IT BLUE BARS REPRESENT DAILY POSITIVE CASES. THE GOLD LINE REPRESENTS THE RUNNING SEVEN-DAY AVERAGE OF NEW COVID CASES. THIS IS THE FULL COMMONWEALTH OF VIRGINIA. WE HAVE SEEN SIMILAR TRIPODS IN THE RIDGE -- TRENDS IN THE REGION AND VIRGINIA. THE NUMBER OF DAILY CASES FOR HENRICO HAD AN UPTICK IN THE PAST FEW WEEKS AS WELL AS THE RUNNING 7-DAY AVERAGE IN GOLD. WE'LL GET MORE INTO THE ACTUAL NUMBERS IN A MOMENT. SO THIS IS THE NUMBER OF INFECTIONS. THE QUESTION IS ALWAYS, YOU KNOW, HOW SERIOUSLY ARE PEOPLE SICK. AND HOW MANY PEOPLE ARE BEING HOSPITALIZED AND SO THIS NEXT CHART GIVES YOU A PORTRAYAL THAT [00:10:01] SHOWS FOR THE COMMONWEALTH OF VIRGINIA THE DAILY HOSPITALIZATION COUNTS AND AGAIN THE GOLD BAR IS THE 7-DAY RUNNING AVERAGE. YOU DO SEE A SLIGHT INCREASE IN THE NUMBER OF HOSPITALIZATIONS IN HENRICO COUNTY. WE HAVE SEEN AN UPTICK IN THE LAST TWO WEEKS BUT THAT UPTICK MEANS WE HAVE ON AVERAGE BETWEEN FOUR AND FIVE PEOPLE HOSPITALIZED FROM HENRICO COUNTY. SO WE'RE NOT TALKING ABOUT LARGE NUMBERS THANK GOODNESS. AS WE MOVE ON TO OBVIOUSLY THE WORST STATISTIC IS THE NUMBER OF LIVES TAKEN BY COVID-19 ACROSS THE COMMONWEALTH, THERE HAVE BEEN UPS AND DOWNS IN THE DATA AND CERTAINLY THERE IS THE CHANCE AS THE NUMBER OF INFECTIONS INCREASE WE MAY SEE MORE HOSPITALIZATIONS AND DEATHS. THIS NUMBER APPEARS IN HENRICO COUNTY WHICH IS THE LAST CHART I'M SHOWING YOU TO BE RELATIVELY STABLE TO WHAT WE HAVE SEEN OVER THE PAST SEVERAL MONTHS. OBVIOUSLY THE FIRST SEVERAL WEEKS OF THE PANDEMIC IN MARCH AND APRIL HIT US THE HARDEST. PARTICULARLY IN THE LONG-TERM CARE FACILITIES ACROSS THE COUNTY. I PROVIDED FOR YOUR FOLLOW-UP AND INFORMATION, QUITE A FEW DATA ELEMENTS THAT I WASN'T NECESSARILY GOING TO REVIEW ALL THESE TONIGHT. THE FIRST TABLE SHOWS AGAIN JUST IN A TABLE FORMAT THE NUMBER OF NEW CASES. THE 7-DAY AVERAGE. THE NUMBER OF CASES PER THOUSAND FOR THE COMMONWEALTH. THEN FOR HENRICO AND OUR NEIGHBORS IN CHESTERFIELD AND THE CITY OF RICHMOND. WHAT YOU SEE IS WE'RE AT OR BELOW THE STATE AVERAGE NUMBER OF CASES AND CONSISTENT WITH OUR NEIGHBORS. THE SAME IS TRUE BOTH FOR HOSPITALIZATIONS AND ON THE FINAL CHART, THE NUMBER OF COVID-RELATED DEATHS. IF I MAY I'LL TALK ABOUT VACCINATIONS. THERE HAS BEEN QUITE A BIT OF INFORMATION IN THE NEWS RECENTLY ABOUT VACCINATIONS MOVING FORWARD IN CLINICAL TRIALS AND WE REPORTED TO THE BOARD IN PREVIOUS MEETINGS THAT OUR INTENT AND IN FACT WE HAVE BEEN WORKING WITH STATE AND FEDERAL OFFICIALS TO BETTER UNDERSTAND HOW THE COURSE OF VACCINATIONS WILL PROCEED. WE HAVE BEEN WORKING WITH THE HENRICO HEALTH DEPARTMENT AND VDH TO REALLY PRACTICE THIS AND IRON OUT THE KINKS BY DOING FLU VACCINATIONS. THIS IS FOR THE ANNUAL INFLUENZA VACCINATION PROGRAM. THE POINTS OF DISTRIBUTION THAT WE HAVE BEEN UNDERTAKING REALLY HELPS US TO UNDERSTAND THE LOGISTICS OF LARGE SCALE VACCINATIONS AND DRIVE-THRU DISTRIBUTION OPPORTUNITIES. WE IDENTIFY STAFFING NEEDS, PERSONAL PROTECTIVE EQUIPMENT AND OTHER LOGISTICAL ISSUES. THAT'S A VERY SIGNIFICANT CONCERN IN HENRICO COUNTY BECAUSE OF ALL THE NUMBER OF FACILITIES WE HAVE AS WELL AS FOR FIRST RESPONDERS. THE SECOND PHASE RIGHT ON THE HEELS OF THAT IS FOR ESSENTIAL WORKERS INCLUDING SCHOOL TEACHERS AND CHILDCARE PROVIDERS. PEOPLE WHO WORK IN THE FOOD SERVICE INDUSTRY AND INDIVIDUALS WITH HIGH RISK FACTORS SO GENERAL POPULATION OF INDIVIDUALS WITH HIGH RISK FACTORS. THEN FINALLY IN THE LAST PHASE IS WHEN IT OPENS UP TO THE GENERAL POPULATION. WE DON'T KNOW FOR CERTAIN WHAT THE PHASING WILL LOOK LIKE. WE'RE TOLD WE MAY SEE THE FIRST SETS OR DOSES OF VACCINATIONS BEFORE THE END OF THE CALENDAR YEAR. WE'RE STAYING ON THAT AS BEST AS WE CAN. THEN MR. WE IMMEDIATELY BEGAN CONDUCTING CONTACT TRACING AND IDENTIFIED PEOPLE THAT WERE CLOSE CONTACTS TO THAT EMPLOYEE AND WE TOOK ALL 13 PEOPLE THAT WERE IN THE REGISTRAR'S OFFICE TODAY OVER TO EMPLOYEE HEALTH AND CONDUCTED THE RAPID COVID-19 TEST THAT WE HAVE AND OUT OF THAT, WE FOUND IN ADDITION TO THE ONE PERSON WHO ALREADY HAD A POSITIVE TEST, WE IDENTIFIED FOUR ADDITIONAL EMPLOYEES FROM THE 13 WHO WERE POSITIVE FOR COVID-19. IN ADDITION TO THAT THERE WERE TWO EMPLOYEES AT PUBLIC WORKS WORK ON A DIFFERENT FAMILIAR OF THE SAME BUILDING WHO ALSO TESTED POSITIVE TO COVID-19. WE HAVE A TOTAL NOW OF SEVEN PEOPLE THAT WE HAVE RECEIVED [00:15:02] POSITIVE TESTS FOR. WE'LL CONTINUE CONTACT TRACING AND TESTING AS WE NEED TO OVER THE COURSE OF THE NEXT DAY OR TWO. IT'S IMPORTANT TO NOTE THAT THE LAST DAY THAT PEOPLE WERE ABLE TO -- CITIZENS WERE ABLE TO COME IN AND LINE UP FOR EARLY VOTING IN PERSON WAS ON SATURDAY, OCTOBER 13. OUR EMPLOYEES FIRST SIGNS AND SYMPTOMS WERE A FULL WEEK LATER. SO BASED ON PROTOCOL AND OUR UNDERSTANDING FROM THE DEPARTMENT OF HEALTH AND CDC, THE PERIOD OF WHICH A PERSON IS INFECTIOUS IS REALLY TWO DAYS PRIOR TO SYMPTOMS. BECAUSE WE HAD A FULL WEEK IN BETWEEN THOSE TWO, WE DON'T BELIEVE THAT ANY CITIZENS WERE EXPOSED TO THE EMPLOYEE WHO HAD THE INFECTION. SO WE'RE CARRYING OUT ALL THE REPORTING, TESTING AND FOLLOWING UP PROCEDURES THAT ARE NECESSARY. I WILL TELL YOU OF THE FIVE INDIVIDUALS FROM THE REGISTRAR'S OFFICE WHO TESTED POSITIVE, TWO HAVE MINOR SYMPTOMS. THREE HAVE NO SYMPTOMS AT ALL. WE'LL CONTINUE TO MONITOR THEIR CONDITION AND CERTAINLY HOPE FOR THE BEST. WE HAVE ALREADY PERFOMED AN IMMEDIATE DISINFECTION OF THE BUILDING BUT THE BUILDING WILL BE CLOSED FOR THE HOLIDAY TOMORROW, BUT ALSO FOR THURSDAY AND FRIDAY WHERE WE'LL MAKE SURE THAT DEEP CLEAN SING PERFORMED BEFORE THE BUILDING REOPENS ON MONDAY. THEY KNEW GOING INTO IT THERE WAS A RISK TO PARTICIPATE. SO AFTER NOVEMBER 3, WE STILL COUNTED BALLOT THROUGH SATURDAY, THE 7TH, BECAUSE OF AN ABSENTEE BY MAIL THAT WAS DELIVERED ON TUESDAY, NOVEMBER 3. THREE AND A HALF ELECTIONS OVER ABOUT A 50-DAY PERIOD INSTEAD OF NORMALLY OUR 13 HOUR ONE-DAY EVENT. IT'S BEEN AN INCREDIBLE JOURNEY FOR ALL OF US.
