LORD, I THANK YOU FOR THIS GREAT COUNTY, THE STAFF, THE VOLUNTEERS, ALL WHO WHAT THEY DO TO JUST LEAD US TO MAKE THIS THE BEST COUNTY THERE IS. LORD, I PRAY TONIGHT FOR THE FIRST RESPONDERS, THE POLICE, FIRE, EMS, AND THOSE IN COMMUNICATIONS WHO ARE DEALING WITH TRAGEDIES. GOD, YOU BE WITH THEM.

THE FIRST ONE I'M GOING TO ASK OUR VICE CHAIR OF THE HENRICO SCHOOL BOARD REPRESENTING FAIRFIELD DISTRICT, TO COME FORWARD.

SO EACH FEBRUARY, DURING NATIONAL BLACK HISTORY MONTH, WE PAUSE TO BOTH CELEBRATE AND REFLECT.

IT SERVES AS A POWERFUL REMINDER THAT BLACK HISTORY IS AMERICAN HISTORY.

IT IS WOVEN INTO THE FOUNDATION OF OUR NATION AND REFLECTED IN ITS PROGRESS.

THIS YEAR IS ESPECIALLY MEANINGFUL AS WE COMMEMORATE THE 100TH ANNIVERSARY OF BLACK HISTORY MONTH, MARKING A CENTURY SINCE CARTER G.

WOODSON LAUNCHED NEGRO HISTORY WEEK IN FEBRUARY 1926 TO HONOR THE VITAL ROLE OF BLACK HISTORY IN SHAPING THE AMERICAN STORY.

THIS MONTH AND THROUGHOUT THE YEAR, WE HONOR THE RICH CULTURAL HERITAGE, RESILIENCE, ACHIEVEMENTS, AND CHALLENGES THAT CONTINUE TO SHAPE OUR COMMUNITIES AND OUR SHARED FUTURE.

HERE IN HENRICO COUNTY, WE REMAIN COMMITTED TO BUILDING ON TO THAT LEGACY THROUGH THOUGHTFUL INVESTMENT IN OUR COMMUNITY, OUR SCHOOLS, AND OUR STUDENTS.

WE UNDERSTAND THAT PRESERVING HISTORY AND ADVANCING OPPORTUNITIES GO HAND IN HAND, AND BY STRENGTHENING OUR INSTITUTIONS AND EXPANDING ACCESS TO LEARNING, WE WORK TO ENSURE THAT EVERY STUDENT HAS THE TOOLS, SUPPORT AND ENCOURAGEMENT NEEDED TO SUCCEED.

ALL RIGHT. GOOD EVENING, CHAIR COOPER, BOARD OF SUPERVISORS, COUNTY MANAGER. I'M RYAN YOUNG, VICE CHAIR OF THE HENRICO COUNTY SCHOOL BOARD. REPRESENTATIVE, FAIRFIELD DISTRICT. I WANT TO THANK YOU FOR THE OPPORTUNITY TO SPEAK ABOUT BLACK HISTORY MONTH AND ABOUT ONE OF HENRICO'S GREATEST EDUCATIONAL PIONEERS. VIRGINIA ESTELLE RANDOLPH.

BLACK HISTORY IS NOT SEPARATE FROM AMERICAN HISTORY. IT IS WOVEN INTO THE FOUNDATION OF OUR SCHOOLS, OUR INSTITUTIONS, AND THE VALUES WE TEACH OUR CHILDREN EVERY DAY. NOWHERE. NOWHERE IS THERE MORE VISIBLE THAN ON THE CAMPUS OF VIRGINIA RANDOLPH.

MORE THAN A CENTURY AGO, VIRGINIA ESTELLE RANDOLPH STOOD IN A ONE ROOM SCHOOLHOUSE ON MOUNTAIN ROAD AND IMAGINED SOMETHING RADICAL FOR HER TIME.

SHE BELIEVED EVERY CHILD, ESPECIALLY BLACK CHILDREN WHO HAD BEEN DENIED OPPORTUNITY, DESERVED AN EDUCATION THAT PREPARED THEM TO NOT ONLY SURVIVE, BUT TO THRIVE. RANDOLPH BEGAN HER CAREER AS A TEACHER AT THE TIME WHEN OPPORTUNITY FOR

BLACK EDUCATORS WAS SCARCE.

AFTER A SHORT TEACHING EXPERIENCE IN GOOCHLAND COUNTY, SHE TAUGHT IN HANOVER COUNTY IN 1893 BEFORE SECURING A POSITION WITH HENRICO COUNTY THE FOLLOWING YEAR.

SHE OPENED WHAT BECAME KNOWN AS THE MOUNTAIN.

MOUNTAIN ROAD SCHOOL, A ONE ROOM SCHOOLHOUSE SHE PERSONALLY REPAIRED AND RESTORED. SHE TRAVELED THROUGHOUT THE COUNTY, RECRUITING STUDENTS, SOMETIMES GOING DOOR TO DOOR BECAUSE SHE BELIEVED EDUCATION WAS WORTH IT FOR EACH AND EVERY CHILD INSIDE THIS SMALL SCHOOLHOUSE, SHE TAUGHT FAR MORE THAN ACADEMICS.

RANDOLPH INTRODUCED WOODWORKING, SEWING AND GARDENING ALONGSIDE READING AND MATHEMATICS. SHE BELIEVED MANUAL ARTS COULD OPEN EMPLOYMENT OPPORTUNITIES FOR STUDENTS WHO MIGHT NEVER HAVE ACCESS FOR A SECONDARY EDUCATION.

SHE INVOLVED FAMILIES AND COMMUNITY MEMBERS DIRECTLY IN THE LIFE OF THE SCHOOL THROUGH SCHOOL IMPROVEMENT LEAGUES AND WILLING WORKERS CLUBS.

SHE BUILT PRIDE, RESPONSIBILITY AND OWNERSHIP IN THE COMMUNITY AND BEYOND SKILLS AND ACADEMICS. SHE BELIEVES SCHOOLS SHOULD NURTURE HEALTHY SPIRITS AND STRONG HEARTS.

SHE SAW EDUCATION AS A PATHWAY TO DIGNITY AND SELF-WORTH.

SHE WAS ONCE DESCRIBED HER MISSION AS LIFTING THE CHILDREN AND THE COMMUNITY TOGETHER.

THAT BELIEF GUIDED EVERYTHING SHE DID.

WHAT SHE DID WAS NOT JUST BUILD A SCHOOL, IT WAS A MODEL FOR EMPOWERMENT.

TODAY, THAT VISION IS ALIVE ON THE CAMPUS OF VIRGINIA RANDOLPH.

THE CAMPUS IS NOT A MONUMENT TO THE PAST.

IT'S A LIVING CONTINUATION OF HER WORK.

WHAT MAKES THE CAMPUS SO POWERFUL IS THAT IT REFLECTS THE CORE LESSON OF BLACK HISTORY.

PROGRESS HAPPENS WHEN SYSTEMS ADAPT TO MEET THE PEOPLE'S NEEDS, NOT THE OTHER WAY AROUND.

ON THIS ONE CAMPUS, HENRICO COUNTY PUBLIC SCHOOLS HAS BUILT A CONTINUUM OF OPPORTUNITY INTENTIONALLY DESIGNED TO SUPPORT STUDENTS AND FAMILIES AT EVERY STAGE OF THEIR JOURNEY.

IT BEGINS WITH THE ELEMENTARY INNOVATION INNOVATION.

I'M SORRY. IT BEGINS WITH THE ELEMENTARY INTERVENTION PROGRAM AND SHOWING OUR YOUNGEST LEARNERS RECEIVE EARLY, TARGETED ACADEMIC SUPPORT.

THE CAMPUS ALSO HOUSES THE FAMILY AND COMMUNITY ENGAGEMENT, OR THE FACE HUB THAT PROVIDES WRAPAROUND SERVICES AND COMMUNITY PARTNERSHIPS.

THIS WAS RANDOLPH'S BELIEF THAT EDUCATION IS STRONGEST WHEN FAMILIES ARE TREATED AS PARTNERS, NOT OUTSIDERS.

WHEN WE STRENGTHEN FAMILIES, WE STRENGTHEN OUTCOMES AT THE SECONDARY LEVEL. THE ACADEMY AT VIRGINIA RANDOLPH OFFERS A HIGH SCHOOL ENVIRONMENT BUILT ON RESTORATION STRUCTURE AND HIGH EXPECTATIONS.

STUDENTS ARE NOT DEFINED BY A MOMENT, A MISTAKE, OR A LABEL BY WHICH THEY WERE HEADED.

EVERY STUDENT IS GUIDED TOWARD BEING ENROLLED, EMPLOYED OR ENLISTED WITH DIGNITY AND DIRECTION.

THE CAMPUS IS ALSO HOME TO THE VIRGINIA RANDOLPH EDUCATION CENTER, SERVING STUDENTS WITH SPECIAL NEEDS THROUGH INDIVIDUALIZED, INDIVIDUALIZED INSTRUCTION GROUNDED IN OPPORTUNITY AND RESPECT.

IT AFFIRMS A SIMPLE TRUTH EVERY LEARNER BELONGS.

EVERY LEARNER DESERVES ACCESS.

THE ADVANCED CAREER EDUCATION CENTER AT VIRGINIA RANDOLPH EXPANDS OPPORTUNITIES EVEN FURTHER. THROUGH ACE PROGRAMING, STUDENTS CAN DIRECTLY STEP INTO HIGH DEMAND CAREER PATHWAYS SUCH AS DIESEL TECHNOLOGY, MOTOR SPORTS TECHNOLOGY, HEAVY EQUIPMENT OPERATION, WELDING, MASTER BARBERING, HORTICULTURE AND PLANT SCIENCE, COSMETOLOGY AND PLUMBING AND FIRE SPRINKLER FITTING. THESE ARE REAL SKILLS, REAL CREDENTIALS, AND REAL CAREERS. STUDENTS LEAVE WITH HANDS ON EXPERIENCE, INDUSTRY PARTNERSHIPS AND CERTIFICATIONS THAT TRANSLATE INTO EMPLOYMENT AND ECONOMIC MOBILITY. TOGETHER, THESE PROGRAMS MAKE THE CAMPUS SOMETHING RARE.

IT IS A PLACE WHERE INTERVENTION, FAMILY ENGAGEMENT, SPECIALIZED EDUCATION, HIGH SCHOOL COMPLETION, AND CAREER READINESS EXIST UNDER ONE ROOF.

IT'S NOT ACCIDENTAL. IT'S ABOUT INTENTIONAL DESIGN.

IT'S ABOUT INTENTIONAL EQUITY.

AND THAT IS WHY THE INVESTMENT IN A PROJECT LIKE THIS MATTERS.

HENRICO COUNTY MADE A NEARLY $90 MILLION INVESTMENT IN REBUILDING AND REIMAGINING THE CAMPUS OF VIRGINIA RANDOLPH.

THAT NUMBER REPRESENTS MORE THAN CONSTRUCTION COSTS.

IT REPRESENTS A DECISION TO INVEST IN PEOPLE, IN FAMILIES AND IN FUTURES.

IN THIS INVESTMENT IN PATHWAYS THAT BREAK CYCLES AND BUILD OPPORTUNITY, IT IS A STATEMENT THAT EVERY LEARNER IS WORTH THE EFFORT, THE RESOURCES AND THE COMMITMENT.

MORE THAN 100 YEARS AGO, RANDOLPH INVESTED HER LIFE IN CHILDREN WHO WERE TOLD THEY WERE NOT WORTH IT.

TODAY, WE HONOR HER BY MAKING THE OPPOSITE STATEMENT EVERY CHILD IN HENRICO COUNTY IS WORTH A BOLD INVESTMENT.

THE CAMPUS OF VIRGINIA RANDOLPH REPRESENTS A PROMISE, A PROMISE THAT HENRICO COUNTY WILL CONTINUE TO EXPANDING OPPORTUNITY, AND ESPECIALLY FOR THOSE HISTORICALLY WHO HAD TO FIGHT TO BE SEEN, HEARD AND EDUCATED. OUR VISION EMPOWERING EVERY LEARNER IS NOT NEW.

RANDOLPH WAS LIVING THAT VISION OVER A CENTURY AGO.

THE STUDENTS WE SERVE TODAY ARE WRITING THE NEXT CHAPTERS OF BLACK HISTORY AND RACIAL HISTORY AND AMERICAN HISTORY.

OUR RESPONSIBILITY IS TO MAKE SURE THEY HAVE THE TOOLS, THE SUPPORT, AND THE BELIEF IN THEMSELVES TO DO IT.

THAT IS HER LEGACY, AND THAT IS THE WORK THAT WE CONTINUE TO DO EACH AND EVERY DAY.

ON BEHALF OF HENRICO COUNTY PUBLIC SCHOOLS, I WANT TO THANK CHAIR COOPER, VICE CHAIR, ROWNTREE COUNTY MANAGER AND THE ENTIRE BOARD OF SUPERVISORS FOR YOUR CONTINUED PARTNERSHIP AND INVESTMENT INTO OUR STUDENTS AND FAMILIES.

PROJECTS LIKE THE CAMPUS OF VIRGINIA RANDOLPH ONLY EXIST WHEN LEADERSHIP IS WILLING TO INVEST NOT JUST IN BUILDINGS, BUT IN PEOPLE AND POSSIBILITY.

VIRGINIA RANDOLPH BELIEVED EDUCATION COULD TRANSFORM A COMMUNITY. AND MORE THAN A CENTURY LATER, WE'RE PROVING THAT SHE WAS RIGHT.

AND ONE OF THEM WAS EXPOUNDING ON VIRGINIA RANDOLPH AND SAYING, NO, NO. WHEN I WALKED PAST, SHE WAS SAYING, NO, NO, YOU REALLY NEED TO GO THERE. THE PROGRAMS THERE ARE GREAT. THE TEACHERS ARE GREAT.

YOU KNOW, IT WAS JUST REALLY PRAISING THE EXPERIENCE THAT SHE HAD AT VIRGINIA RANDOLPH.

AND I'M OLD ENOUGH TO REMEMBER WHEN THAT WAS NOT THE CASE, WHEN IT WAS THE SCHOOL OF LAST RESORT IN A LOT OF PEOPLE'S MINDS.

AND I AM, I WAS REALLY TOUCHED ME TO SEE THE TURNAROUND THAT, THAT, THAT HAS MADE AND THE IMPACT THAT STUDENTS ARE HAVING THERE.

SO THANK YOU FOR GIVING ME THE OPPORTUNITY TO MAKE THAT STATEMENT.

TWO THINGS. FIRST OF ALL, WE DON'T GET TO SEE SCHOOL BOARD MEMBERS AT OUR BOARD MEETINGS TOO OFTEN.

SO THIS IS REALLY FOR THE COMMUNITY REGARDING THE STORM THAT WE HAD THE ICE STORM.

FERN. SO THERE WERE, AND THESE FOLKS ARE GOING TO SPEAK TO EFFORTS THAT THEY UNDERTOOK DURING THAT STORM. THERE WAS A BRIEFING THAT WAS GIVEN TO THE BOARD IN WORK SESSION.

BUT I DO WANT TO MAKE JUST A COUPLE OF COMMENTS BEFORE THEY COME FORWARD.

SO THERE WERE MANY AGENCY HEADS AND COUNTY EMPLOYEES INVOLVED IN FIGHTING THE ICE EVENT THAT WE ALL KNOW. AND, AND ONE THAT WE HAVEN'T SEEN SINCE THE EARLY 1990S AS FAR AS THE INTENSITY, YOU KNOW, TODAY IS FEBRUARY THE 10TH.

I'LL SAY THIS FOR PERSPECTIVE.

ON MONDAY, JANUARY 19TH, OUR COUNTY STARTED PARTICIPATING IN CALLS WITH THE NATIONAL WEATHER SERVICE REGARDING A WINTER STORM WHERE MASSIVE SNOWFALL WAS EXPECTED ON THE EAST COAST.

I WOULD EXPECT, JEN, YOU MAY HAVE BEEN ON SOME OF THOSE CALLS.

THIS PREPARATION, WHICH MR. HUGHES WILL TOUCH ON, WENT TO A HIGHER INTENSITY WHEN BOTH THE NATIONAL WEATHER SERVICE AND DOMINION POWER.

ON WEDNESDAY, JANUARY 22ND, ADVISED LOCALITIES IN THE COMMONWEALTH AND THE COMMONWEALTH ITSELF TO PREPARE FOR WHAT THEY WERE CALLING A HISTORIC EVENT WHERE WIDESPREAD POWER OUTAGES WERE EXPECTED.

SO WINTER STORM FERN BEGAN ON ON SATURDAY, JANUARY 24TH, AND AT POINTS DURING THE STORM, OUR COUNTY HAD OVER 500 EMPLOYEES DEALING WITH LOGISTICS, SNOW REMOVAL, EMERGENCY SHELTERING, COMMUNICATIONS TO OUR RESIDENTS AND ULTIMATELY THE REOPENING OF COUNTY FACILITIES. COORDINATION WAS CONDUCTED THROUGH EMERGENCY MANAGEMENT WITH ROB ROWLEY AND HIS STAFF, AND I WANT TO THANK THAT GROUP FOR THEIR SLEEPLESS NIGHTS AND MANY HOURS OF EFFORT. OUR COUNTY BUILDINGS WERE OFFICIALLY CLOSED ON MONDAY, JANUARY 25TH AND TUESDAY, JANUARY 26TH, BUT REOPENED BACK THAT WEDNESDAY. LUCKILY, WE DODGED THE PREDICTED POWER OUTAGES LAST WEEK AND OVER THIS WEEKEND, I SPENT TIME ON THE PHONE WITH COUNTY RESIDENTS, SOME OF WHOM EXPRESSED FRUSTRATIONS REGARDING THE CONDITION OF ROADS OR THE FACT THAT SCHOOLS WERE CLOSED. I UNDERSTAND THOSE FRUSTRATIONS.

WE DO NOT DECIDE ON THE OPENING OR CLOSING OF OUR SCHOOL FACILITIES, BUT IN FACT, WE HAD TRASH TRUCKS THAT HAD TO BE TOWED OUT OF SUBDIVISIONS AND A DUMP TRUCK THAT ACTUALLY FLIPPED ON ITS SIDE WHILE CLEARING SNOW.

THANKFULLY, OUR EMPLOYEES WERE NOT INJURED.

DOCTOR CASHWELL, OUR SUPERINTENDENT, WILL ALWAYS ON THE SIDE OF SAFETY AND FOR A 30 YEAR STORM, PRECAUTIONS WITH SCHOOL BUSSES WERE NECESSARY.

OUR GENERAL GOVERNMENT ASSISTED OUR SCHOOL SYSTEM WITH CONTRACTORS.

WE HAD BROUGHT IN AND CLEARED BUS PARKING LOTS.

SO HERE TONIGHT, BECAUSE OF THE NUMBER OF EMAILS THAT HAVE COME IN, I WANT TO STATE AS CLEARLY AS I CAN.

THERE ARE ALWAYS, ALWAYS OPPORTUNITIES TO IMPROVE RESPONSE TO RARE EVENTS, TO TABLETOP THEM, WHICH WE WILL, AND TO ACKNOWLEDGE THE CONCERNS VOICED BY SOME OF OUR RESIDENTS AND TO FACTOR THOSE CONCERNS INTO HOW WE RESPOND IN THE FUTURE.

SO WITH THE STORM, WE BEGAN PREP A WEEK BEFORE WHEN WE SAW THE FORECAST FOR PREDICTING INITIALLY 20IN OF SNOW, THAT EVENTUALLY THE FORECAST SWITCHED OVER TO POTENTIAL FOR FREEZING RAIN.

SO WE'RE WE DIDN'T GET AS MUCH FREEZING RAIN IN TERMS OF JUST THE POWER OUTAGES AND SOME OF THE THINGS THAT WE WERE EXPECTING, BUT WE WERE PREPARED FOR TREES DOWN AND PREPARED TO WORK REALLY CLOSELY WITH DOMINION DURING THE EVENT. NEVERTHELESS SO DURING THE EVENT, YOU KNOW, PART OF OUR PREP, WE HAVEN'T USED SAND SINCE 2018.

WE PREPPED OUR 50/50 MIX AND BROUGHT ADDITIONAL SAND RESOURCES IN BECAUSE WE WERE EXPECTING ICE. SO THAT'S SOMETHING THAT WE DID DIFFERENTLY.

AND WE ALSO PROVIDED OUR HIGHEST LEVEL OF RESPONSE.

SO WE HAVE THREE LEVELS OF RESPONSE FOR SNOW.

THE FIRST EVENT OF LOW LEVEL SNOW WILL HANDLE WITH OUR ROAD MAINTENANCE STAFF.

TIER TWO EVENT WILL BRING IN CONTRACTORS AND ADDITIONAL STAFF WITHIN PUBLIC WORKS.

AND THEN OUR HIGHEST RESPONSE WILL BRING IN HEAVY VEHICLE OR HEAVY EQUIPMENT.

SO THOSE ARE THE FRONT END LOADERS, THE MOTOR GRADERS THAT WE ENDED UP HAVING TO BRING IN FOR THIS EVENT.

EARLY IN THE WEEK, WE HAD ALREADY ENGAGED WITH OUR CONTRACTORS AND PRETTY MUCH FULLY MOBILIZED DUE TO THE FORECASTS THAT WERE AHEAD.

STARTING THAT FRIDAY, WE WORKED 24 HOUR SHIFTS.

SO WE BROUGHT OUR TEAMS IN FOR 224 HOUR SHIFTS.

AND THEN SATURDAY, THAT'S WHEN THE ACTUAL SNOW STARTED TO COME IN AND WE BEGAN TO WORK THROUGH THAT. IT ONLY SNOWED FOR A LITTLE WHILE AND THEN EVENTUALLY FLIPPED OVER TO SLEET, AND IT ENDED UP GETTING QUITE A BIT OF SLEEP THROUGHOUT THE DAY.

FROM LOOKING AT THE TREES, THE SNOW WOULD TYPICALLY STICK TO LIKE YOUR PINE TREES. SO WE WERE SEEING THE SLEET HIT THE GROUND PRETTY MUCH, AND THEN EVENTUALLY IT CONVERTED OVER TO FREEZING RAIN AT THE END.

THANKFULLY, WE DIDN'T GET ENOUGH TO RESULT IN MASS POWER OUTAGES, BUT THROUGHOUT THE SNOW EVENT INTO MONDAY, WE WERE WORKING PRIMARY ROADS, SECONDARY ROADS, EMERGENCY ROUTES.

SO THESE ARE ROUTES THAT ARE 911 RESPONDERS ARE WORKING.

THAT'S OUR PRIORITY THROUGHOUT THE STORM.

THROUGH MONDAY, WE WERE ABLE TO GET THROUGH 44% OF OUR COUNTY ROADS.

THAT'S MOST OF THE PRIMARIES AND MOST OF OUR SECONDARIES, WHICH A LOT OF OUR SECONDARIES INCLUDE SUBDIVISION STREETS.

AND THEN UPON MONDAY NIGHT, THAT'S WHEN WE STARTED TO ENCOUNTER LOWER TEMPERATURES. AND THAT'S WHEN IT WAS REALLY DIFFICULT TO MOVE THE ICE.

SO WE WERE REALLY HAVING TROUBLE PUSHING AND THIS IS ABOUT WHERE WE WOULD HAVE UNDER A NORMAL SNOW EVENT, GOTTEN INTO SUBDIVISIONS ON TUESDAY WEDNESDAY.

BUT JUST THE LEVEL OF ICE THAT WE HAD.

MADE IT REALLY DIFFICULT.

SO WHAT ENDED UP HAPPENING THROUGHOUT THE REST OF THE WEEK, WE PRIORITIZED OUR RESPONSE TO SUPPORTING 911 AND OPENING UP SUBDIVISION STREETS.

SO IF YOU TRIED TO LEAVE A NEIGHBORHOOD ON MONDAY AFTER US OR VDOT HAD PUSHED THE LIKE THE MAIN ROAD CLEAR, THERE WOULD HAVE BEEN A FEW FEET OF ICE PILE BLOCKING YOUR NEIGHBORHOOD IN. SO OUR TEAM PRETTY MUCH FOCUSED ON OPENING UP NEIGHBORHOODS SO THAT PEOPLE COULD GET IN AND GET OUT OF THEIR NEIGHBORHOOD.

WHEN I WAS DRIVING AROUND, I SAW QUITE A BIT OF POLICE OFFICERS HELPING DIG PEOPLE OUT WHO HAD TRIED TO DRIVE IN TO SOME OF THOSE PILES AND EVENTUALLY GOT STUCK.

AND IT TOOK QUITE HEAVY EQUIPMENT TO GET IN ON TUESDAY NIGHT.

I TALKED TO ONE OF OUR COUNTERPARTS AT VDOT, AND THEY ACTUALLY SHUT DOWN THEIR OPERATIONS AT NIGHT TIME BECAUSE OF WHAT WE WERE FACING.

WE CONTINUE TO WORK THE EVENT 24 HOURS, AND MAYBE THAT WAS SOMETHING THAT, YOU KNOW, WE COULD REEVALUATE.

BUT IN THAT PROCESS, WE DID DAMAGE QUITE A BIT OF EQUIPMENT TRYING TO WORK THE EVENT AND OPEN ROADS UP. FRIDAY AND SATURDAY THERE WAS ACTUALLY LIKE FOLLOWING THE EVENT, THERE WAS ANOTHER FORECAST FOR ADDITIONAL SNOW.

SO OUR TEAM ALSO NEEDED TO KIND OF KEEP AN EYE ON PREP FOR THAT.

FORTUNATELY, WE DIDN'T GET THAT SNOW. IT STAYED TO THE SOUTH AND UPON FINDING OUT WE WEREN'T GOING TO GET THAT SNOW, THOSE CREWS THAT WE HAD MOBILIZED IMMEDIATELY WENT INTO SUBDIVISION STREETS TO APPLY A 5050 SAND SALT MIXTURE TO HOPEFULLY TAKE ADVANTAGE OF SOME OF THE WARMER TEMPERATURES. AND THAT'S WHEN WE REALLY WORKED WITH OUR TEAMS TO HIT A LOT OF THE SUBDIVISION STREETS.

THAT WORK CONTINUED THROUGHOUT THE WEEK.

A LOT OF THE STREETS RESPONDED, THE STREETS WITH MORE TRAFFIC, THE STREETS WITH SUN EXPOSURE.

AND WE DID GET SOME CALLBACKS ON A NUMBER OF STREETS THAT HAD MORE SHADE OR LESS TRAFFIC.

AND WE'RE STILL WORKING THROUGH SOME OF THOSE STREETS NOW TRYING TO TAKE ADVANTAGE OF SOME OF THESE WARMER TEMPERATURES SO OUR TEAM CONTINUES TO WORK.

AS THE MANAGER MENTIONED, I THINK WE'RE ON DAY 23 OF CONSECUTIVE WORK FOR OUR STAFF, AND WE'RE CONTINUING TO BE DEVOTED TO ADDRESSING THE EVENT.

SO WE UNDERSTAND SOME OF THE FRUSTRATIONS.

AND, YOU KNOW, WE'RE WE'RE CONTINUING TO WORK AND APPLY SALT SAND TO ROADS TO TO ASSIST WITH THE MELTING PROCESS.

SO TURN IT OVER. GOOD EVENING, MR. CHAIR. MEMBERS OF THE BOARD. MR. MANAGER, THANK YOU FOR JUST A MINUTE TO SHARE SOME OF OUR COMMUNICATION EFFORTS THROUGH THIS EVENT. AS YOU ALL KNOW, WHEN THINGS LIKE THIS HAPPEN, YOU REALLY CAN'T OVERCOMMUNICATE.

WE FOCUSED ON PUBLIC WORKS MESSAGES, LETTING FOLKS KNOW WHERE WE WERE WHENEVER WE COULD. SPENDING TIME, OUR FOLKS WERE OUT WITH THE ESSENTIAL EMPLOYEES AS WELL. SPENDING TIME WITH THE WITH THE FIRST RESPONDERS AND WITH THE PUBLIC WORKS EMPLOYEES. WE WE SHARED MORE THAN WE PROBABLY EVER HAVE IN OVER A THREE WEEK PERIOD ON SOCIAL MEDIA.

ONE OF OUR ANALYTICS CAME BACK WITH OUR FACEBOOK PAGE, HIT 3.2 MILLION IMPRESSIONS OVER THE STORM, WHICH TO GIVE YOU SOME PERSPECTIVE, A TYPICAL WEEK FOR OUR FACEBOOK PAGE IS 180,000 IMPRESSIONS.

OUR PUBLIC WORKS FAQ THAT THAT WE SENT OUT OUR SECOND ONE THAT WAS REALLY FOCUSED IN ON PLOWING AND SOLID APPLICATIONS, HIT 484,000 VIEWS.

OUR POLICE ROAD SAFETY MESSAGING HIT 250 000 VIEWS.

AND OUR FIRE, OUR SPECIALTY TRAINING WITH OUR FIRE DEPARTMENT AS WELL, HIT 175,000 VIEWS. AND I SHARE ALL THAT TO LET YOU KNOW THAT I THINK OUR FOCUS IN USING EVERY POSSIBLE OUTLET WORKED.

BUT I ALSO KNOW THAT WE CAN ALWAYS LEARN AND DO BETTER, WHICH IS WHY I TOOK THE OPPORTUNITY TO SHARE THIS SURVEY THAT YOU SEE UP ON THE SCREEN NOW. AND THERE'S ALSO A BOARD OUTSIDE FOR FOLKS WHO WANT TO GIVE US SOME FEEDBACK.

IT PRESENTED CHALLENGES THAT A LOT OF OUR FIREFIGHTERS HAVE NOT FACED IN THEIR CAREER BECAUSE, LIKE YOU SAID, ABOUT 35% OF OUR WORKFORCE IS UNDER FIVE YEARS. SO THEY HAVEN'T SEEN ANYTHING LIKE THIS. DRIVING IN THESE CONDITIONS, IF IT WASN'T FOR THE PARTNERSHIP WITH PUBLIC WORKS AND OUR DEPUTY OPERATIONS CHIEF AND 911 AND POLICE ALL SITTING TOGETHER IN THE EMERGENCY OPERATIONS CENTER THAT M WAS RUNNING, THEY WERE ABLE TO QUICKLY GET PUBLIC PUBLIC WORKS RESOURCES TO OUR FIRE AND EMS UNITS RESPONDING TO CALLS WHEN THEY WERE STUCK.

WE COULD GET THERE AND WE WOULD MAKE IT THERE.

AND THEN IT WAS A HILL, A CUL DE SAC.

WE'D STRUGGLE TO GET OUT IF IT WASN'T FOR PUBLIC WORKS COMING IN THERE WITH SAND AND

SOME OF THE HEAVY EQUIPMENT, AND THEN HELPING US GET THE PEOPLE TO THE HOSPITAL. THEY UNDOUBTEDLY SAVED LIVES ALSO BY THE WORK THAT THEY DID IN PARTNERSHIP.

I THINK ALSO ANOTHER IMPORTANT POINT TO HIGHLIGHT IS REC AND PARKS.

WE HAVE PLOW ASSIGNED SO THEY WOULD RESPOND TO OUR RAMPS TO KEEP THEM CLEAR.

IF WE NEED THEM ON A CALL, THEY WOULD COME AND PLOW FOR US TO GET US THERE. SO REALLY, IT TRULY WAS A ONE TEAM, ONE MISSION AS WE MOVE FORWARD IN THE COUNTY.

OUR FIREFIGHTERS CREATED CREATIVITY IS SOMETHING THAT WE PRIDE OURSELVES ON.

AND SO WHY AN AX MIGHT BE TYPICALLY USED FOR FORCIBLE ENTRY INTO A HOUSE OR A COMMERCIAL STRUCTURE. AXES, HALLIGAN BARS, PIKE POLES WERE ALL USED TO BREAK ICE ON SIDEWALKS JUST TO GET TO PEOPLE WITHOUT OUR FOLKS TRIPPING AND FALLING.

I RESPONDED TO NUMEROUS CALLS WITH OUR FOLKS.

I HAD A SHOVEL WITH THEM AND IT WAS CHALLENGING JUST TO GET PEOPLE FROM THEIR HOUSE TO THE AMBULANCE SO WE COULD GET THEM TO THE HOSPITAL.

BUT OUR FOLKS STEPPED UP.

WE HAD RECORD CALLS ON A COUPLE OF DAYS, 219 CALLS FOR SERVICE, AND ONE DAY WHEN WE AVERAGE ANYWHERE BETWEEN 100 AND 40 150 IN 1 TEN HOUR PERIOD.

ON THAT MONDAY, WE HAD 55 FALL CALLS IN TOTAL.

FOR A ONE WEEK PERIOD.

WE HAD 292 FALL CALLS JUST IN ONE WEEK.

SO OUR RESOURCES WERE TAXED, OUR PEOPLE STEPPED UP.

BUT AGAIN, IT WAS ONE TEAM, ONE MISSION AS A COUNTY MOVING FORWARD.

THIS IS NOW A REQUEST TO REZONE 2.3566 ACRES FROM A-1 AGRICULTURAL DISTRICT TO R2C1 FAMILY RESIDENCE DISTRICT TO CREATE THREE VERSUS THE ORIGINAL FOUR SINGLE FAMILY LOTS AT THE NORTHWEST INTERSECTION OF TILLER ROAD AND BRENNAN ROBERT PLACE IN THE BROOKLYN DISTRICT.

THE AREA WEST OF TILLER ROAD PRIMARILY CONSISTS OF LARGE ACRE LOTS AND TO THE EAST IS MEADOW FARMS, ZONED R TWO.

THERE IS AN EXISTING HOME WHICH WOULD REMAIN ON THIS PROPERTY.

TWO NEW LOTS ARE PROPOSED WHICH WOULD ACCESS THE NEW ROAD.

THE APPLICANT OWNS THE PROPERTY TO THE WEST AND INTENDS TO DEVELOP IT SOMETIME IN THE FUTURE. THE 15 SUBMITTED PROFFERS PROVIDE QUALITY GUARANTEES COVERING DENSITY, ACCESS, PROVISION OF WATER AND SEWER BUILDING MATERIALS, AND HOURS OF CONSTRUCTION.

THE APPLICANT IS ALSO PROVIDED THESE ELEVATIONS.

THE 2026 COMPREHENSIVE PLAN RECOMMENDS SUBURBAN RESIDENTIAL, ONE SINGLE FAMILY USE AND DENSITY ARE CONSISTENT WITH THE PLAN'S RECOMMENDATION.

THE PLANNING COMMISSION RECOMMENDED DENIAL BASED ON CONCERNS ABOUT HOW THIS WOULD BE INTEGRATED INTO THE OVERALL AREA AND OUT OF CHARACTER, WITH THE DEVELOPMENT SURROUNDING IT. THAT WAS THE PREVIOUS REQUEST.

STAFF BELIEVES THAT THE APPLICANT'S REVISED REZONING REQUEST ADDRESSES THE COMMISSION'S CONCERNS AND WOULD HELP REINFORCE THE EXISTING DEVELOPMENT PATTERN IN THE AREA AND PROMOTE COMMUNITY COHESIVENESS.

THEY SAID THAT THEY COULD NOT DO ANYTHING WITH THE SEPTIC SYSTEM, REPLACE IT, ANYTHING LIKE THAT.

I TOOK HER VERBATIM AT THAT POINT, BUT SINCE THEN HAVE BEEN DOING SOME INVESTIGATION AND THERE ARE ALTERNATIVE SEPTIC SYSTEMS THAT COULD BE HAD.

AND THEREFORE, I BELIEVE THAT ADDING THE ADDITIONAL HOMES IS MORE A RESULT OF THE HOMES NEED THE SEWER SYSTEM RATHER THAN THE PROPERTY THAT'S EXISTING NEEDS THE SEWER SYSTEM. I ATTENDED THE PLANNING COMMISSION AND AT THE PLANNING COMMISSION.

THERE WERE ADDITIONAL FOLKS THERE FROM SUBDIVISION THAT THE THAT YOUNGBLOOD PROPERTIES HAD DONE CALLED COVEY RUN, AND THEY WERE EXPRESSING CONCERNS ABOUT A PUBLIC PROPERTY IN THAT SUBDIVISION THAT YOUNGBLOOD PROPERTIES WAS SUPPOSED TO TURN OVER TO THE HOA AND DID NOT DO.

IN ADDITION TO THAT, THEY.

ACCORDING TO THE MINUTES OF THE PLANNING COMMISSION MEETING, THEY TRIED TO SELL THAT PROPERTY.

BUT AFTER THE LAST BOARD MEETING THAT I DIDN'T ATTEND, I HAVE TO WONDER WHAT THE ROLE OF GOVERNMENT IS, AS I'VE NEVER HEARD EXISTENTIAL FORMS OF CHANGE, JUST PIECEMEAL TO APPEASE THE MASSES.

ANYHOW, I SUPPOSE THAT I NEED TO TALK MORE ABOUT ECONOMICS AS YOU ALL PROCLAIM THAT THIS IS WAS THE YEAR OF EDUCATION OR WHATEVER MONTH AGO.

WHEN WE LOOK AT THE ECONOMIC DATA, THERE IS A CORRELATION WITH POVERTY AND TO NAME JUST A FEW ISSUES, PHYSICAL AND MENTAL HEALTH, FOOD CONSUMPTION OF BOTH TOO MUCH AND NOT ENOUGH, AND POLITICAL ENGAGEMENT.

CHILDREN ON THE LOWER END OF THE ROPE WILL BE MORE LIKELY NOT TO GET ENOUGH FOOD AT HOME, SPEND MORE TIME AT DOING AN EDUCATIONAL THINGS, SAY VIDEO GAMES OR SCREEN TIME, AND SPEND LESS TIME WITH THEIR PARENTS AS THEY ARE WORKING MORE AND DON'T HAVE THE CAPACITY TO BE WITH THEIR KIDS AS MUCH AS THEY WOULD LIKE. AND WHEN WE LOOK AT CHILDREN WHO HAVE PARENTS WHO DON'T MAKE A LOT OF MONEY, THEY ARE MORE LIKELY TO HAVE ISSUES WITH PAYING ATTENTION IN SCHOOL, SOCIALIZATION PROBLEMS, BAD GRADES, AND JUST A WORSE QUALITY OF LIFE.

IT STARTS EARLY ON, AND WITH THE FAILURE OF THE NO CHILD LEFT BEHIND TRASH THAT CAME OUT WITH GOVERNMENT. CHILDREN ARE STATISTICALLY MORE LIKELY TO BE PASSED ON THAN YEARS PRIOR TO THAT, BECAUSE IT'S ABOUT FEDERAL DOLLARS.

MORE THAN ANYTHING, WHEN CHILDREN ARE NOT GETTING THEIR NEEDS MET, THEY ARE MORE LIKELY TO LASH OUT OR IN CLASS OR FALL ASLEEP, AMONGST MANY OTHER UNDESIRABLE ASPECTS.

WHAT HAPPENS WHEN A CHILD GETS PASSED ON AND DOESN'T HAVE THE ENVIRONMENT TO THRIVE? THEY EVENTUALLY GET TO A POINT WHERE THEY STRUGGLE SO THAT SO MUCH THAT THEY HIT A BRICK WALL AND LEAVE SCHOOL, WHETHER IT BE BY INACTION OF THE SCHOOL OR BY THE PENAL CODE. WHAT HAPPENS WHEN A CHILD DROPS OUT? THEY ARE MORE LIKELY TO BE LED TO A PATH OF CRIME, A WORSE QUALITY OF LIFE THAN THEIR PARENTS, OR HAVE A LIFE WITHOUT A STRONG ATTACHMENT TO THE COMMUNITY. AND THE PROBABILITY OF THEM BEING AN INFORMED CITIZEN IS NOT IN THEIR FAVOR. YOU MAY ASK WHY? WHY DO I BRING ALL OF THIS UP AT A BOARD MEETING.

OF ALL THINGS, I BRING IT UP AS I'VE ONLY EVER HEARD LONG TERM ECONOMIC GROWTH THAT IS TIED TO EITHER BIG BUSINESS OR BIG NONPROFIT THAT COMES IN WIELDING A SWORD, READY TO PIERCE THE VEIL OF THE ILLUSORY OF TRUST THAT HOLDS OUR COMMUNITY TOGETHER.

WHETHER IT BE SMALL BUSINESSES THAT GO AWAY AS YOU FOLLOW THE WAY OF REAGAN WITH DISREGARDING A MORE ABSTRACT FORM OF THE ROBINSON-PATMAN ACT OR THE HYPER EXPANSIONISM THAT YOU ALLOW THAT LOWERS EDUCATIONAL OUTCOMES AND RAISES TRAFFIC DEATHS.

IT IS CLEAR THAT THE ROLE OF LOCAL GOVERNMENT IS TO SAY YES TO THE WEALTHIEST, AND TO SAY NO TO UNCONVENTIONAL WAYS OF SPROUTING COUNTY BASED ECONOMIC INITIATIVES THAT ACTUALLY BENEFIT THE MAJORITY.

WITH THAT BEING SAID, I WANT TO BE CLEAR THAT I NEVER TRIED TO ASSERT THAT YOU ALL DON'T CARE ABOUT THE COMMUNITIES THAT YOU SERVE.

I THINK THAT YOU ARE MISALIGNED IN HOW YOU APPROACH GOVERNMENT AS YOU MAKE AROUND 33% MORE THAN THE AVERAGE PERSON IN HENRICO COUNTY FROM JUST THE SUPER PER SUPERVISOR POSITION ALONE. I HAVE EVEN TRIED TO HELP YOU BY GIVING YOU ALL FACETS OF IDEAS ON WHAT YOU ALL COULD DO TO HELP YOUR COMMUNITY THRIVE MORE THAN THEY CURRENTLY DO.

WELL, I HAVE GRANDKIDS, AND I HAVE OTHER KIDS IN MY NEIGHBORHOOD THAT FOR ONE YEAR, THEY WERE ABLE TO ATTEND.

BUT TWO YEARS AND COUNTING, THEY ARE NOT ABLE TO ATTEND SIMPLY BECAUSE THERE'S NOT ENOUGH STAFF OR THERE'S NOT ENOUGH RESOURCES OR THERE'S NOT ENOUGH.

THIS IS THE RICHFIELD PARKWAY BMP AND STREAM RESTORATION PROJECT IN THE THREE SHOP DISTRICT. MR. HUGHES. THANK YOU, MR. MANAGER. THIS BOARD PAPER WOULD AWARD A UNIT PRICE CONTRACT FOR $1,048,000 AND $155 TO HARBOR, DREDGE AND DOCK FOR CONSTRUCTION OF THE RIDGEFIELD PARKWAY BMP AND STREAM RESTORATION PROJECT. THE PROJECT INCLUDES REPAIR OF AN EXISTING BMP AND INSTALLATION OF IN-STREAM STRUCTURES, FLOODPLAIN BENCH GRADING, SEEDING AND PLANTING ALONG 200 LINEAR FEET OF AN UNNAMED TRIBUTARY TO STONY RUN.

SO THIS IS AT THE INTERSECTION OF RIDGEFIELD AND COX FOR LOCATION.

THE WORK IS ANTICIPATED TO BEGIN IN APRIL AND IS SCHEDULED TO BE COMPLETED WITHIN 365 DAYS.

THE COUNTY RECEIVED THREE BIDS AND BASED UPON A REVIEW OF THE BIDS, HARBOR DREDGE AND DOCK IS THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER.

FUNDING TO SUPPORT THE CONTRACT IS AVAILABLE WITHIN THE PROJECT BUDGET.

THE DIRECTOR OF PUBLIC WORKS AND THE PURCHASING DIRECTOR RECOMMEND APPROVAL OF THE BOARD PAPER, AND THE COUNTY MANAGER CONCURS.

MR. CHAIR, LAST ITEM 52-26 IS A RESOLUTION FOR AUTHORIZATION TO APPLY FOR BETTER UTILIZING INVESTMENTS TO LEVERAGE DEVELOPMENT GRANT FOR SHORT PUMP AREA IMPROVEMENTS ON THE THREE CHOP DISTRICT. MR. HUGHES, THIS BOARD PAPER AUTHORIZES THE DIRECTOR OF PUBLIC WORKS TO APPLY FOR FUNDS IN ANY AMOUNT, IN ANY AMOUNT FROM THE BETTER UTILIZING INVESTMENTS TO LEVERAGE DEVELOPMENT GRANT OR BUILD PROGRAM OF THE U.S.

DEPARTMENT OF TRANSPORTATION DURING FISCAL YEAR 2026 TO FUND THE SHORT PUMP AREA IMPROVEMENTS PROJECT. THIS GRANT SUPPORTS SURFACE TRANSPORTATION INFRASTRUCTURE PROJECTS OF LOCAL OR REGIONAL OF REGIONAL SIGNIFICANCE.

THE ESTIMATED COST OF THE PROJECT IS 167 MILLION.

THE COUNTY WILL PURSUE OTHER SOURCES OF LOCAL, REGIONAL AND STATE FUNDING FOR THE PROJECT AND INTENDS TO REQUEST BUILD GRANT FUNDS OF $25 MILLION, WHICH IS THE LIMIT.

THE DIRECTOR OF PUBLIC WORKS RECOMMENDS APPROVAL OF THE BOARD PAPER AND THE COUNTY MANAGER CONCURS. SO I'LL ADD WE HAVE WE ALREADY HAVE ABOUT 60 ALMOST 65 MILLION COMMITTED FROM CV TO REGIONAL FUNDS TOWARDS THIS PROJECT AND ANOTHER 32 MILLION FROM THE STATE. SO THIS IS HOPING TO OFFSET SOME OF THE 60 MILLION IN LOCAL FUNDS THAT WERE, I GUESS, CONTRIBUTING TOWARDS THE PROJECT.

SO THIS WILL OFFSET THAT COST.

WHAT WOULD HAPPEN WITH FUNDS THAT WE RECEIVED FOR GRANTS? ARE YOU TALKING ABOUT THE LEGAL LIKE THESE FUNDS OR LOCAL FUNDS? I MEAN, THE LOCAL FUNDS COULD GO UNUSED.

YEAH. YEAH. COULD BE, COULD GO ANYWHERE. BUT I MEAN, AS FAR AS THE GRANT FUNDS, MOST OF THE TRANSPORTATION DOLLARS ARE SPECIFIC.

SO THE FUNDING FROM VDOT THAT'S SPECIFIC.

SO IF WE WERE TO NOT USE IT FOR THAT REASON, IT WOULD GO BACK.

SAME THING WITH KVTA. IF WE WEREN'T GOING TO USE IT FOR THE PROJECT, IT WOULD GO BACK TO THE KVTA COFFERS.

OKAY. YEAH. AND THE SOURCE OF FUNDS THAT WE ANTICIPATE SPENDING FROM LOCAL DOLLARS.

HAVE WE IDENTIFIED THOSE SOURCES YET? IT'S TBD. SO YEAH, WE'RE STILL WORKING THROUGH SOME ADDITIONAL FUNDS, BUT WE HAVE A NUMBER OF OPTIONS THAT WE'RE TALKING THROUGH.

OKAY. AND BIGGER PICTURE, WHAT IS THIS PROJECT AT COMPLETION? YEAH. SO THIS PROJECT, THIS WHAT WE'RE APPLYING FOR THE GRANT FOR IS ACTUALLY A NEW INTERCHANGE AT NORTHGATE. SO I 64 NORTHGATE.

AND SO IT'S GOING TO INCLUDE THE AUXILIARY LANES. SO ADDITIONAL LANES ON 64 BETWEEN 295 AND 288 AND ANY NOISE WALLS OR ANYTHING THAT WE NEED ASSOCIATED WITH THE PROJECT.

AND THIS PROJECT IN GENERAL IS ONE THAT FEDERAL FOLKS GOT INVOLVED WITH JUST BECAUSE OF THE, THE PRESSING NEED TO ALLEVIATE TRAFFIC IN THIS PARTICULAR AREA.

IT IS. YEAH. SO AGAIN, CURRENTLY TO, I GUESS TO ADDRESS THE CALLER.

THE. THIS HIGHWAY OR THE HIGHWAY SYSTEM IN VIRGINIA IS MAINTAINED BY THE STATE.

THEY ALSO RECEIVE FEDERAL FUNDING. SO IT'S A FEDERAL HIGHWAY SYSTEM.

SO THE COUNTY WOULDN'T HAVE A MAINTENANCE OBLIGATION TOWARDS ANY IMPROVEMENTS THAT ARE BUILT WITH THIS PROJECT.
