHOODS.

AND 750,000 TO FUND THE ONGOING HENRICO INVESTMENT PROGRAM FOR OUR MATURE BUSINESS CORRIDORS.

FINALLY, IN 23, OUR ECONOMIC DEVELOPMENT EFFORTS WILL INCLUDE PROVIDING INCENTIVES TO THE COUNTY'S FIRST TECHNOLOGY ZONE IN THE INNSBRUCK BUSINESS ZONE.

ENVIRONMENTAL SUSTAINABILITY IS ALSO A FOCUS OF THIS BUDGET BY ALLOCATING 2.3 MILLION TO CONTINUE OUR MUNICIPAL SEPARATE STORM SYSTEM OR IMS FOR PERMIT EFFORTS.

THESE EFFORTS ARE MAKING SIGNIFICANT PROGRESS AND ON THEIR WAY TO EXCEEDING THE STATE MANDATED LEVELS.

THE PROPOSED CAPITAL BUDGET INCLUDES 1.8 MILLION IN STORMWATER AND DRAINAGE PROJECTS, AND OF THE 511.4 MILLION IN THE BOND REFERENDUM, 50 MILLION IN THAT UPCOMING ISSUANCE WILL BE PROPOSED FOR DRAINAGE AND FLOOD MITIGATION PROJECTS COUNTYWIDE IN PUBLIC UTILITIES. WE ARE FOCUSING ON THE MAINTENANCE OF INFRASTRUCTURE.

THIS BUDGET, WHICH YOU WILL CONSIDER LATER TONIGHT, INCLUDES A 5% INCREASE IN RATES, WHICH IS ONLY $3.3 AND $0.16 PER MONTH TO THE MEDIAN HOUSEHOLD IN THE COUNTY.

THESE FUNDS WILL BE ALLOCATED FOR THE MAINTENANCE OF OUR WATER AND SEWER INFRASTRUCTURE AND THE INCLUSION OF NEW POSITIONS IN THE FISCAL 23 BUDGET FOR THE OPERATION OF COBBS CREEK RESERVOIR AND THE DESIGN OF WATER AND SEWER INFILL PROJECTS.

IN PUBLIC INFRASTRUCTURE IN THE AREA OF TRANSPORTATION, WE ARE ALLOCATING IN FISCAL 2325 MILLION FOR PRIORITIZED ROAD PROJECTS COUNTY WIDE AND 5 MILLION FOR COUNTY WIDE, PEDESTRIAN AND BICYCLING IMPROVEMENTS.

OUR PARTICIPATION IN THE CENTRAL VIRGINIA TRANSPORTATION AUTHORITY HAS HAS ANOTHER 5 MILLION EXPECTED TO BE ALLOCATED FOR THE START OF THE THREE CHOPPED AREA OF PARK ROAD IMPROVEMENTS.

THREE CHOPPED AREA PARK IS ONE OF THE THREE RECREATION PROJECTS ON THE NOVEMBER REFERENDUM.

WITH THESE AND OTHER UPCOMING PROJECTS IN VTA AND FROM OTHER REVENUE SOURCES.

BUT TRANSPORTATION WAS PROGRAMED IN FISCAL 23 TO RECEIVE ADDITIONAL SEVEN ADDITIONAL STAFF POSITIONS TO HELP WITH THE DESIGN WORK ASSOCIATED WITH THIS INFLUX OF PROJECTS TO PROVIDE TRANSPORTATION SERVICES TO OUR CITIZENS.

NEARING THE END, THE BOARD HAD HAS EXPRESSED A COMMITMENT TO OUR PARTNERSHIPS WITH OUR COMMUNITY AGENCIES.

AND IN FISCAL 23, YOU'RE VERY AWARE THAT WE TOOK A HARD LOOK AT THOSE PROPOSED PARTNERSHIPS TO ALLOCATE FUNDING TO THOSE AREAS WHERE WE CAN MAXIMIZE THE RETURN ON OUR INVESTMENT.

THE COUNTY HAS BENEFITED FROM MANY OF THESE PARTNERSHIPS OVER THE YEARS, AND IN REVIEWING THESE PARTNERSHIPS WITH YOU, LAST WEEK, THE BOARD TOOK AN ACTIVE HAND IN RECOMMENDING INCREASES OF $10,000 FOR MARMONT, BRINGING THEIR PROPOSED FUNDING TO $40,000, ADDING 10,000 FOR BUILDING CONSTRUCTIVE COMMUNITIES, BRINGING THEIR PROPOSED FUNDING TO $35,000, AND ADDING $20,000 FOR THE FULL CIRCLE GRIEF CENTER.

IT SHOULD BE NOTED THAT NONE OF THESE CHANGES ALTERS THE BUDGET TOTAL AS THE CHANGES COME FROM PLANNED RESERVES.

ALSO, WE'D LIKE TO NOTE THAT SINCE THOSE BUDGET REVIEWS, THE REQUESTED INFORMATION FROM THE MED FLIGHT PROGRAM HAS BEEN RECEIVED AND FUNDING FOR THIS PROGRAM IS PROPOSED IN THIS UPCOMING BUDGET AT $22,500.

IN CONCLUSION, ALTHOUGH THIS PRESENTATION WAS BUT A BRIEF REVIEW, IT'S ILLUSTRATIVE OF THE COMMITMENT THIS BOARD AND LEADERSHIP HAS TO OUR COMMUNITY AND TO OUR CITIZENS.

THROUGHOUT THE BUDGET PROCESS, OUR MANTRA HAS BECOME, WE CAN DO THAT.

AND EVERY DAY THE EMPLOYEES OF THIS COUNTY DO THAT BECAUSE WE WORK FOR THE CITIZENS.

AND THROUGH YOUR LEADERSHIP AND GUIDANCE, WE EXCEL AT THE SERVICES WE PROVIDE.

WE WILL CONTINUE TO DO THAT AMIDST THE CONTINUING GLOBAL UNCERTAINTIES WE FIND TODAY BECAUSE WE ARE PUBLIC SERVANTS AND COMMITTED TO DOING THE MOST FOR OUR RESIDENTS.

SO I KNOW YOU'RE FAMILIAR WITH OUR SERVICES THAT WE PROVIDE TO SURVIVORS OF BRAIN INJURY.

WE ARE THE DESIGNATED SAFETY NET PROVIDER FOR BRAIN INJURY ACROSS AN EIGHT TEAM LOCALITY SERVICE AREA THAT ENCOMPASSES METRO RICHMOND AND THE VIRGINIA PENINSULA.

AND I'M JUST HERE TONIGHT TO SAY THANK YOU FOR YOUR CONTINUED SUPPORT AND FUNDING OF OUR SERVICES.

YOUR FUNDING IS CRITICAL TO THE FULL STAFFING OF OUR CLUBHOUSE PROGRAM HERE IN HENRICO COUNTY, THE MILL HOUSE.

BUT IT'S AN ESSENTIAL PART OF OUR STATE CONTRACTUAL OBLIGATIONS TO ENGAGE OUR LOCAL COMMUNITIES.

WE SERVE TO LEVERAGE OUR STATE FUNDING TO MORE FULLY SERVICE COMMUNITIES.

LAST YEAR, WE SERVED A RECORD 401 INDIVIDUALS ACROSS OUR ARRAY OF SERVICES.

THIS REPRESENTS A 65% INCREASE OVER THE PAST FIVE YEARS AND A 27% INCREASE JUST IN THE PAST YEAR.

AND WE'RE VERY GRATEFUL FOR OUR ABILITIES AND OUR RESOURCES TO SERVE MORE INDIVIDUALS.

SCOPE AND IMPACT OF BRAIN INJURY.

OUR COMMUNITY'S, THOUGH, IS QUITE IMMENSE.

HERE IN AMERICA COUNTY, WE KNOW THERE ARE AN ESTIMATED 10,000 INDIVIDUALS LIVING WITH A DISABILITY RESULTING FROM A BRAIN INJURY, ABOUT 43,000 ACROSS THE METRO RICHMOND AREA.

AND I WANT TO REITERATE THAT THOSE FIGURES ARE INDIVIDUALS LIVING WITH A DISABILITY RESULTING FROM THEIR BRAIN INJURY, NOT PERSONS WHO SIMPLY SUSTAINED A BRAIN INJURY.

WE KNOW THAT ABOUT 75% OF ALL BRAIN INJURIES ARE MILD.

AND WHILE NOT ALWAYS THE CASE, MOST MOST MILD BRAIN INJURIES DO NOT RESULT IN LONG TERM DISABILITY.

SO THE TRUE IMPACT OF BRAIN INJURY IN OUR COMMUNITIES IS MUCH HIGHER THAN THOSE FIGURES, WHICH ALREADY I THINK ARE PRETTY HIGH.

LIKE EVERYONE ELSE, THE PAST TWO YEARS HAS BEEN INCREDIBLY CHALLENGING TO PROVIDE OUR SERVICES DURING THE PANDEMIC BRAIN INJURY AS A CHRONIC DISEASE HAS DESIGNED TO FIND BY THE CENTERS FOR DISEASE CONTROL.

AND AS SUCH, OUR SERVICE POPULATION IS AT HEIGHTENED RISK FOR COVID.

WE WERE ONE OF THE FIRST PROVIDERS IN THE STATE TO REOPEN OUR IN-PERSON SERVICES JUST A FEW MONTHS AFTER THE PANDEMIC BEGAN.

AND WE KNEW THAT AS A SAFETY NET ORGANIZATION IS ESSENTIAL TO REOPEN OUR IN-PERSON SERVICES.

ONE OF THE VERY REASONS OUR OUR PROGRAMS EXIST IS TO BREAK THE SOCIAL ISOLATION THAT'S SO COMMONPLACE AFTER DISABILITY.

WE'VE BEEN ABLE TO ADAPT OUR POLICIES THROUGHOUT THE PANDEMIC AS PUBLIC HEALTH GUIDANCE HAS CHANGED.

ALSO ENSURE THAT INDIVIDUALS THAT WE SERVE WHO ARE NOT COMFORTABLE RECEIVING IN-PERSON SERVICES ARE STILL ABLE TO ACCESS OUR SERVICES THROUGH OUR VIRTUAL LIBRARY SERVICE OPTIONS. THE PAST THIS PAST YEAR, SERVICE WAS RECOGNIZED BY THE DISABILITY LAW CENTER OF VIRGINIA FOR OUR EXCELLENCE IN PROVIDING OUR SERVICES FOR PERSONS WITH DISABILITIES THROUGH INNOVATION, ADAPTATION AND PERSEVERANCE.

THE CENTER ALSO HAS OUR FURNITURE BANK, WHICH PARTNERS WITH HENRICO COUNTY.

THE 140 BEDS FOR WOMEN IN OUR RECOVERY PROGRAM ARE WORKS PROGRAM WITH STATE OF THE ART FACILITIES THERE AND THE 47 APARTMENTS.

THIS IS AN OLD PHILIP MORRIS MANUFACTURING FACILITY THAT'S HAD AN ADAPTIVE RE-USE AND IT'S 150,000 SQUARE FEET OF USABLE PROGRAM SPACE. THAT'S ABSOLUTELY BEAUTIFUL.

LAST YEAR, WE PROVIDED 46,000 NIGHTS OF EMERGENCY AND RECOVERY SHELTER, 138,000 MEALS, 90000 HOURS OF RECOVERY EDUCATION. 88% OF OUR WORKS GRADUATES OBTAINED A JOB, AND 72% OF THE WORK STUDENTS IMPROVED COMPUTER SKILLS.

AND 567 FAMILIES WERE ABLE TO GET WHAT THEY NEEDED FROM OUR FURNITURE BANK.

SOMETHING THAT YOU MAY NOT KNOW ABOUT US IS THAT IN APRIL OF 2021, WE BECAME A VIRGINIA DEPARTMENT OF HEALTH DESIGNATED COMPREHENSIVE HARM REDUCTION SITE.

WHAT THAT MEANS IS THAT CARITAS IS NOW ABLE TO TRAIN AND THEN HAND OUT NARCAN TO PEOPLE WHO NEED TO HAVE THAT CLOSE BY.

NARCAN IS WHAT HELPS LOSING THE WORD THEY FOR OVERDOSES, FOR OPIATE OVERDOSES.

IT HELPS PREP TAKE PEOPLE OUT OF THAT OVERDOSE SITUATION.

WE HAVE IN RESPONSE TO THAT, CARITAS LAUNCHED AN AGGRESSIVE TRAINING PROGRAM.

AS OF TODAY, 672 LIFE SAVING DOSES OF NARCAN HAVE BEEN DISTRIBUTED AND 100% OF ALL CARE TO STAFF.

AND OUR RESIDENTS ARE TRAINED AND WE CONTINUE TO OUR BOARD WILL BE TRAINED NEXT MONTH.

IN MY 31 YEARS AS A RESIDENT OF THIS AREA, I HAVE PAID CLOSE ATTENTION TO THE HENRICO COUNTY REAL ESTATE ASSESSMENTS.

I HAVE SEEN REAL ESTATE INCREASES THAT WERE REASONABLE WHEN I RECEIVED MY 2022 AND MICHAEL COUNTY REAL ESTATE ASSESSMENT.

I WAS SHOCKED AT THE SIZE OF INCREASE.

I HAVE NEVER SEEN SUCH A JUMP DURING THE 31 YEARS AS A HENRICO RESIDENT.

I SPOKE TO SOME OF MY NEIGHBORS AND THEY WERE EQUALLY SHOCKED.

THE SIZE OF THE INCREASE OF THE ASSESSED THEN VALUES WENT FROM $90000 TO $120000, A 33% SPIKE.

THE TOTAL ASSESSED VALUE OF THE HOUSES INCREASED BY 32%.

USING THE INFORMATION FROM THE WEBSITE OF THE COUNTY OF HENRICO FINANCE DEPARTMENT REAL ESTATE ASSESSMENT DIVISION.

I OBSERVED IN THE NEIGHBORING SUBDIVISION, BORDERING THE SAME KIND OF SUBDIVISION, DID NOT SEE A SIMILAR SIZE OF AN INCREASE.

IT ALMOST APPEARS THAT THE METHOD USED BY THE HENRICO COUNTY TAX ASSESSMENT LACKS SOME UNIFORMITY AND CONSISTENT CONSISTENCY IN THE EVALUATION. THESE ARE DIFFICULT TIMES.

A 32% INCREASE IN OUR HOMES TAXES IS NOT WARRANTED, ESPECIALLY SINCE IT WAS STATED IN THE LOCAL NEWS THAT HENRICO COUNTY WAS FULLY FUNDED IN 2022. THIS INCREASE IS AN ADDED BURDEN TO THE MANY RESIDENTS, ESPECIALLY THE RETIREES IN THESE SAME CLASS SUBDIVISION.

WITH THE ECONOMY STILL TRYING TO RECOVER FROM THE ISSUES OF THE PANDEMIC, WITH INFLATION REACHING HIGH LEVELS, FORCING THE INTEREST RATES TO HIKE, WITH THE PRICE OF COMMODITIES INCREASING SUBSTANTIALLY, AND WITH THE INTERNATIONAL TURMOIL CAUSING UNCERTAINTY IN THE ECONOMY, I QUESTION THE VALIDITY OF THIS 32% TAX INCREASE.

I'M GLAD TO BE ABLE TO SPEAK FOR MY NEIGHBORS.

REGARDING THE PROPOSED HENRICO REAL ESTATE ASSESSMENT DIVISION'S 2022 PROPERTY TAX ASSESSMENT FOR OUR COMMUNITY, WHICH AVERAGED AN INCREASE OF 32% THIS YEAR, OR IN MY CASE, AN INCREASE FROM $3,100 IN 2021 TO 41 $100 IN 2022.

THAT'S THE PROPOSED INCREASE, A BUMP OF $1,000.

TWO MONTHS OF MY SOCIAL SECURITY CHECKS WOULD BARELY COVER MY HENRICO TAXES VS TAXES, LET ALONE MY OTHER TAXES TO HENRICO.

THE TWO PENNY REBATE CHECK I RECEIVED FROM HENRICO AMOUNTED TO $92.

MY TAX INCREASE WAS OVER $1,000.

TED AND I PREPARED THE SPREADSHEETS FOR THE NEIGHBORING ASSOCIATIONS THAT INDICATE FAR MORE MODEST INCREASES IN WINDING IN WINDING RIDGE OR RAIN TREE WHITTAKER WOODS.

IT SEEMS RATHER RECKLESS IN THESE TIMES WHEN WE ARE STILL LIVING UNDER THE COVID CLOUD, INFLATIONARY SPIRALS, EMPLOYMENT CHALLENGES TO HAVE

COMPLETELY OUT OF SYNC WITH THE PAST 22 YEARS OF CONSTANT BUT MODEST INCREASES LEVIED BY THE ASSESSMENT DIVISION DURING THE REAL ESTATE CRISIS OF 2008, THE COUNTY DID NOT RESPOND WITH ANY MEANINGFUL TAX CONCESSIONS, ALTHOUGH PROPERTY VALUES PLUMMETED AND THEY WILL PLUMMET NEXT YEAR.

IF ANY OF YOU READ THE FINANCIAL TIMES OR FOLLOW A CNN EVEN OR CNBC, YOU KNOW THAT THE PROJECTIONS ARE PRETTY STEEP FOR WHAT THE DECLINES WE'RE LOOKING AT DOWN THE ROAD.

MR. CORNELL APPRAISED THE HOMES IN OUR AREA AND SEEMS TO HAVE FOLLOWED ZILLOW.

NOT A GREAT IDEA PRICING BECAUSE THERE'S A STRONG CORRELATION BETWEEN HIS ASSESSMENTS OF OUR HOMES AND SANTA CREST AND THE ZILLOW ESTIMATES.

THEY'RE ALL WITHIN LIKE 10,000 BUCKS.

IT'S CRAZY. I THOUGHT THAT WAS AN INTERESTING DISPARITY.

MY NAME IS NICOLE ANDERSON ELLIS, A PROUD RESIDENT OF THE VARINA DISTRICT, AND I HAVE SERVED FOR TEN YEARS ON THE NICOPOLIS SOLAR WATER CONSERVATION DISTRICT BOARD AS AN ELECTED DIRECTOR.

I AM NOW CHAIR AND IT IS MY FIRST TIME REPRESENTING THE BOARD AT A BUDGET HEARING AND I'M DELIGHTED TO BE HERE.

I HAD THE OPPORTUNITY TO MEET YESTERDAY WITH COUNTY MANAGER FOR CAUCUS AND SUPERVISOR NELSON AND THE CHAIR IS CHIEF OF STAFF EXCUSE ME, TINA, TALKING ABOUT THE LONG HISTORY THAT THE DISTRICT AND THE COUNTY HAVE AND THE WORK THAT WE'VE DONE TOGETHER FOR THE CITIZENS OF THIS COUNTY.

AND THEY INVITED ME TO COME TONIGHT AND REITERATE THAT IN A MICRO VERSION, WHICH I AM GOING TO TRY TO DO, YOU MAY FEEL THAT THAT'S A DISINGENUOUS PLEDGE WHEN I START TALKING ABOUT THE DUST BOWL, BUT JUST SUPER FAST.

THE SALT WATER CONSERVATION DISTRICT BOARDS WERE DISTRICTS WERE FORMED AFTER THE DUST BOWL WHEN IT WAS DETERMINED THAT THE FEDERAL GOVERNMENT WAS NOT A VERY GOOD STEWARD OF LOCAL NATURAL RESOURCES.

AND SO THE ENTIRE COUNTRY WAS DIVIDED INTO SALT WATER CONSERVATION DISTRICTS.

LOCAL CITIZENS WERE ELECTED TO GOVERN THEM.

AND IN VIRGINIA THERE WERE 47 THE NICOPOLIS BOARDER MATCHES THAT OF THE NORDIC COUNTY AND WE'VE BEEN REALLY PROUD TO WORK TOGETHER FOR DECADES. I WILL JUST FOCUS ON THREE MAIN AREAS THAT WE ADDRESS AGRICULTURE, URBAN AND EDUCATION.

OUR AGRICULTURE WORK PRIMARILY FOCUSES ON COST SHARE, AND THIS IS TO PREVENT SOIL EROSION AND WATER POLLUTION.

SO THE FERTILE SOIL THAT WE HAVE IN OUR FARMLANDS AND THE MEANS THAT FARMERS USE TO PRODUCE THEIR IT STAYS ON SITE.

AND WE ARE WE ENGAGE IN COST SHARE.

SO WE EDUCATE FARMERS ABOUT BEST MANAGEMENT PRACTICES, THE WAYS THAT THEY CAN MAXIMIZE THEIR PROFITS OFF THEIR LAND WITH DOING MINIMAL HARM TO THE ENVIRONMENT.

AND THEN WE HELP THEM DESIGN THOSE PROGRAMS, IMPLEMENT THEM AND PAY FOR THEM.

AND I LOVE THIS PART BECAUSE WE ARE MULTIPLIERS.

WE ACTUALLY BRING MONEY INTO THE COUNTY.

IN THE LAST TEN YEARS SINCE I'VE BEEN ON THE BOARD ALONE, WE BROUGHT $1.3 MILLION IN STATE FUNDS INTO THE COUNTY AND DISTRIBUTE IT TO LANDOWNERS AND PRODUCERS IN AMERICA. OUR URBAN WORK IS SIMILAR.

OBVIOUSLY IT'S FOCUSED ON IN URBAN AREAS AND WE DEAL WITH HOMEOWNERS AND BUSINESS OWNERS.

WE ALSO DO BEST MANAGEMENT PRACTICES AND COST SHARE, BUT IT'S REALLY FOCUSED ON FLOOD REDUCTION.

SO WE HELP HOMEOWNERS PUT IN PROJECTS IN THEIR YARDS AND ATTACH THEIR HOUSES, THINGS LIKE RAIN BARRELS, RAIN GARDENS, PRACTICES THAT WILL, DURING A STORM EVENT WILL HOLD FLOOD WATER ONSITE, HELPING THE ENTIRE NEIGHBORHOOD.

WE HELP HOMEOWNERS DESIGN APPROPRIATE PROJECTS FOR THEIR LOCATION.

WE HELP THEM PAY FOR IT.

AND AGAIN, THERE ARE 27 OF THESE THAT WE'VE COMPLETED SO FAR.

THIS IS A FAR MORE CURRENT APPROACH FOR US.

WE'VE BEEN DOING AGRICULTURE FOREVER.

THE VICAP PROGRAM IN WHICH WE DO THIS COST SHARE FOR URBAN HOMEOWNERS IS MORE NEW.

WE'VE DONE 27 PROJECTS SO FAR, ONE IN EVERY ONE OF THE FIVE DISTRICTS IN THE COUNTY.

WE'VE WON TEN LAND LOVER AWARDS FOR THESE BECAUSE THEY'RE BEAUTIFUL.

IN ADDITION TO BEING EFFICIENT AT CONSERVATION AND WE'VE BROUGHT 14,000 IN FROM THE STATE TO HELP US PAY FOR THAT.

AND FINALLY, WE'RE MOST FAMOUS FOR OUR EDUCATION PROGRAMING, ESPECIALLY IN THE UNDER 16 SET.

OUR AWARD WINNING EDUCATOR GETS HAS TROUBLE GOING ANONYMOUSLY TO THE GROCERY STORE BECAUSE PEOPLE ARE ALWAYS COMING UP TO MISS LINDY.

SHE HAS TAUGHT MORE THAN 42,000 STUDENTS IN AMERICA COUNTY IN THE LAST TEN YEARS, AND WE HAVE NOT CHARGED A SINGLE DOLLAR FOR THAT PROGRAMING.

BUT IT HELPS ME VIRGINIA SOULS, IT HELPS ME THE CHESAPEAKE BAY ENVIRONMENTAL LITERACY MANDATE.

AND ONE LAST THING THAT I'M PERSONALLY EXCITED ABOUT, WHICH IS A FEW YEARS AGO WE COAUTHORED THE GRANT TO BRING 50,000 NATIONAL MONEY INTO INTERACTIVE COUNTY TO FOUND CORNERSTONE COMMUNITY FARM.

THAT'S FAIRFIELD MIDDLE SCHOOL, TO HELP DEAL WITH FOOD INSECURITY ISSUES AND TEACH ABOUT URBAN AGRICULTURE AND SCIENCE IN A HANDS ON PROJECT FOR THE STUDENTS ON SITE DURING COVID, ALL OF OUR EDUCATIONAL PROGRAMING WENT VIRTUAL.

SO WE HELP TEACHERS WHO ARE REALLY STRUGGLING WITH ENGAGING CONTENT TO TEACH SCIENCE TO THEIR STUDENTS.

AND WE ARE REALLY EXCITED ABOUT OUR ONGOING RELATIONSHIP WITH THE COUNTY CONTINUING TO WORK CLOSELY WITH YOU TO DO GOOD WORK.

AND WE THANK YOU FOR ALL OF THE SUPPORT THAT YOU'VE GIVEN AND ALL THE SUPPORT YOU WILL CONTINUE TO GIVE.

AND WE TALKED ABOUT MEMORANDUMS OF UNDERSTANDING THAT WE HAVE WITH OTHER ORGANIZATIONS AND HOW TO GET HIM RIGHT WITH US IN FRONT OF OUR BOARD TO SHARE MORE. IN THE PAST THEY'VE HAD THE ASSEMBLAGE MODEL WHERE WE WOULD COME, BUT MAYBE IF WE BROUGHT THEM TO THE WORK SESSION ONCE OR TWICE A YEAR, THAT MAY BE HELPFUL TOO. SO I FEEL LIKE THERE IS ROOM FOR US TO MAKE OUR RELATIONSHIP BETTER AND IF THERE'S ANY WAY TO LOOK AT RESTORING MONEY AFTER CONVERSATIONS.

THINK ABOUT THAT. NEARLY 42 YEARS HE HAS SERVED BOTH WITHIN THE GENERAL GOVERNMENT AND WITHIN OUR SCHOOL SYSTEM.

HE HAS BEEN INSTRUMENTAL IN SERVING AS AN ATTORNEY FOR OUR COUNTY.

THINK ABOUT THE LEGAL MATTERS THAT HAVE CROSSED TOM'S DESK OVER FOUR DECADES.

THEY SPANNED A WIDE SPECTRUM, FROM CREATING STANDARD CONTRACTS TO LITIGATING COMPLEX, HIGH PROFILE CASES.

TOM'S WORK HAS LEFT A LASTING LEGACY FOR OUR FUTURE.

TOM HAS CONSISTENTLY SERVED THE PEOPLE OF OUR COUNTY THROUGHOUT HIS CAREER WITH PROFOUND EXCELLENCE, THE HIGHEST MORALS AND HUMILITY.

I DON'T THINK ANYBODY UNDERSTANDS HOW HARD THE BOARD MEMBERS WORK.

ALL THE DEMANDS THAT ARE PLACED ON THEM.

BUT I REALLY WANT TO JUST SINGLE OUT TWO PEOPLE WHO HAVE ASTOUNDED ME IN THE TWO YEARS THAT I'VE BEEN COUNTY ATTORNEY, ALMOST TWO YEARS, AND THAT'S KERRY CATENA AND JOHN MATTOX, WHO I AM CONSTANTLY AMAZED AT THE BREADTH AND THE DEPTH OF THE WORK THAT THEY DO AND THE TOPICS THAT THEY DEAL WITH AND ALL THE ISSUES THEY HAVE TO RESOLVE AND THE KNOWLEDGE THAT THEY'VE GOT ABOUT SO MANY DIFFERENT TOPICS. IT'S BEEN SUCH A GREAT EXPERIENCE TO DO THAT WITH YOU, JOHN AND KERRY, AND AND WITH OUR OFFICE.

I HAVE NO DOUBT THAT THEY ARE GOING TO DO GREAT.

ANDREW HAS BEEN A SUPERSTAR FROM DAY ONE.

IN EDUCATION FROM OLD DOMINION UNIVERSITY AND HER MASTER'S IN CURRICULUM AND INSTRUCTION FROM VIRGINIA COMMONWEALTH UNIVERSITY.

SHE TAUGHT MATHEMATICS AND COMPUTER SCIENCE FOR 45 YEARS, STARTING IN 1968 AT LAKE TAYLOR JUNIOR HIGH SCHOOL IN NORFOLK.

SHE WAS A MEMBER OF THE FIRST INTEGRATED FACULTY AT BOOKER T WASHINGTON HIGH SCHOOL IN NORFOLK AND SCOVILLE HIGH SCHOOL IN DALLAS, TEXAS. SHE WAS THE FIRST WOMAN TEACHER TO WEAR SLACKS TO SCHOOL.

BECKY STARTED AT HERMITAGE HIGH SCHOOL IN 1976, WHERE SHE STAYED FOR 23 YEARS BEFORE RETIRING FROM HENRICO COUNTY PUBLIC SCHOOLS IN 2000.

SHE THEN BEGAN TEACHING AT JAY SERGEANT REYNOLDS COMMUNITY COLLEGE, CONDUCTING REVIEWS FOR THE VIRGINIA DEPARTMENT OF EDUCATION AND SUPERVISING MATHEMATICS STUDENT TEACHERS AT VCU.

UPON RETIRING AGAIN IN 2015, WHEN HER CHILDREN WERE LEARNING TO SWIM, SHE BECAME INVOLVED WITH THREE RECREATION CLUB.

SHE SERVED ON THE BOARD OF DIRECTORS FOR MANY YEARS AND WAS THE FIRST FEMALE PRESIDENT OF THAT ORGANIZATION.

WHILE TEACHING AT HERMITAGE HIGH SCHOOL, BECKY BECAME AWARE OF THE CHRISTMAS MOTHER PROGRAM.

UPON RETIREMENT, SHE BEGAN VOLUNTEERING AT THE WAREHOUSE, AND IN 2014, SHE WAS SELECTED AS THE HENRICO COUNTY CHRISTMAS MOTHER. BECKY IS SURVIVED BY HER DAUGHTER, ANNE GORSHIN, SON IN LAW.

PETER CALLED HIM BACK, THEIR CHILDREN, HER GRAND PERFECT'S CLAIRE AND DEAN AND HER SON, JOHN GERSHWIN.

AND. WHEREAS, THE KEEPING RECORD BEAUTIFUL PROGRAM MAINTAINS A SUCCESSFUL PARTNERSHIP WITH THE HENRICO COUNTY SHERIFF'S OFFICE AND ITS OPIATE RECOVERY BY INTENSIVE TRACKING PROGRAM CALLED THE ORBIT PROGRAM, WHICH HAS RESULTED IN ORBIT PARTICIPANTS COLLECTING MORE THAN 1800 BAGS OF LITTER.

AND. WHEREAS, THE KEEP HENRICO BEAUTIFUL PROGRAM HAS A STRONG RELATIONSHIP WITH HENRICO SCHOOLS BY PROVIDING CLASSROOM PRESENTATIONS AND LESSON PLANS ON LITTER PREVENTION AND RECYCLING THAT CORRELATE WITH THE VIRGINIA STANDARDS OF LEARNING.

I MEAN, OBVIOUSLY HENRICO COUNTY HAS A DEPARTMENT OF SOCIAL SERVICES AND HAS AN REC AREA, MENTAL HEALTH AND DEVELOPMENTAL SERVICES BOARD, HAS PARKS AND RECREATION.

LIKE, I THINK LIKE, YOU KNOW, THE SCHOOLS IS PROBABLY TRYING TO LOOK FOR A REASON TO KEEP THAT BUILDING IN THEIR PURVIEW AND MAYBE LOOKING FOR MORE MONEY FROM THE BOARD OF SUPERVISORS TO SUPPORT THIS COMMUNITY HUB IDEA.

UTILITY FEES AND CHARGES TO BE EFFECTIVE JULY 1ST, 2022.

THE CHANGES ARE RECOMMENDED TO SUPPORT ANNUAL OPERATING DEBT, SERVICE AND CAPITAL COSTS ASSOCIATED WITH WATER AND SEWER PROJECTS.

THE ORDINANCE WOULD INCREASE BI MONTHLY SERVICE AND VOLUME CHARGES FOR BOTH WATER AND SEWER.

THE INCREASE IN WATER AND SEWER CHARGES FOR THE MEDIAN RESIDENTIAL ACCOUNT HOLDER WILL BE $3.16 PER MONTH, OR APPROXIMATELY $0.10 PER DAY.

THE ORDINANCE ORDINANCE WOULD ALSO INCREASE THE WATER AND SEWER CONNECTION FEES WITH THE INCREASE PER SINGLE FAMILY DWELLING FOR BASIC WATER AND SEWER CONNECTIONS TO BE $245 AND $295 RESPECTIVELY.

AND THIS INCREASE IN CONNECTION FEES WILL BE PLACED IN ITS OWN DEVELOPMENT FUND FOR THE CONTINUATION OF INFILL AND EXTENSION PROJECTS.

GOOD EVENING. THIS BOARD PAPER AWARDS A CONTRACT TO WITTMANN RICARD AND ASSOCIATES LLP TO PROVIDE ANNUAL ENGINEERING SERVICES FOR BRIDGES, FOR BRIDGE AND FACILITY DESIGN AND REPAIR PROJECTS ON AN AS NEEDED BASIS.

SIX PROPOSALS WERE RECEIVED AND BASED ON REVIEW OF THOSE PROPOSALS AND INTERVIEWS, THE SELECTION COMMITTEE SELECTED WHITMAN RICARD AND ASSOCIATES.

THE CONTRACT WILL BE FOR A PERIOD FROM MAY 1ST, 2022 TO APRIL 30TH, 2023, WITH THE OPTION FOR THE COUNTY TO RENEW THE CONTRACT FOR TWO ADDITIONAL ONE YEAR TERMS. FEES SHALL NOT EXCEED $750,000 FOR A SINGLE PROJECT AND $2.5 MILLION PER ONE YEAR TERM.

AND COMPENSATION WILL BE BASED UPON THE NEGOTIATED UNIT.

COST AND HOURLY RATE SCHEDULE AND FUNDING TO SUPPORT THE CONTRACT IS AVAILABLE WITHIN THE PUBLIC WORKS MAINTENANCE BUDGET.
