AND OVER ON THE WESTERN SIDE OF THE COUNTY, THERE'S A YELLOW STAR THAT'S THE COUNTY OWNED TREATMENT FACILITY AT THE CORNER OF THREE CHOPT AND GASKINS ROADS AND THE HEAVIEST DARK BLUE LINE EXTENDING EAST NORTHEAST. THAT'S THE MAIN TRANSMISSION MAIN THAT HEADS UP TOWARD AND INTO THE GREATER HERMITAGE ZONE, WHICH IS THE PATH OVER TO THE LABURNUM AZALEA ZONE. OBVIOUSLY, THE LARGE WHITE SPACE IN THE AREA THERE, OF COURSE, IS THE THE AREA WITHIN THE CITY LIMITS, THE CITY PLANT BEING RIGHT DOWNTOWN ON THE JAMES RIVER AND ITS LINES EXTENDING OUT IN A RADIAL FASHION TO ALL CORNERS OF THE COUNTY. IT WAS DURING THE 1990S THAT HENRICO ULTIMATELY REACHED AGREEMENT WITH THE CITY THAT ENABLED THE COUNTY TO BUILD OUR OWN LARGE, NOW 80 MILLION GALLON PER DAY WATER TREATMENT FACILITY. PRIOR TO THAT, WITH THE EXCEPTION OF SOME WELL SYSTEMS, OTHER SMALL SYSTEMS SERVICE WAS EXCLUSIVELY BY RICHMOND. RICHMOND HAS A LARGE 132 MILLION GALLON PER DAY RATED FACILITY. I MENTIONED ITS PRIMARY SERVICE AREAS. IT ALSO THAT IT SERVES EFFICIENTLY DUE TO THE LAYOUT OF THE SYSTEM. IT ALSO SERVES A FEW OTHER ZONES ALONG THE CITY. COUNTY BOUNDARY LINE WEST BROAD THREE, CHOPT HIGH, AND RIVER ROAD. THE HENRICO FACILITY, PLACED IN SERVICE IN 2004, SUPPLIES THE GREATER HERMITAGE ZONE. I HAD MENTIONED THREE TOP THREE TOP CENTRAL AND THREE TOP GRAVITY AND PROVIDES LIMITED SUPPLY DOWN TO THOSE OTHER ZONES ALONG THE CITY COUNTY BOUNDARY, AND WAS ABLE TO STEP IN AND DO MORE OF THAT DURING THE CRISIS SIMPLY DUE TO PROXIMITY. DELIVERY POINTS FOR THE RICHMOND WATER ARE AT 39 METERED CONNECTIONS REALLY ALL ALONG THE BOUNDARY LINE, SOME OF THOSE MUCH LARGER THAN OTHERS. THE SCHIRM STATION IN THE EAST END BEING THE MOST NOTABLE. IT'S HARD TO TALK ABOUT THE TOPIC WITHOUT AT LEAST TOUCHING ON WHAT MAY HAVE HAPPENED AT THE RICHMOND FACILITY THAT DAY. HERE'S HOW THE VIRGINIA DEPARTMENT OF HEALTH SEES IT, ACCORDING TO THEIR NOTICE OF A NOTICE OF ALLEGED VIOLATION THAT HAS SINCE BEEN ISSUED TO THE CITY. AND THEN LASTLY, THERE'S QUESTIONS OF TIMINGS AND DELAYS. IT APPEARS THAT CERTAINLY BY 7 A.M. THE FACILITY WAS DOWN AND IN A BAD STATE.
