FIRST ONE, JUST A BRIEF NOTE.MEMBERS OF THE BOARD WERE IN ATTENDANCE THIS PAST WEEKEND, FOR THE A-10 WOMEN'S CHAMPIONSHIP COLLEGE BASKETBALL TOURNAMENT, WHICH RHODE ISLAND WON.
WE WERE ROOTING FOR BOTH VCU AND U OF R WOULD HAVE BEEN A REMARKABLE FINAL.
BUT IT DIDN'T HAPPEN. SO JUST A NOTE ABOUT THAT TOURNAMENT BECAUSE 2026, WE WE WE RECORDED THE HIGHEST TICKET DISTRIBUTION SINCE THE CHAMPIONSHIP ARRIVED IN HENRICO WITH OVER 11,500 TICKETS SOLD.
WE HAVE FISCAL IMPACT NUMBERS FROM LAST YEAR, WHERE WE SAW $2.9 MILLION IN REVENUE THAT WAS GENERATED FROM THAT TOURNAMENT FOR THE COUNTY. WE EXPECT THAT THIS TOURNAMENT WILL EXCEED LAST YEAR'S TOTALS, AND WE ALSO THIS YEAR WERE NOTIFIED THAT WHILE WE'RE AT THE END OF A THREE YEAR CONTRACT WITH THE A-10, THAT TOURNAMENT WAS EXTENDED WITH OUR SPORTS AND EVENT CENTER THROUGH 2029.
BIG SHOUT OUT TO DENNIS MEYER AND THE TEAM AT THE SPORTS AND EVENT CENTER.
OUR COUNTY GAINED NATIONAL MEDIA EXPOSURE WITH THE CHAMPIONSHIP GAME ON ESPN TWO SEMIFINALS ON CBS SPORTS NETWORK AND QUARTERFINALS ON USA NETWORK.

ALL OF THE GAMES WERE TELEVISED ON ESPN PLUS, AND ALMOST 2000 OF OUR YOUNGEST FANS SCHOOL SCHOOL CHILDREN VISITED OVER TWO DAYS.FOR AN INITIATIVE CALLED EDUCATION THROUGH SPORTS DAYS THAT INCLUDED A NUMBER OF ELEMENTARY, MIDDLE AND HIGH SCHOOLS WITH THE COUNTY.
THE HIGH SCHOOL SPORTS EDUCATION CLASSES GAINED REAL WORLD PERSPECTIVE THROUGH OFF COURT AND IN ARENA INTERACTIONS WITH THE A-10 CONFERENCE CHAMPIONSHIP STAFF.
JUST ANOTHER INDICATION OF WHAT IS HAPPENING WITH SPORTS TOURISM IN OUR COUNTY.
SO, MR. CHAIR, I DO HAVE A SECOND COMMENT.
AND FOR THIS ONE, I'M GOING TO ASK MISS VICTORIA DAVIS TO COME FORWARD.
AND SO MARCH IS RECOGNIZED NATIONALLY AS WOMEN'S HISTORY MONTH, A TIME TO HONOR AND REFLECT ON THE MANY CONTRIBUTIONS WOMEN HAVE MADE TO OUR NATION, OUR COMMUNITIES AND OUR LOCAL GOVERNMENT.
WOMEN HAVE PLAYED A VITAL ROLE IN SHAPING OUR SOCIETY BY LEADING MOVEMENTS FOR PROGRESS, STRENGTHENING FAMILIES AND COMMUNITIES, AND SERVING IN LEADERSHIP ACROSS EVERY SECTOR HERE IN HENRICO COUNTY.
WE SEE THAT IMPACT EVERY DAY THROUGH THE DEDICATION AND SERVICE OF THE MANY WOMEN WHO HELPED MOVE OUR COUNTY FORWARD FROM PUBLIC SAFETY TO EDUCATION TO COMMUNITY ENGAGEMENT AND LOCAL GOVERNMENT. EACH MARCH, THROUGH A PRESIDENTIAL PROCLAMATION, OUR NATION DESIGNATES THE MONTH AS WOMEN'S HISTORY MONTH, A TIME SET ASIDE TO RECOGNIZE AND CELEBRATE CONTRIBUTIONS WOMEN HAVE MADE THROUGHOUT AMERICAN HISTORY FROM CIVIC LEADERSHIP, PUBLIC SERVICE TO EDUCATION, INNOVATION, COMMUNITY ADVOCACY.

TANYA JOINED HENRICO COUNTY IN JULY 2008 AS THE DEPUTY CLERK AND ADMINISTRATIVE ASSISTANT TO THE BOARD OF SUPERVISOR'S OFFICE.
THROUGH YEARS OF DEDICATED SERVICE AND INSTITUTIONAL KNOWLEDGE, SHE ROSE TO BECOME THE ASSISTANT TO THE COUNTY MANAGER FOR BOARD AFFAIRS, CLERK TO THE BOARD OF SUPERVISORS IN 2020.

PROFFERED CONCEPTUAL PLAN REFLECTS TWO ACCESS POINTS A RIGHT IN RIGHT OUT OFF NINE MILE ROAD AND A CONNECTION TO ROBIN AVENUE TO THE NORTH.
INTERNAL ACCESS TO INDIVIDUAL RESIDENTIAL LOTS WOULD BE FROM A COMBINATION OF A 50 FOOT WIDE PUBLIC ROAD AND PRIVATE, 24 FOOT WIDE ALLEYS RUNNING ALONG THE REAR OF THE R5B LOTS. LOT WIDTHS SHOWN ON THE LAYOUT WOULD MEET THE MINIMUM 30 FOOT WIDTH IN THE R5B AREAS AND 50 FOOT WIDTH IN THE R5A SECTION.
A FIVE FOOT WIDE SIDEWALK IS SHOWN ALONG BOTH SIDES OF THE PUBLIC RIGHT OF WAY WITHIN THE DEVELOPMENT AND ALONG THE SOUTHERN EDGE OF THE R5B LOTS.

AT THE EASTERN EASTERN LINE IS A DRIVE BMP, WHICH IS PROPOSED TO HANDLE STORMWATER.
THE 2026 COMPREHENSIVE PLAN RECOMMENDS SUBURBAN RESIDENTIAL TWO AND COMMERCIAL ARTERIAL WITH DETACHED HOMES AND AN OVERALL GROSS DENSITY OF 3.43 UNITS TO THE ACRE.

REGARDING REGARDING THE DRAINAGE REQUIREMENTS WITH THE APPLICANT HAVING SATISFACTORILY ADDRESSED THE SITE DESIGN CONCERNS, STAFF CAN NOW RECOMMEND APPROVAL.
THE APPLICANT HELD A COMMUNITY MEETING ON JUNE 26TH, 2025, AT THE HENRICO THEATER.
THREE ADJACENT RESIDENTS ATTENDED AND DISCUSSED TOPICS RELATED TO LOT AND HOUSE SIZE, ARCHITECTURAL DESIGN, LIGHTING, AND AMENITIES.

THE BUFFER ALONG NINE MILE ROAD THAT HAS SINCE BEEN DEFINED TO BE 35FT PLANTED TO A 25 FOOT TRANSITIONAL. AND COMMITMENTS HAVE BEEN MADE TO THAT.
AND AND THE REST WERE DRAINAGE ISSUES, BOTH ON SITE AND OFF SITE.
AND THE APPLICANT HAS PROVIDED AN UPDATED CONCEPT PLAN WHICH REVISED THE BMP BETTER DELINEATED THE WETLANDS.
THEY DID PROVIDE ADDITIONAL SUPPORTING DOCUMENTS, INCLUDING CALCULATIONS AND EXHIBITS SUBMITTED TO DPW, ILLUSTRATING THE DESIGN AND CAPACITY OF ALL THE SITE DRAINAGE, INCLUDING UPDATES AGAIN TO THE PHIL GRADING AND BMP.
AND THIS DID CHANGE TO A DRY POND.
AT ONE POINT IT WAS THOUGHT IT WOULD WOULD BE A WET POND.
AND WITH THAT ADDITIONAL SUBSTANTIATION, DPW DID CONFIRM THAT THE APPLICANT IS SUFFICIENTLY ADDRESSED THEIR CONCERNS.
YOU DO HAVE A TRANSITIONAL BUFFER TEN TO THE REAR.
I FAILED TO MENTION THAT, BUT THAT IS ALONG THE COUNTY HOLDINGS WITH THE WATER TANK TO BETTER BUFFER THE NEIGHBORHOOD.
THIS IS THE CONNECTIVITY TO ROBIN AVENUE AND THE EXISTING NEIGHBORHOOD.
THERE ARE SOME CONCERNS SURROUNDING THE NINE MILE ROAD ACCESS.
IT HAS BEEN LIMITED TO A RIGHT IN RIGHT OUT.
AND WE'LL GET THE FINALIZATION ON THAT AT THE TIME OF PLANNING DEVELOPMENT WITH VDOT, THAT'S NORMALLY WHEN WE SETTLE THOSE.
SO I THINK THAT THAT SUMS IT UP.
SO ROBIN, ROBIN AVENUE IS A STREET THAT'S A STRAIGHT CUT THROUGH.
YEAH, I REALLY LIKE THIS LAYOUT ALL THAT MUCH, BUT I MEAN, TO GET INTO THINGS THAT WE NEED.

AND IN ADDITION TO THAT, ALLOW US TO BE A POSSIBLE PROVIDER TO OTHER LOCALITIES IN THE REGION.
